1. Work Breakdown Structure
The Work Breakdown Structure (WBS) is a Program wide framework for management & control of
the PROJECT Works.
The WBS shall be the basis upon which the PROJECT Works shall be divided into discrete and
identifiable work packages for each UNIT or System. These discrete and identifiable work packages
will be at the necessary level to enable effective monitoring, management, progress measurement
and reporting.
The WBS will have a natural hierarchy to enable the PROJECT Works to be summarized for all
purposes with the top levels representing the overall PROJECT and the lower levels reflecting
increasing levels of detail based upon a breakdown to be agreed between the EMPLOYER and
CONTRACTOR.
In developing the WBS, the EMPLOYER / EMPLOYER’S REPRESENTATIVE and CONTRACTOR shall
consider the following:
the Asset Type and its alignment with the Employer pre-defined WBS Level 2
WBS which have already been assigned and utilized by the EMPLOYER for other assets
the geographical breakdown of the PROJECT Works
the construction discipline ie. Fire Systems, Potable Water, Buildings
Operating systems
EMPLOYER Ownership Structure ie. Potable Water Treatment Plant may be sold vs Potable
Water Reticulation may be Government owned.
The CONSULTANT shall develop a WBS in consultation with the EMPLOYER / EMPLOYER’S
REPRESENTATIVE which shall then be submitted for formal approval by the EMPLOYER.
