II. EXECUTIVE SUMMARY
Health to Wealth Project is a project to install a compost bin to encourage sustainable
garbage disposal, enhance local waste management, and reduce flooding by putting in place
an effective drainage system. In addition to improve waste management through composition,
this project will lower the risk of floods and decrease landfill waste. The goal is to enhance
environmental sustainability and improve community infrastructure.
Key Activities:
Find a designated area for the compost Bin to ease the collection of waste in the
community.
Repair and clean the drainage system in the community.
Conduct a seminar about the cause of the floods and unorganized waste management,
thus providing ways to reduce these cases.
Conduct a seminar on how to use and sustain the Compost Bin and the new and clean
drainage system in the community.
Estimated Budget
The project is estimated to have 350,000 Php budget for fixing the drainage system and
providing the compost bins in the community
Estimated Time Frame
The Health to Wealth Project is estimated to be accomplished/finished within 2 months,
including all preparations, the process and seminars
III. BACKGROUND AND RATIONALE
Community Context
Barangay Tinago is one of the urban barangays in Cebu City, boasts with a very active
community, culture and situated in strategic place very close to business district and newly
established middle to low rise residences. The demographic profiling of Tinago reflect low to
middle income earners, families, students, workers and elders are coming to this community.
Nevertheless, the people of Barangay Tinago are recognized as those with good fellowship,
great spirit, and active participation in government.
Problem Statement
Barangay Tinao has frequently flooding caused by a blocked drainage system due to its
drainage problem and unethical disposal of waste. The residents of Tinago specially in
Bonifacio Street often dump their trash anywhere led to stop and prevent the water from
flowing in their own Drainage System.
IV. PROJECT OBJECTIVES
General Objective
The Main Objective for this project is to fix the drainage system in Barangay
Tinago, Bonifacio Street, to help and promote the proper waste management in
order to lessen the cause of floods in the community.
Specific Objective
To lessen the floods in the area by fixing the drainage systems including
cleaning, rebuilding and refining.
To provide compost bins and placed in a specific area in the community to gather
all the waste and to ease the collection of garbage trucks for smooth and clean
collection of wastes
To promote the proper waste management in the community by conducting
seminars in the community on how to utilize the fixed drainage systems and new
compost bins provided in the areas
V. PROJECT SCOPE AND TARGET BENEFECIARIES
Scope
This project will primarily focus on Bonifacio Street in Barangay Tinago, Cebu City. The
following activities are:
1. Drainage System Improvement: Fix and clean the drainage system to address the issue
of blockages and prevent serious flooding.
2. Compost Bin: Set up compost bins in some areas to promote sustainable waste disposal
and ease garbage collection.
3. Community Education: Conduct seminars to educate residents on how to properly
manage waste and the importance of composting as well as maintaining a clean
drainage system.
The project is estimated to be completed within 2 months including, the preparation,
implementation and project evaluation.
Target Beneficiaries
The primary target of this project will be the residents of Bonifacio Street, Barangay Tinago
Cebu City.
Direct Beneficiaries:
The 400 Households ang 1,500 residents along Bonifacio Street who will directly
benefit the reduced waste and flooding.
The local businesses and establishments along the streets.
Local garbage collectors who will directly benefit the easier waste collection and
disposal in the compost bin.
Indirect Beneficiaries:
The environment, as this project helps to reduce garbage on the specific and some
areas.
The whole community of Barangay Tinago will benefit from enhanced drainage,
improved environmental conditions.
Local government, as this project can serve as the model for other Barangays
experiencing same situation. It also reduces the challenge in terms of waste here in
Cebu City.
VI. PROJECT DESCRIPTION
Methodology
The following are the strategies and approaches to achieve the project objectives:
Community consultation: including locals in the planning and decision-making process to
make sure the project satisfies their needs. Collaborative Implementation: Including
contractors, neighborhood associations, and members of the community in the installation
and repair process.
Advocacy: holding seminars to increase knowledge and guarantee the implementation of
sustainable practices.
Monitoring and Assessment: consistently evaluating the project's development and long-term
effects.
Key Activities
1.Pre-Implementation:
Coordinate with the community as well as local government officials for better planning and
identify areas for compost bin installations.
Develop a detailed plan for the allocation of resources, repair requirements, and timeline.
2.Implementation:
Clean and repair the drainage system using necessary materials and equipment.
Install compost bins in designated areas.
Hold a seminar for residents on waste management and flood prevention.
3. Post-Implementation:
Monitor the progress of the drainage system and compost bins.
Gather feedback from residents to address any concerns.
Conduct follow-up sessions to ensure sustainability.

Timeline
The Project are estimated to achieve these key milestones and complete the tasks
Phase 1: Mobilization & Site Prep (2 Weeks)
- Potential utility lines are Checked (water, gas, electricity) that may interfere with the
drainage installation.
- Equipment and Materials are transported (pipes, gravel, sand, concrete, compost bins,
manhole covers) to the site.
- Setup temporary storage for materials and equipment on-site.
- Set Up Worker Safety and Site Logistics Set up safety barriers, warning signs, and
other required safety measures. Ensure workers have personal protective equipment
(PPE) such as helmets, gloves, and safety vests.
Phase 2: Excavation and Trenching (2 weeks)
- Use an excavator to dig trenches along the marked drainage path. The trench width
should be sufficient for the pipes and gravel bedding.
- Haul the excavated soil to a designated disposal area or use it for backfilling after pipe
installation.
- Site Maintenance maintained
- Maintain proper drainage of any rainwater or groundwater in the trench.
Phase 3: Pipe Installation and Bedding (1 week)
- Finished preparing Bedding Material
- Bedding level is level and stable
- Pipes are installed
- Use pipe connectors and fittings to join sections of the pipe.
- Ensure pipes are securely connected and there are no leaks. Install Manholes and
Drainage Fittings
- Installed pre-cast manhole covers or other drainage fittings where necessary (e.g.,
junctions, outlets).
- Ensured Proper Slope. Maintain the correct slope for the pipes to ensure effective
water flow.
Phase 4: Backfilling & Compaction (1 week)
- Trenches are backfilled with gravel and soil
- The soil of the drainage is compacted using a mechanical compactor to ensure the soil
is stable.
- The site is leveled according to its design.
Phase 5: Installing Compost Bin and Finalizing Drainage System (1 week)
- Install the compost bin to the designated area
- Conducted a flow test to ensure that water flows smoothly through the drainage
system without obstructions.
- Checked all connections and joints to ensure no leaks.
- Install grates over the manholes and other drainage outlets.
- Place any additional drainage fittings that might be required, such as filters or silt
traps.

Phase 6: Site Clean-Up and Handover (4 days)
- Removed any debris, leftover materials, or equipment from the site.
- Ensure the worksite is clean and restored to its original condition.
- Conduct a final inspection of the drainage system with the project manager to ensure
it meets the required specifications and standards.
- Handover completed drainage system to the client or relevant authorities.
- Provide maintenance recommendations or any necessary documentation (e.g.,
warranties for materials or fittings).
Phase 7: Orientation & Seminar (1 week)
- Provide essential knowledge about the completed drainage system, its operation, and
maintenance requirements to the local authorities, and community members.
- Emphasize the sustainable features of the drainage system
- Introduce the Compost Bin area for waste to Garbage Collectors for ease collection
and community members of the Tinago
- Gather feedback on the seminar from participants to improve future orientations.
Monitoring and Evaluation
Progress is tracked and evaluated through Conducting Regular Progress Reviews.
Schedule weekly progress meetings to evaluate achievements, delays, and resource
utilization. Perform phase-end inspections to assess task completion and quality standards.
And to ensure the monitoring of employees is to Assign Responsibilities by designating key
responsible personnel (Site Supervisor, Project Manager, Quality Inspector, etc.)

Funding Sources
To successfully implement the proposed drainage system and compost bin project, it is
essential to secure adequate funding through a combination of government support,
partnerships, and community engagement. Mainly the source of funding for this project is
from the Government Grants for Cebu City Government and supported by Private Sector
Partnerships.
Justification of Expenses
1. Transportation Costs
Transportation costs include the delivery of materials to the site and any necessary transport
for equipment or labor.
2. Material Costs
Materials include pipes, gravel, sand, concrete, and other supplies needed for drainage
construction.

Labor will be required for digging, laying pipes, assembling drainage components, and
