1 Preamble

We M/s. Organo Chem (India) is to be located at Plot No.: G-3, G-4, H-41, H-42, H-43, H-44,
UPSIDC Industrial Estate Jamour, Distt.: Shahjahanpur, Uttar Pradesh. M/s. Organo Chem
(India) is committed to maintain the harmony between production and environment in
sustainable manner. They are also abided to comply all the environment & pollution control
Act/Rules / Regulation/ statutory requirement.
M/s. Organo Chem (India) is located at Plot No.: G-3, G-4, H-41, H-42, H-43, H-44, UPSIDC
Industrial Estate Jamour, Distt.: Shahjahanpur, Uttar Pradesh. M/s. Organo Chem (India) is
proprietorship firm incorporated on 06-06-2012 with an object to carry on the business of
manufacturing of varied experience with the main object of producing inorganic & organic
chemicals for domestic as well as MNCs, with its registered office situated at Shahjahanpur. The
company has acquired 13600 sq.m. of land at Growth Centre UPSIDC Industrial area Jamour,
Sahajaganpur district of Uttar Pradesh.
Now, M /s. Organo Chem (India) move to modify owns self with entering in Pharma sector, and
we, M/s. Organo Chem (India) is proposed to manufacture API and Pharmaceutical products at
Plot No.: G-3, G-4, H-41, H-42, H-43, H-44,, UPSIDC Industrial Estate Jamour, Distt.:
Shahjahanpur, Uttar Pradesh.
The proposed project mainly involves two phases:
Construction Phase: involves activities viz. site cleaning, excavation, construction, installation of
plant machinery, raw material transportation and handling, greenbelt development and labour
employment. Greenbelt development is proposed to be taken up at the initial stage and hence
it has been considered in this phase. Minor and temporary /short term impacts are expected
due to the construction activities on water, air, noise, soil and social environment attributes.
Operational Phase: involves activities viz. raw material storage & handling & transportation,
production activity, product storage, handling & transportation, gaseous emission, water
consumption & wastewater discharge, solid & hazardous waste generation, labour employment,
infrastructure & greenbelt development/maintenance. This phase of project is important as it
generates long term impact as the production starts. The primary environment impact causing
likely deterioration will be on air, water, noise, soil and flora – fauna due to air emission, water
consumption & wastewater generation, solid/hazardous waste generation, noise generation
and transportation.
The potential environmental pollution/impacts of the proposed projects/activity could be
mitigated by installation of adequate pollution control equipment / mitigation measures. Hence,
M/s. Organo Chem (India) will adopt the Environmental Management Plan (EMP) for proposed
the pharmaceutical projects to mitigate/control the potential environmental pollution/impact,
which is presented in the subsequent sections.

2 Aim & Objectives of EMP


Environmental Management Plan (EMP) is a basic tool to achieve sustainable industrial
development concept. The primary aim of an EMP is to address the administrative aspects of
the project for ensuring that mitigation measures are implemented in a specified time frame
and their effectiveness is being monitored by the responsible personnel.
The major objectives of this EMP are:

 To treat all the pollutants i.e. liquid effluent, air emissions and hazardous waste with
adoption of adequate and efficient technology.
 To make budgetary allocation for effective implementation of environment management
system.

 To comply with all the conditions of the regulations / applicable laws stipulated by
MoEF&CC, Pollution Control Board

 To create good working conditions for employees and neighbouring environment.


 Continuous development and search for innovative technologies for a cleaner and better
environment and to limit/reduce the degree, extent, magnitude or duration of adverse
impacts.
 To prepare an Environmental Monitoring Programme for periodical assessment of
effectiveness of implementation of EMP and to take corrective measures in case of any
degradation in the surrounding environment.
 To contribute significantly towards sustainable development by waste minimization and
resource conservation practices for achieving the stipulated environmental standards.

4 EHS Management Department


Apart from having an EMP, it is also necessary to have a permanent organizational set-up i.e. an
Environmental, Health and Safety [EHS] Department to ensure effective implementation of
EMP.
M/s. Organo Chem (India) will develop a separate EHS Department to monitor the performance
of environmental, safety and health attributes of project. The setup of the EHS Department is
given below.

4.1 Functions of the EMP Implementation Team


 Implementation of the mitigation measures.
 Maintain Records of the operation.
 Monitoring the programme of implementation.
 To estimate the efficiency of measures taken.
 To bring out any other unforeseen effect on environment not covered under the report.
 Inspection and regular maintenance of mining equipments and transport vehicles.
 EHS department will monitor all project activities to ensure the appropriate
implementation of all environmental mitigation activities and to identify areas where
environmental management plan compliance is not satisfied.
 Responsibilities will be assigned to officer from various disciplines to perform and co-
ordinate the activities concerned with management and implementation of environmental
control measures.
 Director of the company will be responsible for overall environmental management. EHS
officer will inform all the matter regarding environmental management including
reporting of non-compliances / violations of environmental norms.

6 Environment Management for Operation Phase


The EMP for the proposed project has been prepared for the various environmental attributes
like Air, Water, Land, Noise, Ecology, Socio-Economic etc.

6.1 Air Pollution Control & Management


The proposed EMP including with the source of pollution, potential env. Impact / issue and
suggestive control/ mitigation measures for Air pollution Control & Management are delineated

6.5 Protection & Conservation of Ecology / Biological Environment


 Habitat improvement programme can be undertaken through plantation of suitable tree
species in the surrounding villages. While selecting the tree/ shrub species care shall be
provided for beery plants which attract these birds.

 During summer period, villagers will be encouraged to use the old earthen pots to fill with
water for drinking these birds. Summer is the time when these birds are facing shortage of

feeds, there by supplying the feed like Bajri, Juwar, Maize etc. to the identified surrounding
villages with good population of Indian peafowls will suffix the problem of food shortage.
The proponent can directly supply these feeds to the villages directly or by funding to the
NGOs active in this mission. Conservation through Habitat Improvement and Awareness are
detailed in following table.

6.6 Greenbelt Development


 The main objective of the green belt is to provide a barrier between the plant and the
surrounding areas. The green belt helps to halt soil erosion, make the eco-system more
sustainable, make the climate more conductive and restore water balance. The green belt
helps to capture the fugitive emissions and to attenuate the noise generated in the plant apart
from improving the aesthetics of the plant site.
 The company will develop the adequate greenbelt of within the premises (about 33% of total
land). Healthy & every green plantation in greenbelt will be maintained and ensured by the
company all the time
 Company shall follow CPCB guidelines for development & maintenance of greenbelt area
 Company shall do plantation in greenbelt area (@2500 tree / hectare) considering the survival
rate of saplings 80% - 85% for plantation.
 Indigenous species (local species of trees & shrub for greenbelt development) with high APTI
value will be selected for Green Belt.
 Tree and shrub species which are tall and bearing larger canopy cover and leaf area with
different size classes (small, medium and larger) were suggested to maintain the different
canopy levels at vertical profile.
 Many fruit trees and shrubs were in the selection list to attract birds, squirrel and fruit eating
bats which are locally available.
 The green belt development program will go simultaneously in phased manner along with the
civil activities in consultation with horticulture experts
 Character of plants mainly considered for affecting absorption of pollutant gases and removal
of dust particle are as follows.

manure, weeding and provide proper protection.
 Plantation requires after care for a period till the saplings attain matured tree stage.
 Replacement of sapling (replanting) required whenever mortality occurs in the plantation
during the growth stage.
 The proposed green belt development will be carried out in consultation with horticulture
expert/ forest department.

6.7 Cleaner Production Approach


 Optimization, energy conservation and reduce/ reuse /recycle of waste are the principal
approaches of Cleaner production activities.
 Cleaner production is a preventive, company-specific environmental protection initiative. It is
intended to minimize waste and emissions and maximize product output. Unit will adopt
cleaner production techniques in water conservation, waste minimization, housekeeping,
reuse/recycle, energy saving etc. wherever possible by the following practices;
 Adopting latest and best process technology to achieve maximum yield with minimum waste
generation.
 Adopting good housekeeping practices by maintaining cleanliness in premises and providing
regular training and giving instructions for the same.
 Reusing of water as much as possible.
 Carrying out energy audit at regular time interval.
 Installing flow meter at water intake and at effluent treatment plant.
 Installation and efficient use of rain water harvesting system.
 Reusing spent/waste oil for lubrication in machineries and equipments within the premises.
 Use of LED in administrative & office area should be preferred.
 Natural light should be used in maximum possible area instead of electrical lighting.
 Use of photosensitive switches for road & open area lightings if possible.
 Adequate thermal insulation for pipelines of chillers, hot fluid lines and other facilities
wherever heat or cooling loss is anticipated.
 Use of energy efficient motors, power tools, lighting facilities and other electrical equipment.

6.8 Rainwater Harvesting


 Rain Water Harvesting (RWH) is a method of utilizing rain water for domestic and agricultural
use, which is widely used throughout the world. Rain water from terraces/rooftop areas shall
be collected through rain water down-take pipes & collected to catch basins or stored in rain
water tanks as this is uncontaminated water. The company will plan to use water storage tank
to harvest the rain water.
 The rainwater harvesting program is conducted by providing water storage tank for collection
of rainwater from roof of Plant Area. For the purpose, gutter for collection of rainwater during
the monsoon is installed & the collected water is used to meet the water requirement of the
industry.
 Rainwater Harvesting is generally putting back rainwater in to the underground formation,
where it will be stored in underground reservoirs (Aquifer) so that we can draw it whenever
we need it.

attached as Annexure.

6.9 Solvent Management


Solvent recovery/distillation system to be adopted during processing consisting:
 Reactor attached to primary condenser having chilled water circulation of 5°C followed by
secondary condenser having chilled brine circulation of -15°C followed by scrubber.
 This will ensure that they get max. >95% recovery of solvent and if at all any vapours escapes it
will be scrubbed in scrubber.
 The company do not have separate solvent recovery unit within premises, all solvent
distillation is done during processing as a part of process.
 Recovered (distilled) solvents generated from the processing will be reused back in
manufacturing process and or mix solvent (if any) will be sent to solvent recovery facility for
recovery/ reuse.

 SOPs will be prepared for effective implementation and provision of leak detection & repair

6.11 Odour Control Plan


Following measures will be adopted to control/ minimize the odour:
 All solid raw materials shall be charged directly to reactor through special air lock hopper
against slight negative pressure (in water column) so that no odour is emitted to the
environment.
 Solid charging nozzle in reactor shall be projected inside so that it directly falls into solvent
media, thereby eliminating carrying over of solid to vapour nozzle.
 Powder transfer system shall also be used wherever applicable to have zero loss of powder
into the atmosphere.
 All liquid raw material handled in drum shall be cooled down during summer before charging
so as to minimize its vapour pressure and control of odour.

 Liquid from drums shall be charged in day tank or to reactor with the help of FLP motorized
barrel pump.
 Alternatively, vacuum lock could also be used in day tank for transfer of liquid from drum.

 Proper Personal Protective Equipment will be provided to the workers who are involved in
handling odorous materials.

 Greenbelt will also be developed to control the odour.

6.12 Occupational Health Management Plan


All precautionary methods will be adopted by the company to reduce the risk of exposure of
hazards to employees, specifically:

 Drinking water availability shall be ensured at several locations within the plant to ensure
workers have easy access to the same.
 In case of occasional handling of heated equipment or materials, suitable PPEs such as heat
resistant gloves will be used.
Fire Emergency: Trained personnel will be employed in all the shifts. The responsibilities and
duties include:
 To fight the fire with available internal fire fighting equipment and to stop leakage of liquid
etc.
 To provide personal protective equipment to the team.
 To cordon the area and inform incident controller or site main controller about the
development of emergency.
 To train the persons (essential workers) to use personal protective equipment and fire-fighting
equipment.
Following fire safety devices will be provided:
 Water Storage of adequate capacity to meet the requirements of water for fire fighting
purposes.
 Fire hydrants and automatic sprinkler system. Diesel driven pumps and headers to supply
water to fire hydrant network.
 Adequate Portable fire extinguishers viz. Dry Chemical Powder, Capacity CO2 type Fire
Extinguishers and bucket, wheeled fire & safety equipment should be provided at the required
places.
 Equipment required for personal safety like blankets, gloves, apron, gum boots, face mask
helmets, safety belts, first aid boxes etc. are provided. Proximity suits and self-contained
breathing apparatus to be provided.
 Ventilation shall be provided to take care of heat evacuation Proper training will be imparted
to employees for use of safety appliances & first aid.
 All workers will be trained on respective Standard Operating Procedure (SOP) so as to enable
them to prevent any possible mishaps.
 All loading/unloading will be carried out under technical guidance as per the Standard
Operating Procedure (SOP) generated for the particular raw material/product.
 All pollution control equipments are periodically checked and maintained.
 The work place area monitoring will be carried out for Particulate Matters (PM), VOCs & Noise
on regular basis.
 Good housekeeping, proper and adequate ventilation and lighting will be arranged for better
workplace area as per guidelines of Factory Act.
 Regular medical examination of all workers will be carried out to assess the health status of
the workers and medical records for the same will be maintained for each worker
 A qualified doctor will be appointed on casual basis and required medicines, antidotes and
first-aid box will be procured under the guidance of appointed doctor as per guidelines of
Factory Act.

6.13 Socio-Economic Aspect / Corporate Environmental Responsibility (CER)


 Company will provide the direct employment. Local people would be preferred. And many
other direct / indirect business opportunities will also be emerged.
 Company will also carry out various activity under its CER programs for Financial and social
benefits with special emphasis on the benefit to the local people.
 The total cost of the proposed brown-field project is estimated to be approx. Rs. 5.44 crore
and it falls in 1% slab category as per the CER circular dated 01-05-2018.
 So, the total CER budget will be Rs. 5.5 Lakhs will be spent for Socio-economic development
activities will be planned based on the actual need to be decided in consultation with govt.

7 Environmental Monitoring Program


 In order to implement the measures suggested for mitigating the adverse impacts on the
environment, it is suggested to monitor the environmental parameters regularly.

 The various environmental components and pollution sources which would be monitored
under environmental monitoring programme includes stack emission, ambient air quality,

liquid effluent, soil, noise levels and meteorological data as per national/ international
standard methods (IS/APHA/validated method).

7.1 Record Keeping / Env. Statutory Compliance submission


 All the data and reports of monitoring of all parameters as stated in monitoring program will
be properly maintained and timely reviewed by management for taking corrective or
preventive actions. Monitoring reports will be regularly submitted to the concerned

authorities as per their requirements. Env. Compliance and annual return will be submitted to
the concerned authorities GPCB/ CPCB/ MoEF&CC as per the requirement.

8 Budgetary Allocation for Implementation of Environmental Management


Plan (EMP)
 Unit will regularly and efficiently operate environmental management systems and keep
provision for fund for meeting expenses for the same. The budgetary allocation towards
Environmental Management for the proposed project is presented below:

9 Summary and Conclusion


The salient features of the environment impact due to the proposed project and mitigation
measures requirement can be summarized as stated under:
 Negligible impacts will occur on air quality during operation phase. However, all the
necessary air pollution control measures will be provided.
 Negligible impact of geology, land use /geo-hydrology and soil environment. However, all the
necessary air pollution control measures will be provided.

 No adverse impacts will occur on water and air environment


 No ecological damage will occur.
 Economic status of the local population will be improved due to the increased business
opportunities. Employment generation for semi-skilled, non-skilled people of the locality
which will enhance the socio-economic status of the local people.
 Approx. Rs. 1.5 Crores as capital cost and Rs. 96.6 Lakhs as annual recurring cost budget is
allocated for Pollution Control measures / environment conservation and protection
 Approx. Rs. 11 Lakhs are allocated for towards various activities under Corporate
Environment Responsibility (CER) program
As per above discussion it can be concluded that there is no major impact on the environment
due to project activity. However, adequate preventive measures will be adopted to control the
various pollutants within permissible limits.
Environmental management plan has been formulated to control all the pollution control
measures and environmental management cell/organization will be set-up to follow the
formulated environmental plan.
Thus, the proposed project will have overall minor negative impacts on the environment and
these impacts will be encountered with proper imitative measures.
