Guidelines for implementation of Sub Scheme- “Go-Palan Yojana”
for the year 2024-25 under Mukhyamantri Kamdhenu Yojana (MKY)

1 Objective To establish sustainable and profitable small-scale dairy units to


boost milk production improving the livelihood of small &
marginal farmers & contributing to community nutrition and food
security.

2 Unit cost & 1. Unit cost: Rs.2.304 lakhs

5 Selection 1. Interested farmer/ entrepreneur/ member of SHG will apply in


Procedure the prescribed format (Annexure-I) and also through GO-
SUGAM portal along with relevant documents, to the
respective Block Veterinary Officer (BVO).
1. Only one individual per household will be eligible to avail
assistance under the scheme (once in 3 years).
2. A beneficiary can apply under the scheme either opting for
shed construction or without shed construction component.
3. The applicants opted for “No shed” land details are not
mandatory. The applicant opted for “Shed” land records
/ownership details are mandatory.
4. Beneficiary selection for the above scheme is interchangeable
within the 70% subsidy eligibility categories incase

beneficiary of a particular category is not available.
5. If the beneficiary under 70% subsidy category is not available,
then the beneficiary of general category may be selected.
6. Selection of female, PWD & transgender beneficiaries under
General category should be minimum 50%.
7. As per financial year target, applicants will be selected on first
come first serve basis.
8. The leftover eligible beneficiary if any may be given priority
during selection process of subsequent year.
9. The BVO shall prepare the Initial Field Verification Report
( Annexure –II) after joint verification of the proposed unit by
the Block Level Inspection Team (BLIT) which is comprised of
the following members:-
a. BVO
b. VAS/ AVAS
c. Concerned Livestock Inspector
10. The Geo tag photographs of the land in case of “With Shed
option” or the existing shed for “No shed option” are to be
taken by the BLIT and to be uploaded to the portal along with
the Initial Field Verification report by the BVO.
11. On recommendation by the BLIT, the respective BVO shall
forward the applications to the CDVO through GO-SUGAM
portal.
12. The CDVO shall compile the recommended applications of
different blocks & place before the District Level Committee
(DLC) notified vide notification no. 834/ FARD date 21.01.2023
for final approval.
13. After approval of the list, Go-ahead letter to the eligible
farmers will be issued by the concerned CDVO (Annexure-III
electronically generated on GO-SUGAM).

6 Implementation 1. After issue of go-ahead letter, the farmer opting for shed shall
Strategy construct the cow shed.
2. The possibility of shed constriction may be explored in
convergence with MGNREGS scheme wherever possible. In
that case the subsidy towards shed construction shall not be
allowed.
3. Thereafter the beneficiaries will procure milch cows (CBJ/
CBHF/ Gir/ Sahiwal) of minimum 10.0 Ltr. of milk yield per day
from out of State within 60 days of issue of Go-ahead letter
other wise 15 days’ notice will be served. Failing which CDVO
will cancel the Go-ahead letter & another beneficiary will be
selected against the defaulter.
4. Beneficiary not opting for shed can go for only animal induction
and avail subsidy accordingly.
5. The BVO will ensure the purchase of animals from outside the

State by verifying the supportive documents like:
- Copy of seller’s Aadhaar card
- Geo-tagged photo of animal with tag no. visible at source
location
- Geo-tagged photo of animal with tag no. visible at
destination location i.e. at beneficiary shed
- Copy of animal transport permit
- Purchase receipt of animal
6. The local veterinary officer shall extend technical support like
ear tagging, Geo tagging photograph, insurance of animal &
other technical supports as and when needed and utmost
transparency should be maintained while grounding of assets.
7. Insurance of animals is mandatory. Farmer may avail the
benefit of the insurance under Go-Sampad Bima Yojana.
8. The procurement of cow should be preferably of 1st or 2nd
lactation & within 60 days of lactation.
9. After completion of shed construction & induction of 1st cow /
2nd cow, the beneficiary shall intimate the BVO on Go-SUGAM
in Annexure-IV / Annexure V respectively
10. Thereafter, the Block Level Inspection Team will inspect the
dairy unit and take geo-tagged photographs of the unit. Then
upload the photographs along with the Asset Verification
Report (Annexure – VI) in GO-SUGAM portal and recommend
to the CDVO for release of 1stinstallment of subsidy @ 50% of
subsidy amount through DBT mode.
11. Similarly, the farmer will be eligible for release of 2nd & final
payment of remaining 50% of subsidy after procurement of the
2nd milch cow following the procedure that of the 1st cow.

12. If beneficiary wants, he/she can purchase 2 milch cows at a
time & subsidy amount may be released accordingly.
