PREAMBLE:
In Government Order dated 20.05.1980 read at (1) above, orders were
issued rationalising Special Allowance sanctioned to Government servants.
Later, the said Special Allowance was revised and continued from time to
time.
As stated above, as per the recommendations of the expert bodies like
Pay Commission/Official Pay Committee the rates of Special Allowance
sanctioned to certain categories of posts depending on the working
conditions of the place were revised from time to time as warranted by the
circumstances and norms of the time.
To bring uniformity in the rates of Special Allowance, the 2011
Official Pay Committee has recommended that the rates of Special
Allowance should be expressed in terms of fixed amount and should be kept
at a reasonable level since it is not reasonable to sanction Special Allowance
at excessively high rates. Accordingly, in G.O. dated 14.06.2012 read at (4)
above the rates of Special Allowance were revised with effect from
01.04.2012. Further, the 2011 Official Pay Committee has opined that the
Special Allowance should be given only if the nature of duty being
performed is arduous and demands very long hours or is hazardous and
involves risk to health and life or is difficult because of the physical
conditions of that particular location. The 6th State Pay Commission has also
endorsed these parameters in sanctioning Special Allowance as suggested by
the 2011 Official Pay Committee. The 6th State Pay Commission has
recommended to rationalise and revise the rates of Special Allowance based
on the categories of posts and the nature of functions performed by the
officials.

In view of the special nature of work, greater responsibilities, long
working hours, protocol duties of VIPs etc., the 6th State Pay Commission
has recommended to pay higher rates of Special Allowances to certain
categories of posts like Security Officer (Non-IPS Superintendent of Police)
in Raj Bhavan and in the office of the Chief Minister, Special Wings of
Police Department, Forest Department, certain posts in the Personal
Establishment of Chief Minister/Ministers etc.

The 6th State Pay Commission has recommended that the need for
continuance of Special Allowance and grant of / extension of the benefit of
Special Allowance to newly created cadres / posts shall be reviewed by the
Finance Department from time to time and to take appropriate decision
accordingly.

Further, the Commission has recommended to continue the payment


of Special Allowance in the existing rates in respect of different cadres in
Health and Family Welfare, Animal Husbandary and Veterinary Services
and a number of cadres in the Police Department since these allowances
were revised recently subsequent to 2012 revisions. However, in case where
the rates of Special Allowance, Uniform Allowance etc. have not been
revised by the Government since 2012, the Commission has recommended
to revise them accordingly.

The Government have examined the recommendations of the


Commission and the following orders are issued.

Government are pleased to revise the rates of Special Allowance


admissible to the post specified in Annexure to this Government Order at the
rates indicated against them with effect from 1st January 2019 until further
orders.

2. Payment of Special Allowance is subject to the fulfillment of terms
and conditions stipulated in the applicable service rules and orders issued
thereunder.

3. No Government servant, other than Stenographer, Senior


Stenographer, Gazetted Personal Assistant, Typist, Senior Typist will be
eligible for more than one special allowance. However, the Stenographer,
Senior Stenographer, Gazetted Personal Assistant, Typist and Senior Typist
posted to the personal establishment of Ministers/Secretaries to Government
etc. may be allowed to draw special allowance admissible in the personal
establishment in addition to special allowance attached to the post.

4. All orders issued in connection with the payment of Special


Allowance shall stand rescinded with effect from 1st January 2019.
