Gifts and Proposers/vendors shall not offer gifts or hospitality of any kind to UNDP staff
Hospitality members including recreational trips to sporting or cultural events, theme parks or
offers of holidays, transportation, or invitations to extravagant lunches, dinners or
similar. In pursuance of this policy, UNDP: (a) Shall reject a bid if it determines that
the selected bidder has engaged in any corrupt or fraudulent practices in competing
for the contract in question; (b) Shall declare a vendor ineligible, either indefinitely or
for a stated period, to be awarded a contract if at any time it determines that the
vendor has engaged in any corrupt or fraudulent practices in competing for, or in
executing a UNDP contract.
Conflict of UNDP requires every prospective Supplier to avoid and prevent conflicts of interest,

entity or key personnel who are family members of UNDP staff involved in the
procurement functions and/or the Government of the country or any Implementing
Partner receiving goods and/or services under this RFP.
The eligibility of Proposers that are wholly or partly owned by the Government shall
be subject to UNDP’s further evaluation and review of various factors such as being
registered, operated and managed as an independent business entity, the extent of
Government ownership/share, receipt of subsidies, mandate and access to
information in relation to this RFP, among others. Conditions that may lead to undue
advantage against other Proposers may result in the eventual rejection of the Bid.
Eligibility A vendor who will be engaged by UNDP may not be suspended, debarred, or otherwise
identified as ineligible by any UN Organization or the World Bank Group or any other
international Organization. Vendors are therefore required to disclose to UNDP
whether they are subject to any sanction or temporary suspension imposed by these
organizations. Failure to do so may result in termination of any contract or PO
subsequently issued to the vendor by UNDP.
It is the Bidder’s responsibility to ensure that its employees, joint venture members,
sub-contractors, service providers, suppliers and/or their employees meet the
eligibility requirements as established by UNDP.
Proposers must have the legal capacity to enter a binding contract with UNDP and to
deliver in the country, or through an authorized representative.

c) they have a relationship with each other, directly or through common third parties,
that puts them in a position to have access to information about, or influence on the
Bid of, another Bidder regarding this RFP process;
d) they are subcontractors to each other’s Bid, or a subcontractor to one Bid also
submits another Bid under its name as lead Bidder; or
e) some key personnel proposed to be in the team of one Bidder participates in more
than one Bid received for this RFP process. This condition relating to the personnel,
does not apply to subcontractors being included in more than one Bid.

ANNEX 1: Description of Requirements OR Terms of Reference (TOR)
Strengthening visibility, learning, and community engagement through the creation of knowledge
products, strategic communications materials, and social mobilization
1. Background
The United Nations Development Programme (UNDP) has been operating in Nepal since 1963, playing
a key role in the country’s development journey. Since its existence, UNDP Nepal has been working
closely with the Government of Nepal (GoN), development partners, civil society organizations,
academia, private sectors, among others to achieve government priorities. UNDP has been one of the
trusted government partners due to its non-political and neutral facilitation to ensure transparency
and participatory development processes.
UNDP Nepal together with Dhangadhi Sub-Metropolitan City (DSMC) has been co-designing
development interventions through Green Transition Portfolio approach since February 2024. This
umbrella portfolio seeks to establish a dynamic framework for sustainable development, circularity,
and resilience, addressing systemic challenges and fostering gender-responsive and inclusive,
community-driven growth. The approach anticipates on contributing to three system effects:
1. Inclusive Green Opportunities: Development of a vibrant circular economy based on waste
transformation, upcycling and recycling through indigenous practices and technology; youth,
women, and marginalized groups gain access to skills training and production capacity,
creating sustainable green jobs and inclusive income opportunities.
2. Sustainability and community pride: The city prioritizes and implements sustainable services
and infrastructure accessible to all; regenerative practices contribute to livelihoods and
ecosystem restoration. Residents perceive Dhangadhi as a clean, green, and resilient city,
fostering a sense of belonging and a long-term commitment to its sustainable development.
3. Institutional Capacity: DSMC develops robust systems to independently design, implement,
and monitor policies, investments, and interventions that advance green and circular
development, supported by local businesses and communities, and promoting gender
equality and social inclusion.
Cities in Nepal, including Dhangadhi, are experiencing rapid urban growth that is creating new
challenges. Many young people leave the country daily in search of better opportunities, domestic
unemployment remains high at 12.6%1, and despite growing interest in start-ups, youth still lack
institutional support in mentorship, tools, finance, and market access. At the same time,
environmental protection, safe farming, climate change adaptation, waste management and disaster

risk management must be strongly linked to socio-economic and livelihood initiatives to increase
public engagement and accelerate proper and timely implementation. It is also critical to understand
that socio-environmental and economic impacts and mitigation measures should be interlinked and
executed jointly for better and collective results.
Under the Framework of Green Transition in Dhangadhi Sub-Metropolitan City (DSMC), multiple
interventions are underway, built through the experiences of pilot initiatives carried out in 2024.
Further, the GTiN portfolio is itself a pilot in Nepal implemented with technical inputs from the UNDP
Bangkok Regional Hub (BRH). Based on documentation of the learning in DSMC, the portfolio approach
will be further replicated in other cities, with updating and revisions.
2. Objectives
The main objective of this assignment is to document the best practices and disseminate the public
knowledge to the wider sector of the community in the context of the Portfolio interventions in
Dhangadhi. While contributing the objective, this assignment is aiming to achieve following specific
objectives:

participatory engagement of stakeholders and social mobilization.
To document the Green Transition in Nepal portfolio learnings for wider dissemination.
Following the objec ve of this assignment, the scope is to strengthen outreach and engagement across
the GTiN por olio—covering knowledge products, communica on, branding, and visibility—through
targeted community mobiliza on and compelling documenta on. This will involve using print and
visual media to develop factsheets, infographics, stories, and other knowledge products that capture
the implementa on process and learning. The service provider is expected to deploy a dedicated video
producer responsible for the entire process—from preproduction to post-production—to ensure all
video content, social platform content and photographs are polished, professional, and fully compliant
with UNDP’s visual and ethical standards. Thus, the scope of this assignment is expected to implement
the following three-pronged strategy: (1) Social Mobiliza on, (2) IEC Product Development, and (3)
Visual Documenta on as the scope of this assignment. The assignment will be carried out in close
coordination and collaboration with the Dhangadhi Sub-Metropolitan City (DSMC) and relevant local

While carrying out these activities, following additional points should be considered:
(i) Ensure that all requests and instructions from UNDP and DSMC pertaining to social mobilization,
profiles, infographics, videography, video editing, and photo requirements are fulfilled.
(ii) Ensure that correct format of profile, infographics and video formats and storyboard are used
as guided by UNDP.
(iii) Ensure that all knowledge products, and videos produced for use on social media follows the
specifications provided by the UNDP.
(iv) Finalize the videos and knowledge products after incorporating the inputs from UNDP.
(v) Establish local coordination among the various stakeholders for carrying out interviews,
meetings and consultation as required for data generation.
4. Methodology
The service provider (production house, organization, firm, or company) shall propose appropriate
methodologies for the assignment as part of the inception report. A review of available authentic
documents and relevant studies is also recommended. The service provider should organize field visits
and conduct interviews, meetings, consultations, and group discussions to gather primary
information, which will provide an opportunity to obtain detailed insights and a deeper understanding
of the effectiveness of the portfolio interventions. The selected methods and tools should adequately
address gender equality and social inclusion (GESI) considerations. An indicative list of activities is
suggested to accomplish the assignment of developing videos and knowledge products, but not
limited to:
Study the relevant documents such as portfolio document, progress reports, reports of pilot
initiatives, news and stories published about the portfolio interventions.

following the signed contract.

7. Implementation Arrangements
The service provider will work under the overall direction and supervision of the Portfolio Manager
(Inclusive Economic Growth Portfolio) of UNDP Nepal and in close coordination with the UNDP
Communication team, and GREEN Portfolio team, and DSMC.
The selected service provider will be given access to relevant information necessary to execute the
tasks under this assignment. The service provider will be responsible for arranging their own working
station and required logistics (i.e., laptop, internet, phone, printer/scanner, stationery, tools &
equipment etc.) including travel arrangements, accommodation etc. and must have access to reliable
internet connection.
8. Ethical Considerations
The Video Producer and Other team member(s) shall adhere to the highest ethical standards, ensuring
that all individuals—particularly those from vulnerable populations—are treated with dignity and
respect. They must safeguard the privacy and rights of all persons involved in video production and
obtain informed consent prior to filming or recording any individual. All content produced must reflect
the UNDP’s core values, including its commitment to diversity, inclusivity, and the protection of human
rights.
All footage captured during field missions shall be the sole property of UNDP. The Videographer and
Scriptwriter are strictly prohibited from using this material for personal, commercial, or any
unauthorized purpose. Posting, sharing, or distributing any footage or photographs on personal or
public platforms without prior written authorization from UNDP is expressly forbidden.

The final report will have to be approved by designated authority of the UNDP as good for payment.
UNDP reserves the right to withhold/ reassign/ review the work and/or return it to the party

Technical Offer

The Financial Proposal shall be submitted directly in the system only in the “Commercial section” of

rejection of the proposal received.
Provide a lump sum for the provision of the services stated in the Terms of Reference your technical
