Skills and Attitude Considered for Technical Opportunities (SACTO)

Introduction
In addressing the unique challenges faced by out-of-school youth

entering the job market, the Skills and Attitude Considered for Technical

Opportunities (SACTO) project emerges as a beacon of hope and

empowerment. For many young individuals who have stepped outside the

formal education system, the transition to gainful employment can be daunting.

SACTO aims to not only ease this transition but also redefine the approach to

workforce integration for out-of-school youth. By prioritizing a holistic

understanding of skills, attitudes, and values, this community- based initiative

is poised to make a significant impact on the lives of these individuals.

At the heart of SACTO lies the goal of enhancing the efficiency of the

labor market, particularly for out-of-school youth susceptible to frictional

unemployment. This issue often arises from the challenge of aligning personal

capabilities with the diverse demand available positions. SACTO seeks to

bridge this gap by creating a platform that not only identifies technical skills but

also evaluates the attitudes, interests, and values of each individual. By doing

so, it ensures a more precise match between job seekers and the positions that

best resonate with their unique qualities.

Moreover, SACTO recognizes that through job satisfaction and

productivity stem from a harmonious alignment of personal attributes with

professional responsibilities. For out-of-school youth, this can be

transformative, offering them not just a job but a fulfilling career path. By placing

a strong emphasis on the holistic development of individuals within the

workforce, SACTO aims to cultivate an environment where these young

professionals can thrive and contribute meaningfully to their chosen fields.

Furthermore, the project extends its impact beyond individual success

stories. SACTO is designed to contribute to the economic competitiveness of

the nation by ensuring that the workforce is well-matched with the evolving

demands of key industries. This not only benefits the out-of-school youth

directly involved but also adds to the overall resilience and vibrancy of the

national workforce. In its commitment to inclusivity, SACTO ensures that job

opportunities are accessible to all individuals, irrespective of their background

or demographic characteristics.

Leading the Country in TVET: Technical and Vocational Education and

Training (TVET) has the potential to reduce the persistent problem of

unemployment because it can reach a greater number of the population and

because it provides skills that are needed in the workplace. In the Philippines,

Don Bosco ONE TVET Philippines comprises of 18 TVET Centers in the

country. This case study examined an exemplary TVET school—Don Bosco

Technical and Vocational Education and Training Center – Balamban, Inc,

which has attained a 100% employability rate among its graduates. Don Bosco

TVET Center Balamban, achieved this employability rate by establishing

partnerships with industry and working closely with its partners in the training

and education of its students. Using the Clark and Estes (2008) gap analysis

conceptual framework, this study specifically investigated the knowledge,

motivation, and organizational assets of the administration of Don Bosco, that

has allowed it to forge over 100 partnerships with businesses and industry, and

secure about 40 scholarship benefactors. A qualitative study was employed,

with data provided from interviews with 13 members of the administration,

document analysis, a survey among the administration, and observations. The

study revealed that the administration engages with industry on the critical

aspects of the training which include curriculum development, on-the-job

training (OJT) of Supervised In Plant Training (SIPT), physical facilities and

training equipment, and instructional support. Industry needs are integrated into

the curriculum, thereby producing graduates who have the relevant skills.

The school has a network of alumni who provides referrals that open up

new partnerships, and whose reputation for doing good work attracts industry

to Don Bosco. The mission of Don Bosco drives the administration, and the

separate and autonomous unit focused on TVET, with a dynamic leader, are

additional assets of the school. Recommendations are presented to schools

who wish to expand or establish their own technical and vocational education

and training programs.

The cross-sectional study conducted by Adinife Patrick Azodo in 2019

aimed to explore the relationship between attitude and performance in technical

skill acquisition among formal technical trainees at Don Bosco Technical

Institute (DBTI) in Onitsha, Nigeria. The research focused on a specific trade

within the institute. By employing a cross-sectional design, the study likely

involved collecting data from a diverse group of trainees at a single point in

time. Azodo sought to understand how trainees' attitudes may impact their

performance in acquiring technical skills. This could encompass factors such

as motivation, commitment, and approach to learning. Analyzing the findings

would involve examining whether a positive attitude correlated with enhanced

technical skill performance. This could provide valuable insights into the role of

psychological factors in the education and training of formal technical skills. The

study's results might have implications for educational strategies and

interventions to optimize technical skill acquisition among formal technical

trainees.

According to Jamie Birt (2023) performing any job requires the use of

multiple skill sets. Many jobs require skills related to physical or digital tools-

these are called “technical skills”. Technical skills are important because nearly

every job relies on different tools, programs and processes. If you have sought-

after technical knowledge and skills common in your industry, you’ll be a more

competitive candidate.

Republic Act No. 7796, also known as TESDA Act of 1994, which

empowers the Technical Education and Skills Development Authority (TESDA)

to establish and maintain a system of accrediting, coordinating, integrating,

monitoring and evaluating formal and non-formal technical vocational education

and training programs.

A study of Linking Role Clarity and Organizational Commitment of Social

Workers Through Job Involvement and Job Satisfaction. (Malik Ikramullah, H.

Khan, H. Shah, Psychology, Sociology 2021) This study offers insights into the

underlying mechanism behind the relationship of role clarity and organizational

commitment in an integrated model of multiple serial mediation effects of job

involvement and job satisfaction.

Judge, Weiss, Kammeyer-Mueller, and Hulin's (2017) study in the

Journal of Applied Psychology explores job attitudes, job satisfaction, and job

affect over a significant time span. The unique aspect of this theory lies in its

incorporation of diverse methods for measuring potential predictors and

outcomes of job attitudes. By encompassing various measurement tools, the

study aims to provide a comprehensive and nuanced understanding of the

factors influencing job attitudes. This methodological diversity allows for a more

robust exploration of the complex interplay between predictors and outcomes

in the realm of job satisfaction and affect, contributing to a richer understanding

of these constructs over the past century.

Through these objectives, the SACTO project aspires to be a catalyst for

positive change in the lives of out-of-school youth, laying the foundation for a

more equitable and dynamic workforce.

Objectives

The objectives of this study are:

1. Skill Enhancement: To foster the development of technical skills among

participants, providing them with hands-on experiences and practical

knowledge to excel in their chosen fields.

2. Attitude Cultivation: To cultivate positive attitudes such as adaptability,

teamwork, and problem-solving, essential for success in the dynamic and

collaborative technical work environments.

3. Career Guidance: To provide comprehensive guidance on potential technical

career paths, industry trends, and the skills in demand, enabling participants to

make informed decisions about their professional trajectories.

4. Inclusivity and Diversity: To ensure inclusivity by actively encouraging

participation from individuals of diverse backgrounds, fostering and

environment where everyone feels welcome and has equal access to

opportunities in the technical realm.

5. Empowerment through Education: To empower individuals with the

knowledge and tools required to make informed decisions about pursuing

technical opportunities, ensuring a deeper understanding of the available

career paths.

Methodology

The study will utilize a mixed-methods research design, utilizing both

quantitative and qualitative approaches to gain a comprehensive understanding

of the skills and attitudes relevant to technical opportunities. The quantitative

aspect of the study will assess the number of participants who will participate

in the skills training, the duration of the training program, and the number of

different skills they will acquire through the training. This data will provide

numerical insights into the scale and impact of the training initiative. The

qualitative aspect of the study will explore the subjective experiences of the

participants in terms of the quality and relevance of the skills they acquire during

the training. It will also assess the quality of the equipment provided,

considering its impact on facilitating efficient and effective work practices for the

participants. It will also examine the qualities of the instructors specially the

skills, assessing their knowledge and expertise in relation to the participants

learning experience.

The researchers randomly selected participants, prioritizing out-of-

school youth facing educational barriers and those from the most economically

disadvantaged backgrounds. This focus aimed to capture the aspirations of the

underprivileged who dream of a brighter future despite challenging

circumstances.

clarity on the project's timeline and facilitating effective implementation

scheduling.

Findings

In relation to the information regarding age groups, it is noticeable that

53.33% of the participants were between ages 21 – 22 years old, while age

range of 23 – 24 and 25 above are 13.33 %, while 19 – 20 years old make up

20% of the whole participants. It is noticeable that majority are below age 25

years old.

In relation to the information regarding gender, 73.33% is composed of

male participants while 26.67% are female. In relation to the information

regarding their Highest Grade Completed, 80% are Senior High School

Graduates, while College Level, High School Graduate and Junior High School

Graduate make up 6.67% each. Majority of the participants are Senior High

School Graduates.

In relation to the information regarding their Assessment results, 100%

of all participants passed the assessment for EIM NCII.

Conclusion
This study was conducted with the addressing the unique challenges

faced by out-of-school youth entering the job market, the Skills and Attitude

Considered for Technical Opportunities (SACTO) emerging as a beacon of

hope and empowerment. The data gathered from the survey provided adequate

information to conclude some considerations in the study.

First, all participants passed the National Certification Level II for

Electrical Installation and Maintenance, regardless of age range, sex or

educational level. This indicates that anyone can take up the training program,

having favorable results in the assessment.

Secondly, there is no major difference between male and female in the

training program. Although majority of this training batch are male participants,

and females are also able to pass the NCII assessment. Given the proper

opportunity and skillset, they will both perform well.

Lastly, the provided information of their age, gives a greater perspective

of many young people are seeking to uplift their lives thru skills training and

gainful employment.

Recommendations
Acknowledging the limitations of this study, it is recommended to further

pursue a correlation study on participants living in the center (live-in) and those

living outside (live-out). Another area of further study is the involvement of

partner industries in their training program.
