1. Use of this form is voluntary and intended as an alternative for submitters that are unable to use the
online form located on the eNOAD Website application or a third-party application. This should only be
used as an emergency offline option.

2. Submission of NOAD information in methods other than the online submission form may not satisfy
Customs and Border Protection (CBP) requirements.

3. Changes should not be made to the NOAD Workbook aside from entering in NOAD data.
Tabs/Sheets/Cells should not be altered and any changes to the structure may delay the processing of
the NOAD.

4. Submission of this form via email is NOT a secure nor encrypted transmission method. Submission via
email is NOT recommended except as an emergency measure. For secure transmissions, please use the
eNOAD Website application https://enoad.nvmc.uscg.gov or a third-party application that uses the NVMC
Web Service.

5. Fields with red asterisks [*] denote the minimum eNOAD information requested of most vessels.

Instructions:
1. If you have saved a copy of the NOAD Workbook on your computer, please verify that you're using the
most recent version by viewing the version number and date found at the footer of each worksheet of this
form against the version number and date of the NOAD Workbook provided online at
https://www.nvmc.uscg.gov for download.

2. If printing this form, ensure all pages print or select just the portions you wish to print. There should be
twenty four pages for 300 Crew and 300 Non-Crew and one page for all other tabs. A simplified method for
printing this form’s data is to import it into the eNOAD Website application https://enoad.nvmc.uscg.gov and
then use the printing functions of the website.

3. Before submitting this form, please check to ensure all required fields are filled in to avoid any delay in
processing and potential subsequent delay of the vessel. Move through the tabs simply by selecting each
tab with your mouse.

How can the Workbook be submitted?


The Workbook can be submitted in two ways:
1. The eNOAD Workbook can be imported into the eNOAD Website, and submitted directly online.

Go to the NVMC Website, (link) and log in to your eNOAD account. Place your cursor over the “Add
Notice” button at the bottom of the initial screen. When the list of options pops up select “Import Notice".
Select the file and press the “Validate” button. Correct any listed errors.

After the file has been validated an “Import” button will appear. Press the import button to load the file into
the eNOAD Website.

Check through the imported file. Make sure all the check marks (upper left) are green, and use the
"Submit" button to submit the file into the system.

2. The eNOAD Workbook can be sent to [email protected] as an email attachment. It should be


sent alone as a single, uncompressed, attached file within a plain-text email. Avoid sending HTML or Rich
Text Format (RTF) emails to the NVMC.

1. Vessels required to submit Advanced Notice of Arrival.


The following vessels that are bound for or departing from ports or places within the navigable waters of
the United States, as defined in 33 CFR 2.36(a), which includes internal waters and the territorial seas of
the United States, and any deepwater port as defined in 33 CFR 148.5:

U.S. vessels in commercial service, and


All foreign vessels.

Unless otherwise specified in this subpart, the owner, agent, master, operator, or person in charge of a
vessel regulated by this subpart is responsible for compliance with the requirements in this subpart.

Towing vessels controlling a barge or barges required to submit an NOA under this subpart must submit
only one NOA containing the information required for the towing vessel and each barge under its control.

Exemptions and exceptions.


Except for reporting notice of hazardous conditions, the following vessels are exempt from requirements
in this subpart:

-A passenger or offshore supply vessel when employed in the exploration for or in the removal of oil, gas,
or mineral resources on the continental shelf.
-An oil spill response vessel (OSRV) when engaged in actual spill response operations or during spill
response exercises.
-After December 31, 2015, a vessel required by 33 CFR 165.830 or 165.921 to report its movements, its
cargo, or the cargo in barges it is towing.

A United States or Canadian vessel engaged in the salving operations of any property wrecked, or
rendering aid and assistance to any vessels wrecked, disabled, or in distress, in waters specified in Article
II of the 1908 Treaty of Extradition, Wrecking and Salvage (35 Stat. 2035; Treaty Series 502).

The following vessels neither carrying certain dangerous cargo nor controlling another vessel carrying
certain dangerous cargo:

-A foreign vessel 300 gross tons or less not engaged in commercial service.
-A vessel operating exclusively within a single Captain of the Port zone. Captain of the Port zones are
defined in 33 CFR part 3.
-A U.S. towing vessel and a U.S. barge operating solely between ports or places of the contiguous 48
states, Alaska, and the District of Columbia.
-A public vessel.
-Except for a tank vessel, a U.S. vessel operating solely between ports or places of the United States on
the Great Lakes.
-A U.S. vessel 300 gross tons or less, engaged in commercial service not coming from a foreign port or
place.

Each ferry on a fixed route that is described in an accurate schedule that is submitted by the ferry
operator to the Captain of the Port for each port or place of destination listed in the schedule at least 24
hours in advance of the first date and time of arrival listed on the schedule. At least 24 hours before the
first date and time of arrival listed on the ferry schedule, each ferry operator who submits a schedule must
also provide the following information to the Captain of the Port for each port or place of destination listed
in the schedule for the ferry, and if the schedule or the following submitted information changes, the ferry
operator must submit an updated schedule at least 24 hours in advance of the first date and time of arrival
listed on the new schedule and updates on the following items whenever the submitted information is no
longer accurate:

(A) Name of the vessel;


(B) Country of registry of the vessel;
(C) Call sign of the vessel;
(D) International Maritime Organization (IMO) international number or, if the vessel does not have an
assigned IMO international number, the official number of the vessel;
(E) Name of the registered owner of the vessel;
(F) Name of the operator of the vessel;
(G) Name of the vessel's classification society or recognized organization, if applicable;
(H) Each port or place of destination;
(I) Estimated dates and times of arrivals at and departures from these ports or places; and
(J) Name and telephone number of a 24-hour point of contact.
(b) A vessel less than 500 gross tons is not required to submit the International Safety Management (ISM)
Code Notice (Entry 7 in Table 160.206 of §160.206).
(c) A U.S. vessel is not required to submit the International Ship and Port Facility Security (ISPS) Code
Notice information (Entry 8 in Table 160.206 of §160.206).

2. Who must submit Notices of Arrival.


The owner, agent, Master, operator, or person in charge of a vessel must submit notices of arrival
consistent with the requirements outlined in 33 CFR 160.

3. Updates to a submitted NOA.


Unless otherwise specified in this section, whenever events cause NOA information submitted for a vessel
to become inaccurate, or the submitter to realize that data submitted was inaccurate, the owner, agent,
Master, operator, or person in charge of that vessel must submit an update within the times required.

Changes in the following information need not be reported.


-Changes in arrival or departure times that are less than six (6) hours.
-Changes in vessel location or position of the vessel at the time of reporting.
-Changes to crewmembers' position or duties on the vessel.

4. Methods for submitting an NOA.


(a) National Vessel Movement Center (NVMC). Except as otherwise provided in this paragraph or
paragraph (b) of this section, vessels must submit NOA information required by §160.206 to the NVMC
using methods currently specified at www.nvmc.uscg.gov, which includes submission through the NVMC
electronic Notice of Arrival and Departure (eNOAD) World Wide Web site, and XML, which includes the
Excel Workbook format. These data may also be submitted using other methods that may be added as
future options on www.nvmc.uscg.gov. XML spreadsheets may be submitted via email to
[email protected]. If a vessel operator must submit an NOA or an update, for a vessel in an area
without internet access or when experiencing technical difficulties with an onboard computer, and he or
she has no shore-side support available, the vessel operator may fax or phone the submission to the
NVMC. Fax at 1-800-547-8724 or 304-264-2684. Workbook available at www.nvmc.uscg.gov; or,
telephone at 1-800-708-9823 or 304-264-2502.
(b) Saint Lawrence Seaway. Those vessels transiting the Saint Lawrence Seaway inbound, bound for a
port or place in the United States, may meet the submission requirements of paragraph (a) of this section
by submitting the required information to the Saint Lawrence Seaway Development Corporation and the
Saint Lawrence Seaway Management Corporation of Canada using methods specified at
www.nvmc.uscg.gov.

5. When to submit an NOA.


All vessels must submit NOAs within the times required.

Towing vessels, when in control of a vessel carrying CDC and operating solely between ports or places of
the contiguous 48 states, Alaska, and the District of Columbia, must submit an NOA before departure but
at least 12 hours before arriving at the port or place of destination.

U.S. vessels 300 gross tons or less, arriving from a foreign port or place, and whose voyage time is less
than 24 hours must submit an NOA at least 60 minutes before departure from the foreign port or place.
Also, Canadian vessels 300 gross tons or less, arriving directly from Canada, via boundary waters, to a
United States port or place on the Great Lakes, whose voyage time is less than 24 hours must submit an
NOA at least 60 minutes before departure from the Canadian port or place.

Times for submitting NOAs are as follows:

If your voyage time is— Then you must submit an NOA—

(i) 96 hours or more; or At least 96 hours before arriving at the port or place of destination; or

(ii) Less than 96 hours Before departure but at least 24 hours before arriving at the port or

place of destination.

Submission of updates to an NOA. Vessels must submit updates in NOA information within the times
required.

Towing vessels, when in control of a vessel carrying CDC and operating solely between ports or places in
the contiguous 48 states, Alaska, and the District of Columbia, must submit updates to an NOA as soon
as practicable but at least 6 hours before entering the port or place of destination.

U.S. vessels 300 gross tons or less, arriving from a foreign port or place, whose voyage time is—

-Less than 24 hours but greater than 6 hours, must submit updates to an NOA as soon as practicable, but
at least 6 hours before entering the port or place of destination.

-Less than or equal to 6 hours, must submit updates to an NOA as soon as practicable, but at least 60
minutes before departure from the foreign port or place.

Times for submitting updates to NOAs are as follows:

If your remaining voyage time is— Then you must submit updates to an NOA—

(i) 96 hours or more; As soon as practicable, but at least 24 hours before


arriving at the port or place of destination;

(ii) Less than 96 hours but not less As soon as practicable, but at least 24 hours before
than 24 hours; or arriving at the port or place of destination; or

(iii) Less than 24 hours As soon as practicable, but at least 12 hours before
arriving at the port or place of destination.

6. Waivers.
The Captain of the Port may waive, within that Captain of the Port's designated zone, any of the
requirements of this subpart for any vessel or class of vessels upon finding that the vessel, route, area of
operations, conditions of the voyage, or other circumstances are such that application of this subpart is
unnecessary or impractical for purposes of safety, environmental protection, or national security.

7. Force majeure.
When a vessel is bound for a port or place of the United States under force majeure, it must comply with
the requirements in this section, but not other sections of this subpart. The vessel must report the
following information to the nearest Captain of the Port as soon as practicable:

-The vessel Master's intentions;


-Any hazardous conditions.
-If the vessel is carrying certain dangerous cargo or controlling a vessel carrying certain dangerous cargo,
the amount and name of each CDC carried, including cargo UN number if applicable.

An agency may not conduct or sponsor, and a person is not required to respond to a collection of information unless it
displays a valid OMB control number. The Coast Guard estimates that the average burden per response for this report
varies per information collection at about 12 minutes per NOA update and 62 minutes per NOA submission. You may
submit any comments concerning the accuracy of this burden estimate or any suggestions for reducing the burden to:

B4: Name: This field requires the exclusive name of the vessel as the name appears in the ships registration; void of any prefix (e.g. M/V) and/or additional information related to the vessel. This
field allows for alphanumeric characters (numbers and letters) and is limited to 100 characters.

Examples of incorrect vessel name submission:

Y. U. (do not include periods if not part of the official name)

The text string must be "trimmed" meaning that all additional spaces before or following the vessel name must be removed before moving on to a different field.

B6: Less than 300GT: This required field is limited to a Yes or No depending on if the vessel's tonnage is less than 300 Gross Tons - please see the "VESSEL TONNAGE (ITC Preferred)" field for
tonnage entry.
If duel tonnage then use the higher value.

Regulations related to this informational item-


A) A foreign vessel 300 gross tons or less not engaged in commercial service is exempt from advanced arrival reporting through the eNOAD application. Vessels less than 300 gross tons must
use the U.S. Customs and Border Protection SMALL VESSEL REPORTING SYSTEM which can be found on line.
B) A U.S. vessel 300 gross tons or less, engaged in commercial service not coming from a foreign port or place is exempt from advanced arrival reporting.
C) U.S. vessels 300 gross tons or less, arriving from a foreign port or place, whose voyage time is—

(i) Less than 24 hours but greater than 6 hours, must submit updates to an NOA as soon as practicable, but at least 6 hours before entering the port or place of destination.

(ii) Less than or equal to 6 hours, must submit updates to an NOA as soon as practicable, but at least 60 minutes before departure from the foreign port or place.

D) U.S. vessels 300 gross tons or less, arriving from a foreign port or place, and whose voyage time is less than 24 hours must submit an NOA at least 60 minutes before departure from the
foreign port or place. Also, Canadian vessels 300 gross tons or less, arriving directly from Canada, via boundary waters, to a United States port or place on the Great Lakes, whose voyage time
is less than 24 hours must submit an NOA at least 60 minutes before departure from the Canadian port or place.

E) Vessel operators must have a Certificate of Financial Responsibility (COFR) for vessels over 300 gross tons using the navigable waters of the United States

B8: Owner: The information in this required field should be the registered owner's name as it appears on official documentation.

B10: Charterer: Charterer means the person or organization that contract for the majority of the carrying capacity of a ship for the transportation of cargo to a stated port for a specified period. This
includes “time charterers” and “voyage charterers.”
The information in this field is limited to 100 characters of which can be both numbers and letters.
Time charterer means the party who hires a vessel for a specific amount of time. The owner and his crew manage the vessel, but the charterer selects the ports of destination.
Voyage charterer means the party who hires a vessel for a single voyage. The owner and his crew manage the vessel, but the charterer selects the ports of destination.

If the vessel is not under charter please indicate same in this field.

B12: Class: This field allows the user to select the Vessel Class from the provided drop down list.

B14: Operational Condition of Equipment:


This required field informs the USCG of the conditional status of the vessels navigational equipment under 33 CFR 164.
This applies to each self-propelled vessel of 1600 or more gross tons. Completion does not serve as notice to the District Commander, Captain of the Port, or Vessel Traffic Center.

B15: Operational Condition of Equipment: This required field informs the USCG of the conditional status of the vessels navigational equipment. If this section is not applicable select same.

If NOT OPERATIONAL is selected then a brief description is required in the "describe" field. From the drop down menu, Select from dropdown. 1 of 3 options…

Operational: This implies that the equipment on board is in working order.

Non-Operational: This implies that the equipment on board is not in working order. Must provide a description of inoperable equipment in next window.

Not Required: Vessels that qualify for this exemption (not applicable) would be able to select this option (less 1600gt or recreational without SOLAS certification).

B17: Fuel Type(s):


This field informs the USCG of the vessel's fuel type.

B18: Oil:
This field allows the user to indicate that the vessel's fuel type is Oil.

Option 1: No
Option 2: Yes

B20: Document of Compliance and Safety Management Certificate: These are issued to a ship for a period not exceeding five years by the flag or issuing agency recognized by the Administration.
The Safety Management Certificate should be issued after verifying that the Company and its shipboard management operate in accordance with the approved safety management system.
The Certificate should be accepted as evidence that the ship is complying with the requirements of this Code. The Regulation does not apply to:
Warships used only on government non-commercial service;
Ships not propelled by mechanical means (barges etc), yachts and pleasure craft, unless they are carrying more than 12 passengers for commercial purposes.
Fishing vessels, Cargo ships and MODU of less than 500 gross tonnage.

B21: DOC Issued Date (YYYY-MM-DD): The information in this field needs to be formatted as YYYY-MM-DD (year-month-day).

The date needs to be within the range 1900-01-01 and 9999-12-31 (01-01-1900 and 12-31-9999).

B23: Document of Compliance and Safety Management Certificate: These are issued to a ship for a period not exceeding five years by the flag or issuing agency recognized by the Administration.
The Safety Management Certificate should be issued after verifying that the Company and its shipboard management operate in accordance with the approved safety management system.
The Certificate should be accepted as evidence that the ship is complying with the requirements of this Code. The Regulation does not apply to:
Warships used only on government non-commercial service;
Ships not propelled by mechanical means (barges etc), yachts and pleasure craft, unless they are carrying more than 12 passengers for commercial purposes.
Fishing vessels, Cargo ships and MODU of less than 500 gross tonnage.

B24: SMC Issued Date (YYYY-MM-DD): The information in this field needs to be formatted as YYYY-MM-DD (year-month-day).

The date needs to be within the range 1900-01-01 and 9999-12-31 (01-01-1900 and 12-31-9999).

D6: MMSI Number: The MMSI number is a unique nine-digit number assigned to commercial and recreational vessels participating in the Global Maritime Distress and Safety Systems (GMDSS).

The characters of this number must be a nine-digit number, may contain only digits, and can be no more or less than nine digits in length, if provided.

1. Cargo ships over 300 gross tons navigating in the open sea;
2. Ships certified by the U.S. Coast Guard to carry more than 6 passengers for hire in the open sea or tidewaters of the U.S.;
3. Power driven ships over 20 meters in length on navigable waterways;
4. Ships of more than 100 gross tons certified by the U.S. Coast Guard to carry at least one passenger on navigable waterways;
5. Tow boats of more than 7.8 meters in length on navigable waterways; and,
6. Uninspected commercial fishing industry vessels required to carry a VHF radio.
7. Ships required to carry an Automatic Identification System (AIS) transceiver by the U.S. Coast Guard regulations enacted pursuant to the Maritime Transportation Security Act of 2000.

Ships are considered as operating domestically when they do not travel to foreign ports or do not transmit radio communications to foreign stations. Sailing in international waters is permitted,
so long as the previous conditions are met. If you travel to a foreign port (e.g., Canada, Mexico, Bahamas, British Virgin Islands), a license is required. Additionally, if you travel to a foreign port,
you are required to have an operator permit.

Vessel operators must have a Certificate of Financial Responsibility (COFR) for vessels over 300 gross tons using the navigable waters of the United States. In addition, any vessel, REGARDLESS
OF TONNAGE, that is LIGHTERING or TRANSSHIPPING oil in the Exclusive Economic Zone of the United States, must have a COFR. Public vessels and non-self propelled barges that do not carry
oil as fuel or cargo, and do not carry hazardous substances as cargo.

Indicate OPERATOR as appears on the COFR Certificate.

according USCG standards. Of the thousands of hazardous materials present in the international trade industry only 1022 products are CDC.
Cargos present on the Dangerous Cargo Manifest are classed as Dangerous Goods or Hazardous Materials but may or may not be not be classed as CDC. If your product does not match the IMDG code then it may be dual
classes. The MSDS may need to be consulted to establish any duel classed products. If a product has a duel class one of the classes may match the IMDG code as a CDC.

bulk packaging, or that is in a quantity in excess of 20 metric tons per vessel when not in a bulk packaging.
-Class 7, “highway route controlled quantity” radioactive material or “fissile material, controlled shipment,” as defined in 49 CFR 173.403.
-All bulk liquefied gas cargo carried under 46 CFR 151.50-31 or listed in 46 CFR 154.7 that is flammable and/or toxic and that is not carried as certain dangerous cargo residue (CDC residue).

E5: General Cargo Description: This field is required if the vessel is not in ballast and is carrying cargo. It allows the reporting party to provide a general description of the cargo, not including and or in addition to CDC,
onboard the vessel. The information in this field needs to be a brief description of the cargo other than CDC's. The term "General Cargo" alone should not be used, as it is too broad. Please do not leave blank even if not
commercial.

Examples: Steel Scrap, Road Salt in Bulk, Crude Oil, Containers, Vehicles, Various non CDC chemicals, etc.

The General Cargo Description field on the Cargo tab can be used by the submitter to enter incidental information in addition to general cargo description that the submitter believes is pertinent to the vessel particular
