used as an emergency offline option.
2. Submission of NOAD information in methods other than the online submission form may not satisfy
Customs and Border Protection (CBP) requirements.

1. If you have saved a copy of the NOAD Workbook on your computer, please verify that you're using the
most recent version by viewing the version number and date found at the footer of each worksheet of this
form against the version number and date of the NOAD Workbook provided online at
https://www.nvmc.uscg.gov for download.
2. If printing this form, ensure all pages print or select just the portions you wish to print. There should be
twenty four pages for 300 Crew and 300 Non-Crew and one page for all other tabs. A simplified method for
printing this form’s data is to import it into the eNOAD Website application https://enoad.nvmc.uscg.gov and
then use the printing functions of the website.
3. Before submitting this form, please check to ensure all required fields are filled in to avoid any delay in
processing and potential subsequent delay of the vessel. Move through the tabs simply by selecting each
tab with your mouse.
Go to the NVMC Website, (link) and log in to your eNOAD account. Place your cursor over the “Add
Notice” button at the bottom of the initial screen. When the list of options pops up select “Import Notice".
Select the file and press the “Validate” button. Correct any listed errors.
After the file has been validated an “Import” button will appear. Press the import button to load the file into
the eNOAD Website.
Check through the imported file. Make sure all the check marks (upper left) are green, and use the
"Submit" button to submit the file into the system.

Unless otherwise specified in this subpart, the owner, agent, master, operator, or person in charge of a
vessel regulated by this subpart is responsible for compliance with the requirements in this subpart.
Towing vessels controlling a barge or barges required to submit an NOA under this subpart must submit
only one NOA containing the information required for the towing vessel and each barge under its control.
-A passenger or offshore supply vessel when employed in the exploration for or in the removal of oil, gas,
or mineral resources on the continental shelf.
-An oil spill response vessel (OSRV) when engaged in actual spill response operations or during spill
response exercises.
-After December 31, 2015, a vessel required by 33 CFR 165.830 or 165.921 to report its movements, its
cargo, or the cargo in barges it is towing.
A United States or Canadian vessel engaged in the salving operations of any property wrecked, or
rendering aid and assistance to any vessels wrecked, disabled, or in distress, in waters specified in Article
II of the 1908 Treaty of Extradition, Wrecking and Salvage (35 Stat. 2035; Treaty Series 502).

The following vessels neither carrying certain dangerous cargo nor controlling another vessel carrying
certain dangerous cargo:
-A foreign vessel 300 gross tons or less not engaged in commercial service.
-A vessel operating exclusively within a single Captain of the Port zone. Captain of the Port zones are
defined in 33 CFR part 3.
-A U.S. towing vessel and a U.S. barge operating solely between ports or places of the contiguous 48
states, Alaska, and the District of Columbia.
-A public vessel.
-Except for a tank vessel, a U.S. vessel operating solely between ports or places of the United States on
the Great Lakes.
-A U.S. vessel 300 gross tons or less, engaged in commercial service not coming from a foreign port or
place.
Each ferry on a fixed route that is described in an accurate schedule that is submitted by the ferry
operator to the Captain of the Port for each port or place of destination listed in the schedule at least 24
hours in advance of the first date and time of arrival listed on the schedule. At least 24 hours before the
first date and time of arrival listed on the ferry schedule, each ferry operator who submits a schedule must
also provide the following information to the Captain of the Port for each port or place of destination listed
in the schedule for the ferry, and if the schedule or the following submitted information changes, the ferry
operator must submit an updated schedule at least 24 hours in advance of the first date and time of arrival
listed on the new schedule and updates on the following items whenever the submitted information is no
longer accurate:

the contiguous 48 states, Alaska, and the District of Columbia, must submit an NOA before departure but
at least 12 hours before arriving at the port or place of destination.
U.S. vessels 300 gross tons or less, arriving from a foreign port or place, and whose voyage time is less
than 24 hours must submit an NOA at least 60 minutes before departure from the foreign port or place.
Also, Canadian vessels 300 gross tons or less, arriving directly from Canada, via boundary waters, to a
United States port or place on the Great Lakes, whose voyage time is less than 24 hours must submit an
NOA at least 60 minutes before departure from the Canadian port or place.

(i) 96 hours or more; or At least 96 hours before arriving at the port or place of destination; or
(ii) Less than 96 hours Before departure but at least 24 hours before arriving at the port or
place of destination.
Submission of updates to an NOA. Vessels must submit updates in NOA information within the times
required.
Towing vessels, when in control of a vessel carrying CDC and operating solely between ports or places in
the contiguous 48 states, Alaska, and the District of Columbia, must submit updates to an NOA as soon

U.S. vessels 300 gross tons or less, arriving from a foreign port or place, whose voyage time is—
-Less than 24 hours but greater than 6 hours, must submit updates to an NOA as soon as practicable, but
at least 6 hours before entering the port or place of destination.
-Less than or equal to 6 hours, must submit updates to an NOA as soon as practicable, but at least 60
minutes before departure from the foreign port or place.

If your remaining voyage time is— Then you must submit updates to an NOA—

6. Waivers.
The Captain of the Port may waive, within that Captain of the Port's designated zone, any of the
requirements of this subpart for any vessel or class of vessels upon finding that the vessel, route, area of
operations, conditions of the voyage, or other circumstances are such that application of this subpart is
unnecessary or impractical for purposes of safety, environmental protection, or national security.
7. Force majeure.
When a vessel is bound for a port or place of the United States under force majeure, it must comply with
the requirements in this section, but not other sections of this subpart. The vessel must report the
following information to the nearest Captain of the Port as soon as practicable:
An agency may not conduct or sponsor, and a person is not required to respond to a collection of information unless it
displays a valid OMB control number. The Coast Guard estimates that the average burden per response for this report
varies per information collection at about 12 minutes per NOA update and 62 minutes per NOA submission. You may
submit any comments concerning the accuracy of this burden estimate or any suggestions for reducing the burden to:

B4: Name: This field requires the exclusive name of the vessel as the name appears in the ships registration; void of any prefix (e.g. M/V) and/or additional information related to the vessel. This
field allows for alphanumeric characters (numbers and letters) and is limited to 100 characters.
The text string must be "trimmed" meaning that all additional spaces before or following the vessel name must be removed before moving on to a different field.
B6: Less than 300GT: This required field is limited to a Yes or No depending on if the vessel's tonnage is less than 300 Gross Tons - please see the "VESSEL TONNAGE (ITC Preferred)" field for
tonnage entry.
If duel tonnage then use the higher value.
(i) Less than 24 hours but greater than 6 hours, must submit updates to an NOA as soon as practicable, but at least 6 hours before entering the port or place of destination.
(ii) Less than or equal to 6 hours, must submit updates to an NOA as soon as practicable, but at least 60 minutes before departure from the foreign port or place.
D) U.S. vessels 300 gross tons or less, arriving from a foreign port or place, and whose voyage time is less than 24 hours must submit an NOA at least 60 minutes before departure from the
foreign port or place. Also, Canadian vessels 300 gross tons or less, arriving directly from Canada, via boundary waters, to a United States port or place on the Great Lakes, whose voyage time

B10: Charterer: Charterer means the person or organization that contract for the majority of the carrying capacity of a ship for the transportation of cargo to a stated port for a specified period. This
includes “time charterers” and “voyage charterers.”
The information in this field is limited to 100 characters of which can be both numbers and letters.
Time charterer means the party who hires a vessel for a specific amount of time. The owner and his crew manage the vessel, but the charterer selects the ports of destination.
Voyage charterer means the party who hires a vessel for a single voyage. The owner and his crew manage the vessel, but the charterer selects the ports of destination.
If the vessel is not under charter please indicate same in this field.
B12: Class: This field allows the user to select the Vessel Class from the provided drop down list.

B15: Operational Condition of Equipment: This required field informs the USCG of the conditional status of the vessels navigational equipment. If this section is not applicable select same.
If NOT OPERATIONAL is selected then a brief description is required in the "describe" field. From the drop down menu, Select from dropdown. 1 of 3 options…
Non-Operational: This implies that the equipment on board is not in working order. Must provide a description of inoperable equipment in next window.
Not Required: Vessels that qualify for this exemption (not applicable) would be able to select this option (less 1600gt or recreational without SOLAS certification).
B18: Oil:
This field allows the user to indicate that the vessel's fuel type is Oil.

B20: Document of Compliance and Safety Management Certificate: These are issued to a ship for a period not exceeding five years by the flag or issuing agency recognized by the Administration.
The Safety Management Certificate should be issued after verifying that the Company and its shipboard management operate in accordance with the approved safety management system.
The Certificate should be accepted as evidence that the ship is complying with the requirements of this Code. The Regulation does not apply to:
Warships used only on government non-commercial service;

D6: MMSI Number: The MMSI number is a unique nine-digit number assigned to commercial and recreational vessels participating in the Global Maritime Distress and Safety Systems (GMDSS).

The characters of this number must be a nine-digit number, may contain only digits, and can be no more or less than nine digits in length, if provided.
1. Cargo ships over 300 gross tons navigating in the open sea;
2. Ships certified by the U.S. Coast Guard to carry more than 6 passengers for hire in the open sea or tidewaters of the U.S.;
3. Power driven ships over 20 meters in length on navigable waterways;
4. Ships of more than 100 gross tons certified by the U.S. Coast Guard to carry at least one passenger on navigable waterways;
5. Tow boats of more than 7.8 meters in length on navigable waterways; and,
6. Uninspected commercial fishing industry vessels required to carry a VHF radio.
7. Ships required to carry an Automatic Identification System (AIS) transceiver by the U.S. Coast Guard regulations enacted pursuant to the Maritime Transportation Security Act of 2000.
Ships are considered as operating domestically when they do not travel to foreign ports or do not transmit radio communications to foreign stations. Sailing in international waters is permitted,
so long as the previous conditions are met. If you travel to a foreign port (e.g., Canada, Mexico, Bahamas, British Virgin Islands), a license is required. Additionally, if you travel to a foreign port,
you are required to have an operator permit.

E4: ID Number: The entry in this field shall be the ID Number assigned to the vessel by LLoyd's or the Official Number assigned by the Country of Registry or in the case of undocumented US
recreational vessels, the number assigned by the U.S. State Certificate of Numbers.
If the vessels ID Number type is selected as Official Number then the vessels ID Number needs to correspond to the vessel's ID Number type (Official Number) and should have at least six
characters. If the vessels ID Number type is selected as IMO then this field needs to contain the exact seven digit IMO number. The number must be presented as listed in the ship registry void
of any spaces if so indicated.
This field allows for alphanumeric characters and is limited a minimum of 5, and a maximum of 30 characters.
E8: Operator: The information in this required field should be the owner's name as it appears on official documentation. Operator means any person including, but not limited to, an owner, a
charterer, or another contractor who conducts, or is responsible for, the operation of a vessel.

E15: OCE Description: If the condition field has been selected as Non-Operational then a description is required informing the USCG of the malfunction or equipment failures limited to 33 CFR Part
164 (navigation equipment). The information in this field is limited to 250 text characters.

F6: Vessel Tonnage (ITC Preferred): This field allows for the vessel's tonnage to be provided. The numeric value should be between 1 and 9999999.
Gross tons means the tonnage determined by the tonnage authorities of a vessel's flag state in accordance with the national tonnage rules in force before the entry into force of the
International Convention on Tonnage Measurement of Ships, 1969 (“Convention”). For a vessel measured only under Annex I of the Convention, gross tons means that tonnage. For a vessel
measured under both systems, the higher gross tonnage is the tonnage used for the purposes of the 300-gross-ton threshold.

G8: Class Society: The Classification Society is an organization that establishes and maintains technical standards for the construction and operation of ships and offshore structures.
The purpose of a Classification Society is to provide classification and statutory services and assistance to the maritime industry and regulatory bodies as regards maritime safety and pollution
prevention.
Classification societies are licensed by flag states to survey and classify ships and issue certificates on their behalf. They classify and certify marine vessels and structures on the basis of their
structure, design and safety standards.
This required field allows the reporting party to select an agency from a drop down list. For vessels not classed please use the "not classed" selection in the dropdown.

classes. The MSDS may need to be consulted to establish any duel classed products. If a product has a duel class one of the classes may match the IMDG code as a CDC.
