Electrical Method Statement

Project: Construction of New Amiral 380/230kV BSP including 380kV OHTL (LILO) & 230kV UG Cable Connections

1. Scope of Work (Electrical)


- Tower earthing and bonding.
- Installation of insulators and hardware fittings.
- Stringing, sagging, and clipping of conductors.
- Stringing and jointing of OPGW (Optical Ground Wire).
- Electrical testing: tower footing resistance, continuity, insulation checks, OPGW fiber tests.
- Final commissioning and energization of 380kV OHTL.

2. Responsibilities
- Project Manager – overall responsibility.
- Electrical Site Engineer – execution and compliance with drawings/specifications.
- Quality Engineer – inspection as per ITP.
- Safety Officer – ensure adherence to National Grid Safety Rules.
- Supervisor/Foreman – direct control of stringing and erection teams.

3. Tools, Plants & Equipment


- Hydraulic cranes (for insulator strings & OPGW drums).
- Tensioner and puller machines (hydraulic, for conductor & OPGW).
- Conductor drum jacks & reel stands.
- Pilot rope winches (for pulling pilot line).
- Dynamometers & sagging equipment.
- Come-alongs, grips, and tension clamps.
- OTDR tester, fusion splicer (for OPGW).
- Earth resistance tester.
- Torque wrenches (for hardware bolts).

4. Execution Methodology (Electrical)


- Tower Earthing: Install copper-bonded earth rods, use exothermic welding, ensure TFR < 10Ω.
- Insulator & Hardware Installation: Assemble on ground, hoist, torque bolts, check insulators.
- Conductor Stringing: Pilot rope pulling, conductor pulling with tensioner, sagging per charts, clipping and jointing with
compression fittings.
- OPGW Stringing & Splicing: Pull with pulleys, splice in joint boxes, perform OTDR test (≤0.1 dB per splice).
- Electrical Testing: TFR test, continuity, insulation, clearance verification, OTDR fiber test.
- Commissioning: Final inspection, SEC/National Grid energization, acceptance testing.

5. Inspection & Quality Control


- Inspection Test Plan (ITP) to cover each activity.
- Check insulators before installation.
- Torque test hardware bolts.
- Sagging verification at tension sections.
- Tower Footing Resistance measurement logs.
- OPGW OTDR test report.
- As-Built Dossier preparation.

6. Safety Measures
- Permit to Work (PTW) system enforced.
- Maintain safe clearance from live lines.
- PPE: insulated gloves, FR clothing, helmets, harnesses.
- Ground conductors during stringing to prevent induced voltages.
- Daily Toolbox Talks and Job Hazard Analysis (JHA).

7. Deliverables
- Inspection & Test Reports (ITRs).
- OPGW OTDR test results.
- Tower Footing Resistance records.
- As-Built Drawings with final coordinates.
- Drawing Completion Certificate (DCC).
- Final handover dossier to National Grid SA.
