PREAMBLE:
The State Government announced the “SURYA-Gujarat’ Scheme (Surya Urja Rooftop Yojana-Gujarat)
vide resolution dated 05/08/2019, along with its aforementioned amendments, to boost the promotion of solar
rooftops in the state, specifically targeting the residential sector and the common facility connection of Group
Housing Societies/Residential Welfare Associations (GHS/RWA).
‘The Government of India launched the Rooftop Solar Scheme for free electricity - PM Surya Ghar Mutt
Bili Yojana on 13/02/2024, to promote sustainable development and enhance people's wellbeing. This
scheme, with an invesiment of over Rs. 75,000 crores, aims to light up 1 crore households by providing up to
300 units of free electricity every month. This scheme aligns with India's revised Nationally Determined
Contributions and ambitious renewable energy targets under the Panchamrit action plan, envisioning a
sustainable future for generations to come and contribute to India's commitment to achieve 500 GW of
renewable energy capacity by 2030.
Hence, it was under consideration of the State Government to repeal the existing “SURYA-Gujar
Scheme and introduce a scheme aligned with the PM Surya Ghar: Muft Bijli Yojana of the Government of India
(Gol). Aiso, the State Government was willing to support the scheme by waiver of Meter, Meter testing, Meter
box and connectivity charges. The scheme aims to enable the people of Gujarat to be self sufficient by using
the roottops of their houses and harnessing the power of the sun so as to reduce their electricity bills, and
thereby making them truly Aatmanirbhar for their electricity needs.
RESOLUTION:
After careful consideration, the State Government is pleased to announce the implementation of PM
‘Surya Ghar: Muft Bij Yojana of the Government of India (Gol) with the following objectives and provisions
1. Objective
i. To tap the Solar rooftop potential available in the State.
il To promote green and clean energy access to electricity in the residential sector, to reduce carbon
ii, To promote the cistrbuted generation of green energy
2. Target:
The overall target is to install 10 lakh Rooftop Solar Systems (RTS) in the residential sector within the
operational period of the PM Surya Ghar: Muft Bijli Yojana of the Government of India (Gol).
3. Subsidy:
8 (a). Central Finance Assistance (CFA) shall be available as per the prevailing norms/ guidelines of MNRE.
‘Gol/Gentral Government Organization.
3 (b). State support: For new Rooftop Solar (RTS) systems up to 6 kW, the charges for the meter, meter
testing, meter box, and connectivity (amounting to Rs. 2,950/-) shall be waived.

Clarification:
* If aconsumer's sanctioned load exceeds 6 kW but they install a new RTS system of up to 6 kWW, they
will still benefit from the Rs. 2,950/- waiver,
+ Any adgitional charges beyond this amount shall be borne by the consumer.
4. Net Metering and Surplus Power Purchase Rate
The provisions of Net Metering shall be as per the prevailing regulations of the Hon'ble Gujarat Electricity
Regulatory Commission (GERC). In the event the electricity injected from résidential category Rooftop
Projects, including self-owned residential solar projects, exceeds the electricity consumed during the bling
period, the surplus energy generated from the solar project after setoff on a billing cycle basis shall be
purchased by the respective Distribution licensee. The rate for surplus energy purchased shall be Rs. 2.25
Per unit for the first 5 years from the commissioning of the project. Thereafter, for the remaining term of the
project, the rate will be 75% of the simple average of the tariff discovered and contracted under the
competitive bidding process conducted by GUVNL for non-park based solar projects in the preceding six
months period, i.e., either April to September or October to March as the case may be, from the
Commercial Operation Date (COD) of the project.
5. Nodal Agency:
a) Gujarat Urja Vikas Nigam Limited (GUVNL) shall be the nodal agency for the implementation of this
scheme through all the DISCOMs in the state.
b) Gujarat Energy Development Agency (GEDA) shall be the nodal agency for the implementation of the
scheme on the Government Building.
6. The operative period and other terms & conditions of the Scheme shall be as per the guidelines of the PM
Surya Ghar: Mutt Biji Yojana of MNRE, Gol.
7. In all other aspects, the parameters and terms & conditions of the prevailing regulations of the Gujarat
Electricity Regulatory Commission (GERC) and its amendments from time to time, would be applicable.
8. The Implementation of this scheme shall be carried out under the administrative control of the Energy and
Petrochemicals Department, Government of Gujarat
9. Power to remove difficulties: Any difficulties in the interpretation’ implementation of the provisions of the
scheme shall be addressed by the Energy and Petrochemicals Department, Government of Gujarat.
This issue with the concurrence of the Government in the Finance Dept. on this Department's file of
