ANCILLARY EQUIPMENT

1. GENERAL

This section of the Specification describes the technical requirements for the following
equipment relating to the design, procurement, manufacture, erection, installation, testing
and commissioning for all the DC System and Uninterruptible A.C. Supply Equipment
for 110kV Binh Tri Dong substation that make up the substation works contract.

The battery shall have enough capacity. The Contractor shall submit the calculation sheet
of the battery capacity required for indication, control and operation of substation
equipment for approval.

Basic ideas are shown in Specification Drawings (information)

2. STANDARDS

The D.C. System shall comply with this Specification and with the latest edition of the
IEC 623.

The Tenderer shall may, however, offer batteries in accordance with the national
Specification of the country of origin in which case the Tenderer shall submit that
Specification written in English.

The Uninterruptible Power Supply System (UPS) or inverter DC/AC shall comply with
this Specification, and with the latest edition of the IEC Publications.

3. TESTS

Tests at works shall be performed in accordance with the relevant standards.

Tests after installation shall be as follows:

(a) Insulation resistance tests;

(b) Mechanical and electrical operation tests;

(c) Complete charge and discharge tests on each of the combined batteries and chargers
shall be conducted and results recorded so as to permit verification of the ampere-
hour capacity of the battery. During these tests the Employer and/or the Engineer
shall select at random reference cells and the voltage curves the Employer and/or the
Engineer shall select at random reference cells and the voltage curves thereof shall be
checked when the battery is discharged over three- and ten-hour periods. The alarm
levels and the automatic voltage control feature of the charger shall be demonstrated
over the specified load range.

4. D.C. SYSTEM

4.1. BATTERY

4.1.1. Type of Battery

The battery shall be of the vented high-performance nickel cadmium pocket plate type
complying with IEC 623 as amended and supplemented by this specification.

The battery plants shall have sufficient capacity to supply the loads of the functions and
facilities provided under this Contract as well as the additional facilities and functions
shown as future for a period of not less than eight hours without charge. At the end of this
period the battery voltage shall not have dropped below 90 percent of the nominal voltage
with the standing loads connected.

All cells shall be of the closed type fitted with combined filling and venting caps. Battery
cases shall be of high impact translucent plastic.

The electrolyte shall be free from impurities and the Potassium Hydroxide used shall
comply with IEC 993. Dilution of the alkaline electrolyte and topping up of cells shall be
carried out using distilled water only.

The electrolyte capacity and general design of the batteries shall be such that inspection
and maintenance, including topping up of the electrolyte, shall be at intervals of not less
than three months.

The batteries shall be supplied complete with all necessary connectors, stands/cabinets,
stand insulators, copper connector bars, sundries and electrolyte.

A complete set of test and maintenance accessories suitably boxed, shall be provided for
each battery. A syringe hydrometer and a durable instruction card shall be included in
each set.

4.1.2. Stands and Crates

The batteries are to be mounted in single or double tiers on stands and arranged in a
manner such that each cell is readily accessible for inspection, test and maintenance
including topping up of the electrolyte.

All stands shall be suitable for floor mounting with a clearance of at least 300mm
between the lowest tier and the floor, and shall be arranged for ease of maintenance.

Materials used in the construction of battery stands shall be treated to resist attack by
electrolyte.

There shall be a minimum clearance of 40mm between earthed metal and any conductor.

4.1.3. Battery and Cell Identification


Cells shall be marked with the year and month of manufacture in addition to the
requirements stated in IEC 623.
Each battery shall be provided with a battery identification label.

4.1.4. Connections and Terminals


Inter-row connections shall be made with hard-drawn copper rod or strip of adequate
section and protected against corrosion.
Terminals and connections shall be shrouded to at least IP2X with an electrolyte-resistant
insulating material.
Only single core cables shall be used between the battery terminals.
Positive and negative terminals of each cell shall be clearly and permanently indicated.
Positive and negative terminals of a complete battery shall be indicated by red and black
markings respectively in an approved form.

All cells shall be identified by numbers formed in a non-corrodible material and fixed to
the cells to be visible when installed on their stands.

The batteries shall be accommodated in a battery room, except where otherwise approved
by the Employer and/or the Engineer for small batteries.

4.1.5. Accessories

The following items shall be supplied for each substation.


(a) Name plate
(b) Sufficient quantity of electrolyte for the first filling
(c) Mixing tank of adequate capacity
(d) Voltmeter, hydrometer, funnel and thermometer, with suitable container.
(e) Intercell connectors between cells and terminal lugs with insulating covers.
(f) Other necessary accessories.

4.2. BATTERY CHARGERS

4.2.1. Type and Rating

The battery chargers shall comprise controlled rectifiers complying with IEC 146, as
amended and supplemented by this specification. They shall be mounted indoors in a
switch room or similar environment and shall have an enclosure classification of at least
IP41.

The battery chargers shall operate from an LV, 3 phase supply, except for units with a
rated output of 5 kW or less, which may operate from a single-phase supply.

Each battery charger shall operate in the "float" charge mode, and, except in the case of
battery chargers being used in conjunction with valve-regulated (recombination
technology) batteries, also in the "boost" (high rate or equalizing) charge mode. The
battery chargers shall be rated for Duty Class I unless otherwise specified.

The float operation shall have a constant voltage current limiting characteristic, and shall
be rated for supplying the maximum standing d.c. load, and at the same time maintaining
the associated batteries in a fully charged condition. Where applicable, they shall be

suitable for parallel operation.

The boost operation shall have a constant voltage current limiting characteristic to suit the
battery type and be able to recharge one of the associated battery banks within the
manufacturer's minimum recommended period from the discharged state to 90% fully
charged condition.

Each charger shall, after having been manually started, provide an automatically
controlled boost charge sufficient to restore a fully discharged battery to the 90% fully
charged state within the time specified in the Project Requirements without excessive
gassing or any form of damage to the battery. A timer shall be provided to switch the
charger after the correct recharge time.

Boost charging of each section of the battery should be carried out off line with the d.c.
switchboard incoming supply contactor open. Failure of the a.c. supply during boost
charging shall automatically restore the battery and battery charger to float operation and
reconnect them to the switchboard.

The above requirements are to be met within the limits specified for Immunity Class B.

In addition, short term supply voltage dips of up to 20% nominal voltage, e.g. due to
motor starting, shall not cause the battery charger to trip. Within the limits specified for
Immunity Class B, the output voltage at any load shall be controlled within the limits of
+1% of the set value, and the output current shall be limited within +2% of the set value,
when operating under current limiting conditions.

The output voltages and the current limits shall be set by means of adjustable devices,
which are accessible within the control panel.

The chargers should be naturally air cooled (AN) using the air within the room.

Each charger shall include an a.c. contactor to automatically isolate the charger from the
a.c. supply should a fault develop within the charger.

The chargers shall incorporate the following alarm devices and indicating lamps to
identify main faults:

- charger failure
- float charge voltage high
- boost charge voltage high (if applicable)
- voltage low
A voltage-free common repeat alarm shall be provided for remote indication.

Component failures within the charger shall be indicated to the maximum extent
practicable.

The charger rectifiers and output blocking diodes shall be current rated at least 50%
greater than the charger maximum rating. The peak inverse voltage rating shall be at least

2 kV for all the battery systems.

Although it is not intended that chargers are operated with the battery disconnected, the
design of the charger shall, nevertheless, be such that with the battery disconnected the
charger will maintain nominal system voltage as previously specified without any damage
to itself and with a ripple voltage no greater than 10% rms of the nominal output voltage.

Each charger shall also be capable of sustaining without damage to itself, a continuous
permanent short circuit across its output terminals. The use of fuses, MCBs or other
similar devices will not be acceptable in meeting this requirement.

Battery end-cell tapping arrangements will not be permitted.

Each battery charger shall incorporate the following equipment: -

- Pad lockable incoming LV a.c. supply switch-disconnector with utilization category


AC23;
- a.c. input off/on green/red indicating lamps;
- incoming a.c. voltmeter;
- incoming a.c. supply ammeter;
- "float" and "boost" charge selector switch;
- all necessary controls and alarms;
- d.c. charger output ammeter;
- output blocking diodes.

5. UNINTERRUPTIBLE A.C. SUPPLY EQUIPMENT

5.1. General

The A.C UPS units shall comply with IEC 146-4, as amended and supplemented by this
specification. They shall be mounted indoors in a control room or similar environment
and shall have an enclosure classification of at least IP41.

UPS unit shall comprise two inverters and transfer switch, each as specified in this
section of the specification. The a.c. input and a.c. output shall be isolated from each
other. The a.c. output neutral point shall be solidly earthed.

UPS unit shall be arranged with a mains bypass supply, an electronic transfer switch and
a maintenance bypass circuit. Unless otherwise specified, two 100% rated UPS units shall
be provided as a "stand-by redundant UPS with bypass". Each mains input circuit shall
have a separately switched supply.

Where the UPS input and output voltages are different, a dry-type transformer shall be
provided in the mains bypass and the maintenance bypass circuits.

The UPS unit(s), transfer switch(es) and a.c. output distribution board(s) shall be supplied
as a single suite of panels.

The a.c. output conditions shall not be worse than:

- Frequency: +2 %
- Voltage (steady state): +1 %
- Voltage (dynamic response): 10% in response to a step load
change of 100% rated output,
and shall be restored to within
steady state limits within 1sec.
- Total harmonic voltage distortion: 5% when supplying a linear load.

The a.c. loads may contain total harmonic current distortion of up to 50%, as generated
typically by switched mode power supply units (SMPS).

5.1.1. Inverters

Inverters shall have current limiting characteristics. They shall control the output voltage
in synchronism with the mains bypass voltage, while the mains supply remains within the
specified frequency limits. Outside these frequency limits the inverter shall revert
automatically to its own internal frequency control. Following restoration of the mains
frequency to within the specified limits, the inverter shall automatically re-synchronise to
the mains supply.

The inverter, when operating in isolation, shall be capable of producing sufficient short-
time current to cause a distribution circuit fuse with a current rating not less than 10% of
the inverter's rated output current to capture within 5ms without initiating changeover of
the transfer switch, where installed. Such fuses shall be type "gG" in accordance with
IEC 269.

The inverter output, as measured at its output terminals, shall lie within the specified
limits, when operating continuously under the following conditions:

- with the types of load(s) specified or required

- with any load between no-load and rated output

- with any power factor between unity and 0.7 lagging

- with a d.c. input voltage between the battery boost voltage and end voltage.

Where 3-phase output is specified or required, and when supplying a linear load, the
mismatch between phase voltages shall not exceed 1% and the angular displacement of
the phase voltages shall not exceed 120o1o.

5.1.2. Transfer Switch

The electronic transfer switches shall comply with IEC 146-5 as amended and
supplemented by this specification.

The transfer switches shall be rated to match the outputs of the UPS units and the mains
bypass supply in terms of both continuous rating and short-term time rating.

The transfer time shall not exceed 1 ms. The transfer shall normally be synchronous, but
the transfer switch shall be capable of a synchronous operation. Transfer between UPS
units and from a UPS unit to the mains bypass circuit shall be initiated automatically or
manually. Transfer from the mains bypass circuit to a UPS unit shall only be initiated
manually.

5.1.3. A.C. Distribution

UPS system shall be provided with an output distribution board, which shall comply with
the requirements of IEC 439, as amended and supplemented by this specification.

The a.c. switchboard shall incorporate separate pad lockable compartments for the m.c.b.
or fused distribution circuits, for motor starters, for incoming circuits and for bus section
circuits, all as applicable.

The switchboard shall be metal clad and shall have a minimum enclosure classification
IP41. Those compartments of the switchboard housing m.c.b. or fused distribution
circuits may have form 1 internal separation, and those housing incoming circuits, bus
section (or interconnector) circuits and motor starters shall have form 4 internal
separation. The floor of the switch room shall not form part of the enclosure. The busbars
shall be insulated.

The switches and contactors shall comply with IEC 947, as amended and supplemented
by this Specification. The switches and contactors shall be rated 25% higher than the
design circuit load current, subject to a minimum rating of 25A. Switches shall have a
utilisation category of AC22 for incoming and bus section circuits, AC23 for outgoing
circuits and AC3 for contactors.
Each a.c. switchboard shall incorporate the following equipment, as applicable:

- incoming supply switch-disconnector;

- bus section switch-disconnector (or interconnector switches), as applicable;

- m.c.b. or fuse switch for each outgoing circuit;

- motor starters;

- under and overvoltage alarm relays (one per busbar section);

- busbar voltmeters (one per busbar section).

Alarm indicating lamps shall be provided on each section of the switchboard For the
following conditions:

- undervoltage fault

- overvoltage fault

The settings of these fault relays shall be adjustable. No local audible alarms are required.
A voltage-free common repeat alarm shall be provided for remote indication. A lamp test
pushbutton shall be provided.

Motor starters shall comply with the requirements for LV motor starters specified under
the specification section for auxiliary switchgear.

6. A.C.AND D.C DISTRIBUTION

6.1. General

Each a.c. distribution panel shall incorporate the following equipment, as applicable:

- incoming supply circuit breaker;

- bus section circuit breaker (or interconnection switches), as applicable;

- m.c.c.b. or fuse switch for each outgoing circuit;

- under and overvoltage alarm relays (one per busbar section);

- busbar voltmeters (one per busbar section).

Alarm indicating lamps shall be provided on each section of the switchboard for the
following conditions:

- undervoltage fault

- overvoltage fault

The settings of these fault relays shall be adjustable. Local audible alarms are required. A
voltage-free common repeat alarm shall be provided for remote indication.

6.1.1. 400 V Low Voltage Distribution Panels

The Contractor shall provide the 380/220 V distribution panels for control room, pump
room, guard house and adequate location of outdoor switchyard. The panel shall comprise
a sheet steel, self-standing cubicle type equipped with the adequate number of M.C.C.Bs
for circuit rated at 400A or less.

400 V low voltage distribution panels for control room shall complete with all necessary
ampere-meter, voltmeter, watt-hour meter, auxiliary relays, contactors, interposing
transformers, fuses, wiring and all other equipment to produce a complete working
installation.

The Contractor shall determine the current rating, breaking capacity rating and type of
circuit breaker for incoming circuit from the station service transformer.

6.1.2. D.C. Distribution panels

The d.c. distribution panels located in the control room shall comprise a sheet steel, self-
standing cubicle type equipped with the adequate number of M.C.C.Bs.

D.C. distribution panels shall complete with all necessary ampere-meter, voltmeter,
auxiliary relays, contactors, interposing transformers, fuses, wiring and all other
equipment to produce a complete working installation.

7. LOW VOLTAGE POWER AND CONTROL CABLES

7.1. General
One complete set of low voltage auxiliary and multi-core control cables and all necessary
terminators, label, fitting etc... shall be provided for connection between switchyard
equipment, AC & DC board, battery & charger, auxiliary transformer, control & protection
panel for control and protection purpose:
- Equipment of supplied 110kV bays.
- Equipment of supplied 22kV bays.
- Between AC and 110Vdc, 48Vdc distribution panels and control, protection panels and
equipment.
- Between power transformers and control, protection panels and equipment
- Between auxiliary transformers and AC system, 110Vdc, 48Vdc systems included
accus, chargers, DC distribution panel…
- Communication systems and SCADA.
- etc…

7.2. Type
Low voltage insulated cables shall be 0.6/1kV PVC insulated and termite proof PVC
sheathed control cable with copper tape electrostatic shielding for control, signaling,
current/voltage transformers and a/c. and d/c. power supply.
The conductors shall be plain annealed copper wire complying with IEC 228 as applicable
or equivalent and all cores shall be clearly identified by printed numbers at regular intervals.

7.3. Construction and requirement:

7.3.1. Construction:
Cables shall be constructed as follows:
- Multi-conductor cables rated for 0.6/1 kV.
- Conductor made of a minimum cross-sectional are of 1.5mm 2 made up stranded copper
conductors.
- Conductor insulated with polyvinyl chloride (PVC)
- Insulated conductors bonded together by a non-fibrous non-hygroscopic filler.
- Polyester packing tape over the filler.
- Copper tape electrostatic shielding for control cable.
- All sheaths shall be free from defects and impervious to water.
The Contractor shall provide fully detailed wining diagrams covering all parts of the plant.

Detail diagrams shall be cross-referenced and shall show multi-core cable schedule reference
numbers to facilitate cable identification.
Cable glands for the various types of solid dielectric and plastic insulated cables to be
supplied shall generally be in accordance with the appropriate categories in BS 612 1. The
appropriate categories shall include means of sealing the inner and outer sheath. Insulated
glands required by the cable system design shall be provided as part of this Contract.

7.3.2. Quantity of cables:


The quantities of cable required for connection of all equipment must be calculated and
furnished by the Contractor under this Specification including 10% for spare.

7.3.3. Service Conditions


The various cable shall be installed indoors in the control house, and outdoors in cable
trenches, imbedded conduits and direct buried, as required. The cables shall not be exposed
to direct sunlight.
Portions of the cables may be submerged for short periods due to water in trenches and
embedded conduits.

7.3.4. Cable sizes:


All cables shall be sized to meet the following conditions:
Capacity not less than 125% of the normal load and 100% of the maximum load.
Size in accordance with the standards and codes applicable to the installation
Overall voltage drops not more than:
- 4% for motors at full load
- 10 % for motors at starting
- 5% for 110/380V supplies
Minimum sizes for particular uses are:
- Current transformer leads 4.0 mm2
- Voltage transformer leads 2.5 mm2
- D.C. Control and indication 1.5 mm2
- Power and lighting circuits 2.5 mm2

7.3.5. Conductor Identification:


Each insulated conductor or multi-conductor cables shall be permanently identified by
means of colors or number applied longitudinally in the insulation.
The number of conductors in each cable shall be determined by the circuit requirements, but
shall not exceed 24 conductors per cable.

7.3.6. Accessories
Terminal connectors, cable clamps, junction boxes, splicing materials, armored cable
terminations, cable gland, terminal sleeves, heat shrink sleeves, steel collars and all other
accessories required for the installation of cables shall be included in this item (see attached
drawing).
The Contractor shall also supply the accessories necessary to terminate cables described
herein in panels and enclosures provided by others.

This shall include the necessary cable terminations for gland plates and cable clamps to
terminal blocks within the enclosures.

7.3.7. Cable Layout


Power and control wiring shall be carried out in the following manner to minimize transient
induction'.
Incoming and return wires for each device shall be run in the same cable.
Cables in trenches and trays shall be segregated in the following groups:
- AC power cable, current and voltage transformer lead and battery main cables.
- Control and indication cables.
- Low voltage analogue signal cables.
Radial circuits shall be used wherever possible. Tandem connections where required shall be
carried out in such a way as to minimize transient induction.

7.4. Tests
Routine Tests: the test on the power cables and fittings shall comply with IEC 502, JIS
C306 or equivalent.

7.5. Drawings and Descriptions


The following drawings and descriptions shall be provided with the Tender
a) Layout drawing with dimensions
b) Description of construction
Quality certificates: copies of certified data or certificates issued by the recognized neutral
testing laboratory shall be submitted with the Tender.
