Development of practical case response
Environmental Impact Assessment (II)
It is intended to build a granite extraction quarry for aggregates on land of about 9
hectares, located in the Municipality of Torrelodones, and 1.8 km from the Natural Park of
the Upper Manzanares Basin, in the Community of Madrid. Given the nature of the project,
this must be submitted by legal imperative to the EIA procedure, as it is part of the
projects of Annex I of the corresponding environmental assessment law. To value and evaluate
the environmental impacts of said project on the pre-operational environment, proceeding to
employ the matrix method.
After identifying the list of project actions likely to impact the environment,
which are presented in the appendix to this practical case (next page), and the corresponding
factors that are most affected by these actions are requested:
1. Develop the impact importance matrix, highlighting the most significant environmental impacts.
important through "red flags".
Based on the information in the attachments, the actions from 1 to 13 are classified according to
relevance of environmental impact and factors by relevance.
Project actions likely to generate Environmental Impacts
Construction phase:
1. Earth movement and land conditioning.
2. Creation of drains and drainage.
3. Construction of buildings and treatment plants.
4. Access.
Exploitation phase:
5. Blasts.
6. Drilling.
7. Extraction.
8. Load and transport.
9. Treatment.
10. Dumping of tailings.
Abandonment phase
11. Waste disposal and treatment.
12. Demolition of buildings.
13. Restoration of the vegetation cover.
Environmental factors most affected by the Project
Geophysical medium
1. Topography.
2. Soil Loss.
3. Atmospheric quality (gases and particles).
4. Noise.
Biotic medium
5. Flora and vegetation.
6. Fauna.
7. Alterations of habitats.

Socioeconomic and cultural environment
10. Quality of life of the population.
11. Employment.
Based on the classification of actions and factors, it is concluded that the first activity, which is
earth movement and land preparation has the greatest impact within
of the project.

By summing the negative impacts with a negative sign with the positive impacts for each factor,
the total value of each impact is obtained, where it is classified into three criteria (COMPATIBLE,
MODERATE and SEVERE) where compatible are activities with a negative impact between 0 and -40,
moderate between -40 and -120 and severe greater than -120. Based on that criterion, the

quarry? If so, indicate under what corrective and/or preventive measures it should be.
to be executed.
It is considered that the project can be carried out; however, it should be noted that the
elements of the medium most affected, and directly, by the temporary alterations are the
surface waters and the atmosphere. Vegetation and fauna are affected indirectly.
The sources of impact are: dust, mud, noise, and liquid effluents. But there are also
they can take actions that help mitigate these effects. To prevent these impacts
If they are greater than desired, it is necessary to carry out the following corrections and preventive measures:
Correction:
Design of a modeling in recovery that allows productive use and
ecological state of the land once exploited.
Soil preparation, microclimate improvement (irrigation, fertilization, etc.) and revegetation in
the affected ecosystems.
Adoption of measures to prevent the production of dust, detachments and
slips.
Planting trees and shrubs that act as visual screens.
Avoid locating the dump on sloped terrain.
Revegetation with native species of the affected ecosystems.
Design a surface drainage system that drains water directly.
intercepted by the rubble dump or connected them to the external drainage network.
Rapid revegetation after the final earth movements of each area.
Removal and collection of the topsoil from the areas occupied in the exploitation.
Preventive
Design and planning of the exploitation, in such a way as to ensure production
expected and that at all times the affected surface is as small as possible,
also fulfilling the necessary security measures.
Collection, gathering, and maintenance of the most fertile soil horizon to facilitate the
restoration of surfaces through revegetation.
Recovery of all affected lands through revegetation, using for
hello the species native to the area, or those that best adapt to the conditions
terminals of the extractive activity.
Create small nurseries with native species within the farms, so that
that served as experimental plots, and as reserves and protection of species
autochthonous.
Collection and preservation of seeds from the plants existing in the area to be exploited, for,
subsequently, use them in the revegetation stage, either as seeds or
directly like plants.
