Some time ago Christopher Hill, long engaged in the effort to trans-
form twentieth-century society, published his reflections on the fate of
our seventeenth-century political ancestors after the English Revolution
gave way to the Restoration. He concluded that the Revolution lived on,
to generate dissent and innovation in Great Britain—and indeed its
North American colonies—in art, ideas, memories, movements, and
persons. (The Experience of Defeat: Milton and Some Contemporaries
[New York, 1984].) Our chances of living in a better world depend very
much on those restive in this one.
I dedicate the book, then, to the memory of three departed friends,
from each of whom, in very particular ways, I learned a great deal. It was
enriching to know them.

Introduction
0 F RECONSIDERATIONS of Western socialism, there is no
end. The governments of socialist and social democratic
parties in France, Germany, Italy, and the United Kingdom find it
difficult to define, and even more to practice, a specifically socialist pol-
itics. The prominence of ideas on the supreme efficiency of the market,
the large changes implied by the notion of globalization, are historically
rather recent. They are, however, the contemporary forms of recurrent
dilemmas. The socialist movement has always had to run a desperate
race over an interminable obstacle course. Its past was neither easier or
simpler.
There is no end, either, of critical reconsiderations of our own
American past—and of our disappointing present. That we lack in the
United States a major political formation proposing a large alternative to
our version of capitalism is hardly a recondite point. The conspicuous
lack of enthusiasm of much of the Democratic Party for our own tradi-
tion of social reform is its closest approach to political passion. There is
good reason, however, to regard that tradition as our kind of social
democracy, embodying in secular form the redemptive ethos of our
republic.
Socialism in all its forms was itself a religion of redemption. Now
that its promise of a world, indeed of a humanity, transformed has been
consigned to a past that we are told will never recur, let us examine its
history more closely. At the very beginning of this century, the halting

integration of the socialist movements in the democratic societies
brought them into crisis. Were they still revolutionary, or were they
reformist? Had they reluctantly concluded that their societies could not
be changed fundamentally, and that benign modifications were the most
that they could achieve? The violent fluctuations in the business cycle of
early twentieth-century capitalism, the exploitative practices of the pos-
sessing classes and their political accomplices, inflicted deprivation and
misery on millions. Still, the productivity of industrial capitalism, the
enormous material achievements of a nascent consumer capitalism,
called into question simple views of increasing pauperization. The
leaders of a very militant, but by no means revolutionary, American
working class acted on assumptions that Europeans did not always artic-
ulate, but which they increasingly shared. If action in the workplace and
political presence could alter the balance of class relations, a total revo-
lution was unnecessary.
Meanwhile, the failure of the Socialist International to prevent the
outbreak of the First World War, the initial enlistment of both socialist
parties and voters in the war efforts of their several nations, were devas-
tating affronts to the belief that the movements represented ideals of sol-
idarity that transcended the boundaries of nations. When a successful
revolution took place, in Czarist Russia, it occurred at the most back-
ward periphery rather than the most advanced center of Western capi-
talism. The ensuing split in the socialist movements, with fatal
consequences for their cohesion and effectiveness, had any number of
sources. One was, clearly, the attachment of the Western parties to par-
liamentary democracy, their rejection of Leninism. Another, in the face
of the argument that socialism in the USSR had to be defended at all
costs (and that to the Soviet Party fell world leadership), was the absurd
deformation of history that this view entailed. In fact, this and subse-
quent revolutions outside the industrialized nations also evoked metro-
politan chauvinism—in supporters of the socialist movements detached
neither morally nor materially from imperialism and nationalism. In any
event, their forces divided, socialist movements had to confront both the
postwar power of capitalism and the ruling elites that claimed they were
the true defenders of national interests.
Postwar capitalism was organized about the internationalization of
the world economy, the increased importance of financial capitalism,

and an increasingly differentiated labor force. Each was something many
socialist leaders and thinkers had difficulty in grasping. They by and
large remained attached to earlier visions of mass working-class move-
ments taking command of the state—whilst Keynes (and Hjalmar
Schacht, Hitler's economist) demonstrated that there were other paths to
regulating the capitalist crisis. Italian fascism, authoritarian regimes in
central and eastern Europe, the triumph of Nazism, the bare survival of
French parliamentary democracy, economic and political regression in
Great Britain, and the triumphs of reformism in the New Deal consti-
tuted a bewildering historical collage. The transformation of Leninism
into Stalinist terror, the Spanish Civil War, and the second round of the
European war, gave the whole a nightmarish quality we might remind
ourselves of before indulging in post-Cold War self-pity. The war
brought surcease, the struggle against fascism in Europe uniting the
divided parts of the socialist movement in the resistance.
The end of the war brought a renewal of the conflict between demo-
cratic socialism and Stalinism, mainly in the form of the integration of
the Western socialist and social democratic parties in the Western bloc.
That bloc was organized and led by the United States in precisely the
period in which we had a limited social contract, our own equivalent of
social democracy. National liberation movements in Africa and Asia,
and the triumph of Maoism, complicated the situation immensely. Many
of the postcolonial regimes were (and are) exploitative and tyrannical.
Some aligned themselves with China and the Soviet Union. The sympa-
thies of metropolitan socialist movements (and of Americans of the New
Deal tradition) with the Third World were sorely strained. Western
nations with relatively decent domestic policies were quite capable of
consummate brutality in the Third World, accompanied by pious
hypocrisy.
The postwar integration of the Western socialists in capitalism did
have a large positive result: the development of a welfare model of capi-
talism, quite distinct from the absolute sovereignty of the market. The
continuing rise in living standard, however, brought problems of the
quality of existence to the foreground: Had a century and a half of
struggle for citizenship and economic and social rights culminated in
plebiscitary consumerism? Other themes emerged. The preservation of
nature itself was evoked by the environmental movement. The defense

of human existence concerned those who assigned an absolute priority
to coexistence lest nuclear war extirpate the contenders for historical
supremacy and terminate history itself. Meanwhile, the women's move-
ment reminded the socialists and social reformers generally that their
previous concentration on mankind was something other than a philo-
logical condensation, that they had systematically ignored or minimized
arguments at least as old as those advanced in 1792 by Mary
Wollstonecraft.1 Briefly, socialism was then as now in crisis, its moral
aims, historical vision, and political strategy in question. The crisis was,
perhaps, somewhat hidden. Western society in the Cold War years was
not given to much public self-criticism, and socialists joined their
Christian and liberal allies and antagonists in systematic complacency.
What gives the present crisis its poignancy are two problems. One is
that socialism rested on an idea of progressive direction in history, as
well as on the belief that the inner movement of history was knowable.
Reading it correctly was bound to be reassuring, since socialism's even-
tual triumph was written in the nature of things human. Socialists are
now not alone in suffering extreme disorientation when it is a question
of predicting the future, even the near future, or of describing the direc-
tion of society. Socialists claim, however, to be capable of mastering or
transforming history. Deprived of the certainties and consolations of the
idea of progress, their perplexity is very great. The nature of things
human, at century's end, hardly seems benign. Western socialism
thought that humans were either intrinsically solidaristic or could be
educated to solidarity in a rather condensed process. They also believed
that the recognition by ordinary humans of their interests was not insu-
perably difficult. In short, they believed in something like an achieved
citizenship, in modal personalities both generous and rational.
There was a near fatal paradox to all of this: socialism presupposed
the kind of human nature it was intended to make possible. In the face
of the recent upsurge of brutality, ignorance, and selfishness, of ethnic
hatred and religious fanaticism in large parts of the world (including our
own), those who do not seek a large transformation of our existence are
disturbed—but they do not complain that their worldview or views have
been threatened. They do not expect all that much of humanity.
Socialism or barbarism was the choice once posed by socialism's modern
founders, who did not imagine that in the end humanity would opt for

barbarism. The achievement of the most minimal conditions for peaceful
coexistence within and between societies requires extraordinary efforts,
which might fail.
To ask of humanity that it move toward Utopia, even by discrete
stages, appears to be asking too much. The moral disappointment, and
metahistorical emptiness, experienced by socialists in this situation is
shared with others who adhere to ideas of progressive direction in his-
tory—or indeed with many religious believers seeking a trace of the
divine in profane existence. Socialism, nevertheless, can claim the
uncomfortable distinction of inflicting a maximum of anguish upon its
adherents: they can neither jump across nor step back from a yawning
abyss. We cannot even claim the consolation offered by Trotsky toward
the end of his life. Even if it should eventuate that socialism was an illu-
sion, he said, ours would remain the moral duty of defending, as best we
could, the slaves and victims of the capitalism we could not transcend.2
Suppose, however, that the slaves and victims refuse to identify them-
selves as that, reject our stewardship, and wreak havoc themselves?
It is absurd to suppose that the seemingly insoluble problems of 1999
date back only to 1989. Nineteen thirty-three, 1914, or 1871 are equally
plausible dates. Our problems do have historical sources, which flow
together in the tides of human time. On occasion, we confront fixed,
even rigid structures, alternating with ceaseless and irresistible move-
ment. The metaphor is inadequate, but history resembles a large river, its
course fed by manifold smaller streams, marked by a moving set of
banks, in a changing landscape. When it reaches the ocean, the singu-
larity of the sources that fed it can no longer be made out. Background,
in other words, is more important than foreground.
Before examining some of the present dilemmas of the socialist
movement, then, I wish to inquire into the movement's history. Wrong
turnings were taken, false ideas unscrutinized, major errors treated as
indispensable assumptions. What were these? What may we learn from
the past? It was not a past solely of defeat, of triumph forever post-
poned: there were gains, sometimes substantial. To what extent these in
turn depended upon collaboration with other forces and groupings—
social Christians attached to ideas of solidarity or liberals insistent upon
the autonomy of citizens and the independence of civil society—is
matter for reflection. In what circumstances, finally, do triumphs turn
