A. Introduction

IEC 60870-5 provides a communication method to send basic telecontrol messages between two
systems. The IEC Technical Committee 57 have developed a protocol standard for Tele control,
Teleprotection, and associated telecommunications for electric power systems.

This document is based on IEC 60870-5-101/-104. This document describes communication method
between Entec’s Multi-Way Switchgear Controller ETR606 and Master Station, and provides
“Interoperability Document”, “Point table” and parameter explanations of IEC 60870-5-101/-104.

IEC 60870-5-101/-104 are applied to tele-control equipment and systems with coded bit serial data
transmission for monitoring and controlling geographically widespread processes.
IEC 60870-5-101 protocol uses the standard of asynchronous serial tele-control channel interface
between DTE (Data Terminal Equipment) and DCE (Data Communication Equipment). The standard
is suitable for multiple configurations like point-to-point and multipoint.
IEC 60870-5-104 protocol is an extension of IEC 60870-5-101 protocol with the changes in terms of
transport, network, link & physical layer services for the complete network access. The standard uses
an open TCP/IP interface to network to have connectivity to the LAN(Local Area Network) and
routers with different facility(ISDN, X.25, Frame relay etc) can be used to connect to the WAN (Wide
Area Network). Application layer of IEC 60870-5-104 is preserved same as that of IEC 60870-5-101
with some of the data types and facilities not used. There are two separate link layers defined in the
standard and suitable for data transfer over Ethernet & serial line (PPP - Point-to-Point Protocol).

C. Analogue Event Reporting


 Threshold Configuration

NOTE )
“Threshold” used in IEC60870-5-101/104 protocol is described as “Deadband” in the
settings and manuals of all ENTEC’s products.
In order to change the Threshold Configuration for IEC 60870-5-101/104 protocol
communication, change settings such as Limit Low, Limit High, Dead Band or Smoothing
Factor in the “DB MAP CONFIGURATION” setting on the application program.
“Threshold” is described as “Deadband” in the explanation below.

A maximum or minimum value of an analog input can be configured to set the desired range for
analog event reporting. Deadband value is set to generate the event when the analog input’s value
difference between the last value and the current value exceeds the deadband value. The time
period of data updating is 1sec.

- Deadband: Event will be generated when during data updating time period (1sec), analog
input’s value difference between the last value and the current value is over the
deadband value configured by a user. For example, in Figure 1, if the value
difference between the analog input’s values at t1 and t2 exceeds the deadband
value, the event occurs. If the measured value at t4 is below the “Limit Low” value,
the value difference between t3 and t4 is considered as the difference between the
analog input value at t3 and t4 and so the variation between t3 and t4 generates
event if it is over the deadband value.
However, after the measured value crosses down the “Limit Low” value once like
the value at t4 and if the subsequent measured values after the time t4 keep
changing below the “Limit Low” value, those variations below the “Limit Low”
value do not generate event even though the variations below the “Limit Low”
value exceeds the deadband value. If the measured value comes in the range
between the “Limit High” and the “Limit Low” values again and the variation at
that time exceeds the deadband value, the event for the variation is generated. In
the same way, an event is generated for the value crossing over or down the “Limit
High” value.

High Limit) and these are dedicated for Group 14 in General Interrogation.

IOA at address 2000 is 10000 and High Limit IOA of “6 WAY : Fault Current - Ground” at address 2121 is, 10487.

3. The meaning of the Group Number assigned the each point is as below;

- Group 16: Measuring

- Group 14: Normalized Measurands’ Threshold, Low limit, High limit measuring

or CB (Circuit Breaker).
