ABSTRACT
This report presents a detailed account of my internship at the Deputy
Commissioner's Office in Itanagar, Arunachal Pradesh. The internship aimed to
provide practical exposure to administrative and governance mechanisms at the
district level, focusing on three primary branches: the Jan Suvidha, the Judicial
Branch, and the Establishment Branch.
The Jan Suvidha platform showcased the integration of e-governance tools for
efficient service delivery, including the issuance of key citizen documents. The
Judicial Branch offered insights into the quasi-judicial responsibilities of the DC,
especially concerning land disputes, preventive justice, and law enforcement. The
Establishment Branch highlighted the inner workings of administrative human
resource management, official correspondence, and record-keeping.
The report outlines the objectives, branch-wise experiences, key learnings, and
challenges encountered during the internship. It concludes with a reflection on the
transformative impact of digital innovation and coordinated governance in
improving transparency, efficiency, and public service delivery in Arunachal
Pradesh.

INTRODUCTION
The internship program was conducted at the Office of the Deputy
Commissioner (DC) in Itanagar, Arunachal Pradesh. The DC Office serves as a
critical center for district-level governance, combining administrative, judicial, and
revenue functions. The internship aimed to provide a comprehensive understanding
of governance in action and offer exposure to the practical working of the public
sector.
I was posted across Three significant branches of the DC Office:
1) ESTABLISHMENT BRANCH: Deals with internal administration and
human resource management.
2) JUDICIAL BRANCH: Responsible for judicial and quasi-judicial matters,
including law enforcement and land disputes.
3) JAN SUVIDHA: A digital single-window platform for service delivery.
This structured internship allowed me to gain multi-dimensional insights into
how public administration operates at the district level.

OBJECTIVES OF THE INTERNSHIP
1) To understand the structure and functions of district-level
administration.

OVERVIEW OF THE DEPUTY COMMISSIONER’S OFFICE
The Deputy Commissioner’s Office, Itanagar, is the administrative nerve
center for the district. It performs multiple roles: maintaining law and order,
implementing government schemes, adjudicating minor civil and criminal cases,
issuing public documents, and coordinating with other government departments.
It serves as the interface between citizens and government and is structured into
various branches that manage specific domains such as revenue, judicial affairs,
personnel management, development programs, and digital services. The DC is
supported by Additional Deputy Commissioner (ADC), Sub-Divisional Officer
(SDOs), Extra Assistant Commissioners (EACs), and clerical staff.

BRANCH-WISE EXPERIENCES
1) ESTABLISHMENT BRANCH: Under guidance of Shri Rajib Chiduni (ADC)
Introduction:
The Establishment Branch is central to the smooth internal functioning of
the DC Office. It manages human resource records, processes service matters,
maintains discipline, and ensures seamless coordination across all departments .
ACTIVITIES AND RESPONSIBILITIES:
Maintained and updated employee service records.
Processed leave applications, transfers, and internal postings.
Drafted and dispatched official letters, office orders, and circulars.
Assisted in preparing monthly salary statements and pension files.
Learned about the procedures for handling confidential reports (CRs/APARs).
Coordinated documentation and data entry related to staff attendance.

KEY LEARNINGS AND OBSERVATIONS
1. Understanding District Administration: Acquired a multidimensional
view of governance combining law enforcement, service delivery, and
human resource management.
2. Administrative Hierarchy: Gained insight into chain-of-command
dynamics, file movements, and inter-departmental coordination.
3. Personnel Management: Understood processes related to employee records,
payroll, promotions, and transfers.
4. Judicial Exposure: Observed quasi-judicial proceedings involving preventive
law and community-level dispute mediation.
5. Law and Order Functions: Learned about the invocation of preventive
sections and coordination with law enforcement.
6. Digital Governance: Hands-on experience with Jan Suvidha, enhancing my
understanding of e-governance models.
7. Operational Efficiency: Witnessed how digital integration has expedited public
service delivery.
8. Transparency and Fraud Control: Realized the value of digital authentication
in document processing.
9. Public Satisfaction: Observed how streamlined services improved citizen trust.
10. Communication Skills: Learned official drafting, formatting of government
letters, and internal communication.
11. Software Literacy: Gained skills in using government-specific platforms and
assisting in technical issues.

documentation in governance.
13. Challenges in Remote Governance: Noted persistent issues like poor
connectivity and lack of trained personnel in remote offices

CHALLENGES FACED
a) Limited exposure to some technical operations due to data confidentiality.
b) Occasional internet outages delaying certificate processing.
c) difficulty in understanding certain legal procedures due to absence of
formal legal background.
d) Time Management: Balancing simultaneous responsibilities
across multiple branches—such as data entry at Jan Suvidha, file
management in the Establishment Branch, and court observations in
the Judicial Branch—posed significant time management challenges.
Learning to prioritize tasks and adhere to timelines became essential
for maintaining productivity.
e) Communication Barriers: In some instances, explaining technical
procedures to citizens—especially elderly or non-literate
individuals—proved difficult and highlighted the importance of
public facilitation and sensitization.
These challenges, while at times limiting, provided real-time learning
opportunities and emphasized the dynamic and demanding nature of public
administration.

RECOMMENDATIONS
1) Staff Training: Regular digital literacy sessions to enhance software
proficiency and reduce processing errors.
2) Public Awareness: Informative drives on documentation
requirements to minimize incomplete applications.
3) Infrastructure Upgrade: Improved internet connectivity and
updated equipment to reduce downtime.
4) Grievance Redressal: Dedicated help desk to streamline citizen
queries and reduce frontline staff burden.
5) Inter-Branch Coordination: Digital dashboards and review
meetings to ensure smoother collaboration.
6) Internship Structuring: Clearer department rotations for better time
management and holistic learning.
7) Remote Outreach: More mobile camps and portable tools to extend
services to underserved areas.
These steps can significantly enhance administrative efficiency, service
delivery, and citizen satisfaction.

2) JUDICIAL BRANCH: Under guidance of Shri Nyarik Diyum (EAC)
Introduction:
The Judicial Branch of the DC Office is a critical arm that exercises
quasi-judicial functions in line with the unique governance model of Arunachal
Pradesh. The Deputy Commissioner and designated magistrates adjudicate legal
matters under a variety of statutory provisions.
The branch covers preventive justice, public safety, dispute resolution, and
enforcement of regulatory laws. Legal procedures are governed by the Criminal
Procedure Code (CrPC), the Assam Frontier (Administration of Justice)
Regulation, 1945, and other state-specific legislations.
STRUCTURE AND ROLE:
Revenue Matters: Land disputes, inheritance cases, and land mutation
processes.
Criminal Matters: Preventive sections of CrPC like 107, 109, 133, and
144.
Executive Magistracy: Issuing arms licenses, vehicle NOCs, and
maintaining law and order.
Quasi-Judicial Functions: Proceedings under the Arms Act, Motor
Vehicles Act, and Excise Act.
CASES OBSERVED:
A family land dispute resolved through local mediation under tribal
customary norms.
Preventive orders under Section 144 CrPC imposed during a
politically sensitive event.
Verification and issuance of arms licenses after thorough background
checks.
Mutation hearings involving transfer of land ownership after inheritance.

3) JAN SUVIDHA: Under guidance of Shri Khoda Lasa (EAC).
Introduction:
Jan Suvidha is a citizen-centric e-governance platform developed by the
National Informatics Centre (NIC), Arunachal Pradesh. It provides a unified
portal for the public to access and apply for essential government documents
like Scheduled Tribe Certificates (STC), Permanent Resident Certificates
(PRC), Temporary Resident Certificates (TRC), Inner Line Permits (ILP),
Income certificate Dependent certificates, and more. The system enhances
transparency, accountability, and operational speed in certificate issuance .
ACTIVITIES AND RESPONSIBILITIES:
1) Operations & Processing: Assisted in receiving and processing citizen
applications, registered requests for various certificates and ensured
documentation was complete. Performed tasks such as data entry, photo
scanning, and fee processing.
2) Use of Jan Suvidha Software: Learned the back-end functioning of the software
including form submission and progress tracking.
Worked on printing of final certificates.
3) Verification & Monitoring: Observed processes for verifying ST certificates,
which required Gaon Bura or N.E.S (Nyishi Elite Society) recommendation.
Understood PRC verification based on land passbooks or parent certificates.
Assisted in ILP issuance following prescribed rules.
4) Software Training & Troubleshooting: Participated in training modules
conducted by NIC officials.
Observed troubleshooting techniques for system errors, such as connectivity lags
and form mismatches.
5) Mobile Camps & Outreach: Learned about (SARKAR APKE DWAR)
conducted in remote areas, these camps helped issue documents and resolve
public grievances, ensuring inclusivity.

CONCLUSION
My internship at the Deputy Commissioner's Office in Itanagar was
an eye-opening journey into the workings of public administration and
district-level governance. It offered a balanced blend of technology-driven
service delivery, legal administration, and personnel management. The
experience not only enhanced my academic understanding but also gave
me practical insights into policy implementation and citizen engagement
in Arunachal Pradesh.
