RESURVEY OF REVENUE VILLAGES


Stage-1
Pre-Resurvey Activity

1.1 Background:

1. Resurvey operations commence with the Notification of Resurvey of Villages


u/s 5 of A.P. S&B Act, 1923 by the DSSLR and further publication in State
Gazette of Andhra Pradesh, as laid in AP S&B Act 1923. (completed)
2. The Assistant Director, Survey and Land Records (AD S & LR) of respective
districts shall publish the notification u/s 5 of A.P. S&B Act, 1923 in the
District Gazettes in the name of DSSLR. (completed)
3. The Assistant Director, Survey and Land Records shall notify the Resurvey
of the respective villages u/s 6(1) of A.P. S&B Act, 1923 and publish in the
two successive District Gazettes within 15 days intervals. (completed)
4. Resurvey operations commence with the Ariel survey by using Drone/
Helicopter/Aircrafts in the villages which are synchronized to CORS network
of AP.Generation of Ortho rectified Images (ORI) shall be done by the
authorized agencies. (completed)
5. The Central Quality Lab of SSLR department after conducting QA/QC of the
ORI approves the ORIs that satisfy all the quality standards and
specifications of the department. These approved ORIs shall be supplied to
the districts concerned by the CSO. On receipt of ORI, the ground Survey
shall be commenced. (95%
received)

1.2 Pre-Survey Activity:

1. Mandal Surveyor shall divide the village into blocks of 200 to 250 Acres to
allot blocks to the Resurvey teams. Each village shall be allotted 3 to 4
Teams as per the requirement. Each team shall constitute of 2 VS,1 VRO
and 1 VRA preferably deputed from within mandal/division.
2. Along with the above teams, a dedicated team exclusively for the purpose
of communication shall be deployed per village constituted with 1 VS and 1
VRO, who are working in that village and they have to attend wherever the
issue arises.
3. Joint Collector shall issue proceedings accordingly.
4. Tahsildar and Mandal Surveyor have to prepare the schedule in order of 1.
Village Boundary, 2. Block Boundary 3. Government lands, 4. Institution
lands and 5. Private lands.
5. The teams should prepare and serve/communicate notice of Day wise
Resurvey schedule with Survey numbers to all interested parties through
publishing in Village Secretariat, tom-tom, in person or any alternative mode

of service such as Registered post, pasting notice on the door of the house,
Mail and social media. The schedule to be displayed at Village
Secretariat/prominent places in the village. A Register of Acknowledgement
to be maintained to affect the above.
6. To conduct a rally across the Village inviting public for Gramasabhas and
distribute the pamphlets.
7. Conduct a Gramasabha in the scheduled Village under the leadership of RDO
and public representatives.
a. Announce the schedule, distribute the Pamphlets, explain procedure of
Resurvey, benefits of Resurvey, importance of personal presence and
introduce the Resurvey staff to the public.
b. Update the Phone numbers of Farmers duly opening a counter
c. Read the 1-B and receive objections, corrections or service requests and
record in a Register.
d. Serve the individual notices there itself to the landholders as much as
possible and take the acknowledgement.
e. Explain the process of accessing records on Mee-Bhoomi Website.
8. WhatsApp group or any other app group with all the farmers, officers of
Government lands and Institution lands of each block shall be created by the
concerned Team and communicate the schedule and progress.

1.3 Field Purification of Land Records (FPOLR):


1. Each team shall compare Survey number wise extent in webland with
RSR/FLR/SFA. List out the variations. Verify the links and rectify.
2. Explain Golden Record Rule to the deviation extent landholders.
3. Do preliminary enquiry that the name of the landholder against each subdivision
in adangal is on ground or not.
4. Find out the death khatadars and take necessary steps for succession.
5. Find out zero extent Khatas and remove as per procedure.
6. Find out the Khatas with extent in record but not in the field.
7. List out subdivisions with extents without owners.
8. List out assignment lands, LA lands, Panchayat Raj lands, Revenue lands etc.,
department wise. (Check with RSR carefully)
9. Carry out Aadhar, Mobile number updations, name corrections etc., as per
procedure.
10. List out non-agriculture lands and issue notices under OTC.
11. Verify each subdivision with EC also and take necessary action to update.
12. All the Mutations raised in FPOLR to be finalized by following due procedure of
Mutations and updated before commencement of ground truthing.
13. The above shall ensure by Tahsildar duly taking the assistance of Mobile
Magistrate, Mandal Surveyor, RI, VRO and VRA.

1.4 Survey of Village Boundary:

1. Check and ensure the functioning and connectivity of the CORS Network
in the area of interest, using GNSS Rovers as per the check memo
prescribed in Form-1, before the commencement of the survey.

2. The VS shall display the survey notice for demarcation of Village boundary in
the notice board of village secretariats of the villages (adjoining) that get
effected in Form-2, and shall serve individual notices to the VROs of the
concerned villages/Forest authorities/authorities of neighboring state if
any, in Form-3, well in advance. The village survey team refixes the
Village boundary with reference to existing traverse data and FMBs by
taking consent of the village authorities in Form-4.
3. Collect the geocode data to the refixed points using Rover in the presence
of VROs of the concerned Villages and note in Form-5.
4. Certain village boundaries may be altered due change of features on
ground, in such cases the village boundary shall be demarcated as on
ground position following the due procedure.
5. The Mandal surveyor (30%) and DIOS/IOS (5%) shall conduct Quality
Check on the work of VST and submit reports in FORM 6a, 6b and submit
Village Boundary Inspection report in FORM 7a, 7b.
1.5 Survey of Village Site (Gramakantam/ Abadi/ Habitation/ Colony)
Boundary:

1. The existing habitation boundary is to be determined by the joint team


of Revenue, Survey and PR & RD department which may vary with the
Gramakantam of the existing records and plant stones and then collect
the Geocode data with Rover in Form-8.
2. There may be more than one habitation/colonies/group of houses in
addition to the main village habitation. All such habitations shall be
preliminarily demarcated using ORI/ HRSI and assigned names as
prescribed by the Gram Panchayat by following rule 3(1)(ii)(c) extended
gramakantam rules 2023.
3. All these extended Gramakantam boundaries shall be notified as per AP
Gram panchayats Gramakantam and extended gramakantam rules 2023
(GOMS NO.61(PR&RD Dept.) Dt.13.07.2023).
4. The immovable properties within the village site boundary shall be
surveyed separately in SVAMITVA Scheme.

1.6 Survey of Block boundary:

1. The data collection for block boundary, data collection of Govt and
Private lands in the block and record preparation of the block is the
responsibility of the VST.
2. The selection of the block is to be made as per the old khandam
boundary or as per the natural boundaries on ground and preferably the
boundary points of Govt. lands. It should be ensured that no land parcel
becomes part in two or more blocks.
3. The VST shall record geocode data of the Block boundary points in Form-
12 by observing the points in RTK mode.

1.7 Survey of Government/Govt. interested Lands:

1. For survey of Govt lands, general survey notice in Form-9 to the

secretariat and individual survey notices in Form-10 to the nodal
officers of Mandal / district level of the concerned departments shall be
served by the VST in advance by obtaining acknowledgment.
2. All the pending Land acquisition, assignment, alienation, etc. records
should be incorporated before survey of Govt. Land boundaries.
3. The VST shall refix all government lands with reference to updated FMBs.
4. DSLO and Tahsildar shall coordinate with Govt. departments in obtaining
the records of other departments whenever required.
5. In the absence of records (LA/Assignment/Ceiling) enjoyments VST shall
record the boundaries as state on ground and report to Tahsildar.
Tahsildar shall take further necessary action.
6. The VST shall collect the Geocode data of the govt, lands by using rover
and record in Form-11.
1.8 Control points (Geocodes) & Survey Stones:

The dimensions of ‘A’ class and ‘B’ class stones to be planted are:

1. ‘A’ class stones (90 X 23 X 23 cm) to be planted at Village Tri-junction


points.
2. ‘B’ class stones (60 X 15 X 15 cm) to be planted at other village boundary
points and Govt lands.
3. Accordingly, the stone indent for each village is to be submitted to CSO.
If the stones are available at stock points, they are to be utilized first.
4. Wherever old survey stones are existing shall be utilized.

1.9 Quality Check :

1.The Quality check of the stage I shall be conducted by the Mobile Magistrate
Team, Tahsildar, DIoS and RDO as per the Checklists I, II, III, IV for Mobile
Magistrate Team, Tahsildar, DIoS and Sub Collector/RDO.
2.Mobile Magistrate Team, Tahsildar, DIOS and RDO shall personally attend
Gramasabhas of the villages and see that all publicity programs are done in the
village.
3.The Ground Truthing notices shall be verified by the Quality Check officers
4.The Quality check officers shall inspect the cases on field, to check the quality of
work done by the field teams regarding FPOLR, Village Boundary, Block
Boundary, Habitation Boundary and Govt.Lands verification.
5.Tahsildar shall submit the daily monitoring proforma to Sub Collector /RDO
to review the progress of Stage I.
6.Regarding FPOLR, The Mobile Magistrate Team shall conduct field inspection not
less than 10%, Tahsildar and DIoS shall conduct field inspection not less than
5% and Sub Collector/RDO shall conduct 1% inspection of FPoLR.
7.The Quality check of Geocode data of Village Boundary, Block Boundary,
Government land Boundary & Habitation Boundary shall be conducted by MLSO
(30%), DIoS (5%) & IoS(2%) in FORM-6a, 6b.
8.The DSLO/IoS shall certify the Inspection report on Village Boundary.

Stage – II
Ground Truthing, Ground Validation & Records Preparation
2.1 Introduction
1. Ground Truthing is the demarcation, data collection and mapping of
permanent boundaries of individual land parcels by the village survey team,
in the presence of Pattadars/stakeholders, using ORI and GNSS Rovers and
simultaneous verification of POLR data, to process for the Mutation if any,
to record the true ownership.
2. All the mutations raised in FPOLR shall be redressed and updated in
webland(1.0) and form VI A (From-13)of updated webland 1.0 shall be
the input proforma for verification during GroundTruthing.
3. The VRO receives all the output proformas of the PoLR phases along with
the consolidated Form VI A, Webland 1 incremental data and a list of
revenue issues of the village as reflected from the PoLR exercise, court
judgements,22(A) list etc. to conduct field verification.
4. Tahsildar shall ensure all incorporations of land Acquisition, Assignment etc
in all the survey and Revenue records before commencement of ground
Truthing.

2.2 Survey Instruments & Equipment:


The village survey team shall be provided with all necessary survey equipments
namely, GNSS Rovers, ETS, Chain & Cross staff etc. The quantity/ number
of instruments will depend upon the size/area and no of teams alloted of the
village.

2.3 Formal Notices:


1. A general notice shall be issued in Form-14 duly informing the date of
commencement of Ground Truthing in the Village duly inviting everyone to
be present at their fields.
2. Formal notice in Form-15 shall be issued by the Block team, as per
entries in POLR for the Survey numbers of the block and served upon
every individual landholder, by obtaining proper acknowledgement.
3. These notices are to be served during Gramasabha or at least one week
in advance to commencement of Ground Truthing.
4. The communication team shall put every effort to ensure 100%
attendance of Land holders, by regularly and repeatedly informing the
landholders through WhatsApp, SMS etc. until completion of the survey.
5. Acknowledgement for the notices and panchanama after survey is to be
taken by the VST.
6. If in any case, the Landholder is unable to attend for survey, second and
third opportunity shall also be provisioned for attending the survey, by
postponement on their request.
7. Even after providing such opportunities, if any such land holder is not able to
attend, being nonresident or any other particular reasons, in such cases the
survey shall be recorded and obtain acknowledgement via video call.

2.4 Ground Truthing Process: Demarcation
1. The VST shall conduct the private lands survey, survey number wise in
the block, as per the schedule already informed to the landholders.
2. The VST shall conduct the ground truthing by involving all Pattadars /
government depts. /all stakeholders as required to the scheduled areas.
3. The VST shall determines and records undisputed boundaries of individual
land parcels under the provision of Sec 9 of S & B Act and marks on the ORI
the land parcels having permanent boundaries as shown by the land holders
and incase if any point is not identifiable on ORI, collects the geocode data
by Rover.
4. The VST shall also collect the topographical details of every land parcel.

2.5 Rules to Formation of Land Parcel:


General Rule: Any field with boundaries, as appeared on ground and on ORI
as confirmed by the landowner shall be treated as “Land Parcel” by
assigning a separate chalta number which shall be further formed
into a Land Parcel Number.

The Land parcel after confirmed by the Landowner, the coordinate data of the
parcel is obtained on ORI or by Rover.

Exceptions/Special Cases:
The following are some of the exceptions to the above:
1. In case of Government Land encroachment, the Government land
boundary shall be clearly demarcated prior to GT of Pvt. lands.
Government lands shall be refixed with refence to the existing records,
data collected by Rover and stones to be planted to ensure that all Govt
Lands are fully protected and given separate Chalta Number (in stage I
itself) and no encroachment/occupation is recorded as separate
Number.
2. When a farmer who has two contiguous Land Parcels, puts in an
application that the boundary is temporary and request the two fields
to be treated as one Land Parcel.
3. Where the map shows one “Land Parcel” (like a large fish tank, mango
plantation etc.) but is owned by different Owners, applications will be
taken from each Owner showing the boundary and separate LP will be
created for each Owner during Ground Truthing and separate Chalta
Number shall be assigned. (Detailed procedure mentioned at 1.6, in
this chapter)
4. Joint Pattadars – If the Pattadars doesn’t want to split the joint patta
and If they insist on continuing the Joint Patta and joint cultivation,
treat it as joint LPM.
5. Joint Cultivation – Where the cultivation is joint and where the Pattadars
respond and show their boundaries of division, action shall be taken to
create separate LP for each of the Pattadars. If the Pattadars do not come
forward to show their boundaries, the software allows to have LPM
Number containing more than one Khatha – but Joint Cultivation shall

be written in the REMARKS Column.
6. One LPM shall have only one ‘Land Nature’. If more than one Land
Nature is given a common LPM, necessary action shall be taken to make
separate parcel based on the nature.
7. One LPM shall have only one ‘Land Classification’. If more than one Land
Classification is given a common LPM, either make the classification as
single category after duly verifying field usage. It is suggested not to
create new LPMs in this regard
8. Nature of Land Use – For Agriculture & Non-Agriculture Lands separate
LPs shall be made.
9. Agriculture land parcels in Extended Gramakantham are to be made
separate land parcels.

2.6. Division of joint fields on request of the Joint land holders:


1. If the land parcel is jointly cultivated by two or many and with separate
entries in Adangal, the Land parcel appearing as single in ORI and
Ground, the jointly cultivated parcel shall be splitt parcels as per the
request of the ryots in Form-16.
2. In such cases, demarcate the new boundaries on field in their (Land
holders) presence and collect the geocode data for the new boundaries
with the Rovers and note in Form-17.
3. Where boundaries do not exist and not possible to construct a ridge on the
ground (aquaculture lands, gardens etc.,) and if there are subdivisions in
the old records, digitize the subdivisions on the ORI and generate the Land
parcels .
4. In case of absence of subdivisions in the old records, Digitize the land
parcels on ORI in the GIS software and generate the individual LPMs, as
per the willingness of Landholders.
2.7 FORM VI-A (FPOLR) Verification:
1. Duly marking Land Parcels on ORI hard copy, assign chalta number to
each parcel on ORI hard copy and also make entry of that chalta number
against the entry of that parcel in the work sheet of Form-VI A.
2. Any variations observed with reference to the PoLR entries and enjoyment
shall be separately noted in the remark’s col of the supplied PoLR form VIA
worksheet by the VST. Additional land attributes of the respective LP shall
also be noted.
3. All individual landholding field boundaries as shown by the landholders
shall be demarcated on ORI to reflect the true ground position of individual
land parcel. All land holding field boundaries must be properly
demarcated.

2.8 Disputed Boundary:

1. While Ground Truthing is in progress, If there arise any dispute regarding


the boundary of the land parcel, finalization and determination of the disputed
boundary is taken up by another survey team after conducting enquiry under
sec 10 of AP S&B Act.
2. The land holder’s request regarding the boundary dispute is received in
Form-18 and the village team of another block conducts a detailed enquiry
as per the procedure and finalize the Land parcel under section 10 of AP

S&B Act.
2.9 Preparation of preliminary Records:
1. All the blocks with chalta numbers by individual teams shall be posted on
the index map to assign LP numbers to the corresponding chalta numbers.
2. The teams deployed to blocks are responsible for preparation of their records.
3. Vectorization of land parcels and raising the remarks/mutations in the POLR
in vs login shall be a simultaneous phenomenon to field work.
4. The Tahsildar shall process necessary action to redress those mutations
raised by VST by following the statutory procedure.
5. Using the QGIS software the vectorization of Land parcels is done on the
ORI. The Geocode data of Village boundary, Habitation boundary, Govt
lands and all the data collected by Rover is imposed on the ORI and then
the Land parcels of private lands marked on ORI or data collected by rover
are digitized as per the markings on the ORI.
6. Land parcels are initially assigned chalta numbers during Ground Truthing
and later LP numbers are assigned in another layer following the notation
principle i.e. sequentially from North-West corner to South-East corner.
7. There shall be separate series of LPs, one for the whole village including
Gram Kantam (assigning one number to Grama Kantam) and another one
is the series for the properties in the Gram Kantam (Abadi Survey).
8. The topographical data shall be incorporated with respective coordinate
data in shape file.
9. All spatial records shall be checked to ensure that all LP numbers are
accounted for in the records and their attributes are properly linked, they are
numbered and followed the sequence. It should also be ensured that there are
no gaps/overlaps exist in records.
10. After completion of validation and all Quality checks, The spatial data
(shape file) shall be uploaded in Bhunaksha portal in Mandal Surveyor
Login.

2.10 The preliminary Records to be generated after ground truthing:


1. Village map with LPMs.
2. Correlation Map
3. LPMs
4. Traverse map of Village Boundary
5. Traverse map of Habitation Boundary
6. Correlation and Area Comparison statement.
2.11 Quality check of Ground Truthing:
1. The Quality check shall be conducted after generation of land parcel maps
by following officers:
2. The Mandal team consisting of Dy. Tahsildar and Mandal Surveyor shall
check the quality of the ground truthing of private lands at least 15% in
Form-19 and Form-20 .
3. The Govt LPM and private lands adjoining to Govt land shall be verified
on ground by the Mandal Team .
4. Such quality checked information shall also be checked by the Tahsildar@
2%, Dy. Inspector of Survey@5%, Inspector of survey @2% and the

RDO/Sub-Collector @1%, Assistant Director Randomly and record
variations if any in Forms 21 and 22.
2.12 Preparation of Correlation Statement & Quality Check of Records:
1. After preparation of the shape file of the village and checking for all the
topology errors, Area Comparison statement in FORM 23(a),
Correlation Statement I in Form-23(b), Log sheet in Form-23(c),
Check memo in FORM-23(d) are to be prepared by the Village
Surveyor.
2. Correlation statement shall be generated by village team for Chalta Nos,
LP Nos, old survey/sub-division number and extent of the adangal in
Form-23(b). This Statement reflects the relationship between the LPNs
and the corresponding old survey sub-division numbers of the Adangal.
3. The Mandal surveyor is the scrutiny officer for the three statements and
DIOS is the approving authority.
4. Once DIOS approves, the Mandal Surveyor issues a certificate and
proceedings to the VST to carry out the VS login data entry for generation
of Land Record
5.The online correlation Statement entry module in bhunaksha portal has
been provided to Village Surveyors login.

Note: Adequate attention shall be given to preparing the Correlation


Statement. Every single entry (sub-division) that appears in the
existing revenue accounts and every inch of land (that exists in the
base records) should be accounted for. All these exceptions
would imply variations in the number of land parcels that
appears in the revenue accounts. Often, a single sub-division of
the previous survey will comprise several parts of sub- divisions
in the resurvey, and on the other hand, some parts may lie in
different fields also.

2.13 Data entry and Mutations in RoR Data:


1. The Village surveyor shall fill the cols of Chalta no, LPM no, Extent,
Notional sys d no and remarks col in VS login data entry based on the
Correlation SY Sd no approved by DIOS.
2. Based on the Field observations noted in Form VIA, Mutations are
raised by Village surveyor in VS login data entry
3. VRO can add in addition to the muattions raised by village surveyor and
further generate form 8 notices for all the mutations and process the
Mutations following all the statutory procedure.

Ground validation & Record Updation

2.14 Introduction

Ground Validation is the process of formal confirmation of each


individual land parcel boundaries and area, excluding those in legal court,
through physical verification on the ground by the village survey team in
concurrence with concerned Pattadars or Govt. departments or other

stakeholders. In case of any disagreement, that particular land parcels
boundaries are re-measured physically by rovers or by traditional survey
methods and further efforts shall be made to resolve.
Gramasabha shall be conducted to communicate the data of
Ground Truthing to the Landowners. Remeasurement is to be taken up for
the Landowners who disagree to the draft records.

2.15 Formal information to Landholders


1. A general notice in Form-24 informing the commencement of Ground
Validation shall be given by the village survey team by conducting Grama
Sabha and displaying this information at conspicuous places in the village.
2. A formal notice to attend for ground validation shall be given by the
village survey team to all the landholders, and to government land
departments who have filed application for validation in Form-25,
mentioning the date of Ground Validation in Form-26.

2.16 Ground validation process


1. The village survey team shall again visit the land parcels with the
concerned landholders/departments/stakeholders who did not accept to
the extent arrived in ground-truthing and filed application for Validation
2. The remeasured data by rover will be noted in Form 27.

2.17 Updation from Ground validation


The corrections after Validation have to be carried out in records.
Variation in geo-codes or boundaries of Land parcels arrived after
remeasurement for which correction is required is noted in Form-28,
further to be updated in .shp file of the village.

2.18 Updation of records after Ground Validation:

1.The following documents will be updated for the changes arrived in Validation.
a) Preliminary Land Parcel Maps
b) Preliminary Village Map (1.0V)
c) Preliminary Correlation Map I
2.The following records will be generated upon the completion of the
process outlined above:
1. Draft Land Parcel Maps
2. Draft Village Map.
3. Draft Correlation Map.
4. Correlation Statement I(approved by DIOS).
2.19 Draft Land Register:

1.While Ground Validation is under progress the Tahsildar shall complete


the Mutations raised in VS and VRO login and effected Mutations shall be
updated in the DLR generated in Tahsildar login.
2.Further all the changes that occurred in shape file, regarding LPM
no,extent and Correlation Sy SD No after Validation shall be updated in
the DLR at Tahsildar login , by the Mandal Surveyor based on the updated
Correlation statement I approved by DIOS.

Stage-III
Boundary disputes, appeals and
Final Notification of Completion of Survey

3.1 Notification of Competent Authority:

1.With the outputs of both spatial and textual data, the village survey team
shall now initiate the process of issuance of statutory notices under the
Andhra Pradesh Survey and Boundaries Act, 1923.
2.The Government has appointed the Deputy tahsildars, Mandal Revenue
Office, as Deputy Tahsildars (Re-Survey) as Special Executive Magistrates
w.e.f 21.12.2020 (prescribed Officer u/s 11 of the 1923 Act) till the
completion of the Resurvey program in their respective Mandals(GO RT
NO 530 LAW (L.A&J-HOME-COURTS(B) DEPT. Dt:07-06-2021)

3.The Deputy Tahsildars are conferred with certain powers delegated


under
(1) the Code of Criminal Procedure, 1973 (Central Act 2 of 1974)
(2) AP Survey & Boundaries Act 1923
(3) AP Rights in Land and Pattadar Passbooks Act 1971.
(4) They shall exercise powers as per the amendment rules carried to
Sec 26(2) of AP Survey and Boundaries Act 1923 (GO 378 Rev (Lands.
IV) Dept dt 17.12.2020.
3.2 Boundary Dispute and Statutory Notices:

1. The Investigation and settlement of disputed boundaries under S&B Act of


1923 rests with the Survey officers.
2. Following are the classes of cases which survey officer/Mandal mobile
Magistrate will have to deal:
i.Disputes under sec10(1)
ii.Appeals under sec 11 from decision under section 10(1).
iii.Appeals under sec 11 from decision under section 9(1).
3.Cases under class (1) will lie to another Survey team conducting resurvey.
4.While the cases under class (2) & (3) will lie to the Special Executive
Magistrates.
5.On completion of the measurements of the fields, the Survey Officer shall
record his decision under section 9(1) determining as correct and
undisputed all boundaries in respect of which no dispute is brought to his
notice. Notice of every decision of the Survey officer under section 9(1)
shall be given to the registered holders of the lands the boundaries of which
may be affected by the decision. These notices are issued under Section
9(2) in Form 31.
6.While Ground Truthing / Ground Validation is in progress, whenever any
land holder ha s a reason to believe that the demarcation made by the
surveyor is incorrect, he need not wait for the final notice i.e. under section
9(2) but may prefer a complaint at once even while the field work is in
progress.
7.His objection is to be received in Form-32.

8.The another Survey team shall then take action under section 10(1) make
the necessary enquiry, by issuing Notices to the effected party(s) ., and
accordingly record his decision in by deciding and determining the
boundary, under section 10(1) of AP, S & B Act. The survey officer shall
record in writing the reasons for his decision. The data of the new
boundary shall be recorded and marked on ORI hard copy. Order of every
decision of the survey officer under section 10(1) shall be given to the
registered holders of the lands affected under section 10(2) in Form 34.
9.Ensure the decision of Survey officer u/s 9(1) and 10(1) is communicated
to the parties as notices u/s 9(2) or 10(2) in Form-31 and Form-34
respectively, duly communicating the decisions to the registered
landholders and to the parties of the dispute respectively.

3.3 Substitute Service:

When the registered holder or other person on whom any of the


notices or communications referred to in the foregoing rules is to be served
is absent, service may be effected by delivering the notice on communication
to some adult male member of his family at his usual place of abode or to his
authorized agent or by affixing it on some conspicuous part of his last known
residence or on some conspicuous part of the land to which the notice or
communication relates or by sending it to him at his last known place or
residence by Registered post, Acknowledgement due.
When service is affected by so affixing the notice, the serving officer
shall note the method of service on the printed form of acknowledgment
which is returned to the officer issuing the notice or communication.,
3.4 Appeals :

1. Any registered holder affected by a decision u/s 9; any registered holder


or any other person who is a party to the dispute u/s 10 may file appeal
u/s 11 in Form- 35 within 21 days to the Appellate Authority (Special
Executive Magistrates). The system is being worked out to receive these
appeal petitions in the Village Secretariat itself.
2. The mobile magistrate team shall receive the appeals, verify each of the
appeals, hear the Pattadar/person, conduct an enquiry, field inspection and
issue speaking orders. A computer software will be in operation for the
Registration of the appeals, fixing of the hearing dates and field inspections
and uploading of orders.
3. The Act does not allow 2nd appeal being entertained by any survey officer.
4. The proceedings of the Mobile Magistrate in regard to the service of
summonses, the summoning of parties and witness and enforcing their
attendance, the examination of parties and witnesses, and the production
of documents will be regulated, so far as may be practicable by the
sections of the code of civil procedure.
5. When the Dependent or Witness is a government servant, the summons
should be served through the Head of his Office.
6. Where the dispute relates to Government lands whose control is vested
in water resource, R&B, Urban & Rural Local bodies, Forest, Endowment
or any other department, the District head of the department should be
similarly, addressed.

3.5 Disposal of Appeals:

1.All the received appeals have to be disposed within 30 days from the date
of filing the appeals. The appeals approved by the Special Executive
Magistrates should be recorded in to DLR.

3.6 Orders of Appeals:

1. Special Executive Magistrates shall pass necessary orders U/S 11 for


appeals on notices U/s 9(2) or 10(2) for disputed LPs by refixing the bund
with existing records and if it cannot be refixed by amicable manner or by
mutual consent, the parties may appeal in Civil Court as a Civil Dispute.
2. Special Executive Magistrate will in each case pass his order and record
the grounds on which the order was based.
3. The Orders of the Special Executive Magistrates reflecting any changes in
the records have to be incorporated in both the spatial and textual records
as well communicate the orders in the form of decision to the parties in
Form-44.
4. In Resurveys, the original survey records will form part of the
documentary evidence for the Special Executive Magistrates to base his
order or decision.
5. The Revenue Divisional Officer, Assistant Director of S&LR(DSLO) may
with the consent of the all the parties concerned, refer to arbitration and
those claiming under them.

3.7 Data Updation after Appeal:

1. After the final Quality Check, the entire spatial records shall be updated
wherever changes occurred during redressal of appeals. Accordingly New
Correlation statement II in FORM-45 to be generated by MSLO, checked
by DIOS and approved by GIS Analyst. This is the final Correlation
statement.
2. The selected attributes will be attached to LPM soft data in GIS software.
3. The Tahsildar will update Textual data by following statutory procedure in
disposing of the Mutations raised in VS login and VRO login and also
updating as per the speaking orders of mobile teams and finalize the Draft
Land register.
4. The DLR is further approved by RDO and Joint Collector and further RLR
is generated.
5. The District processing center team shall verify the Spatial data after
completion of appeal Updation. The Assistant Director shall finally upload

the Spatial data in Bhunaksha portal through his login.
Final Records & Notification

3.8 Preparation of Final Records for Notification:

1. The survey records and the land records shall be transferred to the newly
created permanent database of survey and land records.
2. A Unique land parcel ID shall be integrated into each parcel number which
will become like Aadhar number for each land parcel.
3. The following permanent survey and land records shall be prepared for
final Notification by the competent authority, Assistant Director
S&LR(DSLO’s).

5. Correlation Map (Appendix 5)

10. Area Statement.
4.The Land Parcel Measurement book, RLR & Village map should be sent to
Respective Tahsildar & the Collector of the district.
5.The copy of final records & final examination reports should be sent to the
Central survey office
3.9 Statutory Notification for completion of Resurvey:

1. The VST, Tahsildar and all the scrutiny officers should ensure for the
correctness of the records by certifying the check memos in FORMs-
46(a,b,c,d,e) .
2. The Assistant Director (DSLO) shall prepare Final Check Memo after
verifying the entire resurvey records in Form-47
3. The Assistant Director (DSLO) shall notify completion of the survey of the
village u/s 13 of S&B Act in Form–48
4. The Assistant Director (DSLO) shall publish the Notification u/s 13 in both
Telugu & English in District Gazette.
5. After the publication of Notification u/s 13, the notified Survey and land
records shall become the permanent resurvey records and will be
maintained in a newly created permanent database.
6. Any person aggrieved by the orders of Special Executive Magistrate, can
prefer a civil suit as per the provisions of section 14 of AP Survey and
Boundaries Act - 1923.
3.10 Maintenance of land records:
1. The new permanent database will have adequate integration of sub
division/amalgamation of land parcels, Registration/Succession and
mutations so that the data is in a purified manner at all times.
2. The Unique ID of the Land parcel will also have the appropriate system so
that all sub divisions/ amalgamations are properly accounted for.
