MANIFESTO OF ZIKUSOKA MUSA – FOR KIBULI PARISH

“A PARISH WHERE EVERYONE COUNTS”

Introduction

I, Zikusoka Musa, stand before the people of Kibuli Parish as a servant-


leader, aspiring to be your LC3 Councillor. I was born and raised among
you, I know the challenges we face poverty, unemployment, poor
infrastructure, high crime rates ,limited healthcare, and neglect of our
most vulnerable.

I believe leadership is not about privilege, but about service. My mission is


to build a Kibuli Parish where youths, women, the elderly, and persons
with disabilities are not side lined but are at the very heart of
development.

1. The Youth – Power of Our Future

Create skills training centres for trades, technology, and entrepreneurship,


and also introduce them to modern farming.

Champion access to sports facilities, music, and arts programs to keep


youths engaged and away from drugs and crime.

Lobby for local job opportunities and partnerships with NGOs to support
startups and small businesses.

Establish a Youth Council that advises parish leadership directly.

2. The Women – Pillars of Strength

Support women’s saving groups (SACCOs) and provide training in financial


literacy and business.

Push for equal access to education and economic opportunities.

Establish a Parish Women Empowerment Fund for small business startups.

Fight against gender-based violence by strengthening community


protection structures.

3. The Elderly – Custodians of Wisdom

Advocate for accessible healthcare services, including regular free medical


camps.

Initiate Elderly Support Programs such as food and home-care assistance.

Ensure elders have representation in community decision-making,


honoring their wisdom and experience.

Promote intergenerational programs where elders mentor the youth.


4. Persons with Disabilities – Equal Citizens

Ensure parish offices and facilities are disability-friendly.

Push for scholarships and special support for children with disabilities.

Advocate for job quotas and inclusion programs for PWDs.

Strengthen community awareness to end stigma and discrimination.

5. General Community Development Priorities

Infrastructure: Improve drainage, and street lighting to make kibuli


safer and more connected.

Health: Fight for better-equipped health centers and affordable medicine.

Education: Ensure every child has access to affordable and quality


education.

Security: Work with local authorities to improve safety and reduce crime.

Water & Sanitation: Improve waste management.

My Leadership Promise

Transparency & Accountability: I will report openly on all parish


projects and funds.

Community First: Every decision I make will reflect the will and needs of
the people.

Unity: I will bridge divides across religion, tribe, gender, and class.

Conclusion – Our Call to Action

Kibuli Parish deserves leadership that listens, serves, and delivers.


Together, we can transform our ghettoed community into a place of hope,
dignity, and opportunity.

On Election Day, let us rise with one voice and vote for a future where
every youth, every woman, every elder, and every person with a disability
counts.
