IV. RATIONALE

Republic Act (RA) No. 7079, also known as the Campus Journalism Act of
1991, aims to promote and protect the freedom of the press in schools and to
encourage responsible and ethical campus journalism. As an essential component
of this act, the Regional Schools Press Conference serves as a platform to foster
the growth and development of student journalists, empowering them to become
critical thinkers, effective communicators, and responsible members of society.
The Regional Schools Press Conference plays a crucial role in promoting and
protecting freedom of expression among student journalists. By providing a safe
and structured environment for students to express their thoughts and ideas, it
fosters an atmosphere of open discourse and encourages creative thinking.
