I. Introduction

As the global pandemic strikes in early 2020, countries across the world faced an
economic crisis that made a vast negative impact on the status and lives of the people. One
of the struggling countries is the Philippines with a history of poverty and incompetent
government. The situation worsens with geography that is vulnerable to natural disasters
such as earthquakes, typhoons, and floods, and man-made destruction such as pollution
and congestion.

According to the lists of worst urban cities congestion in the world 2023, Manila
ranks the 5th worst congestion among 300 cities in the world. And also one of the top 3
highest disaster risks (World Risk Report, 2023) by the researchers of Harvard University.
Metropolitan Manila is the most developed place in the country, but also the most dangerous
and inhabitable when a catastrophic event occurs. That is why, Manila’s urban planning and
transport infrastructure is essential to resolve its urban issues and for enhancing standard of
living for its citizens.

During the Duterte administration on the disaster response, the government planned
on imposing a build, build, build program spearheaded by The Bases Conversion and
Development Authority (BCDA) to develop a new city outside of Metropolitan named
Clark Green City and now a New Clark City. Described as “a smart, intelligent, green,
resilient, future-proof and socially-inclusive metropolis” (BCDA, 2018). This new city with
a 60 meters above sea level and made of standard materials, can withstand 8.5 magnitude
earthquakes, supertyphoons, floods, landslides and volcanic eruptions. Also, it is located
within the Clark Special Economic Zone in the towns of Bamban and Capas in Tarlac
province, Philippines, so it will help to reduce the number of congestion in the Metropolitan
as the government planned to allocate the business and government buildings in the province
with a vision to be the “city of the future” (Duterte, 2018).

Despite the challenging global economic environment due to the pandemic, the
Philippine economy in 2022 is slowly progressing and has been expanding with increasing
urbanization and growing middle class. This paved the way to continue to develop an
undergoing project on New Clark City.

II. Evolution & Historical Background

New Clark City, located in the Philippines, is a large-scale project aimed at alleviating
traffic congestion in Metro Manila. According to the Global Future Cities Program, The
New Clark aspires to be a sustainable metropolis, using smart city technologies and
environmental activities. It is intended to be a mixed-use development including government
offices, commercial spaces, residential sections, and sports facilities.

The concept of New Clark City developed in the mid-2010s as a strategy to decongest
Metro Manila during the Duterte administration. It is intended to be resistant to natural
disasters and to provide modern conveniences while preserving natural landscapes. Several
events were held at the New Clark City Sports Complex during the 2019 Southeast Asian
Games, demonstrating the city's early stages of development. New Clark City reflects the
Philippines' future, with a focus on sustainability, connection, and innovation.

Origins and Vision

The concept for New Clark City arose in response to difficulties facing Metro
Manila, such as traffic congestion, poor infrastructure, and environmental concerns. The
notion was proposed in the mid-2010s by President Rodrigo Duterte's administration as a
realistic alternative to decongest the capital district.

Development and Planning

Extensive consultations, feasibility studies, and cooperation between government


agencies, urban planners, architects, and numerous stakeholders were all part of the project's
planning. It is planned as a mixed-use development that will include residential, business,
government, and recreational areas.

Infrastructure and Sustainability

The resilience of New Clark City against natural calamities is an important feature of
its architecture. The city attempts to be disaster-resilient by being built on higher land and
away from recognized fault lines. Green initiatives, such as sustainable transportation,
efficient energy systems, and green spaces, are also integrated to improve environmental
sustainability.

Key Developments and Milestones

The New Clark City Sports Complex hosted various events during the 2019
Southeast Asian Games, which marked a notable milestone. This demonstrated the city's
potential as a location for international events and sports during the initial period of
development.

Future Prospects and Ongoing Development

The development of New Clark City is continuing with ongoing infrastructure


developments such as roads, utilities, and public amenities.

The idea includes leveraging smart city technology including loT sensors, data
analytics, and connectivity to maximize urban services.

The Economic Impact and Social Significance

The city's growth is expected to produce economic opportunities, attract


investments, and create jobs not only within the city but also in the neighboring regions.
Furthermore, New Clark City is envisioned as a model for sustainable urban living, with the
goal of improving the quality of life for its citizens.

New Clark City embodies the Philippines desire for a contemporary, sustainable, and
resilient urban hub. From idea to realization, it demonstrates a collaborative effort to meet
contemporary urban concerns while embracing innovation and environmental
consciousness. As the city takes shape, it has the potential to become a model for future
urban development not only in the Philippines, but globally as well.

III. Critical Design Principles & Requirements

Past cities have been planned well but not for overcrowded situations (e.g.: Quezon
City) where there are decent places but most of which have problems within the system like
public transportation, drainage systems that are easily clogged if and when heavy rains occur.
The goal for designing developments within Clark green city is to have a better city than what
was made first. Here we can have an advancement in designing better systems and spaces
while it is still in its early stages where we can still do big projects.

One of the key components of a city is having the people move around freely and
efficiently in order to have the best performance in the economy. At this early stage we can
innovate or improve the system by having pre planned routes and better- prepared stops and
terminals to not hinder the flow of traffic when the city starts having more occupants. Along
with having better public transportation has to have better vendor accessibility and spaces
where they can conduct their businesses without having to block roadways or pathways.
According to remix.com:” People can more easily stop for a snack or a cup of coffee when
walking to a transit stop as opposed to driving. This means small businesses can benefit as
well. Also, if a homeowner is looking to sell residential property, they might receive a higher
offer if it’s located close to a public transportation stop, which is good for the seller and the
city’s overall tax base.”

One of the principles that I follow when it comes to designing is to have the
important parts/standards a little bit more than what is originally intended for. One of which
is space in general. More space for pedestrians, bike lanes, etc. will improve circulation for
people interacting with it, not just physically but health - wise as this helps us better not
spread diseases.

Moreover, an overlooked principle is having continuous design flow within each


building as we can know where we are. Most of which should blend in well to its
surroundings and that each and every building may have different design queues but they
will at least complement each other to make the design flow better. Each of these principles
and requirements may seem to have a lapse on being too big or having spatially over designed
with regards to circulation but all these will soon be repaid as the city grows and continuously
prosper.

IV. Infrastructure Necessities & Community Integration Strategies

Achieving a green city requires a thoughtful balancing act between community


inclusion tactics and sustainable infrastructure. The city most importantly requires strong
public transit networks to encourage eco-friendly forms of transportation including electric
buses, bicycles, and pedestrian walkways, hence reducing dependency on private vehicles.

A clean and renewable power source is ensured by putting green energy solutions,
such wind turbines and solar panels, into practice. Effective waste management programs,
such as those that involve recycling and composting, reduce their negative effects on the
environment. Urban design should place a high priority on parks, green spaces, and gathering
places that promote outdoor recreation and social interaction in order to promote
community cohesiveness. Programs for education can help people become more conscious
of sustainable behaviors and develop a sense of environmental responsibility. Furthermore,
by incorporating the community in participatory governance procedures, it is ensured that
a variety of viewpoints.

Water management is essential, with a focus on recycling, rainfall collection, and


economical use. Recycling and composting should be given priority in waste management
to lower overall inputs to landfills. Urban agriculture, parks, and green areas all work together
to improve air quality and biodiversity in addition to aesthetic appeal.

Integrating the community is equally important. Education initiatives and


awareness-raising efforts can encourage locals to adopt sustainable lifestyles. Community
involvement is boosted by incentives for green projects, such as grants for the use of
renewable energy sources or environmentally friendly building practices. Shared resources
and less of an impact on the environment might result from urban planning that promotes
connectivity and a feeling of community. Frequent forums, workshops, and activities for the
community encourage discussion and group decision-making, guaranteeing that the shift to
a green city is a cooperative endeavor rather than a top-down mandate. Through the
integration of ecologically conscious infrastructure and community involvement, a green
metropolis can become a peaceful and environmentally conscious urban area.

V. Successful Implementations

Imposing the 15-minute city concept, New Clark City is being built with 60
percent green and open spaces for upland farming and forestry, and 40 percent buildable areas.
Its comprehensive master plan focuses on improving the quality of life of people living,
working and playing in New Clark City by diverting away from car-centric development and
promoting dedicated pedestrian and bicycle lanes that will encourage active mobility.

● Industrial Area. These areas feature “green” industries that leverage on the local
trade and environmentally-sensitive approach. Strategically located with access to
Clark International Airport, Subic Freeport, and to the region that will enable
economic growth, diversification, trade relations and technological innovations. In
New Clark City, work hubs are just minutes away from residential spaces. Soon,
traffic jams and the hectic pace of working in Metro Manila will be a thing of the past.

● Commercial Area. The Financial Center located at the heart of the metropolis serves
as the main business hub of the Clark Green City. It includes a lively urban core,
scenic urban landscape with iconic structure, large central park at the center, and
mixed-use components to create a distinct skyline and identity for CGC.

● Residential Area. These areas will cater to the housing requirements of the city for
a variety of population from all walks of life. Includes a mix of typologies set within
an active and varied community, and accessible to a wide range of income group

pedestrian-friendly & live-work-play environment. Located close to the government
buildings, The Residences is a condominium-type dwelling structure built for
government employees and other locators in New Clark City. These homes offer the
security and modern conveniences workers, employees, officials, leaders, and
entrepreneurs require. From The Residences, everything is a short, traffic-free ride or
drive away.

● Institutional Area. These include a Government Center to provide a business-ready


atmosphere for private investors; other areas cater to educational, healthcare and
R&D. As well as business continuity and disaster resiliency center for National
Government Offices as an innovative district. Many government officials and
workers are used to the traffic jams of Metro Manila, the hectic pace of life in the
metropolis, the challenges of commuting, the dangers on the streets, the lack of
parking spaces, pollution, noise, and chaos–– a stark contrast to the work and live
experience in New Clark City.

● Open Space / Farmland. This is an agriculture-centered community with adequate


public support facilities, concerning preservation of heritage trees & endemic species.
The Central Park acts as a water detention pond, and the Forest Reserve Area
managed and preserved as a watershed.

VI. Conclusion & Summary

New Clark City stands as a model of urban development, promising multifaceted


benefits to its people and the nation. Its strategic location and sustainable design aim to
alleviate congestion in Metro Manila while fostering economic growth and enhancing the
quality of life for residents.

Firstly, the city's layout incorporates smart urban planning principles, promoting
efficient transportation, green spaces, and disaster-resilient infrastructure. This design not
only mitigates congestion but also enhances mobility, reduces pollution, and ensures a safer
environment for inhabitants.

Moreover, New Clark City's diverse development zones cater to various needs, from
administrative and educational facilities to healthcare, commerce, industry, and sports. This
diversity offers employment opportunities, educational advancements, and improved
healthcare services, elevating the overall well-being of its residents.

Additionally, the city's emphasis on sustainability and innovation serves as a model


for future urban developments. The integration of smart technologies, renewable energy
sources, and eco-friendly initiatives not only benefits its populace but also contributes to the
nation's environmental goals.

Ultimately, New Clark City represents a significant step towards balanced,


sustainable urbanization. By addressing the challenges of overcrowding and inadequate
infrastructure while providing economic prospects and a higher standard of living, it sets a
precedent for holistic urban development in the Philippines and beyond.

The exploration of New Clark City's priority development areas reveals a


comprehensive approach to urban planning, encompassing diverse sectors to cater to various
needs. The core administrative hub, educational center, healthcare complex, commercial and
industrial zone, and state-of-the-art sports facilities collectively demonstrate a holistic vision
for a modern city.

Throughout the discussion, critical aspects emerged, highlighting the city's emphasis
