ABOUT THE CENTRE AND ADVOCATES’ LEGION
The Centre for Skill Development is dedicated to enhancing the skills of students by organising various
competitions and training sessions. It aims to bridge the gap between academic knowledge and
professional competence through structured, hands-on learning programs. Advocates’ Legion is the
Moot Court Committee of Vivekananda School of Law and Legal Studies, Vivekananda Institute of
Professional Studies - Technical Campus, affiliated with Guru Gobind Singh Indraprastha University. It
organises a wide array of events throughout the academic year to enhance legal understanding and offer
students an immersive courtroom experience. Among its flagship events, the VIPS International Law
Moot Court Competition stands as a cornerstone of mooting excellence at the institution.
In its tenth edition, the VIPS 10th Moot Court Competition 2025 on International Law continues its
tradition of fostering a high-standard competitive platform for law students across the globe. The
competition will be conducted in a two-stage format in a hybrid mode— commences with a memorial
evaluation round, followed by oral rounds, including the Preliminary Rounds (Online Mode), Quarter-
Finals, Semi-Finals, and Finals (On-site), which shall take place on campus at Vivekananda Institute of
Professional Studies - Technical Campus, New Delhi.
The moot proposition will revolve around pressing and contemporary issues in Public International Law
and its diverse branches, compelling participants to undertake comprehensive legal research, develop
well-structured arguments, and present their case with precision and professionalism.
The previous editions of the competition were a great success, witnessing massive participation from
national and international teams, and were sanctified by the presence of distinguished personalities from
the bench, bar, and academia. In the 9th Edition of the Moot Court Competition on International Law,
we had the privilege of collaborating with the Competition Commission of India (CCI), and the event
witnessed resounding success. The collaboration not only deepened the thematic relevance of the
competition but also allowed participants to engage with complex issues at the intersection of
international law and competition policy. The edition witnessed an overwhelming response, with
exceptional mooting cementing its reputation as one of the leading moot court competitions in the field
of international law.
Over the years, the VIPS Moot Court Competition on International Law has earned a reputation for
academic rigour, thoughtful problem design, and distinguished judging panels comprising members
from the bench, bar, and academia. The 10th edition aims to uphold this legacy by offering an
intellectually stimulating and globally engaged platform for budding legal minds.

GENERAL RULES AND REGULATIONS
DEFINITIONS
1.1 “Advocates’ Legion” means Moot Court Committee, Vivekananda School of Law and
Legal Studies, of Vivekananda Institute of Professional Studies (VIPS, Delhi).
1.2 “Competition Rules” means all the rules contained herein and any other
supplementary rules officially notified by the administrators.
1.3 “Competition” means the VIPS 10th Moot Court Competition on International Law,
2025.
1.4 “Judge” means any person appointed to evaluate a participant’s oral pleadings.
1.5 “Moot Proposition of the Competition” means the official proposition of the
competition which includes all clarifications or corrections notified by Advocates’
Legion.
1.7 “Participants” means student representatives from eligible colleges recognized by the
Administrators who compete in the competition.
1.9 “Written submission” means the written pleadings of each participating team, written
and submitted in accordance with the rules of VIPS 10th Moot Court Competition on
International Law, 2025.
INTERPRETATION
The decision of the Organising Committee regarding the application and interpretation of
Competition rules shall be conclusive and final for the purposes of solving any discrepancies or
disputes before, during, or after the Competition.
3.1 The Competition is open to all bona fide regular students enrolled in any Law Course
(LL. B/ LL.M) or its (equivalent international) program in any University or Institute
within or outside India recognized by the Bar Council or State Government or Central
Government as the case may be. Each team shall comprise a minimum of two members
i.e., two speakers, and a maximum of three members i.e., two speakers and one
researcher. Thus, each team shall be composed of Two Speakers (Compulsory) and a
Researcher (if any). A maximum of two teams are allowed to participate in the
competition from one institute.
3.2 Once registration is complete, the composition of the team shall not be altered. Any
change shall be permitted only under exceptional circumstances and subject to the
discretion of the Organizing Committee.
3.3 Changes in the roles of participants in the team, will only be allowed if a request is
made by the Faculty-in-Charge or the Head of the Institution or Department of the
concerned team, as applicable.
3.4 The discretion to allow or disallow such change shall solely rest with the Organizing
Committee depending upon the reasonability of the cause shown, the stage of the
Competition, and compliance with the aforementioned rules.
3.5 An online training session, before the preliminary rounds, shall be held for all the
participants, with respect to the various aspects of the competition.
REGISTRATION
4.1 Interested Universities are required to complete the final registration formalities as
provided under the rules of the competition latest by 11th August, 2025 by 11:59
p.m. (IST) through this link:

4.2 The participation fees shall be:-
● Preliminary Round Fee: ₹3,500/- per team
● Advanced Round Fee (if qualified): ₹1,500/- per team
4.3 Accommodation shall be provided to teams qualifying for the oral rounds on a chargeable
basis. A maximum of two rooms shall be allotted for each team. Charges shall be applicable
accordingly.

4.8 The registered teams are required to attach the screenshot of the online transaction in
the Google form itself. The fee, once paid, is non-refundable.
4.9 The receipt of the Screenshot of the payment to the aforementioned bank details shall
only confirm the participation of a team in the competition.
4.11 Communication with any one of the Team Members shall be deemed to be
communication to the entire team for the purposes of this Competition.
Teams may request clarifications (if any) in the Moot Proposition of the Competition
via email with the subject “Clarifications- VIPS 10th Moot Court Competition on
International Law, 2025” to [email protected] by 22nd August, 2025, 11:59
p.m. (IST). After this, no more clarifications shall be entertained and the clarifications
shall be published on the official website soon thereafter.
WRITTEN SUBMISSIONS
6.1 Each team is required to prepare a Written Submission for both the Applicant and
Respondent.
6.2 The Written Submission should not exceed the maximum limit of 5000 words
(excluding the Cover Page and Table of Contents)
In case of a late submission, the defaulting team shall have to face deduction of marks
at rate of 10 Marks per hour.

4. Presentation 15
7.1 General:
7.1.1 Before the beginning of the oral rounds of any team, the Speakers of the team
shall inform the moderator regarding the allocation of time between themselves
and the time reserved for rebuttal. Once informed, the timings shall not be
changed.
7.1.2 If any speaker speaks for more than the time reserved for him/her, the extra
time used by such speaker shall be deducted from the time allotted to the second
speaker of that team.
7.1.3 If the rebuttal is not permitted, the sur rebuttal shall likewise not be entertained.
7.1.4 In case any team fails to appear in an oral round, the round shall be conducted
ex-parte.
7.2.1 Each team shall argue from both sides, according to the Draw of Lots.
7.2.2 There shall be two slots for the Preliminary Rounds. Each team shall argue once
in each slot from different sides as per the draw of lots.
7.2.3 Each team shall strictly get a total time of 30 minutes to argue subject to a
minimum of 8 minutes and a maximum of 12 minutes for each speaker and a
maximum of 3 minutes for the Rebuttals and 1 minute of sur-rebuttal is permitted.
7.2.4 At the beginning of the preliminary rounds, the teams shall specify the time
distribution for their rebuttals of each speaker to the moderator. The rebuttal round
proceeding shall be initiated once the moderator informs the team about the
commencement of the time limit.
7.2.5 The commencement of the sur-rebuttal round shall be informed to the teams by
the moderator and the procedure will be the same as that of the rebuttal round.
7.2.6 Only after being allowed by the moderator a speaker shall unmute his/her mic.
7.3.1 Sixteen teams with two wins shall proceed to the Quarter-Finals, conducted in-
person.
7.3.2 In case of a tie in scores calculated as per Rules, the team with the higher score in
the Written Submission (Memorials) shall proceed to the next round.
7.3.3 Each team shall strictly get a total time of 30 minutes to argue subject to a
minimum of 8 minutes and a maximum of 12 minutes per speaker and 3 minutes
for the Rebuttals and 1 minute of sur-rebuttal is permitted.
7.3.4 A time extension for a maximum of 2 minutes may be granted to each team
at the discretion of the Judge.
7.3.5 At the beginning of the Quarter-Final round the teams shall specify the time
distribution for each speaker and for rebuttal to the moderator. The rebuttal
round proceeding shall be initiated once the moderator informs the team about
the commencement of the time limit.
7.3.6 The commencement of the sur-rebuttal round shall be informed to the teams
by the moderator and the procedure will be the same as that of the rebuttal round.
The Semi-Final Round shall be conducted in person at VIPS-TC. The details of the
same will be shared after the quarter-final rounds with the teams through email.
7.4.1 The winning team of each round shall proceed to the Semi- Finals. In case of
a tie, the team with a higher score in Written Submission shall qualify.
7.4.2 Each team shall strictly get a total time of 30 minutes to argue subject to a
minimum of 8 minutes and maximum of 12 minutes per speaker and 3 minutes for
the Rebuttals and 1 minute of sur-rebuttal is permitted.
7.4.3 Rebuttals shall only be permitted to the Applicant/Respondent and in no
circumstance, shall the Respondent be allowed to spare any separate time for
Rebuttal.
7.4.4 A time extension for a maximum of 2 minutes may be granted to each team
at the discretion of the Judge.
8. GENERAL RULES
8.1 The dress code for the competition as well as during other related ceremonies
shall be professional black and white formals.
8.2 Any compiled Research Material (Compendium) or other supplementary
documents may be sent by mail in one PDF along with the memorial submission
which will be submitted to the judges at their discretion.
8.3 Teams must not reveal their university or country of origin or names of the
Participants anywhere in the Written Submission or in the course of the Oral
arguments. Each team must be identified only by the unique Team Code once it
has been allotted and all communications with the administrators or Judges
thereafter shall be done through the Team Code only. Violation of anonymity or
scouting at any point shall lead to immediate disqualification.
8.4 The Organising Committee of Advocates’ Legion reserves the right to amend,
modify, change or repeal any of the Competition Rules at any point of time. The
Organising Committee reserves all rights to audio and videotaping, or any other
form of audio or visual reproduction, of any oral round or part thereof. The
Organising Committee of Advocates’ Legion shall communicate any changes made
in the Competition Rules to the teams.
8.5 The Organising Committee of Advocates’ Legion reserves the right to take
decisions on any matter not mentioned in the Competition Rules. Any such
decision taken by the Organising Committee shall be final and binding.
8.6 No audio or videotaping of oral pleadings is permitted without the permission
of the Organising Committee.
8.7 The Organising Committee shall not be responsible for any loss due to slow or
non- functional Internet Connection during the Competition. We request all the
participants to arrange a sound Internet Connection.
8.8 No additional documentation or screen-sharing will be allowed and any
information that must be provided to the court should be submitted beforehand
along with the Compendium and the Memorial.
8.9 If a team believes that a violation of any of the Competition Rules has taken
place at any stage of the competition, the teams, within half an hour after the
completion of the round wherein a violation has allegedly occurred, shall register
a complaint with the Organising Committee of the Advocates’ Legion and under
no circumstances the teams are allowed to approach the Judges for any complaints.

8.10 The accommodation is available on a chargeable basis, for which the teams
can contact the Organising Committee in Point No. 12.
8.11 Teams shall be responsible for all damages (if any) caused by the team during
their stay.

All rights and powers pertaining to the organisation, administration, and regulation of the
Competition shall vest exclusively with the Advocates’ Legion, Vivekananda School of Law
and Legal Studies (VSLLS), Vivekananda Institute of Professional Studies – Technical
Campus (VIPS-TC). The decision of the Organising Committee in all matters related to the
Competition shall be final and binding.
