(Single /three Phase Smart Meter, Class-1)- IS 16444_Part-1
IS 16444_Part-1 shall apply IS 13779, IS 15884 and IS 15959.
❖ IS 16444 Part 1 refers following standards
• IS 13779 for metering
• IS 15884 for Load switching
• IS 15959 for data Exchange Protocol
Following tests are performed on meter

Process and evaluation of test
1) Test of Insulation properties
a) Impulse test:
The impulse of 6 kV is applied 10 times with positive and negative polarity. Time between two
pulses shall be minimum 3 sec. test is performed to each circuit and all circuits together.
Terminals those are not in use are connected to earth.
❖ During the test no flashover, disruptive discharge, puncture shall occur.
b) AC high voltage:
i) 2kV: Test of meter with basic insulation.
All voltage and current circuits connected together and to earth. Between circuits not
required.
ii) 4kV: Test of meter with double insulation.
All voltage and current circuits connected together and to earth.
Voltage shall be applied for one minute for type test and acceptance test. The test duration for
routine test shall be minimum 5 s
❖ During the test no flashover, disruptive discharge, puncture shall occur.
c) Insulation resistance test:
500±50V dc is applied to meter for minimum of one minute
❖ Value of IR shall be >5MΩ when test performed voltage and current ckt.
▪ IR > 50MΩ when the test performed between all ckts connected and earth.
2) Test of Accuracy requirements
a) Limits of error:
Meter accuracy should be with in limit at all load points mentioned in IS 13779
b) Interpretation of test results:
If meter error is out of limit, then ±0.5 correction is applied for class 1 meter at throughout
load points.
c) Meter constant:
Test is performed on Vref, Imax, UPF. Initial energy taken from meter . Dosage mode is
applied for 1kWh of consumption and parallelly pulse count is measured by sensor.
❖ Error should be within the limits.
d) Test of starting condition:
Meter should start and continue to record energy at 0.4% of Ib at Vref.
e) No load condition:
115% of Vref is applied to meter without any current .
Calculated time for test = (600 × 10^6)/(k m Un Imax) ± 2 min for meters of class 1
❖ Meter should not produce any pulse output. Maximum one pulse is allowed.
f) Test of ambient temperature: meter accuracy is performed at different temperatures at 0°C,
27°C and 55°C.
❖ Variation in error shall be within specified limits according to standard.
g) Repeatability of error:
Test performed on Ib and 5% of Ib at UPF. 6 error sample are taken in interval of 5 minutes.
❖ Error difference should be within limit.as per IS 13779
h) Test of influence quantities:
Meter shall be immune to magnetic influence. Magnetic influence of 67mT ±5% DC is applied
to meter at 5mm from surface of pole. The value of the magneto-motive force to be applied
shall generally be 1 000 ampere-turns.
Magnetic influence of 0.2 T ± 5% DC is applied to meter. At this case meter should record
magnet tamper and should shift to Imax current. The value of the magneto-motive force to
be applied shall generally be 10 000 ampere-turns.
AC magnetic field of 0.5mT Placing the meter in the centre of a circular coil, 1 meter in mean
diameter Having the thickness of 400 ampere-turns.
AC magnetic field of 10mT ± 5% is applied to meter. Having 2800 Ampere turns.
❖ Meter should be immune in 0.5mT magnetic field
❖ Meter should be immune or shift to Imax in 10mT magnetic field. And error should be
within limits.
3) Test of electrical requirements:
a) Power consumption:
Voltage circuit: Active and apparent power consumption in each voltage circuit of a
meter at reference voltage, reference temperature and reference frequency shall not
exceed 1.5W or 10VA.
Current circuit: The apparent power taken by each current circuit for at basic current,
reference frequency and reference temperature shall not exceed 4 VA.
b) Influence of supply voltage:
following conditions are fulfilled to perform this test.
Condition-1
• Voltage interruptions of Vref = 100%
• Interruption time: 1s
• Number of interruptions: 3
• Restoring time between interruptions: 50 ms
Condition-2
• Voltage interruptions of Vref = 100%
• Interruption time: 20ms
• Number of interruptions: 1
Condition-3
• Voltage interruptions of Vref = 50%
• Interruption time: 60 seconds
• Number of interruptions: 1
❖ Meter shall not produce any pulse output. Or register of energy not more than 0.01kWh.
c) Influence of short time over current:
30 times of Imax is applied to meter for half cycle of 10ms.
❖ Meter should not damage. Pre and post error difference should be within limits.
d) Influence of self-heating:
Initially meter is powered on and energised voltage circuit by reference voltage without any
current for 2hrs. Meter accuracy is performed at Im, UPF. Test is carried out for at least 1hr.
accuracy is measured after every 20min interval. The same test shall be carried out at 0.5lag
pf also.
❖ Variation in percentage error shall not exceed more by 0.1percentage or unc. Which is
greater.
e) Influence of heating:
Test is performed at ambient temperature between 25 °C to 45 °C with meter power on
condition at Vref, Im, UPF.
❖ Temperature rise at any point of external surface shall not exceed by more than 20°C.
h) Test of immunity to earth fault: Not applicable.
4) Test of Electromagnetic capabilities:
a) Radio interference
Vref and current between 0.1 ib to ib at UPF is applied to the meter
Test for conducted emission for the frequency range 0.15 Mhz to 30 Mhz.
Test for radiated emission for frequency range 30 Mhz to 300 Mhz
b) fast transient burst
Vref and basic current applied to meter at UPF. With cable length of 1m. Test voltage on
current and voltage circuit 4 kV for 60s for each polarity.
❖ During the test, temporary degradation or loss of function or performance is acceptable and
variation of error shall be within the limits.
c) Immunity to electrostatic discharge
Vref is applied to the meter
Contect discharge: The test voltage of 8kv shall be applied to metallic parts
Number of discharges = 10 (in both the polarity)
Air discharge: The test voltage of 15 kV shall be applied to non-metallic parts
Number of discharges = 10 (in both the polarity)
❖ After test meter should not produce signal equivalent to more than 0.01 kwh
d) Immunity to electromagnetic HF field
Vref is applied to the meter
Frequency band: 80 MHz to 1000 MHz with sweep of frequency step of 1 percent
Unmodulated field: 10 V/m ,Test severity level: 3
❖ When Meter testing with only voltage should not increase energy
❖ When testing with Voltage and current Meter error should be within the limits as per IS
13779
e) Surge immunity test
Meter energised with reference voltage without any current. Cable length between
generator and meter:1m
Test pulses to be applied at 60° and 240° relative to zero crossing of a.c. supply
Test voltage on the current and voltage circuits: 4 kV, generator source impedance: 2 ohm
Number of tests: 5 positive and 5 negative cycles with repetition rate 1/min.
❖ After that test output shall not produce a signal equivalent to more than 0.01 kWh.
5) Climatic conditions:
a) Dry heat test:
Meter should be in non-operating condition.
Temperature: +70 ± 2 °C
Test duration: 72 hours
❖ There should be no changes. Accuracy at Ib, UPF is taken before and after the test, accuracy
difference shall be within limit.
b) Cold test:
Meter should be in nonoperating condition.
Temperature: – 25 ± 3 °C
Test duration: 72 hours
❖ Accuracy at Ib, UPF is taken before and after the test, accuracy difference shall be within
limit.
c) Damp Heat Cycle test:
Meter should be in operating condition. Vref is applied to meter without any current.
Temperature: +40 ± 2 °C for indoor and +55 ± 2 °C for outdoor meters with 93%
humidity.
Test duration: 6 cycles. (144 hrs)
❖ Accuracy at Ib, UPF is taken before and after the test, accuracy difference shall be within
limit.
6) Mechanical requirements:
a) Vibration test:
Meter should be in non-operating condition. 10-150-10 Hz cycle is performed. Transition
frequency is 60 Hz. Before 60 Hz, meter operate on constant amplitude of movement 0.15mm
and after 60Hz constant acceleration of 2g.
❖ No damage to meter. Meter accuracy at Ib, Imax, 0.05Ib at UPF. Meter error shall not exceed
than 50% of class index.
b) Shock test:
Meter in non-operating condition. 2 shocks are performed in all three mutual perpendicular
axes with acceleration of 400m/sec-sqr.
❖ No damage to meter. Meter accuracy at Ib, Imax, 0.05Ib at UPF. Meter error shall not exceed
than 50% of class index.
c) Spring hammer test:
This test is done to check mechanical strength of meter case. Meter is mounted as normal
working condition. the spring hammer shall act on the outer surfaces of the meter cover
with Force of 0.22 Nm ± 0.05 Nm with help of spring hammer.
❖ Meter cover and terminal case should not damage and sustain during the test.
d) Protection Against Penetration of Dust and Water:
Any ingress of Dust and water must only be in a quantity not impairing the operation of the
meter, and not impairing its dielectric strength (insulating strength).
e) Test of resistance to heat and fire (Glow wire):
On terminal block 960 °C and on meter body/case/display 650 °C is applied through heating
element.
❖ No droplets should fall from the meter. In case droplet falls, it should not burn the tissue
paper placed below.
Note: Complete type test done on meter except (resistance to heat and fire ) after load switching and
data exchange protocol testing this test is done on one meter sample for certification testing.
