1. As advised by Railway Board vide references cited above, it has been decided to conduct
30% LDCE and applications are hereby invited for promotion from Group "C" service to
Group "B" service in Operating Department for the post of AOM through Limited
DepartmentalCompetitiveExaminationagainst 30% of the vacanciesfor the vacancycycle
o1.01.2025 to 31.12.2026 including anticipated vacancies up to 30.06.2027 as per the
schedule indicated beloW.

3. EligibilityCriteria:
() Non-MinisterialGroup 'C' staff of the Operating departmentand such of
Group 'C staffworking in Operating Departmentwho have opted for furtherthe Ministerial
in the OperatingDepartment itself andare holding the post in level-6 advancement
(Rs.35400-112400)
and above in the Pay Matrix with five years of regular service in level 6

equatedto the stationarypost of Grade Pay Rs.4200 (Level-6)and above, are also eligible
to be considered for promotion to Group "B" service in Operating Department as
extant rules.

i) Staff whose lien and seniority is maintained in the relevant cadres of Southern Railway
are only eligibleto apply.
ii) Eligible staff working in the Construction/ProjectOrganizationon deputation, training &
any Ex-CadreOrganizationand having lien &seniorityin the relevantcadres of Southern
Railway, who desire to volunteerfor the above LDCE may submit their online application

ii) Employeesworking in Level-6on ad-hoc basis are not eligibleto apply. Employeeswho
have been granted financial upgradationin Level -6 under MACPs are also not eliaible
to apply.
iv) For assessingthe period of regularservice, the following may be kept in view.
a As per RBE 55/1997dated 17.04.1997,regardingcountingof service rendered in the old
unit on "own request transfer",the service rendered in the absorbing unit alone will
count for eligibilitywherever a minimum length of service is specified as a condition for
considerationfor promotion including promotionto general selectionposts.
b) The above instructionswere partially modified vide RBE 34/2006 dated 21.03.2006.,In
terms of RBE 34/2006,on counting of service rendered in the old unit on "own request
transfer" for the purpose of qualifying service for promotion in new unit, the service
renderedby them in the old unit may be reckonedfor determiningtheir eligibilitywherever
a minimumlengthof serviceis prescribedas a conditionfor promotionincludingpromotion
to general post in the new unit subjectto the conditionsthat the serviceso alowed to be
counteddoes not exceedthe length of serviceof the immediateseniorin the new unit and
the benefitof countingof service willbe applicableonly if those caseswhere the staffjoin
the new unit on requesttransferin the sanme categoryof posts.
c) In terms of RBE 40/2008dated 13.03.2008,those instructionswere made applicablefor
reckoningthe minimumqualifyingserviceof Group "C" employees,in case of own request
transferto a new unit in the same category of posts, for determiningtheir eligibilityfor
promotionto Group "B' posts also.
d) Regarding counting of service rendered in the old unit before mutual transfer of the
employeefor the purposeof determiningeligibilityfor promotionto Group "B° post, Board
has clarifiedthat instructionscontainedin Para 310 of IREM Vol.! governingthe seniority
of Railwayservanttransferredon mutual transfer willprevail.
e) As advised in RBE No.102/2019dated 25.06.2019the time spent by a Railway servant
under training immediatelybefore appointmentto service is to be countedas service for
the purposeof appearingin DepartmentalExaminationincluding LDCE for promotionto
Group "B*.
) The Volunteerswho have completed5 years of regularserviceon non-fortuitousbasis in
the current seniority unit of the cadre as on 01.01.2025are only eligible to apply. The
same may be verifiedand ensured by the PersonnelOfficerconcerned while forwarding
the applications.
g) The instructionscontainedin RBE No. 40/2023 regardingMedicallyDe-categorised
are not applicable while determiningeligibilityfor promotions from Group "C" to
Group "B" posts, as clarified by Railway Board and circulated vide PBC No.
108/2024 & 235/2024. Accordingly,employee should have rendered the requisite
eligibilityservice in the relevantgrade(s)after absorptionin the alternate post for
being eligibleto apply for the post of AOM.

vi) As vacancies are eamarked for "SC" and "ST", Pre Selection Training (PST) for
employees belonging to reserved community will be organized before CCBT. The
Reservedcommunity employeeswho are willing to appearfor CCBT without undergoing
PST may do so by exercising their option in the online application form. Employees
belongingto ReservedCommunity who have expressedtheir willingnessto attend PST
and if they failto attend the PST on the specified dates, will have to appear for CCBT
withoutsuch PST being imparted.

official.
v) Applicantmust note that, if any informationfurnished by him/her is false or
misleading,the
application/candidatureis liable for rejection and action will be initiated under the Railway
Servant (D&A) Rules 1968.
5. Instructionsto the forwardingCadre Controlling Officials:
i) The respectivecadre dealer/ControllingPersonnelOfficer of Division/Unit
to verify the correctnessof the particulars of the application with the
