1 PROJECT SCOPE, REQUIREMENTS AND QUALITY OBJECTIVES.
Project Location
Logistics Village Qatar is located in a vicinity central to all other key transportation hubs and
consumption centers, making it highly accessible and efficiently located. It is within the heart of the
prime industrial belt and less than 20kms distance from Doha's main airport and seaport as well as
regional oil and gas centers.

Brief Description of the Project
Construction of two air conditioned ware houses K1 & K2A with are located at the logistic village
Qatar.
1. Office blocks to be constructed in reinforced concrete framed structure with block wall
enclosure.
2. Warehouse area to be constructed in Pre-Engineered Steel structure with metal sheet roof and
block wall & metal wall sheeting enclosure.
3. Total Ground floor Area for K1 & K2A are respectively 28,521 Sqm, 17,000 Sqm.
The PQP envisions to provide products and services for the realization of a successful project that
meets the contract and project Quality requirements to the satisfaction of the Employer.
The following matrix provides target objectives as a rough measurement of achieved PQP.

2 QUALITY POLICY AND ISO 9001 CERTIFICATE
2.1 PROJECT QUALITY POLICY
Al Alia Trading & Contracting LLC top management has adopted the ISO 9001:2008 Quality Policy
in which; the quality policy is reviewed for its effectiveness during management review meetings.
This will reflect the ongoing commitment Projects to quality by Al Alia Trading & Contracting LLC. It
is the responsibility of Al Alia Trading & Contracting LLC management to ensure that the quality
policy is understood, and implemented throughout the organization.
3.1 REVIEW
A procedure of "Management Review" is established, documented, implemented and maintained to
review the PQP periodically to ensure its continuing suitability, adequacy and effectiveness. This review
includes assessing opportunities for improvement and the need for changes to the PQP, including the
quality policy and quality objectives. Records from management reviews are maintained.
3.2 IMPLEMENTATION
The QA/QC Engineer will be responsible for implementing the PQP by ensuring that quality
materials and supplies are provided for the proposed project, and that good workmanship is
provided in all aspects of this contract. The QA/QC Engineer will report directly to the On-site
Project Manager and will complete daily site inspections to ensure compliance with the quality
control specifications. Daily reports will be completed listing all field testing and sampling activities.
These reports will be submitted to the GEIC representative on a daily basis. The QA/QC Engineer
will be responsible for ensuring that all materials and work comply with the contract Execution
plans and specifications, and that all performance standards are met. It is anticipated that the
GEIC representative and the ATC’s QA/QC Engineer will meet regularly in order to forecast and/or
prevent any potential problems from arising. An on-site Quality control meeting will be conducted
on a weekly basis as part of the weekly progress meeting in order to review performance during
the previous one-week period, and prepare for the upcoming Two-week period. It is anticipated
that the ATC’s On-site Project Manager, Health and Safety Officer, Superintendent and
GEIC/client representatives will attend this meeting.
Quality control Documents such as project Quality plan, Method Statements, the Inspection and
Test Plan and various Checklists, etc. which are applicable to project efficient implementation with
compliance to project requirements.
Al Alia Trading & Contracting top management ensures that all concerned staff whose work may affect
product or service quality is competent on the basis of appropriate education, training, skills and
experience. HR maintains and updates employee's competency standard.

documents are available at points of use, to ensure that documents remain legible and readily identifiable,
to ensure that documents of external origin are identified and their distribution controlled, and to prevent
the unintended use of obsolete documents, and to apply suitable identification to them if they are retained
for any purpose, by establishing, documenting, implementing, and maintaining a corporate procedure of"

5.0 PROJECT MANAGEMENT, PLANNING AND RESOURCES.
Identify activities and tasks needed to produce each of the work packages, creating a WBS
of tasks.
Identify resources for each task.
Estimate how long it will take to complete each task.
Estimate cost of each task, using an average hourly rate for each resource.
Consider resource constraints, or how much time each resource can realistically devoted to
this project.
Determine which tasks are dependent on other tasks, and develop critical path.
Develop schedule, which is a calendarization of all the tasks and estimates. It shows by
chosen time period (week, month, quarter, or year) which resource is doing which tasks,
how much time they are expected to spend on each task, and when each task is scheduled
to begin and end.
Develop the cost baseline, which is a time-phased budget, or cost by time period.
This process is not a one-time effort. Throughout the project you will most likely be adding to
repeating some or all of these steps.
Progress data and forecast completion dates are collected and reviewed by the planner/scheduler
and project management. Data is input against the Level IV schedule activities. Once input to
Level IV is complete, progress data is summarized and rolled-up into higher level schedules.
The engineering, procurement and construction activities, logic and duration for the schedule
submitted with this proposal were developed and integrated into a common Primavera logic
network during proposal phase.

During project execution Al Alia will use the schedule to identify and manage trends, which may
affect future activities during the Engineering and Procurement Phase.
Al Alia will concentrate trends, which may affect construction – for example late completion dates
of deliverables or slippage in the delivery of critical equipment beyond acceptable float limits.
After construction starts, the Contractor scheduling group will continue to liaise with the Project
Group primarily focusing on the status of remaining engineering deliverables as well as equipment
and material deliveries. During construction Al Alia will use the schedule to measure the status and
progress of on-going construction activities.
Schedule Control Measurement.
An analysis of the current versus the baseline schedule, as well as progress and current
equipment/material job site delivery information gives an indication of potential problem areas, with
emphasis given to the critical and sub-critical paths.
The planner/scheduler assesses the potential impact on downstream activities. Corrective action
may be warranted if the analysis indicates that schedule activities have slipped beyond acceptable
float limits.
Programme Revisions
The integrity of the baseline schedule must be maintained in order to maintain an accurate
benchmark for measuring current status. However, the baseline schedule must be revised when
deliverables and access change or amendments cause cumulative delays or changes in schedule
logic so that it is no longer an accurate benchmark for measuring project status. In general,
changes or amendments will be integrated into the baseline schedule and changes will be
controlled through revisions.
A narrative report in an agreed format with Client summarizing the previous month’s
progress, areas of concern, delays and solutions to the delays, and planned work to be
accomplished in the next month.
Progress “S” curves and manpower histograms by area and overall project. Separate
progress “S” curves showing scheduled, actual and forecast for overall progress of
engineering and construction will be maintained and published monthly if required. These
curves will be developed from the resource-loaded schedule activities. Actual progress will
be a measure of physical accomplishment of work.
Summary and detailed manpower histograms showing the actual scheduled and forecast
monthly for each phase of the work will be provided and maintained. Scheduled and
forecast manpower is derived from the resource-loaded schedules.
A graphic display of the current and forecast schedule relative to the baseline plan. Shows
activities and activity chains, which are ahead, on or behind schedule.

5.3 PERFORMANACE,BUDGETING AND COST CONTROL
This will be performed as per Primavera Programme. Project Cost Flow “S” curves showing
scheduled, actual cost for overall progress of engineering and construction will be maintained
and published monthly. These curves will be developed from the cost-loaded schedule
activities. Actual progress will be measure of physical accomplishment of work.
Earned value will be closely monitored for identifying the cost overrun/ under run and to make
assessment accordingly
6.0 MANAGEMENT,ORGANIZATION AND RESPONSIBILITIES

7.2 VARIATION
At the time of becoming aware of any event which could increase the Contract sum, delay the
completion, delay meeting a key date or impair the performance of the work and cost the variations
based on the nature of the change. (Modification, Scope Changes, BOQ Revisions, Variations to
Approved Baseline Schedule, Acceleration and EOT, etc.)
The Project Manager/ Project Team shall identify variations to the works and submit relevant
notices in accordance with the requirements of Conditions of Contract. Records shall be
maintained as appropriate to establish the validity of the extension of time and attendant costs for
the project.

Accordingly, the variation orders will be finalised with Client and proceed to change the contract
value and/or project dates/ milestones.

Control of Records
Records are established and maintained to provide evidence of conformity to requirements and of
the effective operation of the PQP; records remain legible, readily identifiable and retrievable. Al
Alia Trading & Contracting PQP records are maintained for a retention period of three years.
A procedure of "Records Control" is established, documented, implemented and maintained to
define the controls needed for the identification, storage, protection, retrieval, retention time and
disposition of records.
Distribution
Internal distribution of documents shall be done using Document Distribution Sheet (DDS).
Upon receipt of documents, the recipient (ATC project personnel) shall:
a. Check that the contents are correct as per the attached DDS sheet,
b. Sign the DDS sheet (the recipient acknowledgment as proof of receipt), and
c. Ensure previous revisions of the same are stamped superseded, or destroyed, and removed
from locations to prevent unintentional use.
The Document Controller shall maintain a file (register) for all DDS, for each recipient and Master
List.
Project team personals shall be responsible for ensuring that only valid documents are used in
the works. They shall ensure that all superseded documents are stamped superseded and
removed from locations of intended use.
All previous revisions of documents shall be stamped “Superseded”. The DC shall file such
documents in the Superseded File. Engineers shall ensure that superseded documents are
destroyed or removed to avoid unintentional use.
Internal distribution
The Representative for Quality are responsible for the distribution of all approved company
documents, working papers, reports and documents within ATC.
External distribution
The General manage (projects) is responsible for (and shall decide on) the distribution ,or not, of
all approved documents, working papers, reports and documents outside of ATC .

Once completed the document is passed to the Representative for Quality. Any changes to
existing documentation are actioned by requesting a Draft Word copy of the existing Document
from either the Representative for Quality. Changes are made and the document is then passed to
the Representative for Quality for review. Any creation of new or changes to existing
documentation to any part of ATC Quality Management System is Controlled/Actioned by the
Representative for Quality. After the update has been agreed and completed and the document
has been approved for distribution both the electronic and hard copies are then updated and
recorded on the Document Control Register. If for Any Reason a Document has been rejected the
Originator is advised of the reasons for rejection. The Approval system works as follows: All
Documentation is approved by the Management Representative for Quality. Any Documents
Created or Changed by Representative for Quality would be approved by General Manager
(projects). All issues of superseded documents shall be withdrawn as soon as possible.
Controlled Documents: Master Copies of the Policy, Procedures, Forms, Work Instructions and
other quality documents which are 'marked appropriately' will be regarded as 'CONTROLLED'
All uncontrolled copies will be marked UNCONTROLLED. Any other copies will be assumed to be
uncontrolled.
Data: Quality related information held on individual or networked computers which if lost would
affect the professionalism of the Department
Responsibilities
It is the responsibility of the Quality Assurance Senior Engineer to administer and control the
approval and issuing system and to ensure that Operating Procedures represent complete and
correct methods of operation. It is the responsibility of the Quality Senior Engineer to hold a master
copy of the complete ATC Quality System and to keep up to date the List of Quality System
Documents, to ensure that Procedures, forms and documents are available in locations where they
are to be used. It is the responsibility of the ATC QA Senior engineer to ensure that all personnel
are working with up-to-date editions of ATC documentation and work instructions and to
understand the use of the documents

The master copies of all Operating Procedures will be held by the Quality Assurance senior
Engineer who will ensure that the revision number is sequenced by one following
amendments. The Quality Assurance Manager will issue any revised Operating Procedures to the

destroyed.

Control and issue of new or redesigned quality system documents and Form.
The Quality Assurance Senior Engineer will hold a master copy of all current editions or versions of
Quality System documents and forms. All approved documents and forms, the person responsible
for them and their retention time are listed. All Quality System forms and documents will be
produced by the Quality Assurance Senior Engineer, following a similar layout and design to
existing documents and forms wherever possible.

Electronic Data
All quality related information which is held on the computer system will be backed up
automatically daily. In addition a weekly database back up will be made. All back up will be held on
a secure off site server or cloud based system. A back up copy of the ISO Quality Assurance
system will be held off site.
Superseded Documents.
Whenever an Operating Procedure, Document, Form or section of the Quality Manual is re-issued,
all copies of the superseded document are retrieved. The Quality Assurance Senior Engineer
decides whether to retain a copy of the superseded document and mark it Superseded (or similar)
and retain it for reference. All other copies are destroyed. Obsolete documents are not to be used.
Obsolete documents may be retained as part of the Quality system when they are required for
Quality records purposes without concession.

Envelopes marked as “Personal” or “Confidential” for the Project manager will not be opened, but
forwarded directly to the Project manager/General Manager.
All Congressional correspondence and any correspondence addressed to the Project
manager/General Manager received directly by a functional office should be forwarded to the
Document controller.
Internal projects or assignments that are the result of senior staff meetings, Project related
meetings, etc., will be tracked in the COMPUTER SYSTEM if directed by the Project
manager/General Manager.
All correspondence and projects logged in COMPUTER SYSTEM will be assigned to a function
with a due date for completion.
Incoming correspondence that is logged into COMPUTER SYSTEM will be scanned and
embedded in the control document.
Periodicals and other items that are for information purposes will be forwarded to the appropriate
function and are not logged in COMPUTER SYSTEM.
The ability to record extensions to due dates and close correspondence in COMPUTER SYSTEM
is limited to the Document controller.
Once the control has been established in COMPUTER SYSTEM, the Document controller will
forward the appropriate, incoming correspondence to the function assigned personals to respond
to the correspondence.
The Document controller will review outgoing correspondence with respect to disclosure, tone and
whether it specifically addresses the concerns/questions raised in the incoming correspondence.
The Document controller and the assigned function will mutually agree when it is appropriate for
the Project manager/general Manager to sign responses to the correspondence.
Internal Communications.
Communicate information throughout the organization in an expedient manner using electronic
mail and the Intranet.

Identification: The title of the record is identified in the document’s Quality Record Table.
Storage: The storage of the record is defined by whether it is hard copy or electronic, and where
the document is stored. This requirement is listed on each Quality Records Table.
Protection: Identification of how the record is secured from loss, such as electronic back-up, fire
proof location, hard copy back-up, etc. This requirement is found in the document Quality Records
Table.
Retention time: This requirement, listed in the Quality Records Table, indicates the minimum time
period the record is required to be maintained. This description may also include retention time in
process versus storage versus archive
Disposition: This disposition of each quality record is listed in the Quality Records Table. The
disposition may include archiving the record, if electronic, shredding the record, deleting the
record, or discarding it at the discretion of the Director (usually indicated as “discard as desired”). If
discard as desired is listed, it is decided by the Director whether to hold the record longer, shred,
throw away, delete, or remove by any other means at a designated time.
As a minimum, the quality record for any particular item shall include:
(a) Name of item
(b) Item number
(c) Item description
(d) Suppliers name
(e) Serial number or other identification (where applicable)
(f) Specification reference (where applicable)
(g) Verification of receipt of all required supporting documentation
(h) Quantity of items
(i) Location and installation of item

Storage of the documents.
The files received in the archive are organized in ranks depending on the organizational structures
that delivered them, classified by years and keeping terms.
Filing documents in the areas of archiving is done by: Subject; Type of recording (permanent /
non-permanent); Issuer (organizational structure); Year of issue. The archived documents are
kept preferably in original. An inspection shall be done every three month in order to check the
compliance with the specified requirements for the archive.

Overall, the Procurement department shall be expect at least 16 weeks process time for a qualified
bid, offer or arrangement to obtain GEIC approval. The overall procurement process may take a
period as per approved baseline program.
Al Alia Trading & Contracting has established, documented, implemented and maintained
procedure of "Procurement & Materials Control Procedure" to ensure that all purchased product
conforms to specified purchase requirements. The type and extent of controls (such as receiving
inspection) applied to the Supplier and the purchased product is dependent upon the effect of the
purchased product on subsequent service realization.
Al Alia Trading & Contracting has established, implemented and maintained criteria for selection
and evaluation of suppliers based on their ability to supply product in accordance with the
requirements mentioned in the same procedure.
Purchasing Information
Purchasing information describes the product/service to be purchased, including (where
appropriate) requirements for approval of product, procedures, processes and equipment,
requirements for qualification of personnel, and quality management system requirements.
Procurement functions ensure the adequacy of specified purchase requirements prior to
communication to the supplier.

Efforts shall be made to nominate suppliers and subcontractors from the list of approved ones,
provided by client. However ATC can exercise the right of nominating suppliers and subcontractors
not on the list, provided they are registered with client (see item 5.6.1.3 below).
ATC maintains a list of suppliers and subcontractors who are approved to do work in projects.
Those suppliers and subcontractors are selected and approved on the basis of:
a. Past history with ATC projects.
b. On-site evaluation of their products.
c. Proven capability to furnish products that meets the project requirements and specifications.
Their quality system.
All suppliers and subcontractors involved in the works of the project shall be evaluated by the PM
in coordination with the QA/QC Engineer semi-annually. Evaluation sheets shall be forwarded to
the Head office QA Department for the purpose of updating ATC list of approved suppliers and
subcontractors.
Material Submittals
All materials shall be submitted to Client for approval by the use of “Material Submittal Sheet”. This
sheet is prepared by the QA/QC Engineer in coordination with the PM, and all submittals shall be
compliance with PVL’s unless stated otherwise before submission to Client.
All Purchase Orders shall contain a clear description of the product ordered and any other relevant
requirements. The following are guidelines, as applicable:
a. Precise identification of type, class and grade.
b. Delivery dates, delivery point, packing and storage requirements.
c. Quality requirements, including as applicable quality system requirements, inspection and test
requirements, etc.

d. Technical requirements including as applicable drawings, data sheets, specifications and
applicable codes and standards.
e. Reference to any guarantee/warranty requirements.
f. Reference to any documents required such as installation, operation and service manuals,
calibration records, test certificates, etc.
Material Receipt
When materials or equipment are received on site, the storekeeper shall check the materials
against the order, and issue a SRT/DN with his remarks/findings. All SRT’s/DN shall be forwarded
to the Head Office.
The storekeeper shall inspect the material against obvious damages, and he shall initiate the
Material Inspection Record (MIR), and forward to the QA/QC Engineer for further verification.
The QA/QC Engineer shall inspect the material for compliance with the project specified
requirements and record his observations on the MIR. Copies of all supporting documents such as
delivery notes, compliance certificates, shipping documents and packaging and storage
documents hall be attached to the MIR.
If the material is found to be not in accordance with the project specified requirements, it shall not
be off loaded, or if off loaded, shall be stored in an area designated for rejected materials. A non-
conformance report shall be initiated by the QA/QC Engineer and issued to the supplier specifying
the type of non-conformity and further actions to be taken such as removing the material from site.
If the material is found to be in compliance with the project specified requirements, it will be off
loaded and stored in areas designated for approved materials. For major materials, Client will be
notified for further inspection. Basic construction consumables shall be exempt from the
requirement of inspection by Client.
If the verification process could not be completed for any reason such as missing documents or
pending test requirements, it shall be stored in an area designated for hold material until further
verification confirms the status of the material.
Material or equipment of item above, if urgently required for use in the works, can be used
provided the following are ensured:
a. Consultant approval is obtained.
b. Material is clearly identified.
c. Location where the material is used in clearly identified to allow easy recall from the works if
found to be non-conforming when the verification is complete.

For material or equipment that requires testing, the QA/QC Engineer shall arrange for these
tests, in coordination with Consultant. All test records shall be submitted to the Consultant as
soon as they become available.
The QA/QC Engineer shall keep a log for all MIR’s.
Storage of Materials
Material shall be stored in a manner to prevent damage or deterioration and in accordance with
manufacturer/suppliers storage instructions. Frequent checks shall be made by the storekeeper to
monitor the condition of material and to early detect any deterioration.
Hazardous material shall be clearly identified and stored in such a way to ensure safe conditions
and manufacturer’s storage instructions provided by supplier/manufacturer. The Safety Officer
shall be consulted when such material is received for storage instructions.
The final product shall be inspected by the QA/QC Engineer before the inspection of client.
If the product confirms the requirements, QA/QC Engineer invite Client inspector for the
inspection and seeks approval for the product.
If the product is approved, it is shifted to the area designated area for the approved products.
If the product is not approved and rejected, it shall be moved to the rejected area where it shall
be discarded or removed from the storage area.
If the product is not approved and need further verification (repair etc.), it shall be stored in the
Hold area until the further inspection is carried out and the product is finally approved.

13 METHODSTATEMENTS
13.1 METHODSTATEMENTS
A method statement is a method of control that is used after a risk assessment of an operation
has been carried out. The method statement is always ‘Site Specific’ and is used to control the
operation and to ensure that all concerned are aware of the hazards associated with the work and
the safety precautions to be taken. In addition, construction method statements are used on site.
For a particular section of similar work, they detail its boundaries, materials and plant
requirements and temporary works designs. Method statements shall be written by ATC
Competent person familiar with the work processes. Method statements shall be also contain
information concerning the order and method of construction with reference to work procedures.
Method statement requiring submission to client or engineer for approval prior to the
commencement of works.
Method statements shall be developed to identify methods, arrangements and sequencing of
construction processes. A method statement for a specific activity shall be prepared, submitted
and approved prior to the commencement of that activity.
The PM shall be responsible for identifying required MS’s from the project specifications PM or his
delegate (i.e. Site Engineer) shall be responsible for the preparation of MS’s. The QA/QC
Engineer is responsible for reviewing MS’s prepared by the PM (or by subcontractor/suppliers) to
ensure that all process controls and quality requirements are identified.
All MS’s shall carry a sequential number for identification. This sequential number is obtained
from the Document Controller who keeps and maintains the MS Register.
All Method statement shall have the same standard format, and shall contain the following
sections:
a. Scope: shall give exact description of the part of the works, or type of activity, to which the MS
applies.
b. References: shall list the documents from which information enabling the production of the MS
has been obtained including project specifications, applicable codes and standards, etc.
c. Definitions: describes any work or activity not of common usage or not easily understood by
the users of the MS.
d. Responsibilities: to be completed only when there is an interface between different personnel,
to define who is responsible for what and with whom they interface.
e. Tooling and Equipment: shall list any specialized tooling/equipment to successfully and safely
complete the work as detailed in the MS.
f. Safety: shall list safety measures that require observation for the process subject the MS.

g. Procedure: shall concisely and precisely detail methods of works and sequence of activities to
be followed. If required, this section shall be aided by sketches to simplify and avoid
confusion.
The content of the Method Statement will depend on the complexity and size of the job. Its purpose
is to show how the work will be carried out safely. Method Statements should address each of the
following:
Details of supervisory personnel on site who will be responsible for the work.
Where applicable details of Safety GEIC and their name and telephone number.
Details of any personnel not involved on site but who can be contacted regarding design or
other specialist information if necessary.
Work sequences.
Stabilization of the works during their progress e.g., any temporary props, struts or supports
that are required. 6. The method of executing the works, which will include methods of lifting,
fixing, holding or bolting.
Methods to prevent any falls from heights. Full details should be given i.e. working platforms,
handrails, safety harnesses or other means of preventing falling.
Access and egress to the job, i.e. by ladders, mobile work access platforms, hoists etc. Also
specify the location of any ladders or other means of access.
Methods of protecting materials falling from heights i.e. toe boards, debris/brick guards,
boarding on platforms etc.
The description of plant to be used in the execution of the work, its safe working load and
details of any tests, certificates, inspections/registers which are applicable.
Details of what to do in case of emergency. This would include details of first aid and names
of qualified first aiders.
Details of storage and the stacking of items on site together with any delivery procedures and
any assembly work that is going to be carried out.
Detailed calculations for any loading of platforms, props, temporary works or supports that are
to be provided during the progress of the job.
Personal protective equipment to be provided for employees and sub-contractors in particular,
safety helmets etc.
Details of any confined space hazards and where necessary, atmospheric monitoring
procedures and emergency equipment to be provided.
Details of any shoring to be provided in excavations, means of entry and barriers or secure
coverings to be provided.
Details of certification of personnel on site i.e., Construction Industry Training Board
Certification Scheme for Scaffolding, Steel Erectors, Plant Operators, Demolition Operatives
etc. Details of any certification such as Mounting of Abrasive Wheels, Cartridge Operated
Tools etc.
The training of operatives on site i.e., induction training and any details regarding their part to
be played within the Work Method Statement
No work covered by the Method Statement shall begin until it has been approved by the
Engineer.

13.2 METHODSTATEMENT SCHEDULE REGISTER

The Inspection and Test Plans shall consider the requirements of each Section of the
Specification and shall identify, as a minimum, the following:

The responsibility for inspection and testing of off-site materials shall follow all applicable project
specifications associated with that item. Subcontractors and suppliers will designate
representatives to interface with the QC Engineer and GEIC. Quality records will be provided to
the QC Engineer for all work and products to demonstrate conformance to Project requirements.
ATC QC Engineer will make internal inspection for subcontractors and suppliers personnel to
observe, sample, inspect, or test work and product at any point in their processes. ATC QC
Engineer will conduct periodic audits of selected suppliers to verify initial and continued
implementation of the PQP.

14.2 RECIIVING ,IN-PROCESS AND FINAL INSPECTION AND TESTING
Off-site inspection
a) Offsite inspection will be carried out for major (or specific) materials, and when required by
Client, to ensure compliance prior to delivery to site. Inspection and test requirements are
indicated to suppliers at the procurement stage.
b) Frequent visits will be made to the premises of concrete and reinforcement suppliers to
ensure that their works and supplied material conform to the project specified requirements.
c) Records of offsite inspections shall form part of the project quality records and shall be
maintained by the QA/QC Engineer.
Receiving Inspection
a) Material received on site will be inspected to ensure it is conforming to the project specified
requirements. Receiving inspection on material will be carried out.
b) Documents relevant to the material received, including mill certificates, test records,
conformance certificates, etc., shall be compiled material verification record, and maintained
by the QA/QC Engineer. Such documents are part of the project quality records.
In-Process Inspection
a) Verification controls (Hold points) will be carried out as identified on the relevant ITP during
the construction process to verify conformity.
b) No work will be covered up or released for further activities until it is inspected, as required
and released.
c) Non-conforming activities will be put on hold until a corrective action, approved by Consultant,
is taken to rectify the non-conformity. Such works shall be re-inspected.
Final Inspection
a) Prior to the handing over of the works, or part of the works, a final inspection will be carried
out to ensure compliance to project requirements.
b) A Snag List shall be prepared to record snags and their classification, and method of
rectification required.
c) After rectification, a re-inspection is carried out to ensure conformity.
d) Final inspection for hand-over purposes shall be carried out, and hand over documentation
shall be in accordance with Contract Document.
Appointment of third party for Inspection
ATC shall appoint Third Party inspection agencies / certification authorities for inspections of
equipment, material and work. Though the Inspections are delegated to independent inspection
agencies, ATC takes full responsibility for the inspection work performed by these Third Party
inspection agencies

14.3 INSPECTION AND TEST STATUS
All inspected works/material shall be clearly identified to reflect their inspection status.
Inspection and test status of material is identified by using designated areas/identification for
approved, rejected, or hold material
Inspection and test status of works is identified by the relevant quality records (signed RFIs, test
records, NCR, etc.) clearly showing the status of the inspection/test.
Immediately following the inspection/test, the status shall be made known by the QA/QC Engineer
to the Site Engineer (if was not present during the inspection) to prevent delays in processing into
further activities, or to prevent misuse of non-conforming product.
The defect shall be rectified and closed out by Project Engineer under responsibility of
Construction engineer within a period which is mentioned in The NCR before work continues and
the defect covered up preventing rectification.
Inspection test plan schedule with tentative submission date is attached in the appendices
29.8.
Al Alia Trading & Contracting identifies the product by suitable means throughout service realization,
where appropriate. For this purpose, designated areas, small tags may be used.
Al Alia Trading & Contracting identifies also the product status with respect to inspection and/or testing
requirements; it also controls and records the unique identification of the product to ensure traceability to
the extent possible. With purchase documents, the Supplier can be traced back.
Products and materials are identified from receipt and storage through installation. Where
appropriate, a unique number will be assigned and a tag attached. Where traceability is required,
the location of the product or material will be recorded.

16 OWNER SUPPLIED PRODUCT
Project Staff are responsible to identify (if not already identified), verify the type quantity, and other
related parameters, protect and safeguard the Owner property provided for use or incorporation into the
product. If any Owner property is lost, damaged or otherwise found to be unsuitable for use, this is
immediately reported to the owner by the concerned function and records maintained in the project file.
Handling
Products and materials are handled on site in accordance with supplier's recommendations,
project specific requirements, and good construction practice.
When materials arrive at the Project Site, receiving personnel will document receipt of the material
in accordance with the appropriate procedure. Quality Control Engineer will check the material for
conformance to Project requirements. Any damage or deficiency will be noted. The materials will
be used or stored as appropriate for the material.
Some materials, such as concrete, will require physical tests as received and will be sampled to
determine their conformance. The Work will be conducted following the proper test procedure and
documented on the proper form according to this Project Quality Plan.
Packing slips, mill certificates, or other documents from the supplier showing conformance to
requirements will be reviewed by QC personnel and retained by QA. Three-ring binders will be
used to compile certificates and will include an updated log of accepted shipments.
Storage
Products or materials not immediately used will be stored. Material for indoor storage is placed in
bins, shelving, racks, or pallets and positioned in neat and orderly condition for ease of retrieval.
Material stored outdoors is placed on adequate place and protected as required by the supplier.
Protection
Some products and materials will require special measures to protect them from degradation. The
supplier's requirements will be followed in providing the proper environment for the products and
materials. The Project Manager will be responsible for providing proper conditions.

18 NON CONFIRMANCE, CORRECTIVE AND PREVETATIVE ACTION.
Non Conformance
Responsibilities
All project personnel are responsible for reporting any observed non-conformity to their supervisor
or to the QA/QC Engineer.
The QA/QC Engineer is responsible for the implementation of this procedure, and for maintaining
records for all issued NCR’s including disposition, corrective and preventive actions, status of
follow up inspections and close out status.
The Project Engineers are responsible for ensuring that corrective/preventive actions are carried
out as approved.
The QA/QC Engineer will inform Client/GEIC for any nonconformance act accordingly.
Procedure
All projects members are responsible for reporting quality related faults and deficiencies to their
supervisors and/or to the QA/QC Manager/Engineer.
When a fault or deficiency is found to be not in fulfillment of the specified requirements, or
when the fault or deficiency is repeated, it is classified as non-conformity, and a Non-
conformance Report shall be issued.
The initiator of a Non-Conformance Report shall describe the nature of the concern with
specific information such as location, type, drawing ref. etc. and forward it to the QA/QC
Manager/Engineer for further action.
The QA/QC Manager/Engineer shall immediately take measures to ensure that the non-
conforming product is identified, segregated, and put on hold from further use.
All Project Engineers are responsible for ensuring that no non-product is used in the works.
Non-conforming works shall not proceed further before approved corrective actions are taken
to bring the works to the project specified requirements.
All NCR’s shall be reported to Client and monthly NCR register shall be submitted accordingly.

The QA/QC Manager/Engineer, based on the review above and in coordination with the area site
engineer, or with the PM, shall consider the type of recommended corrective action to be taken in
order to rectify the non-conformity.
Closure of Non-Conformances
NCR’s are not closed out until a follow up inspection is carried out to ensure that the product list
rectified and is in full compliance with the specified requirements.
No non-conforming product or rectified product shall be covered before it is re-inspected by
Consultant.
a. NCR raised internally shall be closed by the QA Engineer after verification.
b. NCR raised by the Client/Third party shall be closed by the external agency that raised the
NCR.
c. A register of project non-conformances shall be kept and maintained by the QA/QC
Manager/Engineer. The register shall at any time reflect current up to date status of all non-
conformances and submitted to Client.
d. Status of non-conformances shall be reviewed on a weekly basis with the PM (internally) and
with Client during the weekly meetings.

methods, tools, equipment or facilities in which products are produced, processed, stored.

The controls and related responsibilities and authorities for dealing with nonconforming product/service
are defined in a documented procedure. Al Alia Trading & Contracting deals with nonconforming

-By authorizing its use, release or acceptance under concession by a relevant authority and, where
applicable, by the customer;
Records of the nature of nonconformities and any subsequent actions taken, including concessions

assurance that measurement capability is consistent with the measurement requirements

ATC will conduct field-testing/Inspection to verify that control measures are adequate to provide a
product that conforms to contract requirements.
ATC shall maintain measurement and test equipment, calibrated and traceable to QCS standard
for the duration of the contract
ATC shall notify the customer of any product that may be affected by the failure of Measurement
and Test Equipment or by the Measurement and Test Equipment failing recalibration
ATC shall evaluate the impact on product affected by such equipment; this product shall be
treated as nonconforming product until demonstrated otherwise
20 AUDITS
An audit program is planned, taking into consideration the status and importance of the processes and
areas to be audited, as well as the results of previous audits. The audit criteria, scope, frequency and
methods are defined. Selection of auditors and conduct of audits shall ensure objectivity and impartiality
of the audit process. Auditors do not audit their own work.
The responsibilities and requirements for planning and conducting audits, and for reporting results and
maintaining records are defined in a documented procedure.
The management responsible for the area being audited ensures that actions are taken without undue
delay to eliminate detected nonconformities and their causes. Follow-up activities include the verification
of the actions taken and the reporting of verification results.
Al Alia Trading & Contracting applies suitable methods such as Internal Audits, regular checks by the
PMs and by the QHSE Manager, and through the identified quality objectives, for monitoring and, where

applicable, measurement of the QMS processes. These methods demonstrate the ability of the
processes to achieve planned results. When planned results are not achieved, correction and corrective
action are taken, as appropriate, to ensure conformity of the product.
This audit shall be arranged in accordance ATC Project Audit Plan By internal Certified Auditor.
An audit programmer shall be planned, taking into consideration the status and importance of the
processes and areas to be audited, as well as the results of previous audits on similar past
projects.
During audit, Subcontractors and Vendors will be required to demonstrate an effective quality
management system is being implemented and appropriate to the work scope.

24 QUALITY MEETINGS
After starting site work, the CQM shall conduct QC meetings at a frequency established as
necessary by the pace of the work, or as required by the client. Typically, meetings are
expected to occur at least weekly or more frequently, depending on the project needs.
Conducting the meetings and preparing the meeting minutes are responsibilities of the QE and
CM. Annotation of conducting the meeting will be made in the daily. The CM, HSEM, and the
supervisor responsible for the upcoming work shall attend the meeting. As a minimum, the
following shall be accomplished at each meeting:

Frequency of quality meetings and the Agenda shall be discussed and agreed with GEIC.
Construction Monthly Quality Control report is defined as a planned system of activities that ensures that a
facility was constructed as specified in the contract Document. The system includes progress of works,
name of the third party laboratory used for project testing, latest approval and revision status of
Engineering deliverables, number of staff on site for the particular month, cumulative number of tests
carried out (from the beginning of the project up to date as per QCS 2010,Section 1,part 8,Appendix C for
testing details), Utilities & Major Material Suppliers & Sub-contractors latest approval name & date, progress
Performance Indicators (Cumulative Quantity).
26 COMMISSIONING
This plan is an organized approach to agree on the type of tests, inspections and other actions
needed to execute the interim or final commissioning of the work.
Specific attention in this phase will be given to energisation of the facility, safety, tagging,
duration tests etc.
Project Commissioning will provide a fully functional facility:
1. Whose systems, equipment and components have been proven to meet all Client's functional
requirements before the date of acceptance, and operate consistently at peak efficiencies and
within specified energy budgets under all normal loads?
2. in which the Client and O&M personnel will have been fully trained in all aspects of all installed
systems,
3. having optimized life cycle costs,
4. having complete documentation relating to all installed equipment and systems
The Commissioning Plan shall consider the requirements of each Section of the

1. PROCEDURES
1.1 The attached checklist shall form the guidelines for the safety check carried out on weekly basis by the Site
Engineer/Site Coordinator.
1.2 Each Project Manager will customize the checklist to suit the size of his project. As the attached covers the
medium size projects.
1.3 Site Engineer/Site Coordinator is responsible for giving the comments to the Contractor’s Safety
Officers/Project Manager, and follow up with them until they comply with the comments.
1.4 In case that Contractor didn’t comply with the comments of the Site Engineer/Site Coordinator, the later will
raise the Safety Checklist to the Project Manager highlighting the Non-Compliance points.
1.5 The Project Manager will issue the comments with supportive evidence (e.g. photos) in a letter with copy to
the General Manager.
1.6 At this end, it is the Project Manager responsibility to follow the issue until the contractor complies with the
Safety Procedures.
1.7 In case the Contractor didn’t comply, the Project Manager will highlight the issue to the General Manager of the
Construction Supervision Department through Memo to send letter in regards to the Contractor. The Project
Manager to spot check the site to make sure that all safety defects are covered under the report of the Site
Engineer/Site Coordinator.
1.8 The Project Manager will arrange for safety tour leaded by himself and the Contractor’s Project Manager to
spot and cross check and safety defect may arise at least once a month.
2. FILLING SYSTEM
The Safety Checklists to be signed by both Project Manager and Site Engineer then it will be filled in a
separate fill named under (Site Safety Procedures) for Project Name, Project No.
All correspondence related to the weekly Safety Procedure Checklists to be attached with the report.
