Stephen Bach is professor of employment relations, Department of Management,


King’s College London. Stephen’s principal research activities relate to public
service HRM and changing workforce roles. His research interests include:
international migration of health professionals; new ways of working in the public
services; human resource management in the health sector; and the future of
public service trade unions. His work has been published in the British Journal of
Industrial Relations, Human Relations and Work, Employment and Society. His
books include: Employment Relations and the Health Service (Routledge, 2004)
and he is co-author of The Modernisation of the Public Services and Employee
Relations (Palgrave Macmillan, 2012, with Ian Kessler). He is co-editor of
Managing Human Resources (Wiley, 2013, with Martin Edwards).

Tim Brown is a senior lecturer in the School of Geography, Queen Mary University
of London. His research has explored how ideas of risk and responsibility are
articulated as technologies of self-care in contemporary public health discourse.
More recently, he has applied the critical insights developed in this research into
other areas; notably, global health and food security and environment and health
in late-Victorian London. In addition to publishing widely in this area he co-edited
A Companion to Health and Medical Geography (Wiley-Blackwell, 2009), was
associate editor for health geography for The Wiley-Blackwell Encyclopedia of
Health, Illness, Behavior, and Society (Wiley-Blackwell, 2014) and he is currently
working on Health Geographies: A Critical Introduction (Wiley-Blackwell, 2015,
with Andrews, Cummins, Greenhough and Power). He is on the editorial board of
Health & Place.

Ruth Chadwick is professor of bioethics at the University of Manchester. From


2002–2013 she directed the ESRC Centre for Economic and Social Aspects
of Genomics (Cesagen) at Cardiff University. She co-edits Bioethics and Life
Sciences, Society and Policy, and she is a member of the Council of the Human
Genome Organisation. She has also served on the Panel of Eminent Ethical
Experts of the Food and Agriculture Organisation of the United Nations (FAO),
and the UK Advisory Committee on Novel Foods and Processes (ACNFP). She
is academician of the Academy of Social Sciences and fellow of the Learned
Society of Wales, Hastings Center, New York; of the Royal Society of Arts; and
of the Society of Biology. In 2005, she won the World Technology Network
Award for Ethics.

Glenn Cohen is a professor at Harvard Law School and director of the Petrie-
Flom Center for Health Law Policy, Biotechnology, and Bioethics at Harvard Law
School. Professor Cohen is one of the world’s leading experts on the intersection
of bioethics (sometimes also called ‘medical ethics’) and the law, as well as
health law. He also teaches civil procedure. From Seoul to Krakow to Vancouver,
professor Cohen has spoken at legal, medical and industry conferences around the
world and his work has been covered on ABC, PBS, NPR, in the Boston Globe,
Mother Jones, and several other media venues. He is the author of more than 60
articles and chapters and his award-winning work has appeared in leading legal
(including the Stanford, Cornell, and Southern California Law Reviews), medical
(including the New England Journal of Medicine, JAMA), bioethics (including the
American Journal of Bioethics and the Hastings Center Report) and public health
(the American Journal of Public Health) journals, as well as Op-Eds in the The New
York Times and The Washington Post. Cohen is the author of Patients with Passports:
Medical Tourism, Law, and Ethics (Oxford University Press, 2014), the editor of
The Globalization of Health Care: Legal and Ethical Issues (Oxford University
Press, 2013), the co-editor of Human Subjects Research Regulation: Perspectives
on the Future (MIT Press, 2014), with three other books under contract. Prior to
becoming a professor he served as a law clerk to Judge Michael Boudin of the US
Court of Appeals for the First Circuit and as a lawyer for US Department of Justice,
Civil Division, Appellate Staff, where he handled litigation in the Courts of Appeals
and (in conjunction with the Solicitor General’s Office) in the US Supreme Court.
Cohen was selected as a Radcliffe Institute Fellow for the 2012–2013 year and by
the Greenwall Foundation to receive a Faculty Scholar Award in Bioethics. He is
currently one of the key co-investigators on a multi-million award from the NFL
Player’s Association to protect and improve the health of NFL Members. He also
leads the Ethics and Law initiative as part of the multi-million dollar NIH funded
Harvard Catalyst, the Harvard Clinical and Translational Science Center program.
He is also one of three editors-in-chief of the Journal of Law and the Biosciences,
a peer-reviewed journal published by Oxford University Press.

John Connell is professor of human geography in the School of Geosciences,


University of Sydney. He was previously at the Institute of Development Studies,
University of Sussex, and the Department of Economics, Research School of Pacific
Studies, ANU. He has been a consultant to the ILO, the WHO, the South Pacific
Commission, the South Pacific Regional Environmental Program and the Asian
Development Bank. His research interests cover development in the Pacific island
region, the global/regional migration of health workers and the development of medical
tourism. He has written more than 300 articles and over 20 books. The books include
Migration from Rural Areas: The Evidence from Village Studies (with M. Lipton,
R. Laishley and B. Dasgupta); The Last Colonies (with R. Aldrich); Urbanisation in
the Island Pacific. Towards Sustainable Development (with J. Lea); Sound Tracks:

Isabel Dyck is professor emerita in the School of Geography, Queen Mary


University of London. She has published widely on the inter-relationships among
the body, health, place and culture, and in her teaching explores the production of
global health inequalities. Her research in Canada and the UK has investigated
various settlement issues for international migrants, including health care and the
re-making of home. Other recent work has examined the construction and practice
of care relationships in long-term home health care. She has served on a number
of editorial boards, including Health & Place.

Sheba George was awarded her MA and PhD degrees in sociology from the
University of California at Berkeley. Since completing her doctorate, Dr George
has consulted on research projects for Kaiser Permanente’s Division of Research,
and completed a NIMH AIDS research training postdoctoral fellowship in the
Sociology Department at UCLA. Dr George’s research broadly focuses on health
inequities among underserved populations, using qualitative and mixed methods,
particularly in the areas of health information technologies and healthcare
workforce issues. She is the published author of two books by the University of
California Press and several peer-reviewed articles. In her 2005 sole-authored book
titled When Women Come First: Gender and Class in Transnational Migration
(University of California Press, 2005), she examines the immigration and
settlement experiences of Indian nurses to the United States and the transnational
ties that keep them connected to their sending community in India. Furthermore,
she see seeks to understand the barriers and facilitators to the provision of excellent
care by international health care providers for their multicultural patients in inner-
city US hospitals. She is adjunct associate professor at UCLA’s Fielding School of
Public Health, in the Department of Community Health Sciences.

Beth Greenhough is senior lecturer in geography at Queen Mary University of


London. Her research draws on a combination of political-economic geography,
cultural geography and science studies to explore the social implications of
scientific innovations in the areas of health, biomedicine and the environment.
Her current research interests include geographies of health and the biosciences,
the global circulation of bodily commodities, the spaces of medical research,
public health practice and environment-society relations, and her work has
been funded by the AHRC, Barts and the London Charity Trust, the Brocher
Foundation, ESRC and the Wellcome Trust. She has written extensively on the
production and circulation of bodily commodities and human subjects, human-
virus relations and bioethics.

Tamra Lysaght has a PhD from the University of Sydney in the history and
philosophy of science. Her research interests focus on the bioethical, social and
policy issues surrounding contested areas of science and emergent technologies,
such as stem cell research and somatic cell nuclear transfer. She is currently a
research fellow at the Centre for Biomedical Ethics at the National University of

Singapore, working on numerous ethics projects that address mental illness, whole
genome sequencing, reproductive tissue donation and regenerative medicine.

Alan O’Connor is a barrister practising in Ireland. He worked as a research


assistant in the ESRC Centre for Economic and Social Aspects of Genomics
(Cesagen) in Cardiff University from 2011 to 2013 and maintains an active interest
in bioethics and the ethics of legal practice.

Bronwyn Parry is an economic and cultural geographer who is now professor


of social science, health and medicine at King’s College London. She has written
extensively on the rise and operation of the life sciences industries and on the
commodification of bodily parts and bioinformation (Trading the Genome:
Investigating the Commodification of Bio-information). She explored the social,
ethical and legal complexities of biobanking and public attitudes to bodily donation
through a three-year ethnography of the Addenbrooke’s Hospital brain bank,
work that culminated in a ground-breaking interactive public exhibition with the
artist Ania Dabrowska and a book entitled Mind Over Matter completed in 2011.
Bronwyn was a fellow of the Nuffield Council on Bioethics from 2007–2103
contributing to reports on the forensic use of bioinformation, the recent crisis in
public health in the UK and dementia care. She has also undertaken comparative
work on intellectual property regimes acting as a consultant for the UN and the
UK governments in this capacity and sits on the editorial board of Economy and
Society. She is currently undertaking a major Wellcome Trust-funded international
bioethics project that investigates the production, consumption and regulation of
assisted reproductive services in rural and urban India.

Guido Pennings obtained his PhD in moral sciences at the Free University Brussels
(Belgium) with a thesis on the ethical aspects of medically assisted reproduction
with donor gametes. He is professor of ethics and bioethics at Ghent University
(Belgium) where he is also the director of the Bioethics Institute Ghent (BIG). In
addition, he is affiliate lecturer in the Faculty of Politics, Psychology, Sociology
and International Studies at Cambridge University and guest professor on ‘Ethics
in Reproductive Medicine’ at the Faculty of Medicine and Pharmaceutical Sciences
of the Free University Brussels. He is a member of the Ad Hoc Ethics Committee
of the Centre for Reproductive Medicine of the Academic Hospital of the Free
University Brussels, the Task Force on Ethics and Law of the European Society
of Human Reproduction and Embryology (ESHRE), the National Advisory
Committee on Bioethics and the Federal Commission on Research on Embryos
in vitro.

Ingrid Schneider, PhD, is a senior researcher at the Research Centre on


Biotechnology, Society, and the Environment (BIOGUM), in the Research Group
on Medicine, and reader at the Department of Political Science, both at the
University of Hamburg (Germany). She earned her PhD with a thesis on fetal tissue

transplantation in 1996. Her habilitation thesis in political science (2010) covers


the governance of the European patent system and analyses the EU’s biotechnology
patent directive (98/44/EC) and its implementation in the EU’s member
states. She has written extensively on technology assessment, biopolitics, legal
regulation, transnational governance, property and personality rights on the human
body, and on intellectual property rights. Since 1996 she has served in several
advisory bodies for the German, Austrian and European Parliaments and for
governmental agencies on embryo research, stem cells, transplantation, medical
tourism, tissue economies, and other topics. She was a member of the Standing
Advisory Committee before the European Patent Office (SACEPO) (2009–2012).
In 2013 she was appointed by the European Commission as a member of the
‘Expert Group on the development and implications of patent law in the field
of biotechnology and genetic engineering’. In 2014, she was guest professor at
the Life-Science-Governance Research Platform in the Department of Political
Science of the University of Vienna.

Douglas Sipp graduated from Rutgers University in 1991 with a degree in


English literature. After working in the software and publishing industries,
he joined the RIKEN Center for Developmental Biology as head of the CDB
communications office in 2002. From 2009 to 2014, he led a research unit
studying policy and ethics issues in the translation and commercialization of
stem cell research. He has published more than 40 research papers, reviews and
book chapters, presented his work at dozens of international meetings, and has
been extensively interviewed by the international scientific and mass media. He
serves on task forces addressing the problem of the marketing of unproven stem
cell treatments for both the International Society of Stem Cell Research and the
International Society for Cell Therapy. He serves as managing editor for the
journals Zoological Science and the International Journal of Hematology, and as
business manager of the International Society for Developmental Biology and the
Asia-Pacific Developmental Biology Network.

Leigh Turner is an associate professor at the University of Minnesota’s Center


for Bioethics, School of Public Health, and College of Pharmacy. Before joining
the University of Minnesota faculty in 2008, Turner was associate professor and
William Dawson Scholar in the Biomedical Ethics Unit at McGill University.
From 1998–2000 Turner was assistant professor at the University of Toronto
Joint Centre for Bioethics and clinical ethicist at Baycrest Centre for Geriatric
Care and Sunnybrook and Women’s College Health Sciences Centre. Turner
has held visiting appointments at several institutions. In 2006–2007 Turner
was distinguished visiting fellow at the Munk Centre for International Studies,
University of Toronto. From 2003 to 2004 Turner was a member of the School
of Social Science at the Institute for Advanced Study in Princeton, NJ. In 1999,
Turner was visiting scholar at the Institute for the Medical Humanities, University

of Texas Medical Branch. Turner’s current research examines ethical issues


related to international medical travel and the emergence of a global marketplace
in health services. His research programme includes ethical and social analysis
of ‘medical tourism’, cross-border commercial organ transplantation, the
establishment of bioeconomies in East Asia, global migration of health care
providers, and international trade in health services.

Wannes Van Hoof obtained an MA in philosophy and an MA in anthropology


from the Catholic University Leuven and a PhD in philosophy from Ghent
University with a thesis on ethical problems related to cross-border reproductive
care. He is currently working at the Bioethics Institute Ghent (BIG). As an
empirical bioethicist, his research focuses on the ethics of infertility treatment and
the experiences of cross-border patients.

Sallie Yea is an assistant professor of geography at the National Institute of


Education, Nanyang Technological University, Singapore. Before that she held
positions at NUS (geography) and RMIT University (international development).
Sallie has been researching issues of vulnerable mobilities, unfree labour and
human trafficking since 2002. She has published widely on these topics in
journals such as Environment and Planning D, Gender, Place & Culture, and
Singapore Journal of Tropical Geography. She recently edited a volume Human
Trafficking in Asia: Forcing Issues (Routledge, 2014) and Women Trafficking in
Korea (Routledge, 2014). Her current research focuses on two topics: commercial
organ provision in Asia; and unfree labour in Asia’s long haul fishing industry and
amongst male migrant workers in Singapore.
Preface

The inspiration for this edited collection was a two day workshop ‘Bodies across
Borders’ hosted by the Fondation Brocher at their centre near Geneva, Switzerland,
in December 2010. The workshop was organised by the editors of the collection,
at the time all members of the Health, Place and Society research theme of the
School of Geography, Queen Mary University of London.
The rationale for the workshop was the recognition that the fields of medicine
and healthcare are being transformed by new communications and biomedical
technologies, which have facilitated marked increases in the global circulation of
body parts, patients and medical professionals across international borders. These
movements often echo other movements of capital and resources, travelling from
rural to urban areas, from poor to rich, and from the global South to the global
North.
This edited collection builds on the intensive and highly productive discussion
that took place over the course of those two days in December by drawing
together a number of important contributions on three inter-related areas: bodily
commodities, biomedical tourism and the migration of health care professionals.
The aim of the collection, as with the workshop, is to elucidate the common
themes, concerns and issues of relevance to those whose work either addresses or
is affected by the global circulation of bodies across borders.
Our sincerest thanks go to the Fondation Brocher for funding and organising
what was a very successful workshop, to the presenters for offering such insightful
papers and to the participants for their invaluable input to the discussion. Our
