List of dangerous goods

1 Scope

This standard specifies the general requirements and structure for the list of dangerous
goods as well as the list of dangerous goods.

This standard is applicable to the transportation, storage, distribution and related activities
of dangerous goods.

2 Normative references

The following referenced documents are indispensable for the application of this
document. For dated references, only the edition cited applies. For undated references,
the latest edition of the referenced document (including any amendments) applies.

revised edition)

UN Recommendations on the transport of dangerous goods: Manual of tests and criteria


(fifth revised edition)

3 Terms and definitions

For the purposes of this document, the terms and definitions defined in UN
Recommendations on the transport of dangerous goods: Model regulations (sixteenth
revised edition) and GB 6944 apply.

4 General requirements

4.1 The hazard of dangerous goods are classified into 9 classes according to GB 6944,
and some classes are classified into divisions. The criteria are shown in GB 6944.
Classes and divisions of dangerous goods are as follows:

Class 1: explosives

Division 1.1: substances and articles which have a mass explosion hazard;

Division 1.2: substances and articles which have a projection hazard but not a mass
explosion hazard;

Division 1.3: substances and articles which have a fire hazard and either a minor blast
hazard or a minor projection hazard or both, but not a mass explosion hazard;

Division 1.4: substances and articles which present no significant hazard;

Division 1.5: very insensitive substances which have a mass explosion hazard;

Division 1.6: extremely insensitive articles which do not have a mass explosion hazard.

Class 2: gases

Division 2.1: flammable gases;

Division 2.2: nonflammable and nontoxic gases;

Division 2.3: toxic gases.

Class 3: flammable liquids

Class 4: flammable solids, substances liable to spontaneous combustion; substances


which, on contact with water, emit flammable gases

Division 4.1: flammable solids, self-reactive substances and solid desensitized explosives;

Division 4.2: substances liable to spontaneous combustion;

Division 4.3: substances which in contact with water emit flammable gases.

Class 5: oxidizing substances and organic peroxides

Division 5.1: oxidizing substances;

Division 5.2: organic peroxides.

Class 6: toxic and infectious substances

Division 6.1: toxic substances;

Division 6.2: infectious substances.

Class 7: radioactive substances

Class 8: corrosive substances

Class 9: miscellaneous dangerous substances and articles, including environmentally


hazardous substances

4.2 Every entry in the list of dangerous goods is characterized by a number, i,e, United
Nations number (hereinafter referred to as UN number). Entries in the list of dangerous
goods are of the following four types:

a) “single” entries for well-defined substances or articles

e.g. UN 1090 acetone

UN 1194 ethyl nitrite solution

b) “generic” entries for well-defined group of substances or articles

e.g. UN 1133 adhesives, containing flammable liquid

UN 1266 perfumery product, containing flammable solvent

UN 2757 carbamate pesticide, solid, toxic

UN 3101 organic peroxide, type B, liquid

c) specific “not otherwise specified” entries covering a group of substances or articles of


a particular chemical or technical nature

e.g. UN 1477 nitrates inorganic, not otherwise specified

UN 1987 alcohols, not otherwise specified

d) general “not otherwise specified” entries covering a group of substances or articles


meeting the criteria of one or more classes or divisions

e.g. UN 1325 flammable solid, organic, not otherwise specified

UN 1993 flammable liquid, not otherwise specified

4.3 Dangerous goods shall be listed by the name applicable to this substance or article
in the List.

4.3.1 Substances or articles that constitutes dangerous goods may contain impurities
(for example those deriving from the production process) or additives for stability or other
purpose that do not affecting their classification.However, where these impurities or
additives affect their classification, such dangerous goods shall be considered a mixture

or solution.

4.3.2 A mixture or solution composed of a single predominant substance identified by


name in the list of dangerous goods and one or more substances not listed in the List or
traces of one or more substances identified by name in the list of dangerous goods shall
be identified by the name of predominant substance in the List, except meeting one of the
following conditions:

a) the mixture or solution is identified by name in the list of dangerous goods;

b) the name or description of the substance named in the list of dangerous goods
specifically indicate that they apply only to the pure substance;

c) the hazard class or division, subsidiary risk(s), packing group, or physical state of the
mixture or solution is different from that of the substance named in the list of dangerous
goods;

d) the characteristics and properties of the mixture or solution necessitate emergency


response measures that are different from those required for the substances identified by
the name in the list of dangerous goods.

In those other cases, except the one described in a), the mixture or solution shall be
treated as a dangerous substance not specifically listed by the name in the list of
dangerous goods.

4.3.3 A mixture or solution that is not identified by name in the list of dangerous goods
and that is composed of two or more dangerous goods shall be assigned to an entry that
has the proper shipping name, description, hazard class or division, subsidiary risk(s) and
packing group that most precisely describe the mixture or solution.

4.3.4 Dangerous goods which are not specifically listed by name in the list of dangerous
goods shall be classified under a “generic” or “not otherwise specified” entry. These
dangerous goods shall be permitted for transportation, storage, distribution and related
activities after their hazard classes are identified and their names are properly described
based on Table 1. See Annex A for the “generic” or “not otherwise specified” dangerous
goods.

4.4 Most dangerous goods have many hazards, and the main hazard of those with more
than one hazard shall be determined according to GB 6944.

4.5 The hazard of dangerous goods is related to their inherent instability. For most
dangerous goods, such instability may be controlled by proper packing, dilution,
stabilization, adding additives, cooling or other preventive measures.

4.6 The hazard of dangerous goods may be different under different conditions such as
quantity, physical state, packing and transportation conditions. See Annex B for the
special provisions applicable to some dangerous goods.

5 Structure for list of dangerous goods

List of dangerous goods covers 7 columns:

Column 1: “UN number”——number of dangerous goods, which is the serial number that
delimits dangerous goods according to the classification system of United Nations;

Column 2: “name and description”——official Chinese name of dangerous goods, which is


expressed in boldface (with addition of the number, Greek letter, “另”, “特”, 间, 正, 邻, 对
as a part of the name); Chinese instructions may also be included and shall be in Song
typeface (where, “%” represents: a) the mass fraction (10-2) based on the total mass of the
mixture, solution or wet solids if the dangerous goods are the solid or liquid mixture and
solution and the solid wetted with a liquid; b) the volume fraction (10-2) in the total volume
of the gas mixture if the dangerous goods are the compressed gas mixture and loaded by
pressure; the mass fraction (10-2) in the total mass of the mixture if the dangerous goods
are the compressed gas mixture and loaded by mass; c) the mass fraction (10 -2) in the
total mass of the mixture if the dangerous goods are the liquefied gas mixture and
pressurized dissolved gas);

Column 3 “English name”——official English name of dangerous goods, which is


expressed in uppercase letters and the additional instructions are expressed in lowercase
letters;

Column 4 “class or division”——the main hazard of dangerous goods, thereinto, assembly


group is indicated for Class 1 dangerous goods; the class and division of dangerous
goods as well as the classification of explosives assembly group shall be determined
according to GB 6944;

Column 5 “subsidiary risk(s)”——class or division of hazard other than the main hazard of
dangerous goods, which is determined according to GB 6944;

Column 6 “packing group”——number of packing group for dangerous goods based on


the packing group of United Nations, which is determined according to GB 6944;

Column 7 “special provisions”——any special provisions related to the articles or


substances, which are applicable to all the packing groups allowed for specific substances
or articles.
