Defending Japan’s Pacific War
Often wrongly accused of being fascists, the wartime Kyoto philosophers
were among the first non-White thinkers to brood on the secrets of effective
national action. They believed, with Marx, that the point of philosophy is to
change the world. They exploited a sophisticated idea of history, borrowed
partly from Ranke, partly from Hegel, to develop a Japanese understanding
of rational self-mastery. This is the first study based on a meticulous exami-
nation of the primary sources in Japanese, which clarifies who these
forgotten intellectuals were while challenging the orthodox prejudices that
explain why we do not know more about them. In their published writings
and hitherto secret anti-Tojo seminars of 1940–44, the philosophers of the
Kyoto School took the first soundings of the post-White age that will define
our tomorrow. They offered us the philosophy of our future.
The wartime Kyoto School made philosophy with a hammer. The
resulting sparks illuminate the moral and metaphysical horizon of political
science, US history and Japan studies, from Heidegger’s encounter with
Nazism and Ernst Nolte’s call for ‘deep revisionism’ to the consolidation of
American empire and the decay of the White Republic.
David Williams is one of Europe’s leading thinkers on modern Japan. Born
in Los Angeles, he was educated in Japan and at UCLA, and has
contributed for many years to the opinion section of the Los Angeles Times.
He has taught at Oxford, where he took his doctorate, Sheffield and Cardiff
Universities. During twelve of his twenty-five years in Japan, he was an
editorial writer for The Japan Times. He is the author of Japan: Beyond the
End of History (Routledge) and Japan and the Enemies of Open Political
Science (Routledge).

Prologue
The final sorrows of empire –
a Vietnam elegy
To stand at the Vietnam War Memorial in Washington, tracing one’s fingers
over the engraved names of the dishonoured dead of my generation of
Americans, is to be shaken, even now, by the humiliation of defeat, the fury
of betrayal and full-blooded sorrow at the death of the national myth. This
book is an attempt to transcend these emotions. Only transcendence can
open the door towards a peaceful transition to a new post-White America.
But, contrary to the patriotic faith, Americans cannot be reborn in freedom
unless we are reborn in truth. We must resolve, therefore, to pay the price
that remains to be paid if the United States is to master her unmastered
past.
This book is a reluctant exercise by a most unlikely soixante huitard, to
use the language of the French rebels of 1968. I did not rebel in 1968.
Rather, I clung on, to the disbelief and sometimes disgust of my UCLA
classmates, to the myth of American righteousness in the face of the mili-
tary disaster of Tet and all that followed that grim year. In holding fast, my
instincts were sound. To turn against American policy in Vietnam was to
embrace, more or less consciously, more or less irrevocably, a momentous
change in the national character. It was to begin to die as one kind of
American and to be reborn as another.
With its nearly 60,000 names, ‘The Wall’ memorialises the murderous
encounter of my generation with the truth about America’s real place in the
world. Only battlefield defeat – decisive, blatant and unforgiving – could
have finally stripped away the unyielding faith in New World greatness that
has defined all previous generations of White Americans, from the Puritan
conquerors of the Pequots to the Pacific victors of 1945. Visitors to The
Wall claim that when they close their eyes within reach of that black marble,
they can hear the chopper blades slash the jungle air; but what they really
hear is the bitter drop of history’s curtain. The fall of Saigon in 1975
destroyed the cherished vision of a national destiny forever in ascent. This is
the source of the negative gravity of The Wall, and its unrivalled power to
disturb, for it is the first and only unambiguous shrine to an American

future lived in truth in this city of marmoreal effigies and bronze monu-
ments to a now dead and deceiving past.
Nowhere are these deceptions more powerfully on display than in the Iwo
Jima Memorial. To the pre-Vietnam generation, this epic recreation of the
moment when a handful of Marines raised ‘Old Glory’ on Mt Suribachi
commemorates an unbroken tradition of American virtue demonstrated by
invincibility in war. Prisoners of this past, the generation that rejoiced in the
American ‘high’ of 1945, proceeded to water the ice fields and rice paddies
of East Asia with the blood of their sons and daughters in desperate mili-
tary ventures that risked the nation’s sense of its unique greatness. Despite
the racial humiliations of Pearl Harbour, Corregidor and Bataan, the Iwo
Jima Memorial proclaims the bold promise of unchallengeable American
suzerainty over Asia, a continent that the generation of 1945 neither under-
stood nor respected.
The Iwo Jima Memorial proposes a final grand salute to the Roman
invincibility of the White Republic. This martial prowess had been demon-
strated decade after decade, century after century, by the defeat of the
French, the Indians, the British, the Mexicans, the Confederacy, the
Spanish, the Germans and the Japanese. But the debacles of Tet, Khe Sang
and Saigon transformed the meaning of the Iwo Jima Memorial, reducing it
to a folly dedicated to national blindness and self-deception. Deceived by
such monumental hubris, the generation of 1945 – whom Tom Brokow,
trapped in the dream of Iwo Jima nostalgia, has unconscionably called ‘the
greatest generation’ – gambled away the nation’s belief in its providential
destiny by blundering in Korea and failing in Vietnam.
Only five years of dramatic events separate the confident heroism of the
bronze conquistadors of Mt Suribachi from the numbing horror that
threatens to overwhelm the American patrol portrayed in the new Korean
War Memorial in Washington. Despite the soldiers’ wary forward motion,
they have the stench of fear in their nostrils. Death is near, and the patrol
knows it. Bitter truths, recklessly paid in young lives at the imperious insis-
tence of blind old men, roam these stricken groves of remembrance. The
candour of the Korean War Memorial is unthinkable without The Wall and
the experience of Asian defeat that stands behind it.
These two monuments to America’s humiliation at the hands of aroused
East Asia compel us to look back to the six months in 1941–42 when
Japanese power almost effortlessly overran America’s Pacific empire. The
secret iconography of the Korean Memorial derives from the Bataan Death
March, a tragic style that the bronze rhetoric of the Iwo Jima Memorial
obscures. But the unmemorialised rout of 1941–42 foretold the military
disasters of Korea and Vietnam in ways that reduce the Iwo Jima Memorial
to a lie. Regardless of what I find, and regardless of what my fellow coun-
trymen and women make of my research, America’s truth, its past no less
than its future, lives at The Wall.

At frontier’s end
Two momentous changes in the national character, both with roots in the
Pacific War, will confront all Americans during the next half-century. One is
the ethnic-racial revolution that is rapidly eroding the country’s White
majority, and will replace it, perhaps around mid-century, with a post-White
majority of mainly Latin and Asian descent. Not even the Civil War
achieved a greater racial revolution because this new change will signal the
demographic end of the White Republic as we have known it.
Where demographics lead, power will follow. This truth will stand as long
as the United States remains a democracy. The hopeful view holds that the
country will probably not face a sudden colonial-style handover. We have
time (or think we do). This period of grace is vital because the business of
producing what in Roman Catholicism is called ‘a native clergy’ is not
proceeding anything like rapidly enough. It is not only that America will
need an army of non-White, particularly Latin, business leaders, politicians,
judges, bishops, scientists and bureaucrats almost overnight, but, because
this new majority will be the country, in the way Whites are the country now,
we will need the Latins and Asians to make the society work. Because it will
be theirs.
From the ranks of our emerging non-White majority will be drawn,
sometime soon, all of our presidents and most of our governors and
Supreme Court judges, the bulk of the Cabinet, the majority of the Senate
and House, as well as, mutatis mutandis, the presidents of Microsoft and
Harvard, the cardinal archbishops of New York and the chairmen of the
Federal Reserve Board. This revolution will demand the mobilisation of
non-White talent on an unprecedented scale.
At every stage of this revolution, Max Weber’s classic meditation on
ethos or ethic, that is the value systems and institutional arrangements that
foster or discourage effective action in the political, economic, social and
scientific realms, should figure prominently. With the decay of the White
Republic, the challenge of nurturing non-White agency, the post-White
subject, what the Japanese call ‘shutaisei’, that is individual and collective
self-mastery, must be met if the society is to continue to work, and only if it
works for the whole society will we outflank the final sorrows of empire.
The current debate over reverse discrimination, race-sensitive job hiring
and admissions to higher education, the multicultural curriculum, and the
issue of fairness to minorities generally is in danger of being overtaken by
events because all of these approaches assume that the current racial status
quo will last. Not only is the status quo not going to last; it is rapidly being
swept away. None of these administrative strategies reflect the required sense
of urgency. Furthermore, any acceleration of the implied transfer of power
to a post-White authority will almost certainly force American policy-
makers, at all levels of public administration, to do a quick study of the
British experience of rapid colonial handovers. The partition of British
India, for example, was a debacle largely because there was insufficient time

to manage the process smoothly. Smooth transitions of power are one art
form for which history has not prepared Americans.
I am confident that this national handover will be successful. But when
peaceful, and thus successful, such political revolutions are subtle, achieved
as often as not in the privacies of the home and the heart as in any form of
exposed public dialogue. In the 1960 presidential election, the historic battle
between John F. Kennedy and Richard M. Nixon, we confronted the
prospect of a dramatic but less fraught handover of power, from the
Protestant native stock to the Catholic scions of the Irish Diaspora. Here is
Theodore H. White’s sage assessment of the resistance Kennedy faced as the
country’s first successful Roman Catholic candidate for president:
[Kennedy had] to stir the nation with a sense of anticipation strong
enough to overcome the hidden and unspoken reluctance of millions of
Americans to abandon their past – and not only the past of religion, but
the pride of the Anglo-American peoples who had fought the Civil War,
who had built America’s industry, had cleared the plains, who found
themselves still unable to recognise in the third or fourth generation of
the immigrant hordes those leadership qualities that run in the tradition
of Lincoln, Roosevelt, Adams, Hay, Wilson, Roosevelt, Stimson.1
Do most American Whites recognise leaders such as Colin Powell and
Condoleezza Rice as the plausible heirs of Lincoln and Theodore Roosevelt,
Kennedy and Reagan? Many White Americans do. Such generous recogni-
tion is indispensable to the first phase of this racial-ethnic transition. But
African-Americans are, even more than White women (and, therefore, White
feminism), a declining demographic force, not least because of the ‘Tiger
Woods effect’, so such recognition will only buy us time to prepare for a
more testing task: learning to recognise such leadership qualities in the Latin
community.
Where are the Latin leaders? What will the declining Anglo majority
make of them? What will the political heirs of Simón Bolívar (1783–1830)
and Lázaro Cárdenas (1895–1970) feel about the Anglo traditions they will
inherit when they sit in the Oval Office? These are the questions we must
brood on now if we are to be ready in time.
Inevitably, the whole enterprise turns on the vulnerable psychology of the
American experiment. Again, White, in The Making of the President 1960,
elaborates the conundrum of American identity with elegance and force:
Britons and Frenchmen, Russians and Germans, Arabs or Chinese, can
pass through the uncadenced measure of time and history, swinging
from greatness to nothingness and back again – yet still remain Britons,
Frenchmen, Russians, Germans, Arabs and Chinese. But America is a
nation created by all the hopeful wanderers of Europe, not out of geog-
raphy and genetics, but out of purpose – by what men sought in fair

government and equal opportunity. If other nations falter in greatness,
their people still remain what they are. But if America falters in great-
ness and purpose, then Americans are nothing but the off-scourings and
hungry of other lands.2
Confronted with Kennedy’s Irish Catholic gauntlet, America’s White
Protestant majority of 1960 retained the power to choose. It was they who
Kennedy had to solicit, persuade and appease. By mid-century, the ability of
Whites to veto political change, even if we all vote as a bloc, will be substan-
tially reduced. Power will be draining into other hands. Our Latin and other
non-Anglo successors may indeed embrace the full panoply of our institu-
tions and values with the kind of conviction that will ensure that this
handover of power and responsibility is seamless and civilised. But the
choice of which values and institutions persist will be theirs, not ours. Our
adventure may well be drawing to its inevitable close. The end of the frontier
is upon us.
