Preface
This book has its genesis in two sets of experiences. The first was the op-
portunity to undertake research with colleagues at the University of Tennessee
and other institutions on the problems faced by the Southeast in providing an
abundant, dependable water supply to sustain its frenetic pace of growth and
peerless ecological bounty. Started in the late 1990s, this research has encom-
passed the study of conflicts involving Alabama, Florida, and Georgia over the
allocation of water from three river basins; Mississippi and Tennessee over
groundwater withdrawals; and North Carolina and Virginia over interstate wa-
ter diversion, among others. This work was an offshoot of my longstanding in-
terests in global water policy harking back to the 1980s.
In the late 1990s, to imply that a traditionally water-rich region like the
Southeast was confronting water conflicts potentially as severe as those expe-
rienced in the Far West was to invite ridicule—or at the very least, astonish-
ment. Yet such conflicts were not only possible, some of them had already be-
gun to reach an impasse that promised federal court showdown, or worse.
While these disputes have afforded my colleagues and me the opportunity to
apply our multidisciplinary abilities to the task of helping public officials am-
icably resolve them, it has often seemed that our intervention was too late. The
issues besetting their protagonists had, in many instances, already come to a
head.
For Alabama, Georgia, and Florida, the central issue remains how to divide
and jointly allocate three interstate river systems that support diverse activi-
ties ranging from irrigated agriculture in rural Georgia, fisheries along Florida’s
Gulf Coast, power generation in Alabama, and household uses in Atlanta—the
region’s largest and fastest-growing metropolitan area. While this conflict con-
tinues to simmer, the one between North Carolina and Virginia appears to have
been settled, at least for now. In the early 1990s, these states engaged in a le-
gal battle over a proposed project by the city of Virginia Beach to divert water
from Lake Gaston, a reservoir on the Roanoke River that traverses the western

portions of both states. Despite intervention by the courts and the Environ-
mental Protection Agency (which largely sided with Virginia) the project was
eventually completed—although lingering resentments remain on the part of
many North Carolinians.
Finally, as this book went to press, Mississippi has filed suit against Mem-
phis, Tennessee, over the latter’s groundwater withdrawals which, the plain-
tiffs claim, are causing long-term injury to neighboring residents in the north-
ern part of that state. It would not be a stretch to insist that these three conflicts
epitomize the growing and frequently contentious competition over high-
demand water resources, which are in short supply in some parts of the region
and relatively abundant in others. Such competition is unfortunately all too
familiar to students of water policy from every corner of our globe.
In my effort to understand these disputes better, their origins and their con-
sequences, I came to the conclusion that, in many ways, they shared much in
common with the historically momentous battles over the competing values
of preservation and development, environmentalism and economic growth,
and rural versus urban development fought in the American West in the nine-
teenth and early twentieth centuries (and which are currently being fought in
many parts of the developing world today). Simply stated: hard-to-reconcile
policy objectives, differences in power among groups, inflexible decision-
making institutions, and policymakers ill-equipped to render equitable as well
as scientifically sound policies are problems that are not limited to particular
regions.
The second set of experiences that influenced the writing of this book also
began in the late 1990s. This was the opportunity to reflect back on the con-
clusions of my 1991 book Water Resources Management: In Search of an En-
vironmental Ethic. This reflection was prompted by changes in water and
other environmental policies that had transpired in the decade since the book’s
publication. These changes continue to influence my research as a political
scientist interested in the social construction of risk, global environmental
change, and energy policy—as well as water issues.
The thesis of that book, drawing on examples from several regions, was that
disputes over how natural resources should be managed, utilized, and allo-
cated are fundamentally conflicts over divergent values held by government
agencies, nongovernmental stakeholders, and the general public. Such con-
flicts could be resolved, I argued, if we systematically entertained moral prin-
ciples in policy deliberations, and if we found the political will to incorporate
such principles on a regular, sincere, and consistent basis.

In my reflections—helped along by the opportunity to work with policy-
makers in Tennessee and the larger region to identify alternatives for dealing
with challenges such as the threat of inter-basin diversion of water from Ten-
nessee to Atlanta, the unprecedented growth of rural areas in the region through
so-called green migration from the north and the Midwest, and the potential for
growing conflicts between urban and rural residents over water supply—I was
forced to consider whether my convictions were still warranted. More impor-
tantly, I was given the opportunity to test their realism in the light of practical
experience and the adversity faced by public officials managing the disputes.
During this period, I was asked to help my own state draft legislation to reg-
ulate the inter-basin transfer of water and to manage water withdrawals better,
and in 1998 and 1999 I organized two stakeholder forums attended by over
three hundred federal, state, and local officials and representatives from wa-
ter user groups, environmental organizations, and educational and research in-
stitutions from throughout the region. These forums, funded and supported by
the Tennessee Valley Authority, the EPA, the U.S. Geological Survey, the Ap-
palachian Regional Commission, the Oak Ridge National Laboratory, the Uni-
versity of Tennessee, and the Southern States Energy Board, afforded partici-
pants the chance to discuss impediments to resolving water conflicts both
generally in the specific region. They also generated a number of recommen-
dations that helped build some modest bridges among protagonists on how
these conflicts might be amicably resolved.
I found the experience of participating in these forums to be especially in-
structive about the practical challenges in turning a “good” principle into a
workable practice. For a political scientist long engaged in studying environ-
mental policy, it was like “going back to school.”
During this same period, I also began to work on a number of projects that
taught me still more about the impediments to—as well as the opportunities
for—achieving the goals set out in my first book. I examined the growing phe-
nomenon of state and local environmental priority-setting activities in the
United States, also called “comparative risk assessments.” These pioneering
activities resulted in the growing need to combine environmentally sound and
socially just solutions to environmental threats to community and public
health. These assessments revealed much about the difficulty of reconciling
public preferences with environmental science. For example, could states re-
ally play an effective role in averting global warming? Could cities really make
an impact in reducing regional air pollution? These were precisely the ques-
tions citizen activists and scientists engaged in these efforts were asking.

In the area of water policy, I developed a growing interest in “watershed ini-
tiatives”—citizen-based efforts founded on the principle that drainage basins
could effectively serve both as planning units and as “environmental systems”
that could be restored to health and ecological vitality through locally em-
powered community activism undertaken with a willingness to break from tra-
ditional forms of political-jurisdictional cooperation.
Other water policy reforms—international in scope—also caught my at-
tention, including a growing number of efforts to examine and reform the pat-
terns of ownership and control of the water supply in developing nations.
These efforts are broadly concerned with such issues as the impact of large
dam projects on the welfare of the politically disenfranchised and the widen-
ing gap between the haves and have-nots with respect to access to clean and
affordable water supply and water treatment infrastructure—both of which re-
main luxuries in many parts of the third world.
The opportunities to study regional water problems in the South and to re-
flect on the conclusions of my first book in light of other experiences led me
to see some common threads of hope and despair. If my book was an optimistic
appraisal of how such conflicts could be amicably resolved, the water conflicts
brewing in my own backyard were an obvious reminder of why they are not
often resolved in such a manner.
I came to realize that while the incorporation of sound moral principles in
policy deliberations may be necessary to resolve environmental conflicts, such
principles are not, in and of themselves, sufficient to bring about change with-
out an institutional setting that fosters such discourse. I also came to under-
stand that in those instances where conflicts have been amenable to amicable
and environmentally effective resolution, certain political, administrative, and
communication factors tended to be present. These factors are the subject of
this book.
Four common factors seem to be to be of paramount importance. The first
is an approach to addressing transboundary resource problems that starts from
the premise that everything we do when we intervene in the natural environ-
ment is characterized by some degree of uncertainty and risk. It seems rea-
sonable to suggest that this is one of the lessons of current debates over how
our use of fossil fuel sources may be affecting the global climate, for example.
Thus, whenever we institute a practice, decision, or program to regulate, man-
age, or exploit a resource, we should seek policy innovations that are modest
in scope, as scientifically sound as we can make them, and reversible in their
impact. This approach, sometimes referred to as adaptive management, is

based on the premise that natural resource decisions should be made and mod-
ified in light of new information we acquire about natural systems and human
needs.
Second, to permit adaptive management, environmental and natural re-
source policy innovations should be designed as social learning experiences.
Organizations charged with managing resources over large (or even not-so-
large) geographic areas—including river basins, coastal zones, air sheds, park-
lands, or habitat protection regions—should be structured to permit their
officials to learn from mistakes (including those brought about by previous
decisions) and to adopt “mid-course” policy corrections. This requires, as we
shall see, not only institutional flexibility but also some sort of allowance for
the interpretation, application, and implementation of laws, rules, regulations,
and prior agreements—legal flexibility—in order to amend imperfect deci-
sions and adjust to the peculiar demands of the situations and settings we find
ourselves in.
Third, such an organizational design assumes that policymakers are will-
ing and able to acknowledge error—which leads to another vital factor ex-
plored in this book: officials must operate in an organizational and political
setting that permits them to acknowledge their fallibility. Moreover, they must
be willing to adopt a humble attitude toward the environment that makes them
amenable to correcting mistakes before they become irreversible. This further
assumes a high degree of trust among officials and between officials and the
constituents and stakeholders whom they serve and who expect to be con-
sulted on decisions. It also presumes a high degree of confidence among these
constituents toward the organizations that manage these resources. How such
trust and confidence are fostered is a topic of extensive discussion in our case
studies.
Finally, there must be a shared vision about what an organization charged
with managing natural resources is supposed to be doing. There will always
be divergent values that arise over how to manage water and other resources.
In a democracy, the problem is not divergence or disagreement per se but
rather finding ways that we can systematically and fairly balance, weigh, pri-
oritize, and choose among the arguments advanced by environmental advo-
cates who seek, for example, to preserve scenic rivers, pristine waters, and
the ecological resources that depend on them against the goals of regional de-
velopment proponents who demand additional water to support economic
growth and larger populations. This requires a willingness to reach accord for
the sake of the common good, to embrace wide-scale participation in an effort

to reach just outcomes, and to consider the interest of future generations in or-
der to achieve environmental stewardship.
As we shall see, some of the more successful river basin and watershed ini-
tiatives explored in this book—initiatives that have sought to manage water
supply and quality issues—have struggled with precisely these questions.
Among the lessons they have learned is that once the means to address these
challenges have been found, decision-makers must learn to do it all over again
in a never-ending cycle of acquiring knowledge about the limitations and con-
straints their decisions confront in the face of implementation problems and
then making new decisions in light of this knowledge. This last step provides
a kind of “feedback” mechanism that makes stewardship possible.
If the concept of sustainable development, so often used to describe the
goals of policymakers who seek to reconcile economic growth with environ-
mental protection, has any real meaning, its achievement requires that we
embrace these four factors—adaptability, humility, willingness to learn from
mistakes, and enthusiasm over a shared vision about the obligations of stew-
ardship. Achieving sustainable development requires a fundamental change
in the values people hold toward the environment—that conviction from my
first book still remains true, I believe. Attaining this value change requires that
we embrace humility regarding what we know, stewardship in how we act,
and fallibility toward what we are willing to admit about the consequences of
our actions upon nature, other species, and one another—this is the theme of
the present volume.
This book is aimed at social scientists, public officials, environmental pro-
fessionals charged with managing water and other resources, and environ-
mental advocates who work in nongovernmental organizations. Its aim to help
all these experts find common ground where we can draw upon the expertise
of everyone. This effort will be a success, I feel, if it helps to bridge the gap
separating academics who study these issues and policymakers concerned
with their management. By working together, we can address such problems
in ways that are just, fair, effective, and protective of future generations.
In a project such as this, where issues are analyzed, problems dissected, and
solutions reflected upon, an author accrues an enormous debt of gratitude to
a great many people. I wish to especially thank Patrice Cole, former graduate
assistant in the Department of Ecology and Evolutionary Biology at the Uni-
versity of Tennessee for her enormous help in analyzing the five cases dis-
cussed in chapter 3 and for undertaking the brief survey of protagonists in

at UT—Bobby Jones, Carol Harden, Forbes Walker, and Rob Freeland—have

ciously managed through a combination of good science and effective public
involvement. Together with former graduate students Aaron Routhe, Emily
Heinrich, Lyndsay Mosley, and Jennie Caissie, the work of this initiative also
helped me to grasp the multidisciplinary challenges facing adaptive manage-
ment of water resources.
