I. TITLE
Improving flood control management of DPWH in the Philippines.

II. DEFINITION OF THE TOPIC

Flood control project - involves the implementation of measures to reduce and manage the risks and
impacts of flooding, particularly in flood-prone and low-lying areas in the Philippines

Department of Public Works and Highways ( DPWH ) - the primary government agency
responsible for developing and executing flood control projects across the country. These projects
include the construction of drainage systems, river embankments, floodways, floodwalls, pumping
stations, and other related infrastructure. With the Philippines frequently affected by typhoons, heavy
rainfall, and rapid urbanization, effective flood control is essential to protect communities, prevent
property damage, and ensure public safety and supporting sustainable urban development

III. DECLARATION
The Department of Budget and Management expressly denies the facilitation of a “fund scam” in the
Flood Mitigation Structures and Drainage Systems program of the Department of Public Works and
Highways. In a hearing by the House Committee on Rules, Committee Chairperson and House
Majority Leader Congressman Rolando Andaya, Jr. cited an amount of P332 billion allocated for “non-
existent” flood control projects. This purportedly comprises P213 billion worth of appropriations in
2017 and 2018 and the proposed allocation of P119 billion for 2019.

IV. SUPPORTING DETAILS


Alongside with the accusations of ghost projects and whispered tales of kickbacks in DPWH, a
question was raised saying “Are billions in flood-control funds really protecting lives — or simply
lining pockets?” The suspicion has gained new weight with revelations that some DPWH officials and
engineers themselves have been implicated. Public Works Secretary Vince Dizon confirmed the
dismissal of former Bulacan first district engineer Henry Alcantara and assistant engineers Brice
Hernandez and Jaypee Mendoza for alleged involvement in ghost or substandard projects.

V. WHY IS IT IMPORTANT TO BE SOLVED?


It is important that this issue be resolve because the money that they were stealing and making them
rich is the hard earned money of the Filipino people. We pay taxes for infrastructure projects, for
health and education needs or basically to improve our way of life but what they did was to make our
lives more miserable.

VII. RESPONDENTS
The respondents will be the people who are greatly affected whenever there is a sudden flash floods in
the area like the commuters who go to work every day, housewives, students and all the residents living
in a flood prone areas.

VIII. PROPOSE SOLUTION


To resolve the issue the following solutions are suggested:
 Submission of SALN ( statement of assets, liabilities and net worth ) among government
officials
 Budget transparency and hearing
 Regular audits of infrastructure projects
 Vote wisely in choosing government officials
 Candidates for government position should have strong moral principles and never been
involved in any illegal activity or corruption

IX. POSSIBLE OUTCOME


 Submission of SALN – Promotes accountability and discourages ill-gotten wealth among
government officials.
 Budget transparency and hearing – Builds public trust and ensures that funds are allocated
properly to priority projects.
 Regular audits of infrastructure projects – Reduces corruption, prevents misuse of funds, and
guarantees quality outputs for the people.
 Voting wisely in choosing government officials – Increases the chances of electing competent
and honest leaders who prioritize public service.
 Electing candidates with strong moral principles – Leads to cleaner governance, fewer
corruption cases, and better implementation of programs and laws.
