Rodrigo Roa Duterte has been one of the most polarizing figures in recent Philippine
history — simultaneously reviled by international human rights watchdogs and
lauded at home by many who see him as a man who does what others won’t. His
story is one of contrasts: lawman and lawbreaker, populist and pragmatist, feared
and admired.
