contract basis.
The Eastern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR)
Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention
(CDC), is seeking eligible and qualified applicants for the positions listed below to be employed on a one
(1) year contract subject to availability of funds and satisfactory performance.
1. HIV/TB MEDICAL LEAD MENTOR (1 POSITION)
STATION: Provincial Health Office
JOB PURPOSE: To provide technical leadership and oversight in improving HIV/TB clinical care
cascade focusing on meeting targets for epidemic control and improving quality of HIV/TB services
(including Advance HIV Disease, ADH, management) provided at all sites in the province under the
US President’s Emergency Plan for AIDS Relief (PEPFAR) through the Cooperative Agreement with
the US Centers for Disease Control and Prevention (CDC).
RESPONSIBILITIES:
• Ensures timely, acquisition, dissemination, and implementation of National HIV policies and
guidelines in order to facilitate the effective delivery of quality health systems, strategies, and
services to prevent and control of HIV in the Province.
• Coordinates effectively and efficiently through District medical/Clinical Mentors, finding of
creative solutions to challenges identified at sites in the province.

• Coordinates effectively, provision of regular, targeted and data-driven clinical mentorship to
HIV/TB treatment staff for both adult and pediatric care services, including PMTCT in health
facilities and monitoring of improvement in services.
• Coordinates effectively, Project ECHO at provincial level and utilize this platform to provide direct
technical support and supervision in TB/HIV, Cervical Cancer and data management to all health
facilities in the province) by participating in Tele ECHO sessions as facilitator and faculty (present
didactics) and helping districts to select case presentations and recruit site healthcare providers to
participate in Tele ECHO sessions.
• Coordinates effectively and efficiently, technical support and supervision in initiating and
improving ongoing clinical care for patients receiving treatment for advanced HIV, OIs, TB and
PMTCT as well as Cervical Cancer clients.
• Coordinates effectively and efficiently, technical support to service delivery teams at site and
community levels in order to increase and improve access to care, case identification and retention
in care as well as improvement in treatment outcomes especially viral load suppression.
• Coordinates effectively and efficiently, technical support for the establishment of site-level patient
flow patterns to ensure effective infection control, provision of Standard Operating Procedures
(SOPs) for clinical and managerial staff in supported health facilities.
• Coordinates effectively and efficiently, technical support for effective referral of tuberculosis and
HIV patients from communities to facilities and vice versa and assist to develop systems for patient
tracking and feedback at both facility and community levels in the district.
• Actively participate in supporting efforts aimed at accelerating Differentiated Service Delivery.
• Participate in identification of training gaps in TB/HIV at both community and health facility levels
in the district.
• Participate in program monitoring and CDC SIMS, GSM/TSS, document finding and assist districts
and sites to develop remedial measures and implementation of recommendations.
• Manages effectively performance assessment and quality assurance/improvement for public health
in order to ensure adherence to set standards and improve service delivery.
• Manages effectively the provision of technical support to sub district/district levels and mentorship
in order to improve the implementation of public health interventions.
• Manages effectively the development and implementation of public health capacity building
programmes in order to impact appropriate skills and knowledge in practitioners and stakeholders.
• Undertakes effectively the provision of primary and secondary prevention programmes in order to
control new infections and avoid recurrence of infections.

• Manages periodically monitoring and evaluation of public health programmes in order to facilitate
implementation of appropriate interventions.
• Manages effectively the implementation of performance management in order to monitor, evaluate
and enhance performance in the organization.
• Manages and undertakes effectively the development and monitoring of annual action plans and
budgets in order to facilitate the mobilization of resources for implementation of public
health/clinical care programmes and planned activities.
• Database manages regularly the maintenance and updating of the HIV/TB database, in order to
facilitate accessibility of information, generation of reports and decision making.
• Supervises effectively the utilization of human, financial and other resources in order to facilitate
achievement of set objectives.
QUALIFICATIONS, SKILLS AND ATTRIBUTES
• Full Grade 12 Certificate with Five O’levels.
• Bachelor of Medicine and Bachelor of Surgery (MB ChB) or equivalent.
• Master of Medicine in Internal Medicine, Master’s in Public Health or equivalent.
• 5 years of which 2 should be at management level.
• Valid practicing license and full registration with HPCZ.
• Supervisory and mentorship experience in HIV/TB prevention, care and treatment services.
• Proven experience in coordinating HIV/TB services such as demand creation, HIV case
identification and community interventions in support of retention of recipients of care (RoC).
• Ability to provide daily mentorship to Clinical staff including Community health workers.
• A team player with ability to coordinate HIV/TB services at the district or facility.
• Computer skills: Microsoft word, Excel, PowerPoint.
• Proven experience working on a PEPFAR supported project.
• Ability to communicate effectively in English and local languages.
• Ability to write technical and analytical reports.
• Computer literacy (Microsoft office i.e. word, power point and excel).
• Good interpersonal skills.

2. CoAg COORDINATOR (1 POSITION)
STATION: Provincial Health Office
JOB PURPOSE: To coordinate Cooperative Agreement (CoAg) programs and activities to achieve
goals and objectives.
RESPONSIBILITIES:
• Leads the administrative and management planning for the success of the CoAg and in support of
the financial and technical aspects of the program.
• Develops coherent and logical work plans in line with the approved budget.
• Coordinates all aspects of the application process, ensuring proposals are submitted in an accurate
and timely manner, consistent with sponsor and institutional requirements.
• In close collaboration with the Business official coordinates the daily functions of the CoAg to
ensure efficiency so that program targets are met or exceeded. Verifying all payments in conformity
with approved action plans, budgets and notice of awards (NOA).

• Coordinates with relevant partners to improve efficiency in program execution and avoid
redundancies and duplication.
• Coordinates (or delegates) CoAg meetings, timely submission of documents and other deliverables.

facilitate achievement of project goals and objectives.
• Supervises effectively, human, financial, and other material resources to facilitate achievement of
set objectives.
• Monitors the timely execution of the plan making necessary adjustments to meet program goals
and maintain compliance to grants regulations.
• Coordinates effectively monitoring and evaluation of CoAg programs to demonstrate results.
• Coordinates regular review of annual/ short term and long-term plans.
• Coordinates trainings, mentorships, and technical assistance programs to ensure required capacities
are built and strengthened among staff in the province.
• Coordinates timely reporting by effectively and timely preparation of CoAg reports to facilitate
planning, decision making and compliance.
• Required to follow any other instructions and to perform any other duties requested or assigned by
the Employer and/or CDC.

• Full Grade 12 Certificate with Five O’levels.
• Bachelor’s Degree in Management, Finance, Public Administration, Economics, Social Sciences,
or related field.
• Master’s Degree in Project Management, Public Health or a related field.
• Five (5) years’ experience in a coordination role with tight deadlines and high-level deliverables in
public, non-governmental or international organizations.
• Proven work experience in similar role in managing USG funds at Provincial level.
• Knowledge of HIV/AIDS and TB programming is considered an added advantage as well as a
background in health-related work experience.
• Knowledge of GRZ and/or USG financial regulations.
• Ability to write high level technical reports and to develop coherent plans.

3. SENIOR FINANCE & GRANTS MANAGEMENT SPECIALIST (1 POSITION)
STATION: Provincial Health Office
JOB PURPOSE: To provide oversight and leadership in project finance and grants management
(including sub-grants) for the purposes of increasing the capacity of Southern Provincial Health Office
to provide comprehensive and sustainable HIV Prevention, Care & Treatment Services under the US
President’s Emergency Plan for AIDS Relief (PEPFAR) through the Cooperative Agreement with the
US Centers for Disease Control and Prevention (CDC).
RESPONSIBILITIES:
• Supervises and undertakes effectively, timely and accurate maintenance of electronic books of
accounts in order to facilitate efficient storage and retrieval of project financial information.
• Serves in the capacity of Business Official for the project.

• Supervises and undertakes, timely preparation of expenditure statements in order to accurately
monitor levels of project expenditure.
• Supervises and undertakes timely recoveries of loans and advances in order to facilitate
repayments.
• Undertakes timely preparation and submission of Draw-Down Requests for concurrence by CDC
Zambia and drawing of funds in US Payment Management System (PMS) in order to ensure
availability of funds to facilitate timely implementation of project activities in line with approved
budgets.
• Undertakes timely preparation of mandatory financial and audit reports to CDC in line with Terms
and Conditions contained in the Notice of Award (NOA).
• Ensures that sub-grants and debtors are conforming to terms and conditions in the NOA as well as
regulations governing the award including conformity to 45 CFR 75 in the application of project
funds.
• Undertakes timely preparation and submission of administrative responses and requests including
lifting of administrative restrictions, carryovers, redirections, and other matters requiring prior
approval to CDC in order to facilitate timely decision making.
• Supervises effectively, human, financial and other material resources in order to facilitate
achievement of set objectives.
• Supervises effectively preparation of responses to audit queries in order to facilitate decision
making.
• Undertakes timely preparation of financial reports in order to facilitate decision making.
• Undertakes timely preparation of monthly expenditure statements in order to monitor levels of
expenditure.
• Undertakes the development of sectional and individual work plans in order to monitor and evaluate
performance.
QUALIFICATIONS, SKILLS AND ATTRIBUTES
• Full Grade 12 Certificate with Five O’levels.
• Bachelor’s Degree in Accounting or Professional qualification such as ACCA, CIMA or
CA(Zambia).
• Master’s Degree in Business Administration, MS in Finance or Financial Management will be
added advantage.
• Associate membership with the Zambia Institute of Chartered Accountants (ZICA).

governmental or international organizations.

4. LABORATORY LEAD PROGRAM OFFICER (1 POSITION)
STATION: Provincial Health Office
JOB PURPOSE: To coordinate the provision of Laboratory services in order to facilitate diagnosis
and disease monitoring.
RESPONSIBILITIES:
• Coordinates effectively the provision of quality Laboratory Services in order to facilitate diagnosis
and disease monitoring.
• Coordinates and undertakes effectively the development and implementation of capacity building
interventions in order to impart appropriate skills and knowledge.
• Undertakes effectively monitoring and evaluation of laboratory services in order to develop
appropriate interventions.
• Coordinates effectively laboratory quality assurance/quality improvement programs in order to
ensure adherence to laboratory guidelines.
• Coordinates and undertakes effectively laboratory logistics management in order to ensure
availability of laboratory reagents and supplies.
• Coordinates effectively laboratory sample courier system in order to improve Turn - Around Time
(TAT).

5. HIV TESTING SERVICES AND COMMUNITY LEAD PROGRAM OFFICER
STATION: Provincial Health Office
JOB PURPOSE: To coordinate community-based HIV/TB programs in order to facilitate health
outcomes.
RESPONSIBILITIES:
• Undertakes effective coordination, implementation of HTS and Community HIV Prevention, Care
and Treatment services program within the province and in collaboration with Community
Implementing Partners in order to facilitate effective delivery of HIV services.
• Coordinates and undertakes effective implementation of HIV Testing Services (facility index
testing, Provider Initiated Testing and Counseling, Client initiated Testing and Counseling, and
other testing modalities) including safer and ethical index testing to clients at Community Level
according to National HIV Consolidated Guidelines to contribute to HIV epidemic control.
• Coordinates effectively community HIV/TB case identification in order to facilitate improved
clinical outcomes.

• Strengthen systems for linkage of clients to HIV treatment and prevention services.
• Ensure retention in care to maintain continuum of HIV prevention and care services.
• Coordinates effectively community-based HIV/TB treatment, care and support programs in order

interventions in order to impart appropriate skills and knowledge to district and facility staff.
• Provides technical support to district and facility staff in order to facilitate provision of quality
health services.
• Provide mentorship in community HIV prevention, HIV testing and care to the facility and
community-based staff.
• Undertakes regularly operational research in Community HIV services in order to facilitate
generation of information for decision making.
• Undertakes effectively, the development of sectional and individual work plans in order to monitor
and evaluate performance.
• Undertakes effectively and timely supervision of all community staff at district level.

• Certified in HIV testing services providers and those with experience in working with adults and
children living with HIV.

6. TB PROGRAM OFFICER (1 POSITION)
STATION: Provincial Health Office
JOB PURPOSE: To coordinate the implementation of TB/HIV programs in order to improve patient
clinical outcomes.
RESPONSIBILITIES:
• Coordinates effectively the implementation of TB Prevention programs in order to reduce TB
Incidence.
• Coordinates effectively the implementation of Case Identification in order to facilitate improved
clinical outcomes.
• Coordinates effectively the implementation of TB/HIV Treatment programs in order to improve
treatment outcomes.
• Undertakes effectively monitoring and evaluation of TB/HIV programs in order to facilitate
appropriate interventions.
