ANNEXURES
1. Those candidates who scored zero or negative marks in the CUET (ICAR-UG) 2025 are not eligible to
participate in counselling.
2. There will be four rounds of counselling and the mop-up round, if needed. Upgradation will be permitted
in the first, second and third rounds only.
3. ICAR does not allot College to the candidates. It allots university to the candidates, whereas allotment of a
constituent college of the university (which may be at different location from the main campus) allotted
shall be regulated by the university itself. The university will admit and place the candidates in constituent
colleges and programmes only. Category-wise merit-based choice of the candidates could be one of such
criteria for the allotment of constituent colleges by the admitting AUs.
4. All the ICAR AUs system universities (74 Nos.) have been instructed to follow the eligibility criteria
prescribed by the ICAR for admission as notified in the CUET (ICAR-UG)-2025 Information Bulletin.
However, if any university/institute has indicated any special condition (essentiality of subject, gender, age,
etc.) in the seat matrix of specific programme, the same will be available to the candidate, while filling the
choice preferences; enabling him /her to make an informed decision. Under such circumstances, the ICAR
will not be responsible for denial of admission by the University / Institute.
5. For the purpose, this year, rank card of the candidate contains information about the subject group in the
Class XII and the Subject combination attempted in the CUET (ICAR-UG)-2025. This means that candidate
attempted a subject combination in CUET (ICAR-UG)-2025 must have passed these subjects in XII class
examination, as essential eligibility criteria. Candidates not fulfilling the essential eligibility criteria will be
rejected by the verifying/admitting university.
6. In case, any particular Board is not recognized or has been derecognized by some university, ICAR will not
be held responsible for admitting students of that Board in the universities not willing to admit such
candidates.
7. Against total number of ICAR seats available for a particular degree programme in a university, not more
than 40% of ICAR seats from one State would be allocated to any one university in that Subject/programme
under a particular category. While computing 40% number, mathematical method of rounding to the
nearest integer would be adopted except where there is only one seat, in that case, the whole seat would be
allocated. While rounding off, the number might exceed 40% to that extent.
8. Candidates declared eligible for registration and choice filling are advised to remain in regular touch with
ICAR website www.icar.org.in or https://icarcounseling.com for any change in schedule/notices/circulars, etc.
In case, the SMS/e-mail (as given in online application) are issued and not received by the candidates in time
due to technical reason(s), ICAR shall not be held responsible for it.
9. No claim or compensation for problems (if any) encountered or cost incurred in counselling/admission will
be entertained by the ICAR/Universities.
10. At AMU, Aligarh for B.Sc. (Hons.) Community Science programme only female candidates are eligible.
11. The option for withdrawal/cancellation of seat will be available to the candidate through the Applicant
Login on the counseling portal only (https://icarcounseling.com). The request for withdrawal/cancellation of
seat shall not be entertained by the Council through other modes like E-mail/Fax/By Post/By
hand/WhatsApp, etc. under any circumstances.

12. Candidate who accepts/freeze his/her seat during rounds 01 to 04 and fails to either withdraw/cancel the
seat as per procedure or join the provisionally allotted program/university for any reason(s) will not be
refunded the Seat Acceptance Fee under any circumstances by the ICAR/University.
13. Candidates are cautioned and advised to keep prints/hard copies (in addition to soft copies) of their rank
cards, provisional allotment letters, provisional admission letters, etc., for future use/reference. Once, the
counseling portal is closed, these documents will not be available, to the candidates, for download and ICAR
will not entertain any request from the candidates for reissue of these/ such documents, thereafter.

Specific instructions for Mop-up round
1. Those candidates who scored zero or negative marks in the CUET (ICAR-UG)-2025 conducted by NTA
are not allowed to participate in the mop-up/final round of counselling.
2. No upgradation will be permitted in the mop-up/final round of counselling.
3. The option for withdrawal/cancellation of seat through the Applicant Login will not to be available to the
candidates in this round and the seat acceptance fee will not be refunded to the candidate under any
circumstances by the ICAR/University. Hence, candidates / applicants are advised to be careful on this
account.
4. The candidates who already stand admitted/ had withdrawn their seat after allotment / denied admission
on the ground that they did not meet the prescribed eligibility requirements in the previous rounds (1-4)
are not allowed to participate in the Mop-up/final round of counselling.
5. Any leftover candidates who could not register for the first round of counselling are allowed to
participate in the Mop-up/final round of counselling by paying the prescribed counselling registration
fee of Rs.500/- (Rupees five hundred only) provided they fulfil the prescribed eligibility criteria given
in the respective Information Bulletin available at www.icar.org.in or Online Counselling Brochure
available at https://icarcounseling.com.
6. The candidates who had registered during the first round of counselling, paid the prescribed counselling
registration fee but could not fill their choices are also allowed to participate in the Mop- up/final round
of counselling. They are, however, exempted from paying the counselling registration fee.
7. The candidates who had registered during the first round of counselling, paid the prescribed counselling
registration fee, filled the choices and were allotted seats but could not upload their documents for
verification by the university/pay the Seat Acceptance Fee for admission due to any reason are also
allowed to participate in the Mop-up/final round of counselling. They are, however, exempted from
paying the counselling registration fee.
8. The candidates who had registered during the first round of counselling, paid the prescribed counselling
registration fee, filled the choices but were not allotted any of their choices till 4th round of counselling
are also allowed to participate in the Mop-up/final round of counselling. They are, however, exempted
from paying the counselling registration fee.
9. The above allowed candidates (Sr. No. 6-8) are required to fill their fresh choices for the vacant seats
only as displayed on the counselling portal and their previously filled choices, if any, automatically stand
cancelled and those choices will not be considered for the Mop-up/final round.
10. In case any qualifying examination board is not considered for admission by an Agricultural University
on account of a particular school/college/university being derecognized by CBSE/State/Central Govt., or
due to any court directives (present or future), ICAR will not be responsible for admitting students of
that school/college/university in the Universities not willing to admit such candidates.
Rest of the rules/regulations as applicable to previous rounds shall also prevail for Mop-up/final round of
counselling as given in the Online Counselling Brochure (https://icarcounseling.com).

NOTE
• Ragging in the Universities, in any form, has been strictly banned and is a criminal offence.
Before applying, all the candidates are advised to study in detail the UGC Regulations on
Curbing the Menace of Ragging in Higher Educational Institutions, 2009
(https://www.ugc.ac.in/oldpdf/ragging/gazzetaug2010.pdf).
• Ragging is totally prohibited in the institutions, and anyone found guilty of ragging and/or
abetting ragging, whether actively or passively, or being a part of a conspiracy to promote
ragging, is liable to be punished in accordance with these Regulations as well as under the
provisions of any penal law for the time being in force.
• Every student studying in the institution and his/her parents/guardians shall be required to
provide the specific affidavits in accordance with clauses (d), (e) and (g) of Regulation 6.1 of
these Regulations at the time of admission or registration, as the case may be, during each
academic year.
• The candidates are advised to contact Anti-Ragging Committee/Cell of the admitting
University / Institution for further information in this regard. They may visit ICAR’s website

interest for more information.

1.0 CUET (ICAR-UG)-2025 AND ONLINE COUNSELING
(i) The Indian Council of Agricultural Research (ICAR)’s CUET (ICAR-UG)-2025 examination was
conducted by National Testing Agency (NTA) from 13th May to 03rd June, 2025 for admission to Bachelor
degree programmes in different disciplines of Agriculture and Allied Sciences running in the
Universities/Institutes under the ICAR-AU System.
(ii) The online counselling for admission to different disciplines of Agriculture and Allied Sciences was
introduced by the ICAR during the Academic Session 2017-18 and the quantum of ICAR All India Quota
seats was increased from 15% to 20% during Academic Year 2022-23. For the Academic Session 2025-
26, admission to 20% seats (100% seats at ICAR-NDRI, Karnal; ICAR-IARI, New Delhi; ICAR-IVRI,
Izatnagar; RLBCAU, Jhansi and Dr. RPCAU, Pusa) in Bachelor’s degree programmes was will be granted
in 70 Agricultural Universities under the ICAR-AU system. The list of AUs for admission is given at
Annexure-I.
(iii) The information on Annual Course Fee (refundable and non-refundable) and hostel fee (without food
charges) along with the tentative date of registration at the university is available on the counselling
portal (https://icarcounseling.com). Before choice filling, the candidates must ascertain the fee structure,
availability of hostel, date of registration and other requirements including their eligibility by contacting
the concerned university.
(iv) In the online counselling for admissions to the Academic Session 2025-26, online document verification
system and centralized payment of Seat Acceptance Fee (part of admission fee) will be continued. Thus,
online counselling enormously increases the overall convenience of candidates as they are not required
to physically report to the admitting university during any round of counselling.
(v) Based on scores generated by NTA for the candidates appeared in the CUET (ICAR-UG)-2025, a common
merit-based ranks have been generated by ICAR for the subject group/combination opted by the
candidate(s) during registration for the online counselling, 2025.
(vi) In the event of tie/candidates getting equal marks in the CUET Examination, relative merit will be
determined in the following order or rank rules:
(a) 12th standard percentage- candidate having higher percentage will be rated in the higher in
the merit.
(b) 10th standard percentage - candidate having higher percentage will be rated in the higher in
the merit.
(c) The candidate higher in age would be rated higher in the merit.
(d) Female candidate would be rated higher in the merit than male candidate.
(vii) Candidates declared eligible for counselling, based on information provided by the candidates at the
time of registration for counselling, will be considered for allocation of course and AU as per ICAR’s
Online Counselling procedure.
(viii) There is no direct nomination through ICAR in any Bachelor degree programme without appearing in
the CUET (ICAR-UG) conducted by the NTA and participation in online counselling conducted by the
ICAR.
Since, the complete counselling process is online, the candidates are advised to read this brochure
carefully, regularly check their e-mail and SMS and visit the ICAR Counselling portal (https://icarcounseling.com)
regularly for updates and other details regarding the online counselling process. No excuse for missing any
information will be entertained later.

2.0 UNIVERSITY-WISE AND SUBJECT-WISE NUMBER OF SEATS
AVAILABLE FOR ADMISSION
The seat matrix based on the seats received along with essential subject eligibility from different
Agricultural Universities/Institutes under ICAR AU system including RLBCAU, Jhansi, IARI New Delhi and Dr.
RPCAU, Pusa Bihar is given at Annexure-II.
(i) Based on the overall merit-rank, the candidate is allowed to take admission in a specific degree programme
at an AU as per his/her choice and the availability of seat at that merit rank through the process of
counselling as explained hereunder. In the matter of allotment/admission of candidates to respective AUs,
the decision of the ICAR shall be final.
(ii) Once a candidate accepts allotment/joins an AU, he/she will be a bonafide student of that AU and thereafter,
will be governed by all the academic rules/regulations including migration, as applicable at that university.
ICAR will not entertain any direct request from the candidates in any such matters, thereafter.
(iii) Candidates are required to ensure that they fulfil all the eligibility and document requirements for the
programme/Subject and university of their choice as given in the CUET (ICAR-UG)-2025 Information
Bulletin available on www.icar.org.in and elsewhere in this Counselling Brochure before proceeding for
choice filling. Candidates will be solely responsible for their fulfilling of and compliance to these eligibility
and document requirements.
(iv) Once recommendation for admission is finalized, change in the placement of subject/university or
transfer/migration would not be permissible under any circumstances. ICAR will have no responsibility for
change of subject/university after the counselling. No correspondence in this respect will be entertained.
Canvassing of any kind may invite cancellation of admission.
(v) Candidate selected for admission through CUET (ICAR-UG)-2025, conducted by NTA for ICAR, may seek
admission only during the Academic Session for which the examination has been conducted. He/she will
not be entitled for admission in subsequent Academic Sessions based on this year’s examination and thus,
cannot claim for seat allotment in other sessions/years based on this examination. Current Academic Session
will close on 31.03.2026.
(vi) Female candidates provisionally recommended for admission through this examination on ICAR quota seats
shall be accommodated by the admitting university, to the extent possible, in the main campus of the
University or in the campus located in a major city, where there are adequate facilities for the stay of female
students.
(vii) In case, at any stage, the documents/testimonials submitted by the candidate are found to be fake/forged,
admission of the candidate will be cancelled and he/she shall be liable for consequential legal action.
(viii) If the admitting University is not satisfied with the character, past behaviour or antecedents of a candidate,
it can refuse to admit him/her.
(ix) Any external pressure/canvassing by the candidate for admission will be treated as disqualification and
his/her admission will be cancelled forthwith.

2. I have read all the Counselling related INSTRUCTIONS FOR THE CANDIDATES and all the guidelines
available in the CUET (ICAR-UG)-2025 Counselling Brochure along with the other
information/instructions available on the website (https://icarcounseling.com).
3. I have read the eligibility condition with respect to subject group/ combination studied during my 12 th
class and had appeared in the same group/ combination in the CUET (ICAR-UG)-2025. I understand that
appearing in subject group/ combination in the CUET (ICAR-UG)-2025, which was not studied by me in
12th class will render me ineligible for admission in ICAR quota seats during academic year 2025-26.
4. I have read the eligibility conditions for the course/programme of my choice across all the participating
AUs as given in the CUET (ICAR-UG)-2025 Information Bulletin available on www.icar.org.in and would
ensure that I fulfil all such conditions for the specified subject during choice-filling. I am aware that my
admission to provisionally allotted Institute/University will be CANCELLED, if I do not satisfy the
prescribed eligibility criteria of the allotted Subject.
5. I am aware that after the last date of registration, I would NOT be able to change any information that I
have entered during the online registration on the counselling portal. In case, any information is found
incorrect later at any stage, my candidature would be CANCELLED forthwith.
6. I am aware that I have to pay the requisite non-refundable counselling registration fee of Rs.500/- (Rs.
Five Hundred only) and fill the choices for complete registration.
7. I will save my choices well in time before closure of choice filling on the portal and I am aware that my
SAVED choice list will automatically be locked, once the due date and time of choice filling is over. The
same list will be considered for further counselling process excluding mop-up round for which fresh
choices has to be given. I shall keep a printout of the choices finally exercised by me as a documentary
proof.
8. I am aware that I will NOT be able to modify the choice list after last date and time as per schedule.
9. I am aware that after allotment of seat and verification of my documents by the university, I shall be
required to pay the mandatory Seat Acceptance Fee (part of admission fee) of Rs.10,000/- (Rs. Ten
Thousand Only) irrespective of category, on the ICAR’s Counselling portal.
I shall provide only correct and authentic information. If any information given by me is found incorrect
at any point of time, my admission/candidature will automatically stand CANCELLED without any further
reference, and I will also be liable for all the legal consequences for giving the false information.

(ii) Eligibility requirements shall not be checked and verified during the registration process; but will be
checked and verified during online document verification and during physical reporting at the finally
allotted institute/University.
(iii) Candidates are required to ensure that they fulfil all the eligibility and document requirements for the
programme/Subject and university of their choice as given in the CUET (ICAR-UG)-2025 Information
Bulletin available on www.icar.org.in and elsewhere in this Counselling Brochure before proceeding for
choice filling.
(iv) Candidates will be solely responsible for their fulfilling of and compliance to these eligibility and document
requirements. The Council will not entertain any claims arising out of their failure to comply these
requirements even at a later stage.
(v) The list of Single Points of Contact at the admitting universities for admission related queries of the
candidates is available on the Counselling portal (https://icarcounseling.com) for seeking any clarification /
information.
(vi) Candidate will be provisionally recommended for admission in a programme at the AUs/Institutes on the
basis of merit in the competitive examination and availability of seats at his/her merit rank at the time of
online counselling.
(vii) Documents to be uploaded at the time of counseling and to be produced at the time of physical reporting at
allotted university are as under:
Scanned images (JPEG files) of the original documents are required to be uploaded on the counselling portal
at the time of counselling and submitted in original at the time of physical reporting for verification at the
finally allotted university after the completion of counselling. Further details regarding online submission
of documents are given under Item 3.1.2.1 (C).

* The candidate must ensure that all the eligibility conditions as laid down (see Information Bulletin on ICAR website: www.icar.org.in) are
fulfilled in toto by him/her, including the minimum age limit, percentage of marks obtained in the 10+2 examination, relevant certificates,
etc. and final result in hand. Please note that ICAR/University will NOT be held responsible for denial of admission to non-eligible
candidates.
# Other Backward Classes-Non-Creamy Layer as per the Central list of Other Backward Classes available on National Commission for
Backward Classes (NCBC), Government of India website (www.ncbc.nic.in). Only the candidates falling in this list shall be considered
under the OBC-NCL category. State list OBC candidates who are not in OBC-NCL (Central List) shall not be considered under this category.
## As per the OM No. 20013/01/2018-BC-II dated January 17, 2019 issued by the Ministry of Social Justice and Empowerment and the OM No.
12-4/2019-U1 dated 17.01.2019 as well as the Letters No 35-2/2019-T.S.I dated 21.01.2019, 01.02.2019, 04.02.2019 and 15.02.2019 of MHRD
Department of Higher Education regarding implementation of reservation for Economically Weaker Sections (EWSs) for admission in
Central Educational Institutions.
$ PwBD candidates may note that physical examination may be required to judge the percentage of disability, which is not being done during
Online Document Verification. It may be done by the Medical Board of the allotted University/Institute at the time of physical reporting
at the finally allotted University/Institute. If the Medical Board finds that the percentage of disability is below the required level, the
allotted seat may be cancelled and candidate will not have any claim on the seat allotted by the Council.
NOTE:
1. The originals of the above-mentioned documents will be required to be produced at the time of physical reporting for registration
and attending the classes in the admitting university.
2. Any temporary or permanent withdrawal of original certificates will be governed as per the concerned/admitting
University/Institutes rules. ICAR has no objection if certificates are returned to the candidate after verification by the admitting
University/Institute.
(ii) The applicant for a particular course/programme must satisfy the eligibility criteria as specified in the
CUET (ICAR-UG)-2025 Information Bulletin (or its amendments/corrections) available on ICAR
website (www.icar.org.in).
(iii) The eligibility of the candidate for the admission shall be checked and verified by the admitting
University / Institute on the basis of documents uploaded by him/her.
(iv) It may further be verified at the time of “upgradation” by the upgraded University/Institute and shall be
re-verified at the time of physical reporting in the University/Institute for Registration and attending
the classes.
(v) In case, the candidate is found not eligible at any stage by universities referred at point (iii) & (iv) above,
his/her candidature would be summarily rejected and admission will be cancelled. Further, no refund of
seat acceptance fee will be made to such candidate(s) by the ICAR/University.

(vi) There will be online counselling only.
(vii) The candidates declared eligible for registration/counselling for the consideration of admission to the
AUs would be generally larger than the number of seats available, provided they have achieved the
minimum prescribed marks to get the sufficient number of candidates for counselling and filling the
seats.
(viii) It is the responsibility of the candidate to check his/her eligibility at the time of counselling with the
University/Institute where admission is desired. The list of Universities/Institutes along with the contact
details of Registrars for seeking admission to Bachelor degree programmes is given at Annexure-I.
(ix) The list of Single Points of Contact at the admitting Universities/Institutes for admission related queries
of the candidates shall also be available on the Counselling portal (https://icarcounseling.com) for
seeking any clarification/information.
2. The candidates declared eligible for online counselling, will have to get registered by paying non-refundable
registration fee of Rs.500/- (Rs. Five Hundred only) through online payment gateway of ICAR by using any
Credit Card/RuPay Debit Card/Netbanking and UPI during the specified period. The registration fee will
NOT be adjusted towards any other fee. Reconciliation of fee may take 24hrs, so the candidates are advised
not to get panicked regarding successful payment of fee.
3. Only the eligible candidate will be able to log on to online counselling portal by using the login credentials
provided to him/her through SMS/E-mail. He/she will be able to access the website from any place of his/her
convenience like home/college/office, etc. If the candidate does not remember his/her login ID and password,
then the login ID/password will be recoverable by input of some personal parameters.
4. The personal details and academic credentials provided by the candidates at the time of submitting the
application form on NTA website will be treated as final for declaring the scores and generating the merit
rank. At the time of registration for online counselling, candidates may be asked to check and give the correct
name of the college/University from which they acquired the degree.
5. Details of available seat matrix (with reservation category), process of Online counselling, HelpDesk with
helpline numbers, etc., will be available on the home page of the portal. Some other information related to
Universities/Institutes, course fee, tentative date of registration, hostel facility, Single Points of Contact at the
AUs/Institutes, etc. shall also be displayed to facilitate the candidates.
B. Choice Filling
1. The candidates declared eligible for counselling after the entrance examination under different categories
shall be permitted to make choice of Courses/University in stipulated time period.

2. Only those programmes shall be displayed whose eligibility qualifications are filled by the candidate.
Similarly, list of only those Universities will be displayed where the programme desired by the candidate is
offered.
3. Candidate will be able to select the Subject and University one by one. They are advised to fill the maximum
number of choices.
4. There will be provision to add/modify/delete choice of Subjects/universities during the stipulated time period.
Further, provision for interchange/upward movement/downward movement will also be available and
permissible any number of times during the stipulated time period.
5. The procedure for exercising choices or seeking other information will be menu-driven and guide the
candidates through appropriate messages on the computer screen. After completion of choice selection, the
candidate will save the choices. He/she will be able to take a draft printout so that he/she can discuss the
choices filled-with his/her mentors and update the same, if desired.
6. Candidate can update his/her choices any number of times before the last date/until the choices are locked
by the candidate. On the last day of choice filling his/her last saved choices will be automatically locked and
the same list will be considered for further counselling process. The registered candidates who do not fill any
choice or fail to save them by closing time of the last day of choice filling will not be considered for seat
allotment and admission. The candidate has to keep a printout of the choices finally exercised by him/her as
a documentary proof.
7. Login ID will be provided to all the participating AUs/Institutes to access the online counselling portal. The
Universities/Institutes would be able to see the number and details of candidates who have chosen a particular
Subject/discipline.
8. The locked choices shall be processed according to merit and available seats on a scheduled date for the
allotment of seats. The candidates will be intimated through e-mail/SMS about the University/Institute and
Course allotted. The list of allotted candidates will be updated in the relevant database.
1. The eligible candidates who have been allotted any seat (subject to document verification and payment of
Seat Acceptance Fee) will be intimated through E-mail and SMS about the allotted course and
University/Institute and they will be able to download the Allotment Letter from the portal.
2. The candidate is not required to physically report at the admitting University/Institute during any round of
counselling.
3. They would be required to upload all the relevant documents [See 3.1.1 (vii)] within a stipulated period on
the Counselling portal (See Counselling Schedule) for verification by the concerned Universities/Institutes.
4. No documents shall be entertained from the candidate through any other mode like e-mail/fax/WhatsApp,
etc.
5. If the original certificates are not in English language, English translation of such certificates, duly certified
by the Principal/Director or other competent authority of the institution last attended, will be required to be
uploaded by the candidates.
6. Only JPEG files would be permitted to be uploaded. Files in other formats like PDF and DOC are not
permitted. More than one sheet can be uploaded one by one. Please be sure that files are NOT password
protected.
7. The candidate would ensure that uploaded documents have same information as submitted at the time of
making Online Application with NTA for appearing in CUET (ICAR-UG)-2025.

8. Uploaded images should be clear and sharp.
9. Documents in support of Category, PwBD status and UPS status should have complete required details, clearly
visible seal, sign, date, place of issue and should be latest as per requirement.
1. The online checking and verification of the documents uploaded by the candidates shall be done by the
verifying officer of the allotted University/Institute. The Document Verifying Officer of the

candidate in application form and mark them as “Verified”, if found in order.
2. In case of a doubt regarding the documents, the Document Verifying Officer of the allotted
University/Institute will raise a query to the candidate, against which, the candidate can respond through
her/his login. This interaction between the Document Verifying Officer and the candidate can occur only
once.
3. The time permitted for re-submitting the document will be till 12:00 Noon of next calendar date (from the
date of demand) or as notified in the counselling schedule, whichever is later. The candidate is, therefore,
advised to be vigilant about re-submission of documents.
4. The candidate will be compulsorily required to submit his clarifications/re-submit the documents in response
to the queries raised by the Document Verifying Officer of the allotted University/Institute within the
stipulated time period, failing which (s)he will be treated as Not-Reported, and hence her/his seat will be
cancelled and (s)he will not be considered for seat allotment in subsequent rounds.
1. The candidate may opt for “Upgradation” after depositing the Seat Acceptance Fee.
2. Once the uploaded documents have been found and marked “Verified” by the University/Institute, candidate
will be required to pay the mandatory Seat Acceptance Fee of Rs.10,000/- (Rs. Ten Thousand only) across the
board, irrespective of category, on the ICAR’s Counselling portal. After confirmation of receipt of Seat
Acceptance Fee, the University/Institute will mark the candidate as “Provisionally Admitted”.
3. In case of “Upgradation” of Seats, the candidates are not required to pay the Seat Acceptance Fee again.
1. After verification of the uploaded documents of the candidate, payment of Seat Acceptance Fee by the
candidate and reconciliation of the admission status of the candidate after completion of final reporting
by the University/Institute, a Provisional Admission Letter will be issued to the admitted candidate
through e-mail.
2. No correspondence from the candidates/guardians/parents will be entertained by the Council for seeking
permission for late registration/admission in the Universities/Institutes or issuing any direction in this
regard to the admitting University/Institute.
G. Upgradation
1. After the first round of allotment, some candidates may be allotted their 2 nd/3rd/4th or even lower choice.
On the other hand, some seats allotted to other candidates may remain vacant due to non-reporting or the
reasons of in-eligibility, etc. Provided the seat(s) have become vacant, these reporting candidates may

request for sliding to a better choice in the subsequent round of allotment. However, the candidate will
be considered for sliding ONLY to one of the better/higher choices that were given by him/her at the time
of online choice filling.
2. The candidate has to exercise the choice of ‘Upgradation’ after deposition of Seat Acceptance Fee.
3. The status of all the candidates who have opted for “Upgradation”, will be available through
University/Institute Login with complete chain of developments (In/Out).
4. If the candidate does not get a better choice, then his/her initially allotted seat will be retained by him/her.
If the candidate gets a better choice, then his/her initially allotted seat will stand forfeited and the
candidate will have to accept the “Upgraded” seat. In no case, such “Upgraded” candidate will be allowed
to retain the initially allotted seat. Therefore, the candidate must be very careful in exercising the request
for “upgradation”.
5. In reporting module of the University/Institute login, all “Upgraded” candidates will be marked as
“Admitted” by default by the system. The University/Institute will not be able to change their status as
Not Reported/Not Eligible. However, if such “upgraded” candidates, do not report on the specified date of
registration/attending classes in the upgraded university, then their admission will not be considered
against ICAR quota seats and they will forfeit any claim for Fellowship/Scholarship (if any).
6. After upgradation, the candidate should contact the concerned university and verify the date of
registration and additional document requirements, if any, for the allotted course, well in advance, before
physically reporting to the finally allotted university at the time of registration or attending classes or as
per the ‘’upgraded” university requirements. If the “Upgraded” University/ Course has some additional
requirements of documents, then the onus shall lie on the candidate to fulfil all such requirements. At the
time of beginning of Classes at the university, documents of all such candidates will be checked and in the
event of lapses being found, the university/ICAR may deny admission to such candidates.
7. Since there will be only four rounds of counselling (and mop-up round, if needed), request for
“Upgradation” will be permissible only during the first, second and third rounds. Subsequent round of
allotments (2nd, 3rd and 4th) will be conducted for candidates who did not get any seat in the earlier rounds.
However, their choices will remain the same as filled in the beginning.
Subsequent rounds of online counselling will be conducted immediately after online reporting
by the university is complete at the end of a particular round of counselling. If a candidate is “Upgraded”
during the second/third allotment and he/she still has scope of getting a better choice, then he/she can
again request for “Upgradation”. The Upgradation requests shall be tried first to give the candidates their
better choice. Thereafter, the same process for subsequent rounds of counselling will be followed until
completion of counselling.

3. If any candidate fails to deposit balance admission fee and original certificates and/or additional
documents, if required by the university, the provisional admission of the candidate will be cancelled and
his/her claim for admission will stand forfeited.
1. Candidate, not fulfilling the eligibility condition(s) at the time of online document verification by the
allotted university, will forfeit claim for admission and will not be considered for seat allotment.
Candidature in such cases shall be rejected summarily. No correspondence shall be entertained thereafter
in this regard.
2. In case a candidate has been admitted in a subject/programme at a university, any request for
change/transfer of subject/university after the completion of counselling, will not be entertained by the
ICAR. The candidate, once admitted in a degree programme as per his/her merit-rank and availability of
seat at the time of counselling, will not stake claim for change of subject/college/University later on after
his/her admission is over.
3. There is no provision of migration and ICAR will not entertain any request for the same.
4. All admitted candidates will be required to submit original certificates/documents and mark sheets to the
Registrar of the allotted University, otherwise admission may not be granted. All original
certificates/documents including reservation category certificates [SC, ST, OBC (NCL), EWS, PwBD]
submitted by the candidates may be sent by the allotted University to their respective Boards/commission
and Universities for verification. In case, a candidate wishes to withdraw the original certificates after the
admission, he/she shall directly request the allotted University for the same if the university rules so
permit. Any temporary or permanent withdrawal of original certificates will be governed as per the
concerned University rules. ICAR has no objection if certificates are returned to the candidate after
verification at the time of Physical reporting by the candidate to the university.
J. Refund Rules
On cancellation/withdrawal of provisional allotments up to end of 4th round (11.50PM of specific date or
as per modified counseling schedule, if any; whichever is later) of counselling, the entire fee collected from a
student shall be refunded in full after deduction of Rs.1,000/- (Rs. One Thousand only) as processing fee.
Further, candidate who accepts/freeze his/her seat up to 4 th round and fails to either withdraw/cancel the seat
as per procedure or join the provisionally allotted program/university for any reason(s) will not be refunded
the Seat Acceptance Fee under any circumstances by the ICAR/University. For any request for refund,
thereafter, the refund policy of the admitting university shall be applicable and no correspondence will be
entertained by the Council in this regard. The refund process by the Council shall commence after the
completion of admission process at the universities and will be completed within 6 months after completion
of admission /verification process.

5.0 CONDITIONS FOR THE AWARD OF NATIONAL TALENT SCHOLARSHIP
[NTS (UG)]
The candidates may please note that the NTS will be awarded only after the completion of online
counselling process and verification of admissions by the AUs. National Talent Scholarship (NTS) would be
available (Rs.3000/- per month) through the AU concerned, to all the students admitted on ICAR quota seats at
any AU in a state outside his/her domicile state. Detailed guidelines of NTS (UG) along with terms & conditions
are given at Annexure III.
