Critical debates with young people
Are socially excluded young people becoming an ‘underclass’, expecting everything but
doing nothing to help themselves? Or are adults the problem—ignoring and exacerbating
the real issues facing young people today?
Many young people lack status, rights and power because they fall between the two
stools of protection and dependence as children and autonomy and self-determination as
adults. They are also often considered by their elders to be rebellious and troublesome,
and labelled with phrases such as ‘underclass youth’ and ‘dangerous youth’.
This book critically examines these discriminatory attitudes and looks at the ‘problem’
of adults rather than the ‘problem’ of young people. Rather than focusing on the
problems that young people present to others in society, this book emphasises the
problems that young people face from others.
The authors ask searching questions about society’s capacity and willingness to be
more socially inclusive of young people in terms of policy and practice, and explore the
extent to which young people have access to status, rights and responsibilities as young
adults. The book takes an holistic and multi-disciplinary approach to identifying and
analysing the factors which promote and exacerbate the social inclusion of young people,
with contributors examining important themes and issues such as:
• citizenship;
• drug use;
• education;
• homelessness;
• rights;
• teenage pregnancy;
• unemployment;
• youth offending; and
• youth transitions.
The book is unique in that young people have also contributed their views on the issues
and on the chapters in this book. Each young contributor describes their direct
experiences and draws out the key issues from the academic contributions, suggesting
ways forward for a more inclusive society in the future.
Youth Policy and Social Inclusion will appeal to a wide audience, including students,
practitioners, policy makers and academics in the fields of social policy, social work,
sociology, youth and community work, criminology, economics, education, housing and
politics.
Monica Barry is a Research Fellow at the University of Stirling, working on youth
offending, theories of desistance, youth transitions and social inclusion. She has a PhD in
Criminology, is the Criminal Justice Research Adviser to the Association of Directors of
Social Work and jointly edited the recent publication Social Exclusion and Social Work:

Monica Barry is a research fellow at the University of Stirling, working on youth


offending, theories of desistance, youth transitions and social inclusion. She is the
Criminal Justice Research Advisor to the Association of Directors of Social Work and
is joint editor of Social Exclusion and Social Work: Issues of theory, policy and
practice (1998) and author of Challenging Transitions: Young people’s views and
experiences of growing up (2001).
Saul Becker is Professor of Social Care and Health in the Institute of Applied Social
Studies at the University of Birmingham. Prior to that he was Professor of Social
Policy and Social Care, and Director of the Young Carers Research Group, at
Loughborough University. He has researched and published extensively on informal
care (particularly young carers), child welfare, poverty and social care issues.
Lynne Cox is a research assistant with the Centre for Research in Social Policy at
Loughborough University. She has contributed to a range of projects, from service
evaluations to a longitudinal qualitative study of youth, and has undertaken research
on disabilities, including investigating the additional needs and costs of disabled
people.
Chris Dearden is a Research Fellow in the Young Carers Research Group, which is
located in the Department of Social Sciences at Loughborough University. Her
research interests are children’s issues, youth and transition to adulthood and issues
around social care and informal care giving, especially young carers. She has also
evaluated several support schemes and services for young people and is co-author,
with Saul Becker, of Growing Up Caring (2000).
Michael Freeman is Professor of English Law at University College London. He is the
author of The Rights and Wrongs of Children (1983), The Moral Status of Children
(1997) and numerous other books and articles, many dealing with children’s rights,
child law and children’s policy.
Peter Kemp is professor of social policy and director of the Social Policy Research Unit
at the University of York. Between 1996 and 2002 he was professor of housing and
social policy at the University of Glasgow. From 1990 to 1995 he was the Joseph
Rowntree professor of housing policy and founding director of the Centre for Housing
Policy at the University of York. His current research interests are housing benefit,
social security and welfare to work.
Ruth Lister is Professor of Social Policy in the Department of Social Sciences,
Loughborough University. She is a former Director of the Child Poverty Action Group
and has published widely around poverty, income maintenance and citizenship. Her
latest books are Citizenship: feminist perspectives (2nd edn., 2003) and Poverty
(2004).
Greg Mannion is a lecturer within the Institute of Education, University of Stirling,
teaching mainly on the Teaching Qualification in Further Education (TQFE)
programme. His research interests include the sociological and spatial dimensions of
schooling, lifelong learning and the emergence of learners’ identities. Recent
publications address issues such as school—college transition, social inclusion and
adult—child relations.
Sue Middleton is Director of the Centre for Research in Social Policy, Loughborough
University. She specialises in the study of poverty and social exclusion, particularly
among children and young people, leading programmes of national and international
research, much of which focuses on transitions to adulthood.
Ken Roberts is Professor of Sociology at the University of Liverpool. His main research
areas are young people’s transitions into the labour market, and the sociology of
leisure. His books include Youth and Leisure (1983), Youth and Employment in
Modern Britain (1995), Leisure in Contemporary Society (1999) and The Leisure
Industries (2004).
Alison Rolfe is a Research Fellow in the School of Psychology at the University of
Birmingham, currently conducting qualitative research on a longitudinal study of
untreated heavy drinking. Her previous experience includes research on teenage
motherhood, which was conducted in collaboration with NCH and formed the basis of
her PhD. She has also completed research on young people and self-harm for NCH.
David Smith is a former probation officer who has taught at Lancaster University since
1976. He became Professor of Social Work in 1993 and Professor of Criminology in
2002. He has researched and published extensively on probation and youth justice. His
most recent research has been on racist violence, witness support and Black, Asian and
Irish experiences of probation and criminal justice.
Joan Smith has been the Director of the Centre for Housing and Community Research
since 1989, which is now housed at London Metropolitan University. She has a
particular interest in youth homelessness and social inclusion and her research
publications include The Family Background of Young Homeless People (1998),
Taking Risks: An analysis of the risks of homelessness for young people in London
(1999), Moving On, Moving Out (2001) and Dispersed Foyers (2004).
Noel Smith is a Research Associate with the Centre for Research in Social Policy,
Loughborough University. He has substantial experience of researching young people,
including homeless youth, young Travellers, substance users and the longitudinal
study of young people’s transitions. His research interests include transitions, agency
and social exclusion, and qualitative methodologies.
Kate Stanley is Senior Research Fellow and Head of Social Policy at the Institute for
Public Policy Research (IPPR), Britain’s leading progressive think tank. Her research
covers welfare rights and responsibilities, equalities issues and carers, parents and
children. Prior to joining the IPPR, she worked in the Policy and Research Unit of
Save the Children UK where she specialised in asylum and refugee issues, children’s
rights and child poverty and published Cold Comfort: young separated refugees in
England (2001).
Howard Williamson works in the School of Social Sciences at Cardiff University
(Wales, UK) and is also a practising youth worker. Since 1992, he has been Vice-
Chair of the Wales Youth Agency. He has conducted research and published
extensively on a variety of ‘youth issues’, most notably the ‘status zer0’ research of
the mid-1990s which led to wide-ranging policy interest in the exclusion of young
people from learning. His current research includes a follow-up study (25 years on) of
a group of young offenders he studied in the mid-1970s. In 2002 he was awarded a
CBE for services to young people.
Rowdy Yates is Senior Research Fellow and facilitator of the Scottish Addiction Studies
group in the Department of Applied Social Science, University of Stirling. He has
worked in the drugs field for more than 30 years and, prior to this appointment, he was
the Director and cofounder of the Lifeline Project, one of the longest established drug
specialist services in the UK. He is the current president of the European Working
Group on Drugs Oriented Research and vice-president of the European Federation of
Therapeutic Communities and in 1994 received an MBE for services to the prevention
of drug misuse.

Young people rarely see themselves as an integral, valued and recognised part of our
society. Many young people argue that they need to have a greater ‘voice’, but my belief
is that it is not young people’s lack of a voice that is the problem but adults’ lack of a
willingness or capacity to listen and understand. Likewise many professionals working
with young people say that they have too few rights to participation and integration, but I
would argue that it is not a lack of legislation that is the problem but adults’ lack of a
willingness to implement it. In effect, it is suggested in this book that there is
institutionalised ‘ageism’ against young people, perhaps based on a fear of change or a
loss of power.
A fuller rationale for involving young people in this book is given in the introductory
chapter. Suffice to say at this point that ‘giving young people a voice’ requires both
gentle persuasion and cajoling—not of young people themselves, but of certain
‘gatekeepers’ whose responsibility to protect young people may at times clash with their
desire to empower them. Fortunately, this task was made easier in this instance by the
fact that the book was seen as worthwhile and young people’s involvement as innovative
within academic publishing.
Because of limited financial resources that resulted in academic authors receiving
£50.00 per chapter and each young person £30.00 gift vouchers plus a copy of the book,
it was not possible to comply with the insistence of one organisation—the National
Youth Agency (NYA)—that young people should not contribute their views for anything
less than £7.76 per hour. In my view, young people should be able to choose whether or
not to contribute their views for less. Indeed, all the young people who wrote postscripts
said that payment was not a prime motivation compared to the recognition and self-
esteem they gained from contributing to an academic book and this was evidenced by
their strong commitment to formulating and sharing their views about youth and youth
policy. The NYA experience was fortunately an isolated incident and all the other
organisations contacted were fully supportive of the exercise and more than happy to put
me in touch with interested young people.
The enormous contribution of both the academic authors and the young people who
wrote the postscripts is self-evident from the following chapters of this book, but I would
nevertheless like to thank them again sincerely for their belief in the book and their
commitment to the task of writing the chapters and postscripts.

Youth policy and social inclusion

Young people have few legitimate means to having their voice heard. This book offers
them that voice. It also offers a major opportunity to turn the problem of ‘youth’ on its
head and to question the extent to which ‘adults’—their attitudes, policies and
practices—ignore and exacerbate, rather than acknowledge and resolve, the problem of
young people’s social exclusion. The chapters in this volume ask searching questions
about society’s capacity and willingness to be more socially inclusive of young people.
Whereas much of the academic focus in recent years has been on the problems that young
people present to others, this book emphasises the problems that young people face from
others. It addresses the fact that those who are older and more powerful than young
people have rights and responsibilities which are not only denied to young people but are
also used to further marginalise them.
Many young people lack status, rights and power in our society, not only by dint of
their perceived vulnerability because of age but also because they fall between the two
stools of protection and dependence as children and autonomy and self-determination as
adults. They are also often labelled by their elders as rebellious and troublesome, and
phrases such as ‘underclass youth’ and ‘dangerous youth’ abound within the overall
context of ‘a nation at war with its young’ (Jeffs 1997). Brown (1998), for example,
suggests that there is ‘a recurring and ongoing preoccupation with the perceived threat to
social stability posed by unregulated, undisciplined and disorderly youth’. And yet there
is increasing qualitative research evidence to suggest that young people are largely
conformist and conventional in their behaviour and aspirations (see, for example, Jeffs
and Smith 1998, Williamson 1997). However, they are set apart from mainstream society
by the often limited understanding and increasing pessimism of adults, and many young
people are doubly constrained by poverty, their extended dependence on the family and
state in the transition to adulthood, and by limited opportunities available to them for
higher education, employment, housing and citizenship.
Youth policy is one of the key vehicles for ensuring that young people’s social
inclusion becomes more of a reality; another is a move towards non-discriminatory
practices and attitudes of society, particularly towards young people. The combination of
significant changes in attitudes and practices, and an innovative and genuinely inclusive
youth policy could well pave the way for young people to begin to experience greater
recognition and respect within our society. This book highlights the current and potential
obstacles in the way of achieving that aim.
Several major government policy initiatives in recent years have focused on
attempting to combat social exclusion (although not necessarily, by implication, to

promote social inclusion) and on improving services and opportunities for children and
young people. Starting with the early years, Sure Start focuses on poverty and
disadvantage amongst pre-school children. Quality Protects is another Department of
Health initiative aimed at transforming children’s social services. The Connexions
Service, developed by the Department for Education and Skills, is a multi-agency
approach to tackling social exclusion amongst adolescents and school-leavers. These and
other similar initiatives stress the need to give all young people, but in particular those
from disadvantaged communities, the best start in life, through improved provision,
advice and guidance and opportunities for personal and social development. However,
there are still major deficiencies in the provision for, opportunities available to, and
participation of, children and young people in the UK which question the effectiveness of
such initiatives in promoting social inclusion.
Young (1999) talks of the relative deprivation of both rich and poor alike, with the
former anxious to hold onto increasingly diminishing assets and the latter deprived of the
rewards of affluence:

Relative deprivation is conventionally thought of as a gaze upwards: it is


the frustration of those denied equality in the market place to those of
equal merit and application. But deprivation is also a gaze downwards: it
is dismay at the relative well-being of those who although below one on
the social hierarchy are perceived as unfairly advantaged.
(Young 1999:9)

Young people experience relative deprivation—the ‘gaze upwards’—because of their age


and, hence, status in the social hierarchy. Likewise, many adults may perceive young
people as ‘unfairly advantaged’—the ‘gaze downwards’—thus creating an impasse that
youth policy has yet to overcome. Young people are seen as newcomers to the adult
world of potential power and influence. They are the perceived threat to an already
precarious status quo and are therefore often scapegoated as a result. Much of the the—
oretical and policy-oriented literature on young people in the last decade has been
predominantly about ‘problem youth’; how to manage them and how to incorporate them
into the status quo. Ironically, their separateness from ‘adults’ is merely exacerbated by
the perceived need to integrate them into society. There seems to be a dearth of literature
which (a) challenges existing theory, policy and practice in relation to social exclusion
and (b) questions not only current inclusive approaches but also the current status of
young people in society. This book is unusual in its acknowledgement of young people’s
potential for social inclusion as opposed to their propensity for social exclusion. It
focuses on policies and practice that may affect opportunities for social inclusion of more
disadvantaged young people in the age range 15–25. Topics have been identified which
are the key areas of concern to young people and professionals alike.

Critical debates with young people

This book is particularly unusual in including contributions from young people who have
direct experience of issues that affect them. It acknowledges that they are ‘expert

witnesses’ in such matters and has provided them with the opportunity to comment and
expand on the views of academics and policy makers. The postscripts are intended to
supplement and elaborate, rather than to contradict or constrain, the contributions made
by the chapter authors. The postscripts make it possible for young people with experience
of the topics being addressed to explore their views further. The ultimate aim is to give
specific groups of young people a platform from which to voice any concerns they may
have about current academic and political thinking on particular issues of relevance to
young people.
The majority of young people writing the postscripts suggested that they themselves
came from disadvantaged backgrounds, but all the postscript contributors were asked to
consider the specific problems that disadvantaged young people may have in terms of
youth policy and social inclusion. It was originally felt that only those young people from
disadvantaged backgrounds would be suitable commentators on matters relating to social
exclusion. However, I have revised this opinion on the basis of the responses I received.
It is not so much ‘class’ or ‘poverty’ per se but, more specifically, age that is most likely
to differentiate young people as a minority group. Significantly, the young people from
more affluent backgrounds experienced similar forms of discrimination as those from
more disadvantaged backgrounds. Their lack of power, empowerment and rights as
‘young People’ classifies them as an homogeneous group and separates them from the
status of ‘adulthood’, suggesting that age is possibly more of an inhibiting factor to social
inclusion than class per se. Thus, ‘disadvantage’ comes as much from age as from one’s
socio-economic background.
Young people were approached by the editor of the book, via the auspices of chapter
authors, statutory agencies and voluntary organisations working in the field. Those young
people who expressed an interest in contributing to the debate about youth policy and
social inclusion were asked to read either a‘user-friendly’ summary of the relevant
chapter provided by individual authors or the full chapter. They were then asked to
comment on the strengths and weaknesses of the ideas contained in the chapter, to offer
additional commentary based on their own experiences and to make further policy
recommendations where appropriate. Each young person was given a gift voucher in lieu
of payment and a complimentary copy of the book.
Seldom have theoretical, empirical or policy-oriented books on this subject ever
encouraged written contributions from young people themselves. These postscripts are
intended to help stimulate critical debate on topics relating to young people and social
inclusion. All the postscripts have been written by young people with direct experience or
knowledge of the topic on which they are commenting, and their biographical details at
the start of each postscript highlight this fact. Often these biographical details say as
much as the postscripts themselves about the premature and misjudged discrimination of
adults towards young people.
Engaging with young people in this way has been for me a lesson in humility. They
did not need cajoling, as many gatekeepers suggested they might, nor were they
incapable of commenting on technical, academic prose. They understood the problem,
they engaged wholeheartedly with the subject matter, they were enthusiastic about
participating in the exercise and they did so within the tight timescale and budget
allowed.

The postscripts are based very much on the contents of the chapter to which they are
responding and are the main focus of the concluding chapter to this volume. The final
section of this chapter therefore outlines the main thrust of the arguments of the academic
contributions contained within the book.

Layout of the book

This volume is split into two parts: Part I contains the chapters relating to the wider issues
of youth policy and social inclusion for young people—depicting more the political
rhetoric of youth policy rather than the actuality for young people. This section contains
six chapters on youth policy, citizenship, young people’s rights, education, transitions
and leisure (Chapters 2–7, respectively).
Chapter 2 sets the scene for a more in-depth analysis of youth policy initiatives in
recent years. Howard Williamson highlights New Labour’s commitment to social
inclusion, notably in relation to ‘status zer0’ youth and its focus on opportunities for
education, training and employment as a means of reducing the likelihood of further
exclusion from, for example, drug use, teenage pregnancy and offending behaviour.
However, as with several chapters in this volume, Howard Williamson suggests that the
government continues to take a punitive approach to the behaviour of young people, thus
labelling young people as the root cause of the problem rather than wider social
structures.
Chapter 3 argues that renewed attempts at promoting citizenship amongst young
people only serve to reinforce their exclusion by highlighting them as ‘deficient’ in terms
of their potential for political and social apathy and disengagement. Ruth Lister and her
colleagues instead suggest that young people themselves see citizenship in more
proactive terms—based on their sense of identity, active participation in society and
employment opportunities. The authors draw on the findings from their recent
longitudinal study of 16–23 year olds’ perceptions of citizenship to refute the notion of
young people as disengaged or apathetic. On the contrary, these young people
demonstrated a high level of commitment and responsibility to the wider society,
irrespective of their ‘rights’.
In Chapter 4, Michael Freeman stresses the importance of rights in discourses on
social inclusion and exclusion. Rights are seen by many policy makers as a ‘militant
concept’ and, as such, while seemingly supported in principle by the state, they are rarely
enacted in practice through legislation. Michael Freeman points out that although
children’s rights are increasingly addressed by governments, there is no similar move to
address the rights of young people, but he draws out the main reasons why the UN
Convention on the Rights of the Child (up to the age of 18) can as easily apply to young
people beyond the age of 18 in terms of participation, education, employment and a
respect for autonomy.
Chapter 5 suggests that tackling social exclusion does not necessarily enhance young
people’s social inclusion, not least in relation to the important sphere of education. Greg
Mannion argues that the government’s focus on social exclusion is informed by often
misleading assumptions—that reducing exclusion requires employment; that social
inclusion is a future goal rather than a current need for young people; and that only those
