Raymond Breton's Institutional
Analysis of Ethnic Relations
in Canada
JEFFREY G. REITZ
Raymond Breton is one of the foremost scholars on the subject of the
ethnic and linguistic diversity of Canadian society. His sociological works
on Canadian diversity are extensive and varied; they include major studies
of immigrant communities and English-French relations, as well as signif-
icant consideration of aboriginal peoples. Over the course of a career
extending from the late 19505 to the present, he has produced more than
fifty publications on these subjects, including seven authored or co-
authored books, four edited books, sixteen journal articles, arid twenty-
nine book chapters. Given the centrality of the subject of ethnic and
linguistic diversity to the Canadian experience, particularly during the
present era, and given Breton's stature in the field, it is important for
scholars to have access to the essential components of his work. This
collection of essays is intended to address that need and to bring together
the most crucial contributions, certain items of which are not readily
available except in large libraries.
Breton's work articulates a distinctive institutional perspective on ethnic
relations in Canada. This perspective is a unifying theme in much of the
analysis, providing highly original insights into Canadian diversity and an
agenda for future research. An important objective of this book is to focus
attention on Breton's institutional perspective and to promote its critical
appreciation. Breton has provided his readers with the basic materials
necessary for this task: monographs and articles presenting original theory
and research; broad theoretical statements; and overview chapters for
books designed as textbooks. What is needed, and what this books seeks
to provide, is a publication that encompasses the work as a whole, identi-

fying Breton's distinctive theoretical framework, pointing towards under-
lying and unifying theoretical themes, and illustrating their application in
his empirical work. A presentation with such a structure should prove
useful as a textbook on ethnic relations in Canada, accessible to advanced
undergraduate and graduate students.
Breton's institutional analysis began in 1964 with his article "The Insti-
tutional Completeness of Ethnic Communities and the Personal Relations
of Immigrants." The concept of the "institutional completeness" of immi-
grant ethnic communities had an enormous initial impact. The article
became an internationally acclaimed classic, one of those rare scholarly
works that continues to be read and cited decades after its initial appear-
ance. The article introduces an analytic framework with far-reaching impli-
cations, which Breton has pursued and developed over much of his later
work. This framework posits that inter-group relations must be understood
in terms of their institutional context, and that social, economic, and polit-
ical institutions structure individual options and choices in a variety of very
significant ways. Ethnic relations are "embedded" within their institutional
framework, so to speak, and, to borrow Granovetter's (1985) language,
applied here to ethnic relations rather than economic phenomena (for
discussions of the impact that institutional analysis has come to have in
many fields of sociology since the igSos, see Powell and DiMaggio 1991,
and Brinton and Nee 1998). Breton's application of this institutional per-
spective has provided insights not only into ethnic community attachments,
the focus of the original article, but also into ethnic inequality, ethnic
conflict, and change in the lives of immigrant minorities. Importantly, the
institutional perspective frames a thorough analysis of French-English rela-
tions in Canada, including the "Quiet Revolution," conflict over language
and culture, the politics of Quebec sovereignty, and constitutional change.
The essential nature of institutional analysis is clearly illustrated by
Breton's concept of institutional completeness. The key insight is that the
strength of an ethnic community is affected not only by the strength of the
commitment of individual members, or by the resources they may have to
contribute, but also by the range and diversity of the institutional sectors
existing within the community. The reason for this "institutional complete-
ness" effect is that an institutionally-complete community offers its mem-
bers the opportunity to live their lives completely within the framework of
the ethnic community - in work, shops, schools, and elsewhere in the
community, as well as in religious participation. The existence of these
options within the community reduces dependence on institutions dominated
by other groups, thus providing a powerful reinforcement for individual
ethnic commitment and a significant resource for ethnic organizations
seeking a clientele. In effect, the more institutionally complete ethnic
communities generate greater cohesion because of the greater extent to

which individuals may pursue their objectives within the context of the
ethnic community. Because of the institutional structure of this commu-
nity, the ethnicity of individuals becomes a personal asset rather than a
liability, as it might be in the mainstream institutional setting.
Institutional completeness is an eminently sociological concept. Breton's
insight captures a way in which the social dynamics of human behaviour
operate within institutional settings having a life of their own that "extends
beyond the life of participants" (to quote from the 1964 article). Institutions
create alternatives and opportunities for individual choices, making cer-
tain kinds of actions more likely, and leading variously to group formation,
conflict, and efforts at change. The phrase "institutional completeness"
captures the power of social structures to shape individual behaviour and
has become an important addition to the lexicon of scholars of immigrant
ethnic communities.
Since that early publication, Breton has produced a steady stream of
additional theoretical and empirical studies on immigrant ethnic commu-
nities, pursuing the theme of the centrality of social institutions and the
value of insights derived from their systematic analysis. These consider a
range of issues including ethnic community attachments, ethnic inequality,
social exclusion and discrimination, ethnic conflict, de%felopment of ethnic
politics, and the role of other institutions, including government, in soci-
ety. Regarding government, he has particularly focused on the origins and
impact of Canadian multiculturalism and related policies. Perhaps his
most significant books are Ethnic Identity and Equality (1990), a comparative
study of immigrant communities based on a survey in Toronto (a co-
authored work in which he was the leading force), and The Governance of
Ethnic Communities (1991), but he has written a number of influential
articles and book chapters on these and related subjects. Significantly, a
list of the seven most important English-language articles in twentieth
century Canadian sociology, compiled by Hiller and Langlois (2001),
includes two by Breton on ethnicity. Both are included in this volume:
"The Production and Allocation of Symbolic Resources" as chapter 4, and
"Institutional Completeness" as chapter 10.
Despite the influence of his work on immigrant communities, arguably
Breton's most important contribution to scholarship concerns French-
English relations in Canada; this work shares the thematic emphasis on
institutional analysis found in the studies of immigrants. His 1972 article,
'The Socio-political Dynamics of the 'October Events,'" applies an institu-
tional perspective to an analysis of the crisis created by the Front de
Liberation du Quebec (FLQ) hostage-taking incident and its aftermath; it
is a seminal essay containing, as it does, the kernel of a broader analysis
of French-English relations in Canada. Then in a series of studies, includ-
ing Cultural Boundaries and the Cohesion of Canada (1980), Why Disunity?

(1980), co-authored with his brother, the economist Albert Breton, "From
Ethnic to Civic Nationalism" (1988), and Why Meech Failed: Lessons for
Canadian Constitutionmaking (1992), he provides a comprehensive socio-
logical understanding of the true nature of the "two solitudes" in Canada.
This book presents Breton's institutional analysis in its most comprehensive
form and illustrates its application to specific aspects of ethnicity. The
fifteen essays - articles, chapters, and book excerpts - are presented i
four parts. The first part contains four essays outlining broad theoretical
and orienting concepts, which identify various institutional dimensions of
Canadian diversity and examine a number of theoretical propositions. The
next two parts contain five essays each, on French-English relations and
on immigrant ethnic communities, respectively. These present more spe-
cific hypotheses, often backed by more intensive empirical work. The final
part is a concluding chapter discussing recent trends in Canadian diversity.
This structure of presentation represents a bit of "editorializing." An
editor who wished to let his subject simply speak for himself might have
presented the essays as they were written, in proper chronological order,
likely starting with the original "institutional completeness" article. How-
ever, while a reader is free to read the essays this way, I suggest that the
essays may be read as components of a larger project - the systematic
institutional analysis of inter-ethnic relations - which has evolved over
time but which has an underlying unifying structure. This structure and
its significance will be emphasized in the description below. Then, to
help understand the significance of context and chronology, I will comment
on the evolution of Breton's ideas over time.
I. ETHNICITY AND CANADIAN SOCIETY:
GENERAL PROCESSES
Breton's institutional perspective is perhaps best articulated in his most
theoretical essays; a selection from these opens this collection as Part I.
These articles suggest that the institutional structure of ethnic groups is
multi-dimensional and variable in ways critical to an appreciation of its
impact on individuals. This theoretical discussion also posits the linguistic
duality of Canada as a primary axis of ethnic differentiation, hence the
division into two substantive sections: French-English relations and
immigrant communities.1
The most elaborate theoretical statement of Breton's institutional
perspective is provided in chapter i, "Types of Ethnic Relations: Segmen-
tation and Heterogeneity," originally written for a text edited by Leo
Driedger (1978). Here, Breton states explicitly that while considerable
attention has been given to the phenomena of ethnic inequality and con-
flict, "relatively little has been done toward the development of conceptual

frameworks that could be used for the analysis of various types of collec-
tivities found in Canadian society ... Attention needs to be given to the
variations in institutional arrangements that emerge (or fail to emerge)
to accommodate the existing ethnic diversity, and to the various forms of
the institutional accommodations. It is such arrangements that structure
and regulate inter-ethnic relationships; it is also such arrangements that
become at times the object of inter-ethnic conflicts and social change"
[55, in original; 4, this volume]. In other words, inter-ethnic inequalities
and conflicts are embedded in an institutional context and can be usefully
understood in terms of that context.
This formulation was intended to place French-English relations and all
types of immigrant ethnic communities within a single conceptual scheme.
The former may be thought of as an instance of what Breton calls "ethnic
segmentation" (later called "ethnic parallelism") and the latter as "ethnic
heterogeneity." The former, plural societies arising from the political amal-
gamation of contiguous territories, exists as potentially independent societ-
ies with their own institutional systems. The latter arises from migrations in
which the migrants are intent on integration into the destination societies;
these involve the creation of institutional structures that are limited in scope
and function, and operate within the context of the institutional systems of
the destination society. The situation of native or aboriginal peoples, arising
when migrants are more powerful than the indigenous groups and well-
organized for the purpose of domination, is identified as a distinct type as
well. Ethnic segmentation and ethnic heterogeneity are "ideal typical" cat-
egories, in the sense in which Max Weber used the term, so the specific
empirical cases of English-French relations and immigrant communities in
Canada are examined as approximations to the theoretical categories.
While the discussion of the distinction between ethnic segmentation and
ethnic heterogeneity borrows from earlier articles on types of inter-ethnic
encounters by Stanley Lieberson (1961) and on plural societies by Pierre
van den Berghe (1969), it is also an extension of Breton's own "institutional
completeness" variable. In Breton's application, an ethnically segmented
or plural society is one in which the institutional system is sufficiently com-
plete to admit of an entirely separate society. Segmentation vs heterogeneity
becomes a kind of "master concept," explored in terms of its relevance for
understanding ethnic inequality, ethnic cohesion, ethnic conflict, and the
role of government in the management of inter-group relations. In effect,
the analysis of institutional completeness is extended in two directions: first,
to encompass plural societies as a more extreme case of institutional devel-
opment; and second, to show implications beyond community attachments
to include such variables as inter-group inequalities and conflict.
