The ARAL Program (Academic Recovery and Accessible Learning) was developed by the Department of
Education in the Philippines as a strategic response to the widening learning gaps among Filipino students,
particularly those brought about by prolonged school closures and disruptions during the COVID-19 pandemic.
Recognizing the urgent need to support learners who have fallen behind in foundational skills, the program
Rationale seeks to provide targeted, inclusive, and learner-centered interventions that promote academic recovery and
holistic development.

The project is anchored in the belief that the professional growth of educators directly correlates with
improved student outcomes. Through targeted training sessions, collaborative workshops, and ongoing

strengthens the entire educational community.
At its core, the ARAL Program is designed to assist students from Kindergarten to Grade 10 who are struggling
to meet grade-level competencies in critical subjects such as reading, mathematics, and science. These
learners may include those who have returned to school after a break, those performing below minimum
proficiency levels, or those failing assessments during the school year. By offering structured tutorial sessions,
summer enrichment programs, and diagnostic assessments, ARAL aims to bridge learning gaps and ensure
that every child has the opportunity to succeed academically.

The program is grounded in the principles of equity and accessibility, ensuring that interventions reach the
most vulnerable and disadvantaged learners, especially those in public schools. It emphasizes the importance
of empathetic and learner-centered approaches, recognizing that academic recovery must also address the
social, emotional, and mental well-being of students. Tutors and facilitators are trained not only to deliver
content effectively but also to create safe and supportive learning environments.
