EXECUTIVE SUMMARY
This report is the outcome of the investigation carried out by the Committee
of Inquiry set up by the Ministry of Arts and Culture on 14 May 2025
following serious allegations regarding the fraudulent acquisition of Hadj
2025 visas by five individuals at the Islamic Cultural Centre Trust Fund
(ICCTF).
The objective of this inquiry was to undertake a comprehensive and
impartial investigation into the matter. At the 21st Cabinet Meeting held on
23 May 2025, Cabinet took note of an ongoing inquiry on alleged
malpractices at the ICCTF and at the 30th Cabinet Meeting held on 18
July 2025, Cabinet took note of the said inquiry initiated at the ICCTF
following report of alleged fraud cases.
In addition to the initial five (5) cases, the investigation also included thirty-
two (32) other similar cases reported on social media and by the Staff of the
ICCTF.
The methodologies adopted by the Committee were documentation of
procedures and processes for the issuance of Hadj 2025 visas, gathering of
information from all concerned stakeholders and examination of records and
documents received during the inquiry.
During the investigation, the following were observed: -
• There were no clear demarcation of the duties and responsibilities of
the personnel of the ICCTF for the registration, selection and
processing of applications of Hadj visas.

• There was no control mechanism at the ICCTF to ensure that the
selection of Hadjis was done in a fair manner. There are tampering of
Pilgrim Registration Forms, Hadj Confirmation Forms and Hadj
Confirmation Cards/Purple Cards.
• Clear indication of malpractices and fraudulent cases in the issuance
of Hadj 2025 visas by the ICCTF were also noted.
On the basis of observations made during the inquiry, the report
contained a list of recommendations which should be adhered to, for the
smooth running of the ICCTF according to its mandate.
As an institution mandated to oversee all arrangements relating to the
Hadj pilgrimage, the ICCTF plays a critical role in ensuring that the
process is conducted in a transparent, equitable and orderly manner in
line with the established procedures. The integrity of the Hadj registration
and visa allocation is of utmost importance, given the religious aspect
and the national significance of the Hadj pilgrimage.

1.0 INTRODUCTION
Pursuant to serious allegations regarding the fraudulent acquisition
of Hadj visas by five individuals (hereinafter referred to as ‘’the five
Hadjis’’), for Hadj 2025, a Committee of Inquiry (hereinafter referred
to as “the Committee”) was constituted to undertake a
comprehensive and impartial investigation into the matter.
2.0 PURPOSE
The purpose of the Committee was mainly to investigate and report
on the circumstances surrounding the alleged fraudulent acquisition
of Hadj visas by the said individuals, identify any breaches of
procedures, rules, or applicable laws, and recommend appropriate
actions.
3.0 COMPOSITION
The Committee of Inquiry was set up on 14 May 2025 as follows:

4.0 TERMS OF REFERENCE
The Terms of Reference of the Committee were to:
(a) Determine whether the five Hadjis obtained their Hadj visas
through fraudulent, irregular, or unfair means;
(b) Examine the procedures and processes in place for the
issuance of Hadj visas and assess their integrity and
effectiveness;
(c) Identify any individuals, officials, or third parties who may have
facilitated or benefited from any wrongdoing;
(d) Determine whether any public officer, agency, or religious
institution acted in breach of their duty or responsibility;
(e) Recommend corrective, disciplinary, or legal actions against
any person or entity found to have acted improperly; and
(f) Suggest measures to prevent recurrence of such incidents in
the future.
5.0 SCOPE
In accordance with the Terms of Reference, the Committee shall
have the authority to:
(a) Request and examine relevant documents, records and
communications;
(b) Summon and interview witnesses, including the five Hadjis,
officials involved in the visa issuance process, and any
relevant parties;
(c) Engage with officials from relevant governmental, religious and
foreign institutions;

(d) Collaborate with foreign consular services or authorities if
necessary; and
(e) Access any other information deemed relevant to the inquiry.
In line with Para 4 (c) above and in view of other alleged cases of
fraudulent acquisition of Hadj 2025 visas reported on social media
and by Staff of the ICCTF, namely Mr Boodhoo, Hadj Programme
Officer and Mr Toofany, Driver (on Contract), investigation was
carried out on 32 additional Hadj visas issued for Hadj 2025.
The investigation carried out by the Committee focused mainly
on:
(a) the procedures followed by the ICCTF for the selection of
Hadjis for Hadj 2025;
(b) identifying major shortcomings in the procedures; and
(c) submitting recommendations to avoid the recurrence of such
shortcomings in the future.
Note: It was quite difficult for the Committee to retrieve information
from the ICCTF in respect of records for Hadj 2025 kept
thereat. Not all information sought by the Committee was
obtained from the said Fund even after reiterated requests.

6.0 BACKGROUND
Hadj, the fifth pillar of Islam, is the pilgrimage to the holy City of
Makkah (Mecca) in Saudi Arabia, which every Muslim, who is
physically and financially capable, is required to perform at least once
in his lifetime. Performing Hadj is not only a journey but an act of
worship that has to be followed as per Islamic scriptures in the Holy
Quran (Chapter 3 Verse 97).
The ICCTF, operating under the aegis of the Ministry of Arts and
Culture, acts as a facilitator for the annual Hadj pilgrimage. Section
4(h) of the ICCTF Act 46 of 1989 provides that one of the objects of
the Fund shall be to deal with matters relating to the organising,
facilitating, monitoring and supervision of Islamic pilgrimage to the
holy places.

7.0 METHODOLOGY
The methodologies adopted for the inquiry were as follows:
• Documentation of the procedures and processes for the
issuance of Hadj 2025 visas;
• Interview of Personnel/Service Providers/Trainee of the ICCTF;
• Interview of Board Members (3);
• Interview of Representative of the Ministry on the Board of the
ICCTF;
• Interview of Hadjis or their Representatives (17);
• Interview of Representatives of Hadj Operators (11);
• WhatsApp Call to Mr Yaaseen Hansrod, First Secretary at the
Mauritian Embassy in the Kingdom of Saudi Arabia;
• Interview of Hon. Muhammad Reza Cassam Uteem, Minister of
Labour and Industrial Relations;
• Site visits to the ICCTF;
• Verification of records at the ICCTF pertaining to registration of
Hadjis and organization of Hadj 2025; and
• Documentation and analysis of information collected during
interviews and site visits

• Mauritian Embassy in the Kingdom of Saudi Arabia
The Mauritian Embassy in the Kingdom of Saudi Arabia was
contacted via WhatsApp in respect of procedures followed for the
grant of Hadj visa. The First Secretary posted at the Embassy
informed that there are 3 entities which were involved in the

allocation of visa for Hadj 2025 namely, the ICCTF, Nusuk Masar
Platform and the Service Provider Manasik Al Mashaer. The
Embassy acts as a facilitator and is not involved in the issue of Hadj
visas.
8.0 HADJ ORGANISATION
Procedures and processes involved in the application and grant of
Hadj 2025 visa as per the ICCTF are as follows: -
(a) Registration of potential Hadjis in accordance with Section 5(a)
of the Islamic Cultural Centre Trust Fund (Pilgrimage)
Regulations 2001. This registration is done through a Pilgrim
Registration Form at Annex I;
(b) Identification of pilgrims based on their ranking which is
identified by their registration numbers, who would accomplish
Hadj during a particular year subject to the quota (approved
number of pilgrims) provided by the Saudi Authorities;
(c) Selection of Hadj Operators (Agents) in accordance with
Section 4(1) of the Islamic Cultural Centre Trust Fund
(Pilgrimage) Regulations 2001;
(d) Liaison with the governmental authorities in the Kingdom of
Saudi Arabia related to Hadj affairs;
(e) Facilitating the process of application and issuance of visa to
pilgrims via the NUSUK MASAR for External Pilgrims
(E-Hadj platform of the Saudi Authorities). The Primary method
for the Ministry of Hajj and Umrah of the Kingdom of Saudi
Arabia to receive visa applications for Hadj is through the

NUSUK MASAR for External Pilgrims, which also displays the
visa status;
(f) Organising a Pre-Hadj Mission to finalize and sign contracts
with Hadj Service Providers;
(g) Validation of hotels identified by the Hadj operators;
(h) Launching a Call for Expression of Interest to identify travel
agencies for the conveyance of Hadjis to Saudi Arabia; and
(i) Organising a Hadj Mission to oversee the smooth running of
the pilgrimage.
In view of the high number of persons having expressed their interest
to accomplish Hadj, the ICCTF prioritises persons who have not
accomplished Hadj before. In exceptional circumstances such as
when a pilgrim acts as “Mahram’’ (a person with whom marriage is
prohibited due to close blood relationship or because of being related
by marriage), may be permitted to accomplish Hadj more than once.
9.0 HADJ REGISTRATION PROCESS AT THE ICCTF
The Hadj Registration process in place at the ICCTF, as given by the
ICCTF is as follows:
1. Any person willing to proceed for Hadj has to call at the Centre
to fill in a “Pilgrim Registration Form”.
2. The eligibility criteria for registration are as follows:
• Applicant should be above 12 years of age;
• Applicant should be a first-timer, that is has never
performed Hadj in the past;

• A repeater registration is allowable only for male pilgrims
acting as ‘Mahram’ to a first-timer female applicant; and
• Applicants presenting mental or serious physical
handicap are not considered unless accompanied by a
carer.
3. The document to be produced is either the NID Card or valid
Passport.
4. An applicant can carry out the registration process for Hadj on
behalf of his family members.
5. On presentation at the ICCTF reception, a registration form is
issued to the prospective pilgrim only after ascertaining that the
eligibility criteria are satisfied.
6. The registration form is filled and signed by the prospective
pilgrim or ‘Mahram’ and handed over to the ICCTF staff together
with NID Card/Passport for verification of names.
7. In the case of an applicant who cannot read and write assistance
is provided by the ICCTF Staff for the filling of the form and the
applicant is then requested to affix his thumbprint.
8. The form is dated, serially numbered and signed by the ICCTF
Staff.
9. A Registration Card with the Registration Number/s allocated
and registration date is issued by the ICCTF to the applicant/s.
10. The Registration Form is kept serially in a file and duly
recorded.

11. The data on the Registration Form is then entered in the ICCTF
computer system.
12. Files containing Registration Forms are kept under lock and
key in the ICCTF Computer Room.
13. The Applicant is required to bring along the Registration Card
whenever he calls at the ICCTF for any query.
Given that waiting time between registration and actual Hadj is about
8 to 10 years, it does happen that the registration cards are lost or that
applicants no longer remember their registration numbers, in which
cases they can call at the ICCTF for a copy of the registration card.
Since 2014, the ICCTF has a Hadj Registration System which
registers potential pilgrims who are later selected on a ranking basis
to accomplish Hadj. The current system is based on Microsoft Access
2007 application and contains a total number of 35,603 records/entries
as at 20 May 2025.
Currently some 6,000 entries are still pending to be inputted on the
Hadj Registration System. The registration of Hadjis at the ICCTF was
temporarily suspended for one year ending September 2024, pending
the development of an online system, however same did not
materialise.
10.0 HADJ PROCESSING BY THE ICCTF
After the Hadjis have been selected by the ICCTF, they are called
upon to produce their Passports/NID Card for verification.
They are issued the Hadj Confirmation Forms signed by the
prospective Hadjis.

Once a Hadj Confirmation Form is issued to a Hadji, the latter should
effect payment of Tannazul amounting to 1,132 Saudi Riyal in
ICCTF’s State Bank of Mauritius (foreign currency) Account.
Tannazul is the amount paid for the inland transport of the Hadjis in
Makkah and Madinah.
Upon presentation of the receipt of the Tannazul payment at the
ICCTF, a Hadj Confirmation Purple Card is issued to the prospective
Hadji.
The purpose of the Purple Card is to enable the prospective Hadji to
approach a Hadj Operator of his choice. This is in accordance with
Section 5 (b) of the ICCTF (Pilgrimage) Regulations 2001.
Once the Hadj Operator receives the Hadj Confirmation Cards/
Purple Cards and the receipt of Tannazul payments of all its
prospective Hadjis, he remits same to the ICCTF. These are kept in
an envelope on the name of the Hadj Operator at the ICCTF. The
envelope also includes letters of swapping of Tannazul whereby a
prospective Hadji who has already paid his Tannazul but is unable
to proceed for Hadj voluntarily agrees to transfer his Tannazul to
another Hadji travelling with the same Hadj Operator, subject to
refund being made by the replacing Hadji.

11.0 MAJOR FINDINGS OF THE COMMITTEE OF INQUIRY
11.1 ALLEGED IRREGULAR AND UNFAIR ISSUANCE OF HADJ 2025
VISAS FOR THE INITIAL FIVE HADJIS
The following persons have been alleged to have obtained irregular
and unfair Hadj 2025 visas: -

Out of the five (5) individuals mentioned above, only three (3) attended
meeting with the Committee of Inquiry, namely (1) Ms Nawsheen
Baichoo, (2) Ms Yushreen Baichoo and (3) Mr Mahmad Sabeer
Jaulim.
• Ms Nawsheen Baichoo and Ms Yushreen Baichoo registered for Hadj
on 03 October 2024 with registration number 38014 and 38015,
respectively.
During their interview they informed that in October 2024, they made
a special request to the ICCTF via both a letter and an email to
perform Hadj 2025 as their mother was selected to perform Hadj 2025.
They are unmarried and their only ‘Mahram’ was their uncle.

In April 2025, the ICCTF informed Ms Nawsheen Baichoo and Ms
Yushreen Baichoo that they may proceed for Hadj 2025 accompanied
by their mother and uncle.
FINDINGS OF THE INQUIRY ON THE ABOVE FIVE CASES
The records at the ICCTF pertaining to the above 5 individuals were
retrieved and examined.
Ms Nawsheen Baichoo and Ms Yushreen Baichoo
As per records at the ICCTF, fictitious Registration Forms and
Numbers were allocated to them, namely 11815 and 8916 which were
in the name of Mr Mahmad Rezah Rahimbaccus and Mrs Beebee
Haffeza Roham, respectively who have already performed Hadj,
(Refer to Annex II (a) and (b)).
As per the Director, no special requests from applicants were
entertained for Hadj 2025. The ICCTF did not reply back to those
having made the special requests.
During the meeting the Committee had with the two Hadjis, copies of
their Hadj Confirmation Forms were presented to them and they
confirmed that the signatures on the forms were neither theirs nor their
uncle’s signature.

Sabeer Jaulim
For the other three Hadjis, namely Ms Wajihah Jokoo, Ms Waheda
Maudarbocus and Mr Mahmad Sabeer Jaulim, although they were not
registered for Hadj, fictitious Registration Numbers 11879, 11878 and
11817 were allocated to them, respectively.

These fictitious numbers were in fact in the name of Mrs Ameena
Banu Ahmed, Mr Ismael Abdul Hamid Ahmed and Mr Mahmade
Echan Sookharry who had already performed Hadj, (Refer to Annex
III ((a) to (c)).
Ms Wajihah Jokoo and Ms Waheda Maudarbocus did not attend the
meeting with the Committee.
During the meeting with Mr Mahmad Sabeer Jaulim, he confirmed that
the signature on his Hadj Confirmation Form was neither his nor his
father’s signature. He informed the Committee that he made a special
request to the ICCTF to accompany his father who was injured.
The ICCTF did not provide copies of the above two special requests
(Baichoo and Jaulim) to the Committee despite formal request made
to the ICCTF by the Committee. A copy of the special requests
addressed to the ICCTF was submitted to the Committee by Hadjis
Baichoo and Jaulim, (Refer to Annex IV (a) and (b)).
After verification of the Hadj Confirmation Forms and the Hadj
Confirmation Cards/ Purple Cards of the five Hadjis, which are at
Annex V (a) to (d), the following were noted: -
(a) The Hadj Confirmation Cards/Purple Cards of Ms Nawsheen
Baichoo and Ms Yushreen Baichoo and Mr Mahmad Sabeer
Jaulim were printed on a single Purple paper and were not
separated into two parts though these persons were from
different families (Baichoo and Jaulim).
As per usual Hadj organization procedure at the ICCTF, these Purple
Cards are normally separated (cut) before being handed over to each
Hadji, for onward transmission to their respective Hadj Operators.

(b) It was further observed that the signatures on the five Hadj
Confirmation Forms were not the same as on their passports,
(Refer to Annex VI (a) to (e)).
The signatures were tallied with the signature on the NID Cards
of Mr Boodhoo, Hadj Programme Officer and Mr Toofany, Driver
(on Contract) who were responsible to hand over the forms to the
Hadjis. The members of the Committee found that the signatures
were similar to the signature of Mr Boodhoo, which was
confirmed when verified with his signature on his overtime claim,
(Refer to Annex VII).
However, during interview with Mr Boodhoo, he denied that it
was his signature. As the Committee does not have expertise,
the handwritings/signatures could be examined by a
Graphologue on the possibility of any forgery committed.
(c) It was also noted that the Hadj Operator for the above five Hadjis
was Kaafila Travel & Tours Co Ltd.
(d) In view of the discrepancy noted by the Committee with regard to
the Hadj Confirmation Forms/ Purple Cards of the five Hadjis,
further investigation was carried out during a site visit at the
ICCTF.
(e) Neither the Tannazul receipts nor the letters of swapping of
Tannazul were found in the envelope of Operator Kaafila Travel
and Tours Co Ltd for the five Hadjis concerned at the ICCTF. The
Director informed the Committee of Inquiry that swapping of
Tannazul payment is effected between Hadjis of same Operator.
(f) Upon query with the Director, he acknowledged that no Tannazul
payment was effected by the five Hadjis on the SBM Account. The
onus is on the Director to verify the Tannazul payments of each

and every prospective Hadjis as he is the only one to access the
SBM Foreign Currency Account online.
However, on 19 May 2025, he forwarded via mail, swapping
Tannazul letters in respect of the following four persons:

Observations made: -
(a) Tannazul swapping was effected between Hadjis of different
Hadj Operators which is not a usual practice as previously
indicated by the Director.
(b) No Tannazul swapping letter was found for Ms Waheda
Maudarbocus, despite the fact that she has obtained a Hadj
visa.
(c) Hadj visas were issued to the above four persons on 24 April
2025, however Tannazul swapping letters for the Hadjis
Baichoo was dated 29 April 2025, i.e after issue of visa.

(d) The Hadj Confirmation Cards/Purple Cards are usually printed
by Mr Toofany and Mr Boodhoo on different printers and using
different format.
Upon verification of the Hadj Confirmation Cards/Purple Cards of
the five Hadjis, it was observed that all the five Hadj Confirmation
Cards/Purple Cards were printed using the same format, i.e the
format used by Mr Boodhoo which differs from the format used by
Mr Toofany as per Annex IX.
It is to be noted that Ms Wajihah Jokoo, one of the 5 Hadjis who
obtained a Hadj visa, did not proceed for Hadj 2025.
Chronology of events for the five cases
During interview with Mr Toofany on the above five cases, he apprised
the Committee that he had informed the Director of the ICCTF of the
irregularities on Saturday 26 April 2025. However, no action was
initiated by the Director.
At the Board Meeting of 05 May 2025 which was chaired by the
representative of the parent Ministry, the Director remained silent on
the five cases despite being made aware of same. However, when the
Committee of Inquiry sought further information from the Acting
Chairperson of that meeting, he informed that only after the Board
Meeting was closed, Mr Dil Hossain, Former Board Member informed
the members present at that meeting that there were five cases of
alleged fraudulent Hadj 2025 visas. The Acting Chairperson requested
the Director to verify same. Following verification by the Director, the
five visas were cancelled as per email from the Director of the ICCTF.

Further to a meeting held on 09 May 2025 at the ICCTF in the
presence of Ministers and Members of Parliament regarding the
alleged five cases, the parent Ministry issued letters to the key
personnel of the ICCTF, namely the Director, Hadj Programme Officer,
Secretary/Treasurer, Clerical Officer/ Word Processing Operator,
Receptionist/Typist and the Driver (on Contract) requesting
explanations on the five cases. For their respective responses refer to
Annex X to XV.
The issue was only raised officially at the ICCTF Board Meeting
chaired by the Representative of the Ministry on 12 May 2025 after it
was posted on social media. At the said meeting, Mr Dil Hossein,
Former Board Member informed that on Friday 09 May 2025, (meeting
referred to above) it was agreed that the five pilgrims involved in the
alleged fraud case would be eligible to accomplish their Hadj, (Refer
to Annex XVI). However, the Board agreed to maintain the
cancellation of the five visas.
However, at a Board Meeting chaired by the Chairperson of the ICCTF
on 13 May 2025, the decision taken at the Board Meeting of 12 May
2025 was overturned as per votes obtained from the majority of
Board’s Members. It was consequently decided that the five visas be
maintained.

FINDINGS ON THE ABOVE SEVENTEEN ADDITIONAL CASES
• Mr Bye Naazir Sobratee proceeded to Hadj 2025 with Skylink Travel and
Tours Ltd as Assistant. However, normal procedures were followed by the
ICCTF, namely, issue of Hadj Confirmation Form and Card with fraudulent
number 10756 which is in the name of Mr M. Jameelkhan Bachun. It was
also noted that he already performed Hadj in 2023 with Reg No: 9811
which was not in his name, (Refer to Annex XVII (a) and (b)).
• Mr Mamade Reza Hossen and Mrs Beebee Fazila Bhoodoo already
performed Hadj in 2010, however, fictitious Hadj Registration Number
B1164 in the name of Mr Mohundoo Abdool Rasheed who performed Hadj
in 2014 and A 558 in the name of Mr Ayoob Cassim Abdool who performed
Hadj in 2013 (as per draw list 2013 and 2014). Copies of the Hadj
Confirmation Forms and Cards of the two Hadjis are at Annex XVIII (a)
and (b). Both Mr Mamade Reza Hossen and Mrs Beebee Fazila Bhoodoo
proceeded to Hadj with Kaafila Travel & Tours Co Ltd and they were
fraudulently issued Hadj 2025 visas.
• Hadjis Mr Asraff Malleck Bholah, Mrs B. Mariam Bholah, Ms Faranaz
Bholah, Ms Aidha Rukshar Bholah were all issued Hadj 2025 visas
fraudulently with the following fictitious registration numbers:

The above four Hadjis were not supposed to perform Hadj as their actual
registration number were above 31000. They performed Hadj with
Operator Al Murtaaza Islamic Welfare. The latter informed the Committee
that Ms Bholah Aidha Rukshar did not perform Hadj and the other three
Hadjis who reside overseas, reached Mauritius on the eve of their
departure for Hadj and left the country the day after their return from Hadj.
During our investigations, it was also noted that 28 Hadj Registration
Forms were missing inclusive of 31722, 31723 and 31724 pertaining
to Bholah family. When queried on this matter, Mr Boodhoo, Hadj
Programme Officer forwarded three Hadj Registration Forms (31698,
31723 and 31726) out of the 28 missing forms.
• Ms B. Fazilah Dookhun who was not registered as potential Hadji at the
ICCTF, performed Hadj with Operator Al Murtaaza Islamic Welfare with a
fictitious registration number of 21260 which was in the name of Mrs Bibi
Salimah Burahee, (Refer to Annex XX (a) to (c)).
• Mrs Bibi Salma Jaufurally was issued Hadj 2025 visa by the ICCTF
despite the fact that she had already performed Hadj in 2002 with
registration number 10183. After verification of her Hadj Registration Form,
the Committee noted that Mrs Bibi Salma Jaufurally did state in her
application that she had performed Hadj in 2002, (Annex XXI refers). It
is to be noted from documents submitted by the ICCTF that Mrs Jaufurally
had already paid her Tannazul in January 2025.
The Director and the Secretary/Treasurer of the ICCTF informed the
Committee that they were aware of this case and that the spouse of Mrs
Bibi Salma Jaufurally (Mr M. N. Mungur) was informed that she will not be
able to perform Hadj 2025. Even, the Hadj Operator, Al Karaamah Hajj &

Tourism Ltd was also informed and yet the said Operator inputted her data
for application of visa on the Nusuk Masar for external pilgrims.
During interview conducted with Mr Karamuth, Hadj Operator Al Karaamah
Hajj & Tourism Ltd, he informed that he was aware that Mrs Bibi Salma
Jaufurally had already performed Hadj in the past. He further informed
that input of passport details for visas application was done by the ICCTF
itself. On this statement, the Director of the ICCTF showed the Committee
that in fact on 15 and 17 April 2025, ICCTF sent OTP to Mr Muhammad
Itball Soogun (representative of Al Karaamah Hajj & Tourism Ltd group)
for inputting of data for Hadjis. Thereafter, Mr Karamuth accepted that
inputting of data was done by the representative of the Hadj Operator.
He also added that he was informed by Mr M.N. Mungur (spouse) that
according to Mr Rechad Uteem all the three members of his family will
perform Hadj 2025.
While interviewing Mr M.N. Mungur, he confirmed that he knows Mr
Rechad Uteem who performs ‘Salaat’ in the same mosque where he leads
the congregational prayers as ‘Imaam’ but he denied having spoken to him
on that issue. In fact, Mr Rechad Uteem congratulated him and informed
him by God’s grace (Insha Allah), he will proceed for Hadj 2025 safely.
Mr M.N. Mungur informed the Committee that he made a special
request to the ICCTF via a letter which was copied to two Ministers,
(Refer to Annex XXII). Moreover, during interview with Mr Owasil,
Director, he informed that Hon. Muhammad Reza Cassam Uteem, Minister
of Labour and Industrial Relations contacted him to enquire whether there
is a possibility that Mrs Bibi Salma Jaufurally be granted a Hadj 2025 visa.
The Hon. Minister was informed that she cannot perform Hadj 2025 as she
has already proceeded for Hadj in the past.

The Committee met Hon. Muhammad Reza Cassam Uteem, Minister of
Labour and Industrial Relations, and he gave the following statement: -
“In the beginning of March 2025, I was approached by the Imaam of the
Mosque where I prayed during Ramadan and the Imaam told me that he,
his wife and child were initially told by the ICCTF that their names have
come up to perform Hadj as they have been waiting for more than ten years.
However, subsequently the ICCTF is objecting to his wife performing Hadj
because she had performed Hadj back in 2002. The Imaam wanted his wife
to accompany him because their daughter who is minor was also due to
perform Hadj and the presence of his wife was necessary to look after her
minor daughter. The Imaam further informed that he has written a letter to
the ICCTF which was copied to me and another Minister.
Upon receipt of the letter, I contacted Mr Owasil, Director of the ICCTF and
he told me that his wife cannot perform Hadj because she has already
performed Hadj before. I told him that there are no restrictions in Saudi
Arabia for a person who has already performed Hadj to perform Hadj again
and confirmed same with the Ambassador of Saudi Arabia. He told me that
it is the policy of the ICCTF not to allow someone to perform Hadj again.
Thereupon, I told him that other persons including myself have performed
Hadj more than once and I know that Hon. Minister Shakeel Mohamed will
be performing Hadj again despite having performed Hadj two years ago. I
told him to send me a copy of the decision of the Board of the ICCTF which
resolved that a person that has already performed Hadj will not be allowed
to perform Hadj again. Up to now, I have not received a copy of that
resolution and I have not spoken to Mr Owasil or any staff of the ICCTF
from that date which was in the beginning of March of this year. I am not
aware if the wife of the Imaam performed Hadj this year.’

Mr Boodhoo, Hadj Programme Officer, confirmed that the Hadj
Confirmation Card/Purple Card of the three Hadjis at the ICCTF were
untraceable. These should have been kept in the envelope of Hadj
Operator AL Karaamah Hajj & Tourism Ltd at the ICCTF. However, as
Mr M.N. Mungur was supposed to perform Hadj with another Hadj
Operator initially, a copy of the Hadj Confirmation Card/Purple Card
was sought and obtained. This clearly indicates that the ICCTF in fact
issued the said Hadj Confirmation Card/Purple Card and forms which
are in the name of the three Hadjis, (Refer to Annex XXIII (a) to (c)).
The Committee found that both Mr Owasil, Director and Mr Boodhoo,
Hadj Programme Officer were responsible to verify and cross verify
the final list of Hadjis and to ensure that only eligible applicants were
granted with a visa to proceed for Hadj 2025.
• Mr Mahmad Nizam Surfoodeen and Mrs Moneerah Surfoodeen are
registered as potential Hadjis, at the ICCTF with registration numbers
32783 and 32784 respectively, (Refer to Annex XXIV (a) to (c)).
However, they performed Hadj 2025 with Hadj Operator Al Murtaaza
Islamic Welfare with fictitious registration numbers (A01451 in the name of
Mr Mamad Ali Elahee and A01453 in the name of Mrs Yasmina Banon
Elahee) who already performed Hadj.
• Mrs Nafisa Munbode performed Hadj 2025 with registration number 5039
which is in the name of Mr Reeazz Hossenbaccus. However, on the Hadj
Registration System the registration number 5039 is in the name of Mrs
Nafisa Munbode, (Refer to Annex XXV (a) to (c). Her ‘Mahram’ was her
spouse, Mr Parvez Dilavar Mansuri.
• Mrs Bilkis Suraiya Abdoola-Fakeermahamod performed Hadj 2025 with
registration number 6981, (Refer to Annex XXVI (a) and (b)) which is in

the name of Mr Ahmad Imran Soobhany. However, on the Hadj
Registration System the registration number 6981 is in the name of Mrs
Bilkis Suraiya Abdoola-Fakeermahamod.
• Mrs Bibi Rooksana Gurib performed Hadj 2025 with registration number
7723 which is in the name of Ms Bibi Qayinaat Annowar (Refer to Annex
XXVII (a) and (b)). However, on the Hadj Registration System the
registration number 7723 is in the name of Mrs Bibi Rooksana Gurib.
• Mr Mohamad Issoof Tave with Hadj registration number 22754 proceeded
for Hadj 2025 with number 7671 allocated as per the Hadj Confirmation
Card, (Refer to Annex XXVIII (a) and (b)). His spouse Mrs Noorbee
Rampersad Tave also proceeded for Hadj with registration number 7672
as per the Hadj Registration System. However, Hadj registration forms
with registration numbers 7671 and 7672 are untraceable at the ICCTF.
• During interview with Mrs Bibi Oumehanny Kausmaly, she apprised the
Committee that even though she informed the ICCTF that she had
proceeded for Hadj ten years ago, the ICCTF still notified her that she was
selected to proceed for Hadj 2025. However, Mr Toofany, Driver (on
Contract) at the ICCTF called her one week before proceeding for Hadj
2025 informing that her application has not been considered, without
giving any explanation, even though she has paid Tannazul. She further
added that she was very disappointed with the services offered by the
ICCTF since no proper customer care is provided by the staff. She was
morally affected by that phone call she received without any explanation
on the rejection of her application. She even questioned the decision
making process of the ICCTF and she stated that her Tannazul has not
yet been refunded.

She also informed the Committee that she intends to seek legal actions
against the ICCTF and she handed a copy of her mail to the Committee
which she sent to the ICCTF on 17 April 2025, (Annex XXIX refers).
Upon clarifications sought from the Director during interview, the latter
informed that all Tannazul are refunded upon requests made by the
applicants and it is not the role of the ICCTF to go and check the Tannazul
which need to be refunded to those persons who have not proceeded for
Hadj.
• Hadj Registration Forms from serial numbers 1 to 2500 are only available
on Hadj Registration Access 2007 System (filled in hard copies are not
available). These serial numbers 1 to 2500 may therefore be prone to
manipulations as changes of names may be easily made. It was observed
that Hadj Registration Forms already inputted on the Access 2007 System
may be modified by any user of the ICCTF having access to the system.
• During interview with the Hadjis, they informed the Committee that all
procedures have been adhered to before proceeding to Hadj 2025 and
issues with registration numbers of Hadjis and whether fictitious or not rest
solely on the ICCTF.
11.3 RECOMMENDATIONS
I. The Director and the Hadj Programme Officer should be
responsible and accountable for the above irregularities noted.
As per the Scheme of Service of the Director, he is responsible for the
execution of the policy and decisions of the Board and the control and
management of the day to day activities of the ICCTF.
According to the Scheme of Service of the Hadj Programme Officer, it
is his duty to organise and monitor overall Hadj activities in Mauritius

and Saudi Arabia especially as regards registration and training of
future Hadjis. He is also supposed to keep records, prepare and submit
progress reports and returns in Hadj, amongst others.
II. The findings of this report should be submitted to the Financial
Crimes Commission (FCC) for further investigation and remedial
action in the interest of future Hadjis.
III. As per the Ministry’s File MACH/75/32 V2 there are several complaints
against the ICCTF, the Director and the Hadj Programme Officer. A
Committee should be set up at the Ministry level to look into the
complaints and remedial action should be taken promptly for the
betterment of the ICCTF and the reputation of the Parent Ministry.
IV. Recruitment should be made according to HR procedures and in line
with the ICCTF’s established posts on permanent basis for the smooth
running of the ICCTF.
V. Whenever a potential Hadji has already paid for Tannazul and did not
proceed for Hadj, the ICCTF should initiate necessary actions to refund
the Tannazul within one month after completion of Hadj pilgrimage.
12.0 HADJ OPERATORS
Security / Bank Guarantee
Before proceeding for Hadj 2025, all Hadj Operators are required to
submit a Security/Bank Guarantee to the ICCTF. Section 4 of the
Regulations 2024 made under Section 14 of the ICCTF Act provides
that notwithstanding Regulation 7, the Board shall not issue a permit
unless the Operator furnishes a Security as per the following table: -

• Prior to the departure of Pilgrims for Hadj 2025, no Bank Guarantee
was submitted by Hadj Operator Madani Kaarawaan Sty to the ICCTF
as per mail dated 19 May 2025 from the Director.
• Hadj Operator Al Meezaan Islamic Centre, with a number of 213 Hadjis,
has submitted a Security/Bank Guarantee for an amount of Rs 750,000
instead of Rs 1,000,000 as required by Regulation. The Security/Bank
Guarantee amounting to Rs 1,000,000 was submitted on 7 July 2025,
i.e after Hadj 2025.
• During meetings with the ICCTF staff and Hadj Operators, it was noted
that application for Hadj 2025 visa was effected by Hadj Operators via
an OTP (one-time password provided by the ICCTF) at the seat of the
ICCTF and also from their place of residence/office.
Allocation of Hadjis by Operator
For Hadj 2025, there were 12 Hadj Operators responsible for performance
of Hadj by some 1446 Hadjis as shown in the following table:

It has been observed that: -
i. The number of Hadjis was not evenly distributed among the 12 Hadj
Operators (1500/12 = Average number of125 Hadjis per Operator);
and
ii. Only 6 Hadj Operators have doctors (8) travelling with them.
12.1 RECOMMENDATIONS
• The ICCTF should ensure that Hadj Operators abide by statutory
requirements including the provision of Security/Bank Guarantee
according to the number of Hadjis travelling with them.
• A Due Diligence Committee to be set up at the level of the Ministry of
Arts and Culture for the selection of Hadj Operators.
• A debriefing session, after Hadj, to be held by the ICCTF with the
Hadj Operators to identify shortcomings and remedial action for future
Hadj.

• The ICCTF to prepare a report after each Hadj, highlighting the issues
noted including complaints on the list of Hadjis and the fraudulent
cases, as well as corrective measures proposed for next Hadj.
13.0 OTHER OBSERVATIONS
Shortcomings of the current Hadj Registration System
Following an assessment of the current Hadj Registration System, the
following were noted:
• No Hadj Registration Forms available for serial number 1 to 2500;
• Outdated application Microsoft Access 2007 is being used for
Registration of future Hadjis;
• No dedicated password and user name for each user at the ICCTF
and same password is shared by all users;
• Input in the Hadj Registration system is done manually at a later date
which resulted in a backlog of some 6,000 unregistered forms on the
Microsoft Access System;
• After input of information on the system, any ICCTF user may modify
confidential information pertaining to the Hadjis;
• Lack of accountability and transparency in the selection process of
Hadjis for a particular year leads to frequent criticisms of the ICCTF
and the Parent Ministry;
• The Parent Ministry and the Board of the ICCTF are being kept
unaware of the Master List of registered Hadjis;
• Instant information is not readily available at the ICCTF as same
can be retrieved only with the assistance of the person providing IT
support as well as maintenance of Hadj Registration Database
(Access) and that person is not employed on a full-time basis;

• No external back up of the Hadj Registration System is kept by the
ICCTF;
• The Issue of persons being granted the opportunity of
accomplishing Hadj more than once has been noted;
• No provisional list of Hadjis for 2025 was circulated during board
meetings;
• Prior to 2023, all potential Hadjis were being informed by way of
letter and by phone by the ICCTF. In 2023 and 2024, all potential
Hadjis were informed by phone. However, for Hadj 2025, potential
Hadjis were informed through Press Communiqué.
According to information gathered from Board Members, it was
noted that potential Hadjis with the required Registration Numbers
and based on their ranking could not perform Hadj as they were
unaware of the Communiqué. It appears that this shortcoming
allowed Hadjis who were not registered to proceed for Hadj;
• Communiqué for Hadj Registration was published only in a weekly
Newspaper (Star). Such a notice should have been published in
two newspapers having a wider number of readers; and
• According to the staff of the ICCTF, several complaints were
received from potential Hadjis who were not aware of the
newspaper notice. A list is given in the following table: -

The above Hadjis were supposed to perform Hadj 2025 according to
their Registration Numbers. Last Hadj visa allocated for 2025 was
up to Registration Number 23897.
13.1 OTHER RECOMMENDATIONS
I. An Online Hadj Registration System should be implemented to
ensure transparency and fairness in the selection process. The
new System to be developed with the following components
under the supervision of the Parent Ministry: -
• The possibility to register potential pilgrims on the Hadj
Registration system remotely to be explored to make the system
paperless by eliminating the process of filling of forms;
• Enabling registered pilgrims to verify their ranking online as and
when required;
• Notification to selected pilgrims via Short Message Service or
email of their selection to accomplish Hadj for a particular year;
• Automatic selection of pilgrims by the system based on their
ranking to reduce human intervention in the selection process;

• Allocation of a quota of 150 visas to old aged persons above 65
years old in view of their physical abilities;
• Recording the names of persons who have already accomplished
Hadj in an archive file;
• Devising a Standard Operation Procedures Manual for the
processing of Hadj operations;
• Automatic updating of the database and notification to the
registered persons of their new ranking via a Short Message
Service;
• The application/system should have a backup server operated by
Government Online Centre (GOC);
• Providing automated replies to miscellaneous requests by
registered persons; and
• The design, implementation and monitoring of the new system
should be undertaken by a Committee at the level of the parent
Ministry.
II. Pending implementation of the above recommendation, the
existing system should be used in a more optimal way, by
implementing the following promptly: -
(a) Input of the 6000+ pending Registration Forms on the system
within one month to clear the backlog of Registration Forms of
Hadjis;
(b) The list of Hadjis not having performed Hadj from Registration
Number 0 to 23897 should be prepared by the ICCTF and
submitted to the Board and to the parent Ministry;
