GUIDELINES FOR THE NSM REGIONAL STAT SPEAKS CONTEST


“Formerly known as Oratorical Contest”

(SECONDARY LEVEL and TERTIARY LEVEL)

Theme: “Accelerating the SDG Pace of Progress: Mobilizing Data for All”

I. QUALIFIED PARTICIPANTS:

1. The Regional Stat Speaks Contest is composed of one contestant per


province. For Secondary Level, they should be enrolled secondary
students (Junior or Senior High School, regardless of year level), while
for the Tertiary Level, they should be enrolled tertiary students
(regardless of year level).

2. They should be the 1st placers in the provincial level contest.

3. In case provincial eliminations cannot be conducted, the province may


endorse its official representative for the regional contest. The representative
of the province for the regional contest must be endorsed by the Provincial
Statistics Committee (PSC) to the Regional Statistics Committee I (RSC-I)
prior to the contest, including the contestant's name, coach, and school.

II. MECHANICS

1. Pieces should be in Filipino for the Secondary Level, while English for the
Tertiary Level.

2. It should be delivered within 10 minutes and revolve around the theme.


A 30-second preparation time is given to contestants prior to the delivery of
the speech. The delivery will be automatically stopped when the time limit has
elapsed.

3. Contestants who exceed the time limit will be given a one-point deduction
from the total scores for every one-minute extension.

4. The name of the school or province should not be included in the delivery of
the oratorical piece; otherwise, five points will be deducted from the total
score of the contestants.

5. Contestants should wear appropriate attire.

6. An abstract of the piece should be given to the secretariat and judges on the
day of the contest. The font size for the abstract should be Arial size 12 and
should not contain the name of the contestant/school/province.

7. Each contestant should have one duly registered official coach. Only the
official coach will be given a certificate of recognition.

8. The audience should refrain from clapping as this will distract the contestant.

9. Photographers are not allowed to take pictures while the contestant is


delivering his/her piece. The secretariat will assign an official photographer
for the event.

10. The decision of the Board of Judges shall be final and non-appealable. The
judges reserve the right not to show their score sheet and tabulation sheet to
anyone except the members of the RSC technical working group.

11. In the event of a large number of participants, provinces are encouraged to


conduct preliminary elimination rounds at the division level to effectively
manage the volume of participants in the provincial level contest.

III. CRITERIA FOR JUDGING

there is a citation of borrowed lines/ quotes.

Speech is logical, has a clear thesis, and is presented cohesively.

Structure is accurate in form and usage; vocabulary is appropriate


and does not interfere with communication.

DELIVERY

1. Voice and Pronunciation (20)

The speaker has a good volume of speech, with varied tone, proper

2. Posture (15)

The speaker appears comfortable, uses appropriate attire, and


makes use of appropriate facial expressions and gestures.

3. Pacing and Precision (15)


Speech has little or no fillers, is given at an interesting pace, and is
committed to memory.

IV. DATE AND VENUE

The contest will be conducted on 16 October 2025, within the City of San
Fernando, La Union.

V. REGISTRATION TIME:

The registration time will be 8:00 to 8:45 AM. The contest will start at 9:00 AM.
A 5-point deduction will be given to the group that arrives after the
registration period. The sequence of the performances will be determined
through a draw lots.

VI. AWARDING

The winner will be announced after the contest proper. Consolation prizes will be
awarded on the day of the contest. The Champion will be awarded during the
Regional Closing ceremony.

VII. PRIZES

A Certificate of Recognition and a cash prize of PhP3,000 will be given to the


winner for each level (Secondary and Tertiary). Runners-up will be given
consolation prizes of PhP1,000 and a certificate of recognition. Coaches and
schools will also be given Certificates of Recognition.
