OVERVIEW OF MAIN REGULATIONS IN THE EU
WHAT DAS THAT MEANS
EU Green Deal:
• The European Union's action plan for a sustainable economy and climate-neutral Europe by 2050.
Fit for 55 Package:
• A set of legislative proposals part of the EU Green Deal aiming to reduce net greenhouse gas emissions by at
least 55% by 2030 compared to 1990 levels.
Key Measures:
• Emissions Trading: Reform of the EU Emissions Trading System (ETS) to include more sectors and reduce
emission allowances.
• Renewable Energy: Increased use of renewable energy sources with higher integration targets.
• Energy Efficiency: Improved energy efficiency to reduce overall energy consumption.
• Transport and Infrastructure: Promotion of cleaner transport modes and infrastructure.
Goal:
• Transition to a clean, circular economy, protect biodiversity, and cut pollution.

SUMMARY OF MAIN PARTS
NEW EU REGULATION 2024 / 573
Phase-down of HFC R134a, R404A… (not HFO)
Phase-down becomes a Phase-out and faster as well as more extensively:
• By 1 January 2030, the commission shall publish a report on the effects of this regulation
• 2040 a review is planned related to phase-out
Remaining refrigerant quantity is needed for servicing and maintaining existing systems
Ban of use for new installations
NEW bans from Regulation 2024 / 573 + existing bans from Regulation 517 / 2014
Exemptions related to local safety requirements can be applied for individual applications – not clearly
defined yet
NEW: bans for HFC and HFO (incl. blends)

SUMMARY
NEW EU REGULATION 2024 / 573
Service and maintenance
Recycled or reclaimed refrigerants are excluded from the quota
NEW: GWP > 2.500 for service purposes only until 2030
NEW: refrigerants must be recycled or reclaimed before reuse after it was recovered
Spare parts can still be used for existing installations
• no increase of capacity, F-Gas charge or GWP allowed
Leak tests remain and are extended
• NEW: i. e. , HFO refrigerants > 1 kg
Monitoring the success of the repair remains and extended
• NEW: needs to be checked after 24 hours but latest within 1 month
Certification and Training remain and are extended
NEW: requirement of certification for natural refrigerants
NEW: required refresher courses
Training and consulting on naturals
• Risk assessment from operators becoming even more important

Provisional Timing Main Impact for the Industry
Proposal to restrict usage of PFAS Ban of all F-gas refrigerants, except for non-PFAS: R32 (GWP = 675! ! ),
Jan. 2023: Germany, Netherlands, Denmark, R152a (GWP = 124), R1132a (GWP < 1) and R1132 (E) (GWP ~ 1)
Norway and Sweden submitted a restriction
proposal O-rings, packed glands, flat gaskets and other sealings especially for
high temperature applications made from synthetic fluoropolymers are
Oct. 2023: Public consultation closed
also targeted.
• More than 5.000 replies on proposal
2025 / 26: scheduled entry into force
Restrictions are not expected to be in time
(process delayed)
Statement from BITZER
A restriction of fluoropolymers would require a
substantial re-design and re-qualification of
compressors, heat exchangers, as well as other
components of the final equipment
No viable PFAS-free alternatives available for
today’s fluoropolymer products Source: ECHA Media Briefing 2023

BITZER REFRIGERANT RECOMMENDATIONS FOR OUR
CUSTOMERS SELLING TO THE EU MARKET
New systems Wherever possible, shall be designed to operate with long-term available
refrigerants* with a GWP < 10.
If this is not possible, then GWP < 150 should be the limit, as also this can be considered too high
for covering all new systems with regards to the proposed phase-down steps after 2030.
Conversion or retrofitting of existing systems to refrigerants with the lowest possible GWP for
each unit is recommended is strongly recommended where technically and economically feasible.
There may be limits on GWP and certainly the available quantities of fluorinated refrigerants are
limited due to very low targeted emission quotas.
Existing running systems that do not lose refrigerant do not need to be
retrofitted.

FEATURES ABOUT #NAT. REF.
Highlights of Hydrocarbon refrigerants
Higher availability and lower cost of HCs
For comfort cooling / heating and more (HTHP…)
Long term solution (OPD = 0, GWP < 5, no PFAS, no patent)
Similar or higher efficiencies vs. fluorinated possible
Significant installed base with low charge units (A/C, fridge…)
Adopted by large HVAC players (Panasonic, Midea, Daikin…)
Large portfolio of compressor + HEXPV range available right now
Higher capacity than R134a / R1234ze, but still lower than R410A / R32…
Important to know about HC’s
A3 (highly flammable refrigerants) must be handled with care
No ATEX certification required
High oil solubility, new type of oil such as PAG / PAO required
System design remains “simple”, but risk assessment gets harder
