EU Green Deal:
• The European Union's action plan for a sustainable economy and climate-neutral Europe by 2050.

Fit for 55 Package:


• A set of legislative proposals part of the EU Green Deal aiming to reduce net greenhouse gas emissions by at
least 55% by 2030 compared to 1990 levels.

Key Measures:

Phase-down of HFC R134a, R404A… (not HFO)
 Phase-down becomes a Phase-out and faster as well as more extensively:
• By 1 January 2030, the commission shall publish a report on the effects of this regulation
• 2040 a review is planned related to phase-out
 Remaining refrigerant quantity is needed for servicing and maintaining existing systems

Ban of use for new installations


 NEW bans from Regulation 2024 / 573 + existing bans from Regulation 517 / 2014
 Exemptions related to local safety requirements can be applied for individual applications – not clearly

Provisional Timing Main Impact for the Industry
Proposal to restrict usage of PFAS Ban of all F-gas refrigerants, except for non-PFAS: R32 (GWP = 675! ! ),
 Jan. 2023: Germany, Netherlands, Denmark, R152a (GWP = 124), R1132a (GWP < 1) and R1132 (E) (GWP ~ 1)
Norway and Sweden submitted a restriction
proposal O-rings, packed glands, flat gaskets and other sealings especially for
high temperature applications made from synthetic fluoropolymers are
 Oct. 2023: Public consultation closed
also targeted.
• More than 5.000 replies on proposal
 2025 / 26: scheduled entry into force
 Restrictions are not expected to be in time
(process delayed)

BITZER REFRIGERANT RECOMMENDATIONS FOR OUR
CUSTOMERS SELLING TO THE EU MARKET

New systems Wherever possible, shall be designed to operate with long-term available
refrigerants* with a GWP < 10.

If this is not possible, then GWP < 150 should be the limit, as also this can be considered too high
for covering all new systems with regards to the proposed phase-down steps after 2030.

Conversion or retrofitting of existing systems to refrigerants with the lowest possible GWP for
each unit is recommended is strongly recommended where technically and economically feasible.

There may be limits on GWP and certainly the available quantities of fluorinated refrigerants are
limited due to very low targeted emission quotas.

Existing running systems that do not lose refrigerant do not need to be


retrofitted.
