Nursing Home and Hospice Care Facility

for Patients with HIV and AIDS in

Angeles City, Pampanga
A Project Proposal Submitted to the Department of Health

By
Architect Oliver Arcangel Santos
2025

Abstract
This project proposal presents the conceptualization and design of a Nursing Home and
Hospice Care Facility dedicated to patients with HIV and AIDS in Angeles City, Pampanga.
The proposal seeks to address the growing need for specialized, compassionate, and
inclusive healthcare environments that provide long-term care and palliative support. The
design integrates architectural innovation with healthcare functionality, emphasizing
healing spaces, accessibility, and sustainability in compliance with the Department of
Health’s facility standards.

Executive Summary
The proposed Nursing Home and Hospice Care Facility aims to serve as a model of inclusive
and holistic healthcare design. It will provide long-term residential care and end-of-life
support for patients with HIV and AIDS, ensuring dignity, privacy, and comfort. The project
aligns with the Department of Health’s vision of improving healthcare infrastructure and
promoting accessibility for vulnerable populations. Strategically located in Angeles City,
Pampanga, the facility’s design adopts therapeutic architecture principles to support
physical, emotional, and mental well-being.

Background and Rationale

The Philippines continues to experience an increase in HIV and AIDS cases, necessitating
specialized healthcare facilities capable of providing continuous treatment, counseling, and
hospice care. Current healthcare infrastructure often lacks the space and environment
conducive to the holistic care required by patients living with HIV and AIDS. This proposal
introduces an architectural solution that responds to both medical and psychosocial needs,
promoting an environment of acceptance, dignity, and healing.
Objectives
1. To design a healthcare facility that integrates long-term nursing care with hospice
services for HIV and AIDS patients.

2. To promote patient-centered architecture emphasizing comfort, safety, and inclusivity.

3. To align the facility design with Department of Health guidelines and international
healthcare standards.

4. To create an environmentally sustainable and operationally efficient healthcare space.

Architectural Design Concept

The architectural design embraces the principles of healing architecture—light, air, nature,
and human connection. The facility features open courtyards, gardens, and shaded
walkways that encourage movement and interaction. Patient rooms are designed to provide
privacy while maintaining visual connection to green spaces. The materials and finishes are
selected for their durability, ease of maintenance, and infection control properties. Natural
ventilation, daylighting, and noise control are integrated to enhance patient comfort and
recovery.

Site and Space Planning

The proposed site in Angeles City offers accessibility to major health institutions and
transport routes. The facility’s zoning separates public, semi-private, and private areas to
ensure efficient circulation and infection control. Functional zones include nursing wards,
hospice units, counseling rooms, administrative offices, and communal activity areas.
Outdoor spaces such as healing gardens and courtyards are incorporated to promote
psychological wellness.

Sustainability and DOH Compliance

The design adheres to the Department of Health’s standards on healthcare facility planning
and environmental health. Sustainable design strategies include the use of solar energy,
rainwater harvesting, and passive cooling systems. Materials are locally sourced and
environmentally responsible. The design ensures compliance with the DOH Health Facility
Guidelines, particularly in terms of patient safety, accessibility, and infection prevention.

Expected Outcomes
The project is expected to improve the quality of life for patients with HIV and AIDS by
providing a safe and compassionate environment. It will serve as a pilot model for future
DOH-supported long-term care and hospice facilities across the Philippines. The facility also
aims to promote awareness and reduce stigma associated with HIV and AIDS through
inclusive and human-centered design.

Conclusion
This project proposal underscores the importance of integrating architecture and
healthcare in responding to the needs of vulnerable populations. Through thoughtful
design, environmental sustainability, and policy alignment, the Nursing Home and Hospice
Care Facility for Patients with HIV and AIDS aspires to contribute to the Department of
Health’s mission of equitable and quality healthcare for all.
