Sir,

Sub: Agreed increase in the minimum family pension to the PSGI pensioners at a uniform
rate of 30% - Request expedite notification.
We refer to our communications dt. June 4 & 23, 2025 requesting you to arrange expeditious
issuance of notification to increase the family pension to pensioners of Public Sector General Insurance
Companies to a uniform rate of 30% of last drawn pay without ceiling. [This benefit has already been
provided to the pensioners of all the public sector financial institutions, including LIC of India, and only
exception is the pensioners of the PSGI Companies].
(2) We had brought to your attention the details of the earlier meeting we had with Dr. Parshant
Kumar Goyal, Joint Secretary, DFS, at Delhi on March 27, 2025 when he categorically informed
our delegation that the Government had accepted our demand of enhancement of family pension
in principle and expressed his hope and desire to resolve the issue by 30.04.2025 by which time
the wage revision issue of in-service employees would be resolved. We impressed upon him the
necessity to de-tag the family pension issue and to notify it without delay considering the long
suffering of family pensioners and the nature of pension being paid through annuity process that
might impact on effective date.
(3) The Joint Secretary appreciated our arguments and assured to consider issuance of gazette
notification separately for grant of increased family pension if the wage revision process was
delayed. This assurance was given in March 2025.
(4) We also would like to draw your attention to the minutes of the proceedings before the Chief
Labour Commissioner (Central) held at Delhi on June 11, 2025, wherein the DFS representative
confirmed that the Government had already accepted the proposal to increase the Family Pension.
The JFTU / in-service unions demanded its immediate notification without tagging it to wage
revision since there was no dispute to negotiate further on the Family Pension matter which was
already accepted by Govt.
(5) When the Government issued a notification dt. 28.7.2025 [notification no. S.O. 3470(E)] amending
certain provisions of the General Insurance Pension Scheme, 1995 to afford additional benefits to
Executive Directors of PSGI Companies, we expected the DFS would take care of the family
pension issue too on which GIPSA recommendation was pending with DFS for over three years.
(6) Be that as it may, you will please appreciate, the prolonged delay in the issuance of notification is
causing severe hardship to over 15,000 widow family pensioners of PSGI Companies, many of
whom are at the fag end of their lives passing their days in dire straits with the extremely inadequate
family pension they are receiving at present.
(7) We have been informed that the draft notification for necessary amendments in General Insurance
Pension Scheme, 1995 has already been submitted to DFS by GIPSA. We request you to bestow
your urgent attention to this issue and help alleviate the suffering of the family pensioners of
PSGICompanies by arranging expeditious issuance of the notification.
