Introduction

In the era of Digital India, technology has become an essential part of governance and
citizen services. One of the flagship initiatives of the Government of India under the
“Digital India” program is DigiLocker. It is a cloud-based platform that enables citizens to
store, access, and share their documents and certificates in a digital format securely.
Launched by the Ministry of Electronics and Information Technology (MeitY) in July 2015,
DigiLocker aims to minimize the use of physical documents, simplify the process of
verification, and promote paperless governance.

The primary idea behind DigiLocker is to empower citizens by giving them access to
authentic digital documents anytime, anywhere. Instead of carrying physical copies of
driving licenses, mark sheets, Aadhaar cards, or vehicle registration certificates, citizens
can now access verified digital versions issued directly by the relevant authorities.

DigiLocker is part of India’s broader vision to create a digitally empowered society and
knowledge economy. The initiative supports the government’s efforts toward transparency,
efficiency, and environmental sustainability by reducing the dependence on paper.

2. Objectives of DigiLocker

The key objectives of DigiLocker are as follows:

3. Services of DigiLocker

DigiLocker provides two main categories of services:

A. Services to Citizens

1. Document Storage: Every registered user gets a dedicated


cloud space (initially 1 GB) linked to their Aadhaar number where
they can upload scanned copies of important documents like PAN
card, voter ID, mark sheets, insurance papers, etc.

2. e-Documents Issued by Authorities: Citizens can directly


access authentic digital documents issued by government
agencies such as CBSE mark sheets, driving licenses, vehicle
registration certificates, and income certificates.

3. Document Sharing: Users can share their documents


electronically with other organizations through secure links
instead of physical copies.

4. eSign Facility: DigiLocker provides an electronic signature


facility (eSign) that allows users to digitally sign documents,
ensuring legal validity and authenticity.

5. Anywhere Access: The platform can be accessed through web


browsers or the mobile app, allowing users to retrieve their
documents anytime, anywhere.
B. Services to Agencies

1. Issuer Organizations: Government departments, universities,


boards, and public sector undertakings can issue digital
documents directly to a citizen’s DigiLocker account. Examples:
CBSE, UIDAI, Income Tax Department, Ministry of Road Transport
and Highways, etc.

2. Requester Organizations: These are entities that can request


access to a citizen’s digital documents for verification purposes.
Examples: Passport offices, universities, employers, and financial
institutions.

3. API Integration: Agencies can integrate DigiLocker APIs into


their systems to issue or verify documents seamlessly.

4. Verification Services: DigiLocker provides verification services


through document URIs (Uniform Resource Identifiers) that
confirm the authenticity of documents without requiring paper
copies.

4. Structure of DigiLocker

The DigiLocker platform operates on a three-tier structure:

1. Issuer The issuer is any organization that issues e-documents


to individuals in a digital format. Examples include the CBSE (for
mark sheets), the Ministry of Road Transport and Highways (for
driving licenses), and UIDAI (for Aadhaar).

2. Requester Requesters are organizations that need to verify an


individual’s credentials. For instance, a university might request
mark sheets for admission verification, or a bank might request
KYC documents.
3. Resident (Citizen/User) The resident is the individual who owns
the DigiLocker account. Each citizen can access their issued
documents, upload personal files, and share them securely with
other agencies.

System Architecture

The DigiLocker system has several key components:

Authentication: Users log in using their Aadhaar number and an OTP (One-Time
Password) sent to their registered mobile number.

Repository: Stores issued and uploaded documents securely on cloud servers.

Access Gateway: Facilitates communication between issuers, requesters, and users.

URI System: Each document has a unique URI that can be used for verification.

Security Layer: Ensures encryption, data protection, and privacy of user information.
