INTRODUCTION

1. Background
The application of Labour-Based Technology (LBT) in road
construction, rehabilitation, and maintenance works is an
important aspect of the strategy to employment creation to
reduce poverty and improve rural transport infrastructures.

However, the outcome depends on a well planned approach


to facilitate and improve rural transport infrastructure and
thus enhance the development of strong rural economies, by
increasing incomes to communities through employment and
thus simplifying their access to markets and social services.
INTRODUCTION
1. Background
Labour Based Technology (LBT) in Tanzania has been in
practice for more than three decades now. After realising the
importance of using LBT, the Government of Tanzania
(GoT) through the Ministry of Works established the
Appropriate Technology Training Institute (ATTI – MBEYA)
in 1993 under financial support from NORAD and technical
support from ILO.
LOCATION
The Appropriate Technology Training Institute (ATTI -
MBEYA) is a government institute under the Ministry of
Works, Transport and Communication (MoWTC). ATTI is
located at the heart of the rural setting in the southern
highland of Tanzania, put in place to meet the needs of the
rural community and sub urban infrastructure upgrading by
the use of locally available recourses – Human labour and
materials, when these are feasible.

ATTI is currently the only institution under the Ministry of


Works, transport and Communication which is vested with
the responsibility of training different cadre in public and
private sector in both LBT technical and managerial aspect.
ATTI Core Mandates and Function
• Core Mandates

ATTI was established with special directives of developing


course and carrying out training on the use of appropriate
technology method in road construction, rehabilitation,
spot improvement, routine maintenance, small drainage
structures.
In additional, ATTI usually responds to and runs tailor
made courses in order to meet the continuously immerging
needs and market demands in the field of application of
labour based technology.
ATTI Core Mandates and Function
•Function

The core function of ATTI is to offer LBT training to our


clients on road construction, rehabilitation and
maintenance.
• The training of LBT which are offered by ATTI includes:
• Client's and Consultant's Course on LBT Gravel Roads –Core
Training
• Contractors' Course on LBT Gravel Roads - Core Training
• LBT Contracts Management Course ( Demand Based),
• Forepersons and Gang Leaders Course on LBT Gravel Roads (
Demand Based),
• LBT Light Equip. and Hand Tools Course ( Demand Based),
ATTI’s CLIENTS
• ATTI has the following clients: -
i. TARURA
• TARURA are considered the most substantial and vital
clients of ATTI. Thus, PO-RALG is the key and vital partner
for up-scaling LBT use in the country.

ii. TANROADS
• TANROAS is a Government Agency which deals with
the construction and maintenance of trucks and regional
roads. Thus, a targeted training to TANROADS Engineers
and Managers is also envisaged.
ATTI’s CLIENTS
iii. Gang Leaders, Village Forepersons and Community
Groups
Gang Leaders and Village Forepersons are the parties to the
execution and maintenance and rehabilitation of road directly,
so training is also targeted to community groups, women and
youth.
iv. Private Sector
ATTI provides training courses to private sector who are LBT
Practitioners including Contractors and Consultants on the
application of LBT in road works.
