Neighbor cell optimization is daily optimization, there are Two functions for neighbor cell optimization:

Neighbor cell optimization based on detect set handover

Neighbor cell optimization based on detect set handover :
----for a missing neighbor, UE will send measure report, but will not handover, we use this
to add the neighbor;
----for a configured neighbor, if the handover times is too small, it will be deleted.

Neighbor Cell Analysis Summary
Based on virtual handover in live network, we can get good optimization suggestion.
Plan a task then neighbor cell optimization report will be generated automatically, which will be
convenient and save cost.
RNC 11(13) has more than 200 pieces of neighbor relationship to add, it need to optimize.
RNC 21(31,41) has only about 50 pieces of neighbor relationship to add( the theshold maybe
different).
