AMR Progressive Power Control – Pre Introduction
• With current power control, voice quality (based on TCH FER) and drop call rate
(based on SACCH RLT) cannot be optimised at the same time
• For example RXQUAL low thresholds 5 and high thresholds 6 provides low drop
call rate, but poor voice quality.
• As a result, used power control algorithm AMR RXQUAL thresholds have to be
selected so that trade-off between voice quality and system capacity is made

• In normal Power Control algorithm the quality thresholds for quality based PC are not
changing according to actual transmitting power

AMR Progressive Power Control - Introduction
• Progressive AMR Power Control (AMR PPC) provides mechanism to change quality
thresholds depending on used power level i.e. favor increase of power with low
power levels and avoid increase of power with higher power levels and thus reduce
overall interference
• AMR PPC is an enhancement to the existing Power Control (PC) algorithm running
in the BSC and controlling the transmitting power of the MS and BTS
• AMR PPC is application software in S13 and it contains two separate functionalities
which can be separately controlled with Licence and Feature Handling MML
(LFHMML)
▪ AMR PPC for MS power controlling
▪ AMR PPC for BTS power controlling
• AMR PPC algorithm will be used only for AMR calls. When the AMR PPC
algorithm is disabled, the normal PC algorithm is used also for AMR calls
• AMR PPC introduces one new measurement type, The AMR PPC Measurement. The
new measurement is for measuring the average signal quality vs. power level
distribution in TRX level

AMR Progressive Power Control - Concept
• Progressive AMR Power Control is introduced inorder to further improve AMR quality
and capacity with legacy AMR along with new SAIC phones
• Instead of using constant RX_QUAL threshold values, progressive power control uses
higher RX_QUAL threshold values for higher TX power levels
• Progressive power control provokes AMR adaptation to use codec rates progressively
along power control range
– Better interaction between AMR adaptation and power control by favouring increase
of power over AMR adaptation with low power levels and avoid increase of power
and favouring AMR adaptation with higher power levels and thus reduce overall
interference

AMR Progressive Power Control -Description
• In AMR PPC algorithm, the algorithm internally changes the thresholds for quality based PC
according to AMR PPC parameters and actual transmitting power
• It is possible to define 4 power level points, where power control quality thresholds are changed
• The changes of power control quality thresholds in AMR PPC algorithm are fixed to be -2, -1, 0,
+1, +2 depending on the current power level

• Progressive power control reduces the usage of highest transmitted power levels
and thus reduces overall interference
• The figure below shows simulated power distributing changes with current power
control and progressive power control

• AMR PPC is application software in S13 and it contains two separate

Handling MML

– Activation and operation
• Valid licence for AMR FR or AMR HR must be installed and one or both of
those features must be active before activation of AMR PPC.
• When valid AMR PPC licence is installed to BSC then the feature states of
AMR PPC for UL and AMR PPC for DL can be changed ON, CONF or OFF
via platform feature management
– feature code for DL AMR PPC -> fc_t_amr_ppc_dl_c = 578
– feature code for UL AMR PPC -> fc_t_amr_ppc_ul_c = 606
– Example: ZW7M:FEA=578:ON;
• Counters of AMR PPC measurement are available after the AMR PPC
measurement modification and starting. The measurement can’t be modified or
started if both of AMR PPC features (AMR PPC for UL and AMR PPC for DL)
are in OFF state.

• All 32 new AMR PPC parameters are for defining power level points where the
PC quality thresholds will changes
• There are 4 power level points e.g. AMR FR Upper Power Control quality
threshold for Uplink direction etc.
• Quality thresholds are changed depending on AMR PPC parameter and measured
transmitting power, so that they are either reduced by 2 or 1 OR increased by 1 or
2
• Range for all new AMR PPC parameters is from 0 to 15 and it covers power
levels from the maximum power level to the minimum power level

AMR Progressive Power Control – Statistics
• New AMR PPC measurement will be introduced for measuring average RX quality
class per transmitting power class distribution
• Measurement consists of Rx quality sum counters separately for uplink and downlink
• For each RX quality sum counter there is a sample number counter (denominator)
indicating the numbers of samples in each RX quality class sum counter
• There are 4 counters for each transmitting power class (0-15)
• Counters can be utilized in post processing for calculating the actual average values by
dividing the sum counter with amount of samples
• Also counters for serving BTS, serving TRX, frequency of the serving TRX, frequency
group and service area information (normal or extended) exist, hence AMR PPC
measurement has a total of 69 counters
• Counters are updated only in case of AMR FR and AMR HR calls
• The object level of AMR PPC measurement is TRX ID
• RCSPRB updates counters during AMR calls

AMR Progressive Power Control – How to test
• AMR FR feature must be active in the BSC before AMR PPC algorithm can be used for
AMR FR calls and AMR HR feature must be active in the BSC before AMR PPC
algorithm can be used for AMR HR calls
• Validation tests for new radio network parameters (in case of Plan Provisioning) are not
done in FT phase, so this functionality must be tested extra carefully in MT phase
• It must be tested that the new parameters related to this feature are invisible if there are no
valid AMR PPC and AMR licences
• It must be tested that the BSDATA has the default values of new parameters for BSC
object after upgrade to S13 level BSC SW
• It must be tested that MS power is controlled according AMR PPC related parameters in
case of AMR call. I must also be tested that new MS power level after MS power control
triggering is calculated according AMR PPC algorithm
• It must be tested that BTS power is controlled according AMR PPC related parameters in
case of AMR call. It must also be tested that new MS power level after MS power control
triggering is calculated according AMR PPC algorithm

AMR Progressive Power Control – How to test
• Functionality and handling of the new measurement AMR PPC must be tested
• It must be tested that normal PC algorithm is used for AMR calls if AMR PPC feature
state is changed to ‘CONF’ or ‘OFF’. When both, AMR PPC for DL and AMR PPC for
UL feature states are changed to ‘OFF’ also AMR PPC measurement stops automatically
(If it has been activated before)
• It must also be tested that AMR PPC algorithm for certain direction (UL/DL) can be
disabled separately so that normal PC algorithm is used for disabled direction
