About SPS measures
SPS measures within a country is important for
the human, animal and plant health including
the overall health of the environment to live
disease free.

require products to come from a disease-free

area,
inspection of products, specific treatment or
processing of products,
setting of allowable maximum levels of pesticide
residues or permitted use of only certain
additives in food.

Hence SPS is a necessary and integral part of

any agricultural development and trade 3
facilitation strategy
More than 65% of our export goes to India (ITC
Existing Nepalese scenario
survey, 2017)

As per the study by ITC on NTM regulations

in 2017, lack of
accredited laboratory facilities and
standardized protocols for food quality
testing;
lack of quality certification system and lack
of expertise, instruments and even space is
the major problem in Nepal

Introduction to the
project  The project is to build a facility that ease
international trade through quality testing such as
SPS and plant quarantine.
Present laboratory facilities:  The facility includes construction of lab building
Check posts only and installation of testing machineries.
1. Insufficient capacity  The projects result into a laboratory building with
2. Insufficient instrument the international standard lab testing and
certifications.
3. Insufficient expertise

 As a member of WTO , Asia Pacific Plant

Protection commission (APPPC) , International
Plant Protection Convention (IPPC), SAARC,
SAAFTA etc., we are bounded by agreements on 5
SPS measures.
Project • To build a four-story building with a modern SPS and plant
quarantine laboratory facilities
Objectives • To help reduce the export and import gaps, trade deficit
• To ensure domestic products are “safe”, and consumers,
plants and environment is safe as well.
• To inspect the qualities of the imported as well as domestic
products before they reach the customers.
• To initiate a proper guideline and procedures for testing and
certification

the phases of the project
proposed lab covers an area of 3000 Square feet

Since the project demands huge

SPS machineries, instruments and lab furniture investment, the government alone cant
will have to be branded and high quality
finance it. So, propose world bank for
(international standard).
The cost for them will be as per the Phase of financing through grant on the project
installation because lab does not operate full
fledge on the first year.
