Section 6.0.2.

5 Qualification for Membership in the Company


Fire Brigade

Members of the fire brigade shall consist of persons who


have met qualifications appropriate for the fire brigade work. For
establishments, members must be taken from the roster of its own
workforce. The head of the company shall identify the persons
who are fit to perform fire operation activities and further assign
them to specific fire suppression positions.

Section 6.0.2.6 Availability of Personnel

To qualify as a member of a fire brigade, individuals must be


available to respond to fire alarms and attend required training
programs. A pre-arranged schedule for availability must be
established to prevent conflict of duties and to cover absences
such as regular off-duty periods, vacations and sickness

Section 6.0.3.1 Certificate of Competency

A. Certificate of Competency shall be issued to fire volunteers,


members of fire brigades and fire safety practitioners after
completion of the mandatory training and competency
evaluations conducted by the BFP and upon submission of the
following documentary requirements:

4. Other documents the BFP may require.
B. In the case of fire safety practitioners, they shall undergo
mandatory continuous professional education and competency

evaluation of their expertise, knowledge and skills in the areas

of fire science, engineering and technology to be conducted by


the BFP.

Section 6.0.3.4 Assistance in Training Programs

The BFP shall assist in setting up a training program for the


fire brigade and fire volunteer organization. Members of the fire
brigade and fire volunteer organization shall be afforded
opportunities to improve their knowledge on fire prevention and
suppression through attendance in seminars and special training
classes.

DUTIES & RESPONSIBILITIES OF BRIGADE & MEMBERS

Section 6.0.2.4 Duties and Responsibilities of a Fire Brigade Chief

A. He/She shall be responsible for the development of fire

prevention programs and plans of action for the


company or organization to address possible fire
situation in the plant or community, subject to the
approval of the company or establishment head or
fire prevention officer.

B. He/she shall initiate the procurement of necessary

firefighting equipment and supplies for use of the


brigades;
C. He/She shall conduct periodic evaluation of all
equipment available for firefighting and be
responsible for setting in motion necessary
procedures for replacing missing equipment or
correction of inoperative equipment;

D. He/She shall also bring to the immediate attention


of
the company or establishment head, or his fire
prevention officer, any situation that would likely

reduce the effectiveness of firefighting operations;


E. He/She shall ensure that the brigades are suitably staffed,
conduct periodic review of the fire brigades' roster and
prepare recommendations on the need for additional
members to be selected, appointed and made available to
beef up the team;

F. He/She shall prepare training programs for the members of


the fire brigade and supervise its implementation; and

G. In his/her absence, the Deputy Fire Brigade Chief shall


assume and perform the duties and responsibilities of the
Fire Brigade Chief.
Deputy Fire Marshal:
1. Assists the Fire Marshal in all the activities of the Brigade
2. Take over the duties and responsibilities of the Fire
Marshal in the latter’s absence

Chief, Command Post / Station:


1. Notify the Fire Marshal and the Fire Department of any
incidence of fire
2. Receive and transmits messages, orders and information
during the period of emergency
3. Organize, train and supervise the traffic team and
communication personnel
Evacuation Team Captain:
1. Select qualified personnel for designation by the FM
2. Assign Team Leaders to each important floor, section or
portion of the building
3. Train and acquaint the members of the Fire Safety Plan
4. Train and supervise the rescue, salvage and evacuation
teams
5. Supervise and coordinate the teams under his command
during fire and fire drills
Evacuation Team Leader:
1. Takes charge of evacuation of occupants/personnel in his area of responsibility.

Evacuation Team Guide:


1. Acquaint himself of the floor plan of the building/area, the location of exits
and stairways.
2. Guide evacuees to achieve an orderly and safe evacuation under proper
discipline.
3. Ensure the safe and effective use of all available exit facilities during fire or
fire drills.
4. Prevent panic, confusion, injury and loss of life during fires or fire drills.
FIRE EXTINGUISHING TEAM CAPTAIN:

1. Select the required member of qualified male personnel for designation


by the Fire Marshal.

2. Organize, train, and supervise the team under his command.

3. Supervise and coordinate the teams in the control and extinguishment of


fire and in fire drills.

4. Withdraw his team on arrival of the fire service personnel.

5. Responsible for the availability and state of readiness of his teams.

• FIRE EXTINGUISHING/FIRE HOSE TEAM LEADER:

1. Assist the Team Captain in the training of members.

2. Supervise their respective teams in the control & extinguishing of


fire and fire drills.
Fire Extinguishing Team Member:
1. Know how to handle and operate tools, appliances and
equipment available in the control and extinguishment of
fires
2. Know the different types of extinguishers and their use
3. Know the different classes of fires for proper application of
extinguishing agents
4. Acquaint himself to the exact location of fire extinguishers,
fire hose, tools and equipment
5. Report to the Captain any refillable or defective fire
extinguisher
Rescue and Salvage Team Leader:
1. Assist the evacuation Team Captain in the training of members
2. Supervise and effects rescue and salvage operations

Rescue Team Member:


1. Execute/effect rescue operation when so ordered by the team
leader.

2. Take rescued victims to the designated first-aid center for


treatment/check-up.

Salvage Team Member:


1. Evacuate the building/area of its content using the order of
priorities when so ordered by the Team Leader.
Traffic Team Leader:
1. Assist Command Post Chief in organizing and training of members.

2. Supervise the traffic team in clearing the fire area for easy access of
arriving Fire Department Units.

Traffic Team Member:


1. Clear the street or passageway for the eventual use of evacuating
personnel
2. Clear the street or passageway of parked vehicles and other obstructions
for the easy access of arriving Fire Dept Units
3. Isolate and secure the emergency/fire area. Allow only emergency vehicles
and authorized personnel in the area.
First- Aid Team Leader/Medical Officer:
1. Organize, train and supervise the members of the team.
2. Designate a site for the evacuation of injured persons.
3. Administer first-aid treatment to injured persons.
4. Send victims to nearest hospital if needed.

First-Aider:
1. A must to have a knowledge on the techniques of administering
first-aid.

2. Attend to injured person/victim.

3. Take victim/s to the nearest hospital when so ordered by the


competent authority.
Searcher:
1. Search areas of rooms for persons who may be trapped or unaware of
the emergency or fire drill
2. Report the particulars to his Team Leader after conducting a thorough
search.

Communication Personnel / Telephone Operator:


1. Notify the Fire Dept of the incidence of fire when ordered by authorized
Brigade Officers
2. Receives and transmits messages, orders and information when so
ordered by the Command Post Chief
Company Fire and Safety
Inspector:
1. Conduct periodic and
formal inspection of each
floors, building or area
and submit report
2. Conduct daily inspection
and physical count of fire
extinguishers
3. Recommend periodic test
of stand pipe and fire
hose systems
4. Check garbage if they are
dispose regularly
5. Check obstructions at corridors, aisles, hallways,
passageways and fire escape doors, windows and
balconies
6. Check all lights and exit signs if they are all in good
condition.
7. Check any sign of poor housekeeping.
8. Conduct daily visual inspection of fire alarm system
9. Report any and all deficiencies that affect the Fire Safety
Plan.
