4G PMR Single Site Optimisation Ver1.2

1. The document provides a checklist for 4G PMR single site optimization including health checks, alarm clearing, parameter settings, neighboring cell optimization, and justification for unmet KPIs. 2. It describes mandatory checks for handover success rate (HOSR) justification including site health, neighbor creation, intra/inter frequency handover parameter checks. 3. The document outlines aggressive parameter tuning that can be done to improve HOSR, including increasing thresholds for cell reselection and handover triggers.

4G PMR SINGLE SITE OPTIMISATION

Check list activities GO/No GO (L1 Optimization)

1. Healthy Check: availability
2. Alarm clear PLR
3. RETU  must be in proper setting
4. Overshooting (TA), ISD, blocking
5. UL RSSI vs SINR
6. Neighbouring (cell pair HO, LNADJx, LNREL, ANR, ADJx, etc) & X2 available
7. Justification if not KPI achieve
8. Tracker Activity, starting from D-0

• All optim activity (NCR, escalation issue, etc) should put Nokia Regional Optim team
in to CC
• Inform site owner to Nokia Regional Optim team.
HOSR JUSTIFICATION

Mandatory Check :
- Site Health check (Alarm, config based NDB,etc)
- Neighbors creation ( LNADJ/LNADJL, LNREL, ANR uebased enable)
- Conscheck Intra Frequency Handover parameter (threshold1, A3 &
A5 event, etc)
- Conscheck Inter Frequency Handover parameter (LNHOIF, UFFIM,
IRFIM, Less priority due to focus on intrafreq HOSR, etc)
- Handover parameters see Page 5
HOSR IMPROVEMENT ACTION
1. Trace worst cell pair contributor : 4. Check overshooting :
• RSLTE031 Check High attempts , Low SR • Timing advance
target cell at cell pair. intrafreqAttempts • Cell to cell distance
<600 go exclusion 5. Coverage Tuning:
2. Check neighbouring : • Down Tilt RET overshooting Source or
• Neighbour creation (delete Target
LNADJ/LNADJL/LNREL- create by ANR) • Down/up Manual tilt : ET / MT (Max 8/10)
• PCI collision & PCI conflict • Power reduction setting (dlrsboost =700
• Blacklisting Target Cells (3dB))
• Adjust ANRPL (anrThresRSRPNbCellMobEv 6. Parameter tunning
= -95dBm) • CIO Tunning If target cell high utilised
3. Healthy check target cell • Pairing need to be tuned (cellIndOffNeigh)
• Alarm : S1 SCTP fail, GTPU fail, Operation • Initial agresive parameter tuning (Page 6)
Degrade ( alarm direct impact to
availability)
• Transport issue : packet loss, high
utilisation
Note : Mandatory to capture track of action at chart performance report (add line at chart show the action)

BETTER CELL HANDOVER
• Better Cell Handover aims to keep the UE always on best cell
(measured by RSRP)
• Based on 3GPP reporting event “A3”:
- Event A3 defines relative offset LNCEL: a3-offset
- Timer to Trigger LNCEL: a3-TimeToTrigger
- Reporting Interval LNCEL: a3-ReportInterval

RSRP at serving cell + a3Offset < RSRP at neighbor cell

• Better Cell Handover can be enabled / disabled:

Coverage Handover
• Coverage Handover is used to HO to other eUTRA cell in case:
• serving cell RSRP gets below an absolute threshold and (&&)
• neighbor cell RSRP gets better than an absolute threshold
• Based on 3GPP reporting event “A5”:
- 3GPP ”hresholdEUTRA” used to define absolute RSRP level for
a) serving cell: LNCEL: threshold3 and
b) neighbor cell: LNCEL: threshold3a
- Timer to Trigger LNCEL: a5-TimeToTrigger
- Reporting Interval LNCEL: a5-ReportInterval
