Review each item as per PRGO, suggest changes to PRGO committee
wherever necessary, and place Purchase Orders after approval of PRGO
quantities by GM.
Now:- Provisional Demand Concept
Earlier
1. Process supplementary demands from the depots.
2. Special review and replacement of orders of summer, winter and
seasonal viz. Heat convectors, blankets, umbrellas, raincoats, squashes,
sherbets, bags, water bottles, mosquito nets etc.
3. Provision and monitor advance winter stocking for CSD Depot, Leh.
4. Process extension of delivery schedule request of firms.
5. Issue letters of Introduction of items in CSD inventory range.
6. Place initial orders in respect of newly introduced items.
8. Ensure that the Bank Guarantee in respect of items remain valid.
9. Arrange inter-depot transfer of goods when necessary.
10. Provide relief for stocks considered surplus to Depot requirement
11. Periodic review of stock levels at depots for ensuring optimum inventory.
12. Identity slow/non-moving items for deletion from CSD inventory range.
13. Process price revision requests.
14. Process requests for change of name of company, merger of companies etc.
15. Process requests for one to one replacement, change of case-pack, change of
graphics, grammage etc.
16. Process requests for change of source of supply
17. Arrange After-Sales Service and replacement of shelf life expired/damaged
items
18. Monitor liquidation of deleted items.
19. Liaise with F&A Branch to obtain settlement of audit objections of CDA (CSD)
and Test Audit

1. Arrange analytical test of samples of food and liquor items ex-CSD area
Depots.
2. Arrange hygiene inspection of distillery/factory
3. Monitor the flow of permits from depots to distilleries.
4. Monitor shelf life of food and liquor items. Ensure that depots provide items
with sufficient shelf life/fresh stocks.
5. Process cases of change of source of supply of liquor.

 GS & LIF Branches are headed by DGM


Management Services Branch
 About: Management Services Branch was set up at Head Office
in 1976. It is headed by a Deputy General Manager (DGM).
 Basic Aim of creating MS Branch –
o To keep constant vigil on the market trend with regard to consumer items and
durables
o Maintain a data bank through Market Surveys, Market Research and Market
Intelligence related to product innovations and developments, Market Share,
Product life cycle, quality, price, technological improvements and such other
changes in the external environment and market scenario as may be relevant to
the department and its customers.
o To keep a tag on the internal organizational environment and evaluate
performance of Area Depots and Regional Offices etc., as per the policy
directions of the department.

(MS)
Overall Functions
a. Review specific areas and activities relating to organizational structure, inventory control and
sales performance in order to improve the effectiveness.
b. Serve as reviewing machinery for critical examination of the working of line department as a
whole.
c. Analyse the functioning of each depot and make appropriate recommendations on an on-going
basis.
d. Advise regarding expansion plans of the department and organise feasibility studies concerning
opening of new depots.
e. Analyse unit complaints and advise on their impact on the image of the organisation.
f. Coordinate all aspects related to annual/periodic inspection of depots.
g. Initiate steps to improve consumer satisfaction.
h. Arrange and conduct Market Surveys.
i. Arrange quality testing of all other items and work-out penalty, in the event of deviations.
j. To keep/carry out watch on the selling price of the products being sold by major retail outlets so
as to ensure that CSD rates are cheaper than market rate.
k. Monitor ISO certification of depots and HO.
l. Arrange factory inspection and verification of status of suppliers. Follow-up with suppliers for
barcode and all related issues.
m. Keep constant vigil over gift schemes launched by the firms in the trade and ensure that the
same are also extended to CSD customers or else ensure recovery of the value of the offers plus
penalty thereon.
n. Critically examine existing policies and procedures of the department and revise/modify as per
changing requirements of the organization.
Functions of Management Services (MS) Section

a. Analyse depots’ Monthly Information Reports (MIRs) and highlight salient aspects.
b. Ensure receipt of Goods-in-Transit Statement from depots and submission thereof to F&A Branch.
c. Monitor timely receipt of quarterly short/surplus statements from depots, analysis and finalization
thereof.
d. Analyse Inspection reports and put-up salient points thereof to concerned authorities and monitor
progress.
e. Examine all cases of opening of new depots when received from formation HQs/DDGCS Office and
arrange to carry out feasibility studies and forward the case to DDGCS Office for obtaining sanction
from the government.
f. Fix annual sales target for regions and periodical monitoring of attainment thereof
g. Advise RMs/concerned DGMs to balance the inventory level.
h. Analyse minutes of quarterly URC meetings and follow-up progress.
i. Analyse and put up proposal for cases of efficiency awards for the depots.
j. Obtain feedback/views and suggestions from URCs and customers, analyse and take-up with all
concerned for implementation wherever required.
k. Organise and conduct ‘RMs and All India Officers’ conference as also Suppliers’ Meet (CANSUP).
l. Review all slow/non-moving and sub-standard items for the purpose of deletion.
m. Examine complaints received from the URCs pertaining to short supply, shelf-life, substitute issue,
forced issue, denial etc., and take suitable action.
n. Analyse data on denials received from depots and suggest remedial action to
the concerned stores branches to contain/reduce the denial percentage.
o. Issue policy letters other than F&A and P&A Branches and monitor progress.
p. Collect data for PLB and balance sheet, compile and submit to F&A branch.
q. Analyse and put up quarterly Dos from RMs to GM and also monitor
progress.
r. Rationalise and redesign reports and reports and returns in consultation
with concerned branches.
s. Monitor the progress of winter stocking at Leh.
t. Ensure publication and distribution of monthly bulletins.
u. Seek progress on minutes of EC and BOCCS meeting and co-ordinate all
activities including agenda points and forward requisite information to
DDGCS as per requirement.
v. Co-ordinate all activities connected with Consumer Forum Meet.
Functions of Market Research (MR) Section

a. Get market survey conducted by designated depots/RMs/HO branches with respect


to proposals of new introductions and price revisions.
b. Monitor testing of food and liquor items and analyse adverse verdicts as also take
penal actions, if any.
c. Ensure quality control by drawing samples from area depots periodically and
comparing with the master samples and technical data specifications (TDS).
d. Analyse quality deviations and impose penalty, if any.
e. Ensure prompt action on complaints on quality, rates and After-Sales-Service of the
products from URCs/customers.
f. Arrange factory inspection in respect of newly introduced items and also in respect of
existing suppliers as and when complaint is received or desired by the competent
authority.
g. Process application from suppliers for consumer promotion scheme and Maintain
Data Base of Market Survey reports.
h. Ensure that sales promotion schemes are extended to CSD customers and take penal
action against defaulting firms.
