Development Plan (BDP) in the South

INTRODUCTION
Local government units are mandated to provide essential services to promote the overall
development of the community and its people. However, it is the reality that most rural
communities do not have the financial capability to implement the identified demand-driven
programs and projects due to unrealized utilization of the Barangay Development Plan.
This review underscores the relevance of the 5-year barangay development plan focusing on
social development, culture and the arts, peace and order, economic development, infrastructure,
environment, institutional, community capacity, and resources.
The findings improve the barangay administration to plan services and programs for the growing
population and to cater to the changing needs of the community. The Local Government Code of
1991 (RA 7160) entrusts local authorities to manage their internal affairs consistent with
devolution and local autonomy.
Also, this review elaborates the participation of the barangay citizens in the planning,
implementation, and evaluation, the levels of local participation, and community issues that have
generated citizen participation. Therefore, the lack of plans for fiscal projects has made it hard for
barangays to raise revenues to add to their IRA share. It is suggested that the Barangay
Development Council members and local constituents shall participate in implementing of
plans/projects or activities of the Barangays.
METHODOLOGY
Only scientific journal articles are reviewed because they are
the most comprehensive form of correspondence between
researchers.
The articles in this literature review are from Years 2007 to
2021, as the number of articles on the topic under
consideration significantly increased.
Thus, this provides the essential information and the
underlying meaning of the methodology and the content
about the existing literature for systematic and transparent
analysis (Seuring & Gold, 2012), as cited by (Petkovšek et al.,
2021).
DISCUSSIONS
In the implementation of barangay development plans, such as in human
resource development, the barangay officials must have the idea and
strategies in implementing it.
The shortage of skilled staff and lack of training can hamper the delivery of public
services in decentralized government setting. In “Decentralization and governance:
does decentralization improve public service delivery?” (World Bank, 2001 [a]:3-4),
the Philippines compared to Uganda has less severe problems in terms of capacity
but in both countries local governments have short supply of materials, equipment
and skills that limit the effectiveness of decentralized service delivery. (Ma. Ernita T.
Joaquin, 2009)
Barangay officials, particularly the barangay captains, are enjoined to attend the
Barangay Governance Capability training seminar. Intensive monitoring and
assessment of their barangay performance should be done regularly. (Floranza,
J.,2021).
DISCUSSIONS
In the implementation of barangay development plans on the economic development
aspect, the barangay officials must have the idea and strategies in implementing it.
Making projections on population and total number of households is very important for strategic
planning purposes. This can help the government to foresee and prepare for the expected basic
services needed by the people (Richard D. Lago, 2017)
Economic solutions are useful in addressing low-wage and unemployment problems.
Unfortunately, economic analysis does not provide a comprehensive solution. The need to
change attitudes and environments as well as providing support services suggests the
importance of knowledge outside the scope of economics. (John P. Blair)
As part of the development process, there is the need for man‘s habitat to be included so as to
allow them to live, work and ensure the reproduction of material things and people. Therefore,
development should include the purpose of ensuring a sustainable environment. (Eric Oduro-
Ofori, 2011)
Panganiban (1996:25-26) is also of the view that local governments have the right to get involved
in local economic development as important factors of development in a community can be
largely controlled by virtue of the local government‘s broadly defined policy making,
administrative and regulatory process over a large spectrum of activities. (Eric Oduro-Ofori,2011)
DISCUSSIONS
In the implementation of barangay development plans on infrastructure, the
barangay officials must have the idea and strategies in implementing it.
The current global trend in infrastructure development is to shift responsibility for service
delivery to the private sector. This trend is largely merited, because in many countries the
public sectors has failed to deliver necessary services and is unable to mobilize the resources
required to finance needed investment. (Ashoka Mody, 2007)
LGUs play a key role in infrastructure development. While local autonomy is duly recognized,
the financial and technical capacity of LGUs must be enhanced if they are to become more
effective development partners. Their capacity for planning must also be improved so that

To Foster Transparency and Accountability in Infrastructure Development . Government shall
encourage the active participation of the public and civil society in governance, monitoring,
and feedback. Transparency and accountability are integral to a predictable policy
environment conducive for investment

CONCLUSIONS
Based from the discussions, the knowledge and skills of the local
government officials are needed to fully implement the barangay
development plan of a certain barangay.
To provide efficient social services delivery to the constituents, there is
a need to increasing local financial revenue of the barangay.
The LGU alone, will not be able to attain sustainable growth without
participation and shared vision of the people within the barangay.
Proper implementation of barangay development plan has an impact in
the satisfaction of the residents on the BDP implemented by the
barangay officials in South Central Mindanao.
