Pagbina Isay CSJR Parameter Presentation

The document discusses the integration of Artificial Intelligence (AI) into the Philippine tertiary education system, defining key terms such as AI, integration, and higher education. It proposes to focus the debate on practical solutions while excluding ethical concerns, financial constraints, technical aspects, and non-academic matters. The discussion is limited to the context of the Philippines, emphasizing the potential benefits of AI in teaching, learning, research, and administration.

PAGBINA-ISAY 2024: TERTIARY LEVEL

CSJ-R proposed parameter for the debate topic

LIBRT: Artificial Intelligence be Integrated in the

Philippine Education System - Tertiary Level

(affirmative side)
The following terms are defined:

1. Artificial Intelligence (AI): It refers to the development of computer systems capable of

performing tasks that typically require human intelligence tasks such as learning,
reasoning, problem-solving, perception, and language understanding. It includes the
following subfields:

• Natural Language Processing

• Machine Learning
• Deep Learning
• Generative AI

LIBRT: Artificial Intelligence be Integrated in the Philippine Education System - Tertiary Level
• Natural Language Processing - seeks to enable machines to understand, interpret and
respond to human language in a valuable way.
• Machine Learning - enables AI systems to learn from data by recognizing patterns and
making predictions or recommendations based on statistical analysis. It can adapt over time
with new data, but its learning is generally guided by specific features and rules defined by
developers.
• Deep Learning - is a subset of ML that uses artificial neural networks to enable digital
systems to learn and make decisions based on unstructured, unlabeled data.
• Generative AI - Generative AI refers to a category of algorithms that are capable of
generating new data that resembles a given set of training data.

2. Integration: The process of incorporating and/or blending AI technologies and
methodologies into various aspects of higher education, including:
• teaching
• learning
• research
• administration

3. Higher Education: Refers to tertiary education beyond the secondary level, typically
provided by public and private universities, colleges, and other institutions offering
academic degrees or vocational training. Higher education encompasses undergraduate,
graduate, and professional programs.

LIBRT: Artificial Intelligence be Integrated in the Philippine Education System - Tertiary Level
For the purpose of this debate, we propose to exclude the following:

• Ethical and Moral Concerns

• Financial Constraints
• Technical Aspects
• Matters that are beyond academic aspect of AI integration

Further, we propose that we shall limit the discussion only in the context of the
Philippines.

LIBRT: Artificial Intelligence be Integrated in the Philippine Education System - Tertiary Level
• Ethical and Moral Concerns. By excluding extensive discussions on ethical and moral
dilemmas, both sides can concentrate on practical solutions and regulations to mitigate any
ethical issues that may arise without hindering progress.

• Financial Constraints. Acknowledging that upfront costs are a reality, both sides can focus on
discussing long-term cost-effectiveness and potential funding sources, ensuring that the
benefits outweigh the initial investments.

• Technical Aspects. By excluding technicalities such as programming languages, jargons, and

algorithms, both sides can concentrate on the future potential of AI technologies and the
incremental improvements that can be made over time.

• Matters that are beyond academic aspect of AI integration are also excluded.
