Local Development Council (LDC)
LEGAL BASIS:
Sec. 106 of the LGC mandates all LGU to have a
comprehensive multi-sectoral development plan to be
initiated by its development council and approved by
its sanggunian. For this purpose, the development
council at the Provl/City/Municipal level shall
assist the corresponding sanggunian in setting
the direction of economic and social
development and coordinating development
efforts within its territorial jurisdiction
Composition of LDC
The LDC shall be headed by the LCE and
shall be composed of the following
members:
(a) all Punong Brgys in the municipality/city
and Municipal/ Component City Mayor for
Provl
(b) SB/P/P Chairman, committee on
appropriation
(c) Congressman or his Representative; and
(d) Representatives of NGOs operating in the
municipality/city/ province who shall
constitute
not less than ¼ of the fully-organized
Functions of LDC
1) Formulate long-term, medium term, and annual socio-
economic development plans and policies;
2) Formulate the medium-term and annual public investment
programs;
3) Appraise and prioritize socio-economic development programs
and policies;
4) Formulate local investment incentives to promote the inflow
and direction of private investment capital;
5) Coordinate, monitor, and evaluate the implementation of
development programs and projects;
6) Perform such other functions as may be provided by law or
competent authorities.
Meetings and Quorum
The Local Development Council shall meet
at least once every six (6) months or as
often as may be necessary
Executive Committee
Each local development council shall create an
executive committee to represent it and act in
its behalf when it is not in session
COMPOSITION:
•The Municipal/City Mayor/ Provl Gov. as
chairman;
•The SB/P/P Chair on Committee on
Appropriations;
•The LnB President; and
•an NGO Representative that are represented in
the council, as members
ExeCom Powers and Functions
1) Ensure that the decision of the council are faithfully
carried out and implemented;
2) Act on matters requiring immediate attention or action
by the council;
3) Formulate policies, plans and programs based on the
general principles laid by the council; and
4) Act on matters that may be authorized by the council.
LDC Secretariat
There is hereby constituted a SECRETARIAT
which shall be responsible for providing technical
support, documentation of proceedings,
preparation of reports and such other assistance
as may be required in the discharge of its
functions. The LDC may avail of the services of
any non-governmental organization or educational
or research institution for this purpose. The LDC
Secretariat shall be headed by the C/MPDC/
PPDO.
LDC Sectoral or Functional Committee
The LDC may form sectoral or functional
committees to assist them in the performance of
their functions.
- A sectoral committee may be composed of
members who came from a particular sector of
society, for example, urban poor committee or
committee of fisherfolks.
- Functional committees may encompass
definite duties like a committee on ways and
means or a committee on beautification.
Local School Board
Section 98 of the LGC mandates all LGUs to
established a local school board
COMPOSITION:
• The LCE as Chairperson and the Schools Division
Superintendent/ Schools District Supervisor as co-
chair;
• SB/P Chair on the committee on education;
• Local Treasurer;
• SK Federation President;
• President of the PTA, Representative of the Teacher’s

Functions of the School Board
(a) determine the annual supplementary
budgetary needs for the operation and
maintenance of public schools
(b) authorize the municipal treasurer to
disburse funds from the SEF pursuant to
the budget prepared and in accordance
with existing rules and regulations

(d) recommend changes in the names of
public schools within the territorial
jurisdiction of the local government unit

PPAs under the School Board Budget

Compensation and Remuneration
The co-chairman and members of the local school
board shall perform their duties as such without
compensation or remuneration. Members thereof
who are not government officials or employees
shall be entitled to necessary travelling expenses
and allowances chargeable against its fund of the
local school board concerned.
Local Health Board
Section 102 of the LGC mandates all LGUs to established a local
health board
COMPOSITION:
• The LCE as chairman;
• Local Health Officer as vice-chairman;
• SB/P Chair on the committee on health,
• Representative from the Private Sector or NGO involved in
health services and Representative of the DOH in the province, as
members
All provinces, cities and municipalities are encouraged to increase the
membership of representative-organizations to one-half (1/2) of the fully
organized LHB to further expand citizen participation such as, but not
limited to: ICCs/IPs, agriculture, transport, housing, education,
environment, faith-based organizations, senior citizens, PWDs, women,
LGBTQIA+ and the youth.

Functions of the Health Board
(a) propose to the sanggunian concerned, in
accordance with standards set by the MOH,
annual budgetary allocations for the operations
and maintenance of health facilities and
services within the LGU

Local Peace and Order Council
• RA 7160, Section 16 mandates all LGUs to ensure
and maintain peace and order within their
respective areas of jurisdiction, among other
concerns. In addition, Section 116 thereof states
that a POC shall be established in every Province,
City and Municipality.

Duties of LPOC
a) Convene the, PPOC quarterly or as often as the need arises;
b) Adopt the following resolutions:
a. A resolution on the composition of the PPOC immediately
after the
assumption of the new PPOC Chairperson,
and in the event that there is any change in the composition
thereof;
b. A resolution on the creation of Special Action Committees;
c. An annual resolution on the schedule of the quarterly meetings;
d. A resolution on the composition of the PPOC Secretariat;
e. A resolution on the approval of Provincial POPS Plan; and
f. Such other resolutions, as may be necessary.
(c) Invite other concerned agencies which are not included in E.O. No. 773, s.
2009, (e.g. intelligence communities or agencies) to join or participate in
PPOC meetings and/or activities, as may be necessary;
(d) Formulate a 3-year Local Peace and Order and Public Safety Plan (POPS)
Plan, to be incorporated/and consistent with the Provincial
Development and Physical Framework Plan (PDPFP)/ CDP.
Duties of LPOC
e) Create a Special Action Committee (SAC) on Anti-Insurgency and Anti-Criminality,
Crisis Management, and other SACs, to prevent or address the issues or incidents
on peace and order and public safety.
(f) Create a Technical Working Group (TWG) for the purpose of POPS Planning,
following the guidelines prescribed by the Omnibus and other DILG issuances on
the tools and processes on POPS Planning.
(g) Provide a forum for inter-disciplinary dialogue and deliberation of major issues
and concerns affecting peace and order and public safety within their respective
areas of jurisdictions.
(h) Recommend strategic actions or activities aimed at promoting, improving, or
enhancing peace and order and public safety measures, including anti-insurgency
measures within their respective areas of jurisdictions.
(i) Recommend measures to converge and orchestrate internal security operations
efforts of civil authorities and agencies, military, and police.
(j) Formulate and adopt an effective mechanism for the coordination, cooperation, and
consultation involving the local executives, citizenry and law enforcement .
Duties of LPOC
k) Apply moral suasion to and/or recommend sanctions against local chief executives
who are giving material and political support to the insurgents.
(l) Monitor the provision of livelihood and infrastructure development programs and
projects in the remote rural and indigenous population areas to isolate them from
the insurgents’ ideological, political, and organizational works.
(m) Serve as the convergence mechanism to support the Enhance Comprehensive Local
Integration Program (E-CLIP) Committee in its implementation, at the Provincial
level.
(n) Support the implementation of ELCAC initiatives.
(o) Monitor the functionality of the POCs through an annual conduct of POC
performance audit, the implementation of LGU POPS Plans, and reporting in the
POPSP-PCMS.
(p) Provide regular staff and financial assistance from the Office of the PPOC
Chairperson to support the PPOC Secretariat.
(q) Perform such other functions as may be directed by law, the higher LPOC
Chairperson, or the President.

CCPOC/MPOC Secretariat
1. CCPOC/MPOC Secretariat Members:

2. Duties and Responsibilities of the CCPOC/MPOC Secretariat:
(a) The CPOC/MPOC Secretariat Head shall cause the reorganization of the
CPOC/MPOC upon assumption of the new POC Chairperson after a national
and local election through the following:
a. Convene the prospective members of the CPOC/MPOC;
b. Call for CSO nomination for CPOC/MPOC representation;
c. Review CSO profiles; and
d. Endorse and recommend CSO nominees to the CPOC/MPOC Chair.
CCPOC/MPOC Secretariat
(b) Assist the Chairperson and Vice Chairperson in the conduct of
CPOC/MPOC meetings.
(d) Provide technical and administrative assistance to the CPOC/MPOC.
(e) Propose PPSAs contributing to the furtherance of peace and order and
public safety situation at the municipal level, consistent to national
thrusts.
(f) Recommend CPOC/MPOC agenda, and prepare resolutions, minutes of the
meeting, and other documents.
CCPOC/MPOC Secretariat
(g) Submit the following status reports to the PPOC Secretariat:
a. Conduct of the annual POC performance audit;
b. Formulation and development of LGU POPS Plan;
c. Encoding in the POPSP-PCMS.
(h) Prepare and submit the following accomplishment reports through the
POPSP- PCMS.:
a. Reporting Forms 1 (semestral) and 2 (annual);
b. PPOC Secretariat semestral accomplishment report;

(i) Provide technical support or assistance to activities related to
the Enhanced Comprehensive Local Integration Program (E-

The LDRRMC shall established an Office, which shall be
responsible for :
(1)administrative functions and training;

Duties and Functions
The LDRRMC shall perform the following functions
with impartiality given the emerging challenges brought
by disasters of our times:
(1) Approve, monitor and evaluate the implementation of the
LDRRMPs and regularly review and test the plan consistent with other
national and local planning programs;
(2) Ensure the integration of disaster risk reduction and climate
change adaptation into local development plans, programs and
budgets as a strategy in sustainable development and poverty
reduction;
(3) Recommend the implementation of forced or preemptive
evacuation of local residents, if necessary; and
(4) Convene the local council once every three (3) months or as
necessary.
Coordination During Emergencies
The LDRRMCs shall take the lead in preparing
for, responding to, and recovering from the
effects of any disaster based on the following
criteria:
a. The BDC, if a barangay is affected;
b. The City/Municipal DRRMCs, if two (2) or
more barangays are affected;
c. The Provincial DRRMC, if two (2) or more
cities/municipalities are affected

•DILG MC No. 2002-121 encouraged the LGUs to
organize/reorganize their respective LCPCs pursuant to
RA Nos 4881 and 8980 and Presidential Decree No. 603
as amended.
•Section 15 of RA 9344, know as the “Juvenile Justice
and Welfare Act of 2006” mandates LGUs to establish
their respective Local Council for the Protection of
Children (LCPC) at the City, Municipal and Barangay
Levels.

Functions of LCPC
(1) Formulate plans, programs and policies for children that are gender-fair,
culturally relevant and responsive to the needs of diverse group of children ages
from 0 and below 18 years old;
(2) Prepare Annual Work and Financial Plan for Children and recommend
appropriations in the Office of the Sangguniang Bayan;
(3) Provide coordination and linkages with other agencies and institutions in
planning, monitoring and evaluating plans for children;
(4) Provide technical assistance and recommend financial support to the
Barangay Council for the Protection of Children;
(5) Foster the education of every child;
(6) Advocate the establishment and maintenance of playgrounds, day care
centers and other facilities necessary for child and youth development;
Functions of LCPC
7. Recommend local legislations in promoting child survival, protection, participation
and development, specially in the quality of television shows, media prints and
coverage, which are detrimental for children, and request appropriate funding support;
8. Assist children who are in need of special protection and refer cases filed against
child abusers to proper agencies/institution;
9. Conduct capability-building programs to enhance knowledge and skills in handling
children’s program;
10. Document best practices on children in every barangay
11. Monitor and evaluate the implementation of programs and submit quarterly status
reports to the Provincial Council for the Welfare of Children (PCWC)
12. Perform other functions as provided in the Early Childhood Care and Development
(ECCD), and other child related laws;
Functions of LCPC
13. Serve as the primary agency to coordinate with and assist the Local
Government Unit (LGU) concerned for the adoption of the Comprehensive
Juvenile Intervention Program and to oversee its proper implementation;
14. Coordinate with and assist the LGU in calling all sectors concerned,
particularly the child-focused institutions, NGOs, POs, educational institutions
and government agencies involved in delinquency prevention to participate in
the planning process and implementation of juvenile intervention programs;
15. Coordinate with the LGU on the annual review and assessment of the
comprehensive juvenile intervention programs;
16. Coordinate with and assist the Sangguniang Kabataan in the formulation
and implementation of juvenile intervention and diversion programs to the
community;
Functions of LCPC
17. Provide coordination and linkages with other agencies and
institutions in planning, monitoring and evaluating juvenile
intervention and diversion programs in the community;
18. Assist the Punong Barangay in conducting diversion proceedings
on cases provided in the RA 9344;
19. Assist the Local Social Welfare and Development Officer (LSWDO)
in the development of appropriate diversion program;
20. Institute, together with schools, youth organizations and other
concerned agencies, the community-based programs on juvenile
justice and welfare initiated by the LGU;
Functions of LCPC
21. Conduct capability building programs to enhance knowledge and skills in
handling children’s programs;
22. Establish and maintain a database on children in the local government,
specifically, for the purpose of this Act, “the LCPCs shall maintain a database of
children in conflict with the law”;
23. Document best practices on juvenile intervention and prevention;
24. Conduct an inventory to all NGOs that are serving children in conflict with the
law and mobilize them as resources for effective implementation of RA 9344;
25. Review existing policies on units that provide services to children in conflict
with the law, determine the barriers to get access to these services, and take the
necessary action to improve access to these services.

People’s Law Enforcement Board
Section 43 of Republic Act Numbered 6975 otherwise known as
the “Department of the Interior and Local Government Act of
1990″ provided for the creation of People’s Law Enforcement
Boards in every city/municipality to conduct hearing and
adjudication of citizen’s complaints against uniformed members
of the Philippine National Police (PNP) for offenses committed in
their area of jurisdiction
Creation. – The Sangguniang Panlungsod/Bayan in every city and
municipality shall create such number of People’s Law
Enforcement Boards (PLEBs) as may be necessary: Provided, That
there shall be at least one (1) PLEB for every five hundred (500)
city or municipal police personnel and for each of the legislative
districts in a city
Composition of PLEB
a) Any member of the Sangguniang Panlungsod/Bayan chosen by
his/her respective sanggunian;
b) Any punong-barangay of the city or municipality concerned
chosen by the Liga ng mga Barangay; and
c) Three (3) other members who are removable only for cause to
be chosen by the local peace and order council from among the
respected members of the community known for their probity and
integrity, one (1) of whom must be a woman and another, a
member of the Bar, or in the absence thereof, a college graduate,
or, the principal of the central elementary school in the locality.
The Chairman of the PLEB shall be elected from among its
members.
Membership in the PLEB constitutes a public office, as such a
public official or employee is disqualified for appointment or
designation as member thereof unless allowed by law or by the
primary functions of his office
Functions of PLEB
The PLEB shall have the power to hear and
adjudicate all citizen’s complaints formally filed with,
or referred to it, against any uniformed member of the
PNP, and, if warranted, impose the corresponding
penalty.
In the exercise of its functions, the PLEB, acting
through its chairman, is empowered to administer
oaths, summon witnesses, require the production of
documents, records, books, or other things by a
subpoena duces tecum and issue other processes as
may be necessary.

prequalification, bids and awards committee
in the municipality, which shall be primarily
responsible for the conduct of
prequalification of contractors, bidding,
evaluation of bids, and the recommendation
of awards concerning infrastructure projects.

1. Formulate and implement local food and
nutrition policies, plans and interventions for
nutrition improvement.
2. Monitor and evaluate the efficiency and
effectiveness of the plan for nutrition

plan to sustain nutrition improvement.
Functions of Local Nutirtion Action Officer
1. Organizes and leads a planning core group within the
Municipal Nutrition Council to formulate the Municipal
Nutrition Plan;
2. Ensures the implementation of the nutrition plans,
programs, and projects which are attuned to the Municipal
Development Plan (MDP) and the targets of the Millennium
Development Goals (MDGs);

7. Supervises the Barangay Nutrition Coordinators/Scholars
and acts as resource person in barangay level planning and
formulation;
8. Trains and supervises the BNC/S in the implementation of
barangay nutrition program;
9. Submits semetral Work Plan based on the Municipal
Nutrition Action Plan to the Chairperson of the Municipal
Nutrition Council and her/his direct supervisor:
10. Prepares the semestral accomplishment report of the
Municipal Nutrition Council and submits monthly work
accomplishment to the Chairperson/direct supervisor;
11. Keeps minutes of the meetings of the Municipal
Nutrition Council and keeps the records of all nutrition-
related programs, projects and activities; and
12. Undertakes other nutrition-related activities as deemed
necessary by her direct supervisor.

Functions of LCAT-VAWC
1. Institute policies and programs to protect women and
children who are victims of trafficking and violence.

VAWC.
4. Monitor and oversee the strict implementation of RA
9208, RA 9262 and other related laws for the protection
of women and children and the LCAT and VAWC national

Composition of ESWMP
The City or Municipal Solid Waste Management Board shall be
composed of the
• city or municipal mayor as head with the
following as members:
a) One (1) representative of the Sangguniang Panlungsod or the
Sangguniang Bayan, preferably chairpersons of either the
Committees on Environment or Health, who will be designated
by the presiding officer;
b) President of the Association of Barangay Councils in the
municipality or city;
c) Chairperson of the Sangguniang Kabataan Federation;
d) A representative from NGOs whose principal purpose is to
promote recycling and the protection of air and water quality;
e) A representative from the recycling industry;
f) A representative from the manufacturing or packaging industry;
and
g) A representative of each concerned government agency
possessing relevant technical and marketing expertise as may
be determined by the Board.
